During 1983, Ecuador's gross domestic product (GDP) decreased by a reported 3.3% in real terms, the second consecutive decline in the economy after more than a decade of growth generated mainly by petroleum export revenues. The slowdown was due, in part, to the effects of the world recession, lower foreign demand for oil, depressed world oil prices, and reduced demand and prices for Ecuador's traditional agricultural exports. Inflation accelerated to an estimated 55% annual rate. The sucre was devalued in March, for the second time in less than a 12-month period, by 27% after remaining unchanged during the previous decade. In addition, continuous adjustments were made every weekday, effectively devaluing the sucre another 30% by yearend. Ecuador's production of crude petroleum increased almost 12% in 1983 compared with that of 1982. Average daily production was 237,100 barrels per day (bbl/d), up from 211,300 bbl/d in 1982.

Changes in the 1978 quantity and value of the sales of various natural abrasives, compared with the data for 1977, were of a mixed nature. Output of tripoli-type materials and garnet increased in both tonnage and value. Emery production also increased. But special silica stone product sales decreased in both tonnage and value, and the reported quantity and value of sales of manufactured abrasive material also decreased for 1978. In 1979 output of tripoli-type materials and special silica stone products decreased in both tonnage and value when compared with the previous year. The tonnage and value of sales of garnet and manufactured abrasives increased when compared to 1978 data.

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a fill-size shaft are underway.

This paper is one of a series being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included, if available. In addition to describing equipment and methods used} the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made. This paper is particularly concerned with operation of the Camak quarry and plant of the Weston-Brooker Co. The quarry and plant are near Cedar Rock, north of State Highway No. 80 and east of Middle Creek in Warren County, Ga., and about 40 miles west of Augusta. Rail access is by a spur line of the Georgia Railroad from Camak, 5 miles southwest. The main office of the company is at Cayce, S. C.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. The Ladd manganese deposits are in San Joaquin County, Calif., about 13 miles southwest of Tracy. The deposits are confined in two main areas of development, roughly about 1,700 feet apart horizontally, and known as the Ladd mine and Fabian mine, respectively. The deposits occur as interbedded lenses in the white cherts of the Franciscan formation. The ore minerals are bementite, rhodochrosite and psilomelane. As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a development program was started. August 24, 1940, and completed on June 24, 1941. The Federal Geological Survey cooperated by mapping the geology and logging the drill cores. The program included road building, trenching, rehabilitating the mine workings, trenching underground excavation, sampling, and core drilling. The following pages mention the location, give a brief history, and note the physical features of +1-.1, district. Mine workings are sketched, the deposit is described and the plan of the project is noted. The work performed by the Bureau of Mines is explained in the concluding pages with a summary of the drill hole logs.

Rapid expansion of the titanium-metal industry focused attention upon ilmenite as a possible substitute for the more expensive and less abundant rutile in producing titanium tetrachloride. Most of the rutile available for this use is imported. Preliminary studies were undertaken to determine the chlorination characteristics of high-titanium slags produced by electric-arc furnace smelting of alluvial Idaho ilmenite at the Federal Bureau of Mines Northwest Electrodevelopment Experiment Station, Albany, Oreg. Low silicon, calcium, and aluminum contents of the slags enhanced their potential value for chlorination.

The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

"Copper sulphate is a common flotation reagent for blende ores. Metallic iron also is present in the mill circuit, and a reaction between the iron and the salt would be in accord with well-known chemistry. The abundance of metallic iron in a flotation feed may be noted by even perfunctory examination. First of all the mine contributes metallic iron, then the coarse-crushing machines add their share, and finally the fine-grinding medium its portion. If the grinding is with cast-iron balls the amount of metallics is greater than when steel is used. Thus it is that much more metallic iron is present than would be indicated by noting the ball consumption. An estimate that the total amount of metallics is twice that supplied by the balls and liners might not be far amiss.That copper sulphate plates out on iron in an acid solution is well known, but since flotation is practiced commonly in solutions where acid has not been added this reaction has not been given sufficient thought.This problem has been the basis of a study undertaken jointly by the Mississippi Valley Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, at Rolla, Missouri. Its importance may be understood better when the tonnage of zinc ores now being treated by flotation in this country is considered. According to Gaudin4 5,536,244 tons of zinc or were treated by flotation during 1927. In these operations copper sulphate was employed as an activating agent; the amount per ton averaged 0.81 pound for straight sulphide zinc ores and 1.16 pounds for complex ores. Since such large quantities of zinc ore are treated by flotation and since metallic iron is always present, the importance of studying their reactions on each other and the effect of their reaction"

A Major Hazard Risk Assessment (MHRA) was developed in Australia after a series of mine disasters in the 1990’s. A MHRA is used to help prevent major hazards, i.e. fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, from injuring miners. A MHRA is a structured process that identifies the characteristics of major hazards, assesses and ranks the risk they present, and evaluates engineering and administrative controls to mitigate them. These controls typically consists of a broad spectrum of prevention, monitoring, first response, and emergency response techniques and helps to move an operation from a reactive to a proactive approach towards safety. This paper documents a MHRA performed at an underground mine where strata instabilities and fire hazards may threaten the condition of its escapeways. The objective of this MHRA is to 1) identify what hazards could affect the egress through the mine’s escapeways, 2) determine what unwanted events pose the greatest threat for the mine, and 3) recommend a plan to prevent or recover from the potential disruption of egress through the escapeway. The plan provides information on the key existing controls that should be monitored and audited, and makes recommendation of new potential controls to further reduce related risks. By documenting the use of MHRA to this specific ground control issue, this paper provides a framework for others to judge the merits of this approach and to help design and perform these activities.

Ten proposed processes for the recovery of manganese from domestic resources as a high-grade oxide product are described. Nine of the processes employ sulfur dioxide, sulfuric acid, or a combination of both for leaching. The tenth process utilizes sulfur dioxide to sulfatize the ore at 600° to 850°C before water leaching. In addiction to these ten complete processes, six processes from the patent literature are described. Methods for receovering MnSO4?H2O are also reviewed.

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

The breakage of rock by explosives depends largely on the ability of an explosive to transfer its stored potential energy to the rock as strain energy. Therefore, the relative rock-breaking abilities of explosives can be determined indirectly by determining the relative amounts of strain energy transferred to the rock at the time of detonation. This report presents experimental data on the strain energy contained in explosion-generated strain pulses in a granite gneiss. Six explosives were tested. The scaled total radial strain energy Es/W flowing outward through a spherical shell of scaled radius R/W1/3 surrounding the point of detonation was found to follow an exponential decay propagation law of the form [ ]

Deep cover retreat mining (overburden in excess of 750 ft) is an important emerging issue which will intensify in the future as the more easily mined shallow seam reserves are depleted. Analysis of Mine Safety and Health Administration (MSHA) statistics indicates that deep cover pillar recovery accounts for a disproportionate share of the underground coal mine roof/rib fall fatalities and injuries. Past research has shown that previously recommended Analysis of Retreat Mining Pillar Stability (ARMPS) stability factors (SF’s) may be excessive for deep cover pillar design. The objectives of this study were to evaluate the various methods and strategies by which panels, production pillars and barrier pillars are developed and extracted under deep cover, and to develop appropriate design guidelines. In the course of the research, 29 mines in 7 states were investigated to collect panel design case histories. At each mine site, underground geotechnical data were collected on the pillar line in order to document roof rock, coalbed and floor conditions. The analyses indicated that squeezes were the most likely failure mode where the depth was less than 1,250 ft, but bumps predominated in the deeper cover cases. Immediate roof rock quality, the ARMPS SF’s, and barrier pillar stability factors were all found to be important parameters in determining the outcomes of the case histories. Design guidelines, including suggestions for barrier pillars to isolate active panels from nearby gobs in bump prone ground, are also proposed.

Pillars with width to height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented, which illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

Objective To develop safety training tools for mine safety and health trainers that can be used for both new-miner training and annual refresher training. Background For the past 3 years, NIOSH has been developing training materials for mine safety trainers in response to gaps identified during stakeholder meetings. Most materials have been directed to the hazards of underground mines, but the recent passage of Part 46 of CFR 30 required new-miner and annual refresher training in aggregate operations. One result was the identification of another audience needing basic information about safety in mining. Trainers characterized trainees in this segment of the industry primarily as young males, many of whom had little work experience. Approach Training specialists from the Arizona State Mine Inspector’s Office approached NIOSH researchers early in2002 about the possibility of a collaborative project to develop safety training materials for new trainees in aggregate operations. A preliminary search of MSHA accident statistics identified over a dozen common hazards that could be targeted in a training video. A storyline was developed for review by safety specialists in the aggregate industry, and a script was written to cover the selected hazards. Although the target audience was primarily new hires, the finished video was also to be relevant to more experienced workers.

In 1984 and 1986, at the request of the U.S. Forest Service, the U.S. Bureau of Mines conducted a mineral appraisal of the 315,000-acre Lemhi Range study area. This area is located in Lemhi and Custer Counties, about 25 mi south of Salmon, Idaho, and is in the Northern Rocky Mountain physiographic province, Topography is generally rugged with elevations ranging from 5,600 ft to about 11,350 ft above sea level. Since the 1880's, approximately 500 mining claims have been located within the study area; about 400 were current at the time of this investigation. Also, part or all of 12 patented mining claims are in the study area. During Bureau field work, forty-four mineralized sites were examined. The sites had been explored by 80 adits, 14 shafts, and about 140 pits and trenches. At least five properties in the study area have had significant production; the adjacent Mohawk, Grace Phelan, and Snowbird claims had a combined total of 136,000 oz of silver and 67,000 lb of lead; production at the Brown Bull was about 14,800 oz of silver and 115,000 lb of lead; the Portland mine yielded an unrecorded amount of silver. The Hilltop mine, located a few hundred feet outside the study area, produced 125,000 oz of silver, 2.7 million lb of lead, 87,000 lb of zinc, and 62,000 lb of copper from mineralized zones that might extend into the study area. More than 10,000 lb of copper were produced at the Blue Jay mine from workings located about 1,000 ft outside the study area. The Bureau of Mines investigation did not reveal the presence of identified resources in the study area. However, several areas contain mineralized sites and are known occurrences. Some of these warrant additional work to further delineate the mineralization and possibly determine identified resources.
