"The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior for the promotion of safety in mines and quarries, has just been closed for seventeenth consecutive year. Enrollment covered more plants than in any previous contest. Moreover, a larger volume of employment was represented than in the contests of previous years, and several new plants were enrolled for the first time. Six safety trophies are awarded annually in these competitions one to the leading plant in each of six groups. An anthracite, mine in Pennsylvania, a bituminous-coal mine in West Virginia, a metal mine in Tennessee, a nonmetal mine in Virginia an open-cut mine in Minnesota, and a quarry in Alabama won the 1941 trophies.To be eligible to win a trophy, a mine or quarry must have had at least least 25 men working under ground or in the pit for not loss than 100 days. The number of man-hours worked must total 30,000 or more. Mines or quarries having no accidents during the year are rated according to the number of man-hours worked. If there are no plants with accident-free records, the mines and quarries in each of the six groups are rated according to their accident-severity rates; the plant having, the lowest rate is declared the winner.The Sentinls of safety trophies presented to the winning mines and quarries in the six groups were donated by the Explosives Engineer magazine to promote safety in the mineral industry. They are held by the winning companies for 1 year or until won by other mines and quarries."

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. This report summarizes the results of the Narragansett Win Projec't's activities during the U.S. Bureau of Mines (BOM) Phase 1, which was transitional from and which followed the National Science Foundation (NSF) Phase which initiated the investigation of New England's potential roil resource. The 960 sq. mile basin is structural and topographic lowland containing 12,000 to 20,000 ft. of terrigenous clastic sediments of late Pennsylvanian age, and which rests on an upper Precambrian and Cambrian basement. The Rhode Island Formation, which is the coal-bearing unit, comprising the bulk of the Pennsylvanian rocks consists, in order of decreasing abundance, of sandstone, conglomerate, silts tone, shale, and coal. In the NSF Phase, 24 drill-holes yielded 17,900 ft, of core; in the BOM Phase I study, 4 drillholes yielded 2,100 ft. of core. Anthracite and semi-anthracite was encountered in beds Up to 30 ft. thick in widely spaced parts of the Basin. The coal, typically very low in sulfur, and a high ash anthracite, won mined in substantial volumes from 1808 to 1959 from shaft and open lit in Portsmouth and Cranston, R.I., and in lesser volumes in Mansfield, Mass. Currently coal is now being mined in Plainville, Mass. as a fuel in the manufacturing of light-weight aggregate from the same quarry that serves as the source of the rock being processed. The structurally complex Narragansett Basin is now known to have a greater extent than earlier since recent drilling by others (Chapter 2) has confirmed our interpretation that the Basin extended offshore south A Boston. The, Basin also extends into Rhode Island Sound to the south. The geological structure is more complex in the southern part of the Basin than in the northern part. Three episodes of folding have been documented on Aquidneck Island and four episodes of faulting have been demonstrated for the Basin as a whole. Relatively less well exposed rock in the northern part of the Basin, increases the difficulty of recognizing and correlating structural episodes in the northern part of the Basin. The Basin his hewn subdivided into six structural domains which appear to have distinctive structural, metamorphic, paleontological and sedimentological differences that mw assist in isolating important events in the evolution of the Basin and its component parts. The tentative structural model recently developed in POP Phase I has important implications for exploration and mining. In the first and second folding stages the coal is mobilized and thickened in the crests and troughs of folds whose axes are horizontal to subhorizontal. While conventional coal exploration and mining methods are not applicable, great thickening in the crests and troughs of large scale structures, which can he defined by geology, geophysics and drilling, may provide compensating advantages. Bedrock over most of the Basin is 0-50 ft., but thicknesses of glacial deposits up to 150 ft. are present locally. Pro-Pleistocene topographic trends are controlled by structure and rock hardness; Pleistocene deposits aligned to the S. F. are superimposed on earlier trends. The southern part of the Basin is mainly dominated by high grade Barrovian metamorphism and plutonism of Permian age, related to the Alleghanian Orogeny. About 300 sq. miles of the 960 sq. mile Basin has been affected. The remaining 660 sq. miles, in the chlorite and subchlorite zones of metamorphism are compatible with the presence of high quality anthracite and semi-anthracite. Illite crystallinity studies begun in the NSF Phase, have been carried out in the BOM Phase l with important results. About ME of the northern Basin is now known to be in the diagenetic (unmetamorphosed) or subchlorite zone and the remainder in the chlorite zone of metamorphism. Mite studies, probably best recording temperature effects, show a generally progressive increase from the NW corner of the Basin near Plainville, Mass. toward the south and southeast. Reflectivity and coal petrography studies, probably best recording pressure and effects related to shearing, indicate a generally opposite pattern. Thus these methods provide powerful tools for the ultimate solution of problems important to coal exploration for coals of higher combustible volatile content and exploitation of these. Due to the complex nature of the coal, chemical data may not he easily used to determine rank. The coals have been tectonically deformed and mineralized. This deformation plus thermal metamorphism have altered the coals, in some cases by producing natural coke. Brecciated coal is often coated with a secondary depositional carbon. The coals' hydroscopic nature and high ash contents are due to the deformed nature of the coal and the presence of this secondary carbon. The stratigraphy and sedimentology of the coal-bearing Rhode Island Formation is similar to described alluvial fan deposits. The non-geological studies al-low three conclusions to be made: 1. A substantial number of areas have been identified in the Narragansett Basin in which mining could be carried out without undue difficulty from a land use point of view. 2. Substantially more than two hundred instances of past or current- mining activities have been identified in the Basin. Many of those are in areas defined as geologically interesting, and may be advantageous From the point of view of future exploration. 3. The map synthesis technique developed for this contract is successful and may easily be adapted to future exploration in its current form and also in its expandable form dealing with unit measurements of one-tenth mile. We recommend that BOM Phase 2 exploration should accomplish the intent of the Congressional language in House Report No. 95-1251, to continue a substantial drilling and geophysics program: "The Committee expects the Bureau to continue studies involved in ascertaining the extent and quality of low sulfur coal reserves in the Narragansett Basin in New England including necessary drilling and geophysical studies. The knowledge of the extent of such deposits is of great importance to this 'energy pour' area".

The inplace cyanidation leaching of gold from placer deposits is a potential method for treating gravels too deeply buried and too low in gold content to be processed economically by conventional dredging methods. Laboratory experiments were made to evaluate those placer cyanidation factors adaptable to small-scale studies. The variables investigated included gold particle size and location in sand beds, cyanide solution flow rate, and cyanide solution strength as factors affecting gold solubility rates. The solution flow rate, in turn, was influenced by variables such as bed slope, solution head pressure, and sand size, and the effects of these factors were studied. Free gold, minus 150-mesh and finer in size, is rapidly dissolved by dilute cyanide solutions from mixtures of gold and silica sand prepared to simulate placer deposits. About 94 percent of minus 325-mesh free gold was extracted in 5 hours from silica sand mixtures, and 94 percent extraction of minus 150-mesh gold was obtained in 21 hours with 0.1 percent NaCN solutions. Moving solutions were almost twice as effective in leaching free gold from silica sand mixtures than stagnant solutions.

A depleted county gravel pit was rehabilitated by contracting an artist to convert it into sculpture, rather than using traditional reclamation methods. The sculptor's ideas were generally implemented as designed, but problems arose because of a faulty survey and severe weather. Public reaction was critical. A design symposium was presented by retaining six artists to prepare designs for varied sites. A public forum was offered and video-documented for broadcast. A new art-reclamation project grew out of this project.

An analysis of coal slurry pipelines was presented in our May 1976 study, Route Specific Cost Comparisons: Unit Trains, Coal Slurry Pipelines and Extra High Voltage Transmission (4]. The present study extends that analysis. The earlier work included technical and economic cost descriptions of the black Mesa and ETSI pipelines as well as some hypothetical pipeline routes. Water problems, safety and environment, required resources, and labor impacts were discussed at some length. Additionally, pipeline impacts on competing railroads, slurry-rail comparisons, and cost escalation. were analyzed. The difference in pipeline profitability to an owner-operator versus a promoter-builder was suggested. These aspects are not redone in this study. Here, we present a synopsis of the previous results and a general statement of coal slurry pipelines. Extensions of the arguments are presented where they appear warranted. New material is developed in the area of pipeline branching and tapping. This would appear necessary if slurry pipelines are to function as more than private lines; if they are, for example, to be responsive to common carrier requirements.

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

In a previous study, the e?cacy of commercial and prototype impactors for sampling diesel particulate matter (DPM) in coal mines was investigated. Laboratory and ?eld samples were collected on quartz-?ber ?lters and analyzed for organic and elemental carbon. Coal dust contributed a minimal amount of elemental carbon when commercial cascade impactors and prototype impactors, designed by the University of Minnesota (UMN) and the US Bureau of Mines (BOM), were used to collect submicrometer dust fractions. Other impactors were not as e?ective at excluding coal dust. The impactors evaluated in that study were either not commercially available or were multi-stage, expensive, and di?cult to use for personal measurements. A commercial version of the BOM impactor, called the DPM Cassette, was recently introduced by SKCs. Tests were conducted to evaluate the performance of the DPM Cassette for measuring diesel-source elemental carbon in the presence of coal dust. Bituminous coals from three mines in two di?erent coal provinces were examined. The dust particle diameters were small and the coal dust contained a high percentage of carbon, there by giving a worst-case condition for non-anthracite coal mines. Results for the DPM Cassette were essentially identical to those obtained by the BOM impactors in a previous study. At a respirable coal dust concentration of 5.46mg m3, which is 3.8 times the regulatory limit, the DPM Cassette collected only 34µg m3 of coal-source elemental carbon.

Thermodynamics data for silicates have applications in the fields of extractive metallurgy, ceramics, and geochemistry. To facilitate these applications, up-to-date tables of heats and free energies of formation are needed. It is the purpose of this report to supply such tables for anhydrous silicates. During the last 15 years the heats of formation of a substantial number of anhydrous silicates have been reliably determined at or near room temperature. This resulted from the development (first by the Bureau of Mines and later by the Geophysical Laboratory of the Carnegie Institution of Washington, by the Institute of Geology of the University of Helsinki, Finland, and by the Department of Geology of the University of Chicago) of accurate solution calorimeters, employing hydrofluoric acid as the reaction medium. Specific references to work of these laboratories will be made in the next section of this report. Also, entropy data at 298.150 K. and high-temperature heat-content values are available for many of these silicates, mainly owing to work of the Bureau of Mines. Most of these entropy and heat-content data have been compiled in Bureau of Mines Bulletins (13, 15).3

Growing domestic and global demands for mineral resources have established an imperative need for developing comprehensive, versatile mineral supply analysis evaluation tools. The Minerals Availability System (MAS) of the Bureau of Mines is meeting this need with its computerized Supply Analysis Model (SAM). This paper describes the SAM system and the quantitative methods used by the MAS for mineral supply analyses. The MAS evaluating process consists of deposit identification, tonnage and grade determinations, engineering and cost evaluations, financial analyses, and supply curve generation. MAS has developed this computerized system primarily to facilitate the maintenance of data information for the constructing of commodity supply curves. The SAM system presently has the analytical capabilities of simultaneously (I) evaluating many mineral deposits, (2) updating mineral supply information to reflect inflationary changes in costs and prices, and (3) conducting sensitivity analysis to determine impacts on mineral supply under various conditions. Many potential users in both government and industry will find the SAM system a valuable tool for policy analysis, forecasting, and planning. The SAM system has been constructed so that any types of information that are similar to the data elements in the MAS data base may be used to perform supply studies. The storage space needed for the SAM system?s programs, files, and output data is approximately 14 million characters.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. FINDING THE DUST SOURCE AND LOOKING FOR VENTILATION MALFUNCTIONS [The first steps in fighting a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. Without knowing the exact source, efforts to reduce dust are hit-and-miss (mostly miss).] Taking samples to pinpoint the dust source. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. As a start, to locate the dust source, dust samples and air quantity measurements should be taken at the following locations:

One of the major hazards in underground coal mining is fire. The inherent hazard of fire is exaggerated by the nature of coal mining restricted areas, the highly combustible nature of coal itself, and a potential for explosive concentrations or dust and gas in the air it becomes imperative therefore to make every effort to eliminate the causes of fires, while providing the most effective means possible to control and extinguish those fires which may occur it has been demonstrated by prior work that the problem of control increases in proportion to the time necessary to institute control procedures. There are several areas of underground coal mining with obvious fire potential. Some of these, like belt heads, have reliantly undergone improvements in standby fire control devices Others, although having fire suppression systems available to them, have not received as complete a systematic study of their problems. Face machinery, particularly those without a water supply, falls in this latter category.

As part of a study on high-temperature ceramic materials, the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of yttrium, lanthanum, and cerium were analyzed thermogravimetrically. The temperature ranged from room temperature to 1,500° C. Each salt was decomposed by heating at a rate of 2.5° C. per minute, and some of the salts were subjected to additional rates of 5° C. per minute or 10° C. per minute. The decomposition sequences have been identified, and the temperatures of formation of intermediate compounds and of the oxides have been determined. The minimum oxide formation temperature of a given lanthanum salt exceeds that for the similar salt of yttrium, and both exceed that for the same salt of cerium except for one cerium carbonate. Variation of the heating rate indicates a thermal lag in the materials and produces the shift of formation temperatures to higher values and loss of resolution in the weight-loss distribution as the heating rate increases.

A process for recovering manganese from open-hearth steel-plant slags was investigated. The proposed method of accomplishing this is indicated by the flow diagram in figure 1. Mixtures of open-hearth, steel-plant flush slags and limestone, so proportioned as to have molar [CaO -3P205] ratios of approximately 2, were fired at approximately 2,400° F. in an oxidizing atmosphere and then cooled slowly. This treatment produced a clinker consisting principally of two solid phases comprised of (1) various combinations of the oxides of manganese, iron, aluminum, and magnesium, probably in spinel complexes, and (2) a dicalcium silicate phase, which contains the phosphorus. Reduction of these clinkers with hydrogen or with gaseous mixtures containing CO, CH4, and other hydrocarbons at about 1,300° F. formed manganous oxide as well as varying amounts of ferrous oxide and iron. Carbon monoxide and mixtures of hydrogen and carbon monoxide effectively reduced the clinkers but also gave higher proportions of soluble iron when the manganese was extracted from the reduced clinkers by leaching at about 80° F. with ammonium carbonate solutions containing 26 to 28 percent ammonia and 15 to 26 percent carbon dioxide. It is believed that the manganese is in solution as an ammonia-manganese complex. Concentrations of about 90 grams of manganese per liter were obtained by batch countercurrent procedures. By distilling 50 percent of the ammonia, the ammonia-manganese complex was decomposed, and approximately 90 percent of the manganese was precipitated as the carbonate with the simultaneous precipitation of 15 to 30 percent of the iron, the larger amounts of iron precipitating in the continuous tests. The manganese-iron ratio in the product could be increased either by recycling more manganese from the distillation to the extraction or by aerating the liquor to purge it of iron before, rather than after, the distillation step. Calcination of the pelletized manganese carbonate in an oxidizing stmosphere at 2,000° F. or above gave a final product, Mn304, resistant to crushing and apparently possessing the other physical properties essential in a ferromanganese blast-furnace feed.

The thermal decomposition of the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of praseodymium, neodymium, and samarium was investigated thermogravimetrically in the temperature range 25° to 1,500° C. Each salt was decomposed at a heating rate of 2.5° C, per minute. The pyrolytic sequences have been identified and the temperatures of formation of inter-mediates, the minimum oxide formation temperatures, and values for loss on ignition have been determined. The nonstoichiometric ranges between Pr6011 and Pr203 and the extent of these ranges have been determined for oxides derived from the carbonate, nitrate, and oxalate salts of praseodymium. The alum and sulfate salts of praseodymium produced the sesquioxide without forming the intermediate non-stoichiometric oxides. The temperature limits of formation and regions of stability for the alums and sulfates were better defined than were those for the carbonates, nitrates, and oxalates. The minimum oxide formation temperature increased in the order of samarium, neodymium, and praseodymium irrespective of the anion.

Samples of clays , shales , and argillites from 21 locations were subjected to preliminary bench- scale tests for bloating properties , and several samples were tested for ceramic properties . Samples showing favorable bloating properties were further tested in a pilot - plant - scale rotary kiln . Physical characteristics and concrete -making properties of the bloated products were determined . The Decorah shale from one area made a suitable material for a lightweight aggregate ; however , the limestone layers in the formation must be eliminated or the resulting activated lime must be controlled by quenching .
