An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

Gaseous products resulting from rapid pyrolysis of coal and coal/inhibitor mixture's by a ruby laser and a flash-tube were monitored on-line by time-of-flight mass spectrometry. The distribution of stable gases from the coal is not Greatly influenced by the addition of small quantities of powdered flame inhibitors. Preliminary studies of the reaction of elementary radicals with coal and coal/inhibitor mixtures are described. The different types of experiments are discussed with regard to possible modification and application to studies of flame inhibitor action.

Studies on the initiation and propagation of mine fires have dealt almost exclusively with coal. It has been assumed that the self-heating potential of carbonaceous shales and coal wastes is relatively low. However, in abandoned coal mines and waste banks, initiation and propagation of fires may be strongly dependent on the self-heating tendency of these materials. The purpose of this study was to compare the self-heating probability of carbonaceous shales and coal wastes to that of coals. This study utilized a modified differential thermal analysis method, in which the combustion furnace temperature was the reference to which the sample temperature was compared. Based on the distribution of the maximum temperature differential and the sample heating rate, a self-heating probability value (SHPV) was calculated that corresponded to observed self-heating behavior. In this study, several of the carbonaceous shales and one coal waste had relatively high SHPV. The SHPV did not correspond directly to heating values or to differences in sulfur concentration.

A self-contained breathing apparatus has been developed to provide complete respiratory protection for a miner in an irrespirable atmosphere. The apparatus has the desired features of comfort, reliability, maintainability, and quick-donning capability. The apparatus is packaged in a moistureproof envelope and is protected in a shock absorbing, fiberglass resin carrying case. The apparatus is a small, lightweight, one-time-use device that can be readily worn on a miner's belt, requires no maintenance and is designed to have a shelf life of five years and a carrying life of three years. It is deployed to the use position in a period of 15 to 30 seconds. Man tests conducted in-house and at the National Institute of Occupational Safety and Health (NIOSH) testing laboratories established that this unit meets all performance requirements listed in the Code of Federal Regulations, Title 30, Part 11, Subchapter B, Subpart H (CFR 30, Part 11) for respiratory protective devices. The unit, which has received joint approval (TC-13F-37) on a prototype basis from the Mining Enforcement and Safety Administration (MESA) and NIOSH has: (1) Ten-minute service life under escape conditions. (2) Thirty-minute service life when the wearer is at rest. (3) Peak-to-peak breathing resistance of less than our inches water column height. (4) Inspired gas temperature of less than 135°F. (5) Breathing gas contents greater than 19.5 volume per cent of oxygen and less than 2.5 per cent carbon dioxin. (6) A weight (complete in carrying case) of 2.75 lbs. (7) A carrying case size of 6-1/2"x 5-1/8"x 3-1/8".

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 39,420 acres of the 60,960-acre Skedaddle Wilderness Study Area in order to evaluate its identified mineral resources. There are no known mines or mining operations in the study area. None of the prospects or claims in or within a 1 mile peripheral zone around the study area have recorded production. At least 276 recorded lode, 6 unrecorded lode, and 29 placer claims have been located in and within about 1 mile of the study area. Approximately 191 of the claims are in the study area. Four of these were current in 1985; all four are wholly or partly inside the study area. None of the study area was being explored by private industry in 1985. Metallic and nonmetallic commodities present in the study area consist of gold, mercury, perlite, basalt, pozzolan, stone, and sand and gravel. Perlite is represented by a single deposit which contains 184,000 tons of subeconomic resources in and adjacent to the study area. No other sites contained identified resources. There are no other identified nonmetallic resources in the study area. Occurrences in and near the study area contain small amounts of gold and mercury in vein-type deposits and show characteristics similar to bulk-tonnage, low-grade gold deposits. No base-metal resources were identified. The gold and mercury mineralization and perlite deposit are spatially related to a volcanic center located in the Skedaddle Mountains. Prospects in the Skedaddle Mountains may contain both precious metals and perlite resources, but additional work is required to adequately delineate these areas.

As report covers the installation and testing of a permanent seismic monitor system at the Loveridge Mine in West Virginia. The testing of the system showed several things: 1. Getting the seismic data hack to the central computer in a usable form is possible 2. It is possible to detect small explosions. 3. The use of this system as a auxiliary system to detect hammer blows from miners trapped in the area of one of the geophones is possible.

Iran's petroleum industry is nearly 50 years old and the oldest in the Near East. According to published figures, Iran ranks third in production and reserves in the Near East. These reserves (including probable reserves) are estimated at 35 billion barrels and constitute about 11 percent of the world's total. Iran is the sixth largest producer of crude petroleum in the world. The 1961 output of more than 430 million barrels was 5 percent of total world out-put for the year. In the same year, Iran ranked fourth among world petroleum exporters, providing 8.4 percent of total world exports.

Increasing use of Birmingham and other roof trusses prompted a Bureau of Mines study of support forces produced on a mine roof by these members. Equations, obtained from laboratory and field tests, are given for calculating the contact forces between the roof strata and a typical truss. Actual contact forces for a specific truss are difficult to estimate because of variable friction loss at the contact points. A finite-element analysis, using typical contact forces, indicated that trusses have a negligible effect on the stress field in massive, competent roof strata. The effectiveness of trusses in supporting broken rock strata was not analyzed. However, experience has shown that trusses are effective in supporting incompetent roof.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. [The theory of fractional "eduction" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil f roan the oil shales of the United States. The term fractional "eduction" gives expression to the rather common belief that when an oil shale is he-test et produces light, low-boiling oils at to temperatures, and increasingly heavier, higher-boiling oils as the temperature of retorting rites. The theory evidently had its is origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases. Thus, gasoline is produced from petroleum at relatively log: temperatures, kerosene at a higher temperature, and heavier products such as gas-oil and lubricating distillates at still higher temepratures, The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and en some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperatures, and so on. Such retorts are usually designed to operate continuously, and. have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts expect that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale basses to zones of increasingly higher temperatures, the vapor lines leading from these zones will remove increasingly heavier products such as kerosene, gas-oil, etc.]

The preparation and subsequent reduction of vanadium trichloride was investigated as a process for the production of high-purity vanadium metal. Chlorine was reacted with vanadium oxide in the presence of carbon to vanadium tetrachloride. The contaminant vanadium oxytrichloride was also formed and later converted to tetrachloride by reaction with chlorine in the presence of activated charcoal. Vanadium tetrachloride was stirred continuously during thermal dissociation to vanadium trichloride powder from which volatile contaminants were removed by distillation. The vanadium trichloride powder was reduced to vanadium sponge by controlled feeding of the trichloride into molten magnesium. Excess reductant and byproduct salt were removed from the vanadium sponge by high-vacuum distillation. Batches as large as 6.5 kilograms of sponge metal were prepared at an average reaction efficiency of 98 percent. Vanadium sponge after consolidation by arc-melting contained 820 to 11330 ppm of interstitial impurities and had a hardness between Rockwell B 40 and 70, This metal exhibited excellent workability at room temperature. The purification of impure vanadium metal by electron-beam melting resulted in lowering interstitial impurities from 1,890 to 504 ppm and hardness from Rockwell B 87 to 28.

"INTRODUCTION A report of tests of seven small pillars formed from the Pittsburgh coal bed in the Experimental coal mine was given in Technical Paper 605 5/ Five additional pillars were tested between July 1939 and. October 1940. The data obtained, in the later tests permit an extension of the conclusions reached in Technical Paper 605, which appears to be important enough to the mining industry to justify a progress report that will explain briefly what it is and how it was obtained. Full detail of the tests will appear in a second technical paper, preparation of which is deferred so that results of pillar tests now under way my be included.DESCRIPTION OF TESTSExcept for minor improvements in operating details, the five additional tests were made as described in Technical Paper 605, pages 2 to 7. Briefly, the desired pillar was formed from the coal bed, by excavating a passage around it (no explosives were used), and enough material was removed from above to permit installation of the assembly used for applying pressure. Each pillar was tested resting on its original fireclay floor, which was restrained from lateral flow by a ring of concrete. Vertical and lateral movement of the pillars in two directions as measured carefully in all tests."

Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

This Bureau of Mines report describes the development of a preliminary design for a novel, protected, cab-shuttle car for use in working seam heights down to 40 in. Because of the severe restrictions imposed by low-coal operation, Mine Safety and Health Administration (MSHA) regulations only require canopy protection on shuttle cars operating in seam heights of 42 in or greater. MSHA routinely grants variances for canopy use in seams 48 in high or less. The design was generated by giving the operator needs equal priority as related to machine performance parameters. Cab-shuttle car concepts that led to the recommended design are described, along with criteria and testing used to evaluate their potential effectiveness.

Biennially the Bureau of Mines issues a list of equipment that has been accepted as approved or permissible during the two calendar years immediately preceding the date of publication of the listing. By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

This paper, describing milling practice at Mount Ira Minis, is one of a series covering milling methods and cost that is being published by the Bureau of Mines, United States Department of the Interior. The Mount Isa concentrator began operations in day 1931 by treating a mixture of oxidized and sulfide ores. Since March 1935 only sulfide ores have been milled; this change involved major alterations to the flow sheet. The maximum capacity on mixed oxide and sulfide ores was 2,650 tons per day; the present capacity is approximately 1,880 tons of sulfide ore per day. The installation of additional crushing, grinding, and flotation equipment when completed early in 1939 will increase the maximum capacity of the concentrator to 2,240 tons of sulfide ore daily.
