Reclamation of surface-mined landscapes is commonly defined only in terms of biological productivity. Other critical concerns associated with surface mining include the long-term quality of groundwater and stability of the postmining landscape. Meaningful reclamation design must address all these concerns. Reconnaissance of postmining landscapes indicates that three types of instability occur in these settings. These include: area-wide settling, localized collapse, and piping. Area-wide settling is most pronounced during the first year after contouring but appears in precontouring valley areas where frozen materials are contoured with a dozer. Although severe in some settings, development typically ends within one year. Piping appears to be a severe and long-term problem in some settings. Piping usually begins soon after contouring ceases and may continue for several years. In some postmining landscapes, piping has only started to develop after as many as five years of apparent stability. Piping is controlled by a combination of physical and chemical conditions in the spoil. A key factor is the presence of highly dispersive materials in the near surface. The design of a stable postmining landscape requires the integration of severe critical factors. These include: 1) detailed knowledge of the distribution of overburden materials with emphasis upon the delineation of highly sodic sediments; 2) proper equipment selection; and 3) a consideration of climatic factors. For reclamation to be successful, it must consider the entire landscape, not merely the soil zone. Any approach short of this will lead, at best, to temporary solutions.

This report presents the data of one of a series of investigations of the washability of Alabama coals as indicated by float-and-sink tests made by the Bureau of Mines at the Southern Experiment Station in cooperation with the University of Alabama and Alabama coal producers The Klondyke mine, operated by the Blocton Mining Co., is about 1 mile east of West Blocton, Bibb County, Ala., near the southwestern extremity of the Cahaba coal field. The Bureau of Mines already has published three reports that deal with the washability of Cahaba coals - one a washability study of the Clark bed at Marvel4/, one on the tabling of fine coal from the Thompson and Woodstock bed , and the third a washablility study of the Henry Ellen bed at Acmar6/.

Tests were conducted in the Experimental coal mine to study some of the factors that should be considered in fighting mine fires and to obtain data on the effectiveness of different types of extinguishing agents. The investigation was confined to class "A" fires in a zone 20 feet long, involving coal burning on the floor, on the floor and ribs, and on the floor, ribs, and roof of the mine entry. It was determined that the time elapsed between ignition and attack of the fire is very important. A fire in the early stages was found to be controlled more easily and quickly than a similar fire that had burned longer. It was also found that, under suitable conditions, a fire in the floor, ribs, and roof develops very rapidly and consequently might spread over a considerable area if not brought under control quickly. The ventilating current affects fire-controlling operations markedly. Attack in intake or fresh air is highly advantageous, the chief inconvenience being the radiant heat from the fire. Attack in direct return air was impossible for the fires tested in this investigation, because of the high temperature. Universal-type gas masks for noxious gases and smoke offered no protection against the intense heat. Approach to a fire in the return air behind a water-fog curtain is not feasible unless the direction of air flow can be reversed. In one" test fresh air was carried to the fire area with a line brattice. Although the entire controlling operation was in fresh air and masks were not necessary, it was considerably more difficult to control the fire than when a similar fire was attacked in intake air.

This report describes the tri-n-butyl phosphate extraction of cerium (IV) from a sulfate leach liquor prepared from a bastnaesite concentrate as well as from pure eerie nitrate solutions. The work was done on a laboratory scale using separatory funnels. Extraction from pure cerium solutions entailed no great difficulties; however, extraction from the bastnaesite solution proved more difficult, mainly because of the inhibiting effect of the sulfate ion. Despite this, procedures were developed for obtaining good single-state cerium extraction (95+ percent) and a high-purity product (99+ percent), although the maximization of both cannot be achieved simultaneously. This necessitates a compromise in any extraction scheme.

The existing computer programs for the simulation of ventilation systems under normal ventilation conditions are reviewed and a suitable program for including the influence of mine fires is selected. New program parts are written for the consideration of methane productions in coal mines, heat and gas productions of mine fires, temperature and air composition changes in ventilation systems, and the ventilation forces resulting from the latter. Other program parts are provided for the detection of danger zones and reversed air currents and for the inclusion of recirculated air currents in the network analysis. Existing program and new program parts are combined. The resulting new program can be used for a multitude of assignments. It is designed for the practical ventilation engineer and should be applicable to all types of ventilation emergency plans, in particular mine fire plans. The organization of the program and its mathematical basis are described. A FORTRAN IV listing and several flow diagrams are included. Eight executed examples are discussed, input and output for these examples explained. Storage requirements and execution times are estimated.

This Bureau of Mines report presents several factors that currently enter into the design, manufacture, and testing of windows and lenses used in explosion-proof enclosures. Emphasis is also given to the sealing concepts for lenses. Criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure, rather than upon the minimum material properties of its constituents. Procedures for surface preparation of adherends are also discussed.

Recovery of uranium from slightly alkaline mine water, available in the Ambrosia Lake district of New Mexico, was studied using countercurrent ion exchange columns developed by the Bureau of Mines. Approximately 5 million gallons of mine water containing 9 to 12 ppm U308 was treated by ion exchange using a 14-inch-diameter absorption column composed of five or six compartments each 4 feet deep. Uranium recoveries averaged in excess of 98 percent at solution flows ranging from 15 to 25 gallons per square foot per minute and resin loadings up to 3.6 pounds of U.08 per cubic foot. In subsequent tests, loaded resin was continuously eluted in a countercurrent elution column with a diameter of 4 inches and containing a bed of resin 9 feet deep. The resin was eluted to a residual loading of less than 0.06 pound of U305 per cubic foot, at a resin-retention time of 224 minutes, using only 1.9 volumes of 1.1 M NaCl-0.05 M NaHCO3 solution per volume of resin. Compared with existing ion exchange practices for recovering uranium from mine waters in the Ambrosia Lake district of New Mexico, use of these improved ion exchange contactors would reduce ion exchange resin requirements at least 70 percent and allow further substantial reductions in capital and operating costs.

The location, features, quality, and extent of iron ore deposits are evaluated in this Bureau of Mines report. The results of pioneer beneficiation on Wyoming taconites and their success are discussed along with developments in the iron-ore mining industry, markets, and economics. Market potential, transportation, resource developments, taxation, cost of iron ore enterprises, and the future of Wyoming iron resources are evaluated. Although occurrences of iron ores in Wyoming were known prior to 1870, early production to 1900 was as a nonferrous metallurgical flux and as mineral pigment for paints. In 1901, the Hartville-Sunrise hematite deposits were available to the Western iron and steel industry and in 1962, the first western taconite operation was placed in production at Atlantic City, Wyo. This investigation disclosed the probability of other large iron deposits in Wyoming. Taconite in the Bradley Peak area of the Seminoe Mountains has a potentiality of 100 million tons; that in the Owl Creek Mountains may prove very large also. Pioneer beneficiation testing has been included, and results have been generally encouraging. Research continues on the large titaniferous magnetite deposits of Albany County, Wyo. At present high-density titaniferous magnetite is being mined and processed at Iron Mountain for heavy-aggregate and as a sized coating for underwater pipelines. Ample mineral raw materials needed for mining and processing Wyoming iron ores are available. Investments for iron-ore processing plants will generally be large, particularly for taconite and titaniferous magnetite.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system's ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system's ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.

The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. at the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief sumary of such costs as are available for publication.

The investigation of the iron-gadolinium phase diagram is part of a project undertaken by the Bureau of Mines and sponsored by the Atomic Energy Commission to investigate rare-earth alloys. Data from the investigation of the iron-gadolinium phase diagram revealed a single eutectic system with very limited terminal solubility and three intermediate phases. The eutectic point occurs at about 85 percent gadolinium, and the eutectic isotherm, which occurs at 850° C., extends from the compound Fe2Gd to 99-plus percent gadolinium. Very little solubility of the solid phases in each other was observed. The three intermediate phases, FegGd, Fe3Gd, and FeaGd, melt incongruently at peritectic isotherms at 1,320°, 1,150°, and 1,080° C., respectively. The crystalline systems of the three phases were determined as follows: FegGd, hexagonal; Fe3Gd, hexagonal or rhombohedral; and FeaGd, face-centered cubic. No lowering or raising of the alpha-gamma iron transformation at 910° C., the gamma-delta iron transformation at 1,388° C., or the gadolinium transformation at 1,262° C. was observed. The principal methods used in determining the iron-gadolinium phase diagram were melting-point determinations, thermal analyses, metallographic examination, and X-ray diffraction analyses. Melting, heat treating, and thermal analyses were conducted in a vacuum or under a helium atmosphere because of the avidity with which oxygen combines with gadolinium at elevated temperatures. A few hardness values were determined, but they had no part in the derivation of the phase diagram. No other mechanical properties were determined.

To provide data as a basis for proposed acceptance standards and procedures covering permanent splices in trailing cables, the Bureau of Mines conducted testing programs on the flexure life in flat types W and G dc trailing cable splices and ground conductors. Primary reliance was placed on laboratory testing, although some cross comparisons were made at manufacturers' plants and mine operations Besides providing data for acceptance standards and procedures, results of the program should promote the general improvement of commercially available splice kits.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. This report presents the final data from a 5-yr Bureau of Mines study designed to determine the surface subsidence characteristics resulting from longwall coal mining in a geologic environment common to the Western United States, It includes a description of the geologic setting of the study site, the mine plan, measurement techniques, and results of the monitoring program. Measured subsidence values were obtained over four adjacent longwall panels- Major subsidence characteristics such as longitudinal and transverse profiles, angles of draw, time-related subsidence development, and critical width are discussed. The maxima subsidence value of 5.8 ft was 68 pct of the mining thickness. The average angle of draw was 30°, Subsidence at the center of the first panel continued for 46 months following undermining. The lengths of the longwall panels precluded a definitive determination of the critical width and maximum possible subsidence.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. (l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.
