Noise control of existing pneumatic drills is difficult and runs into cost, performance and weight penalties. A need exists for a start-from-scratch approach for quiet pneumatic rock drills. The designs based on Leavell Principles which has been successfully used in demonstrating a quiet and vibration free paving breaker, is the concept chosen here. This report shows the feasibility of a quiet stoper for drilling roof bolt holes in coal mines. The work is directly applicable to pneumatic percussive rock drills. The report shows an oscillator based on patented Leavell concepts which results in a vibration free tool and noiseless exhaust. Dynamics of the oscilator is analyzed. Independant rotation of drill rod is provided by an air motor (screw expander) and flushing of cuttings is accomplished by an air ejector in a compact lower housing. The feasibility of no exhaust noise, low drill machine noise, and vibration free casing is discussed.

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

This report contains a summary of the various studies made to determine the structural design of the production mine area of the Oil-Shale mine, Rifle, Colo. Prior to this investigation, it had been determined from a study of the geology, the structure of the deposit, and mining costs that the deposit should be mined by open stoping. The problem remained to determine the maximum safe roof span, the optimum extraction ratio, and the size of the pillars. These factors were determined from a study of the geologic structure of the deposit, the physical properties of the oil shale, and the magnitude and distribution of the stress around proposed underground openings. The latter was determined from both theoretical calculations and model studies. Safe roof spans, pillar sizes, pillar contours, and optimum extraction ratios were calculated from elastic theory and the physical properties of the mine rock. Safe roof spans, pillar sizes; and time effects were determined by Wright and Bucky by testing mine models in a centrifuge. The models were made from rock specimens taken from the proposed mine roof and pillars. The results from both studies agreed.

Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. "Since the introduction of pulverized coal as a substitute fuel for natural gas in the various types of heating furnaces used, in steel mills, a number of fires and explosions have occurred, resulting in the loss of life and property.As one of the primary functions of the Bureau of Mines is to conduct investigations in the utilization of mineral substances with a view to increasing safety in the use thereof, it was deemed advisable to investigate the hazards involved in the industrial use of pulverized coal and, if possible, to devise methods of preventing future accidents arising therefrom. The knowledge of the explosive qualities of coal dust which the Bureau has gained in studies affecting dust explosions in coal mines was of material assistance in these investigations.Several plants were visited in which either fires or explosions had occurred, and data obtained as to the probable cause of the accidents.There was found to exist, among some of those employed about the furnaces, a lack of knowledge of the explosive and inflammable qualities of powdered coal.A small stream of pulverized coal leaking down from a defective joint in a coal transport line did not attract much attention, whereas, had a leak in a natural gas line occurred -wider similar circumstances, no doubt it would have had immediate attention.As a matter of fact, if by any means the duet cloud should come in contact with an open flame or hot metal, the effects would be as disastrous as if it had been gas.This is exceedingly well illustrated by an accident which came to the writer's attention. In the system used at this particular plant, the pulverized coal is transported to the furnace through compressed-air lines. The fuel is fed from a storage bin to a blowing tank in quantities as desired, after which compressed air is admitted and the powdered coal blown to the furnaces. At the time of the accident some repairs were being made to the tank, and it was supposed that the air pressure had been entirely released as the pressure gage stood at zero. There was, however, one or two pounds air pressure remaining and when one of the connections was taken off, a cloud of dust was blown across the room, 30 or 40 feet towards the drier furnace where it came in contact with some live coals. Immediately the entire room was filled with flame which rolled back and forth over a specs 50 feet or so in length."

The Federal Bureau of Mines is engaged in a continuing program on the recovery of alumina from domestic source materials. Of the six processes being studied, current efforts focus on HCl leach of clays. A key step in the HCI process is the removal of iron from the aluminum chloride leach liquor. This was accomplished .by solvent extracting the iron with a tertiary amine in kerosine to which decanol was added as a phase modifier. In a mixer-settler operation, iron in the raffinate was reduced to <10 ppm in two extraction stages from a feed containing 1.4 gil Fe. Iron was stripped from the organic phase in three stages with dilute HCl.

This paper3 describing the mining methods at the Page mine operated by the Federal Mining & Smelting Co., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Page mine is the most westerly of the producing lead-silver-zinc mines in the Coeur d&apos;Alene mining district of Idaho, being situated 5 miles west of the city of Kellogg and at an elevation of 2,677 feet above sea level. It may be classed as one of the new active producers, of the district and owes its present activity largely to the development of floatation.

The number of Persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division. The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut-in in 1930 than in 1929.

Crystallographic modifications and kinetics of solid-state phase trans-formations were determined for five rare-earth" sesquioxides--La2O3, Nd2O3, Sm2O3, Eu2O3, and Gd2O3. Oxides used for crystal modification studies were prepared by thermal decomposition of the following high-purity salts of the five rare-earth elements--carbonates, chlorides, fluorides, nitrates, oxalates, and sulfates. X-ray diffraction patterns of the cubic and hexagonal oxides were indexed by a graphical method and patterns of the monoclinic oxides by Ito&apos;s method. The kinetics of crystallographic transformation were determined by high-temperature X-ray diffractometry. The kinetic data were interpreted using a shrinking sphere model. All of the transformations followed first order kinetics. Activation energies were calculated by application of the Arrhenius equation. These solid-state phase inversions were concluded to occur by a reconstructive transformation mechanism.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators&apos; and industry&apos;s perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators&apos; and developer&apos;s perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

The Bureau of Mines conducted compressive strength tests on model pillars of selected rock types with each pillar containing a critically oriented plane of weakness. The objective of these tests was to determine if a significant increase in the strength of the model pillar could be obtained by either (1) installing tensioned rock bolts through the pillar and normal to the plane of weakness, or (2) wrapping tensioned steel wire ropes around the pillar at uniformly spaced intervals along the pillar. Equations based on Coulomb&apos;s failure criterion are developed to predict uniaxial compressive strength of model pillars that are either rock-bolted or wire-roped. Laboratory compressive strength tests on unbolted and bolted model pillars of sandstone, marble, Indiana limestone, and oil shale containing a plane of weakness oriented at 45° showed that the bolted pillars are stronger than the unbolted pillars by 84, 31, 52, and 28 pct, respectively. Laboratory compres-sive strength tests on nonroped and roped model pillars of Texas limestone, sandstone, and granite containing planes of weakness showed that the roped pillars were stronger than the nonroped pillars by factors ranging from 1.01 to 2.41, depending upon the angle of the plane of weakness and the rock type. Rocks with a low Young&apos;s modulus benefited most by the wire-roping technique.

This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.

"In the course of its investigations pertaining to the promotion of safety the Bureau of Mines is actively engaged in investigating all promising materials that may be of value in rendering methane or other combustible gases, vapors, or solids less inflammable.Added substances are of value if such additions narrow the limits of inflammability, raise the ignition temperature, lower the speed of propagation of flame, or reduce the maximum pressure developed. Of major importance is the effect of added materials on the limits of inflammability, because methane is the chief combustible s liberated in mines, considerable work has been done with extinguishing agents on methane flames. For obvious reasons, a substance to be of value for the extinction flames should be a gas, or a liquid having a sufficient vapor pressure to give concentrations of the vapor in sufficient amounts to extinguish the flames or markedly narrow the limits of inflammability. The substance should be nontoxic, cheap, and noncorrosive and must be incombustible. Solids, such as rock dust, are undesirable and of little value for combustible gases because they soon settle out of the atmosphere, and their flame- extinguishing value is thereby lost. There are at present only a few gases and vapors-for example, nitrogen, carbon dioxide, and carbon tetrachloride-which meet these requirements.The extinction of methane flames by nitrogen, carbon dioxide, and argon has been reported by Coward and Hartwell 4; the extinction by water vapor by Coward and Gleadell 5, and the extinction by helium and carbon tetrachloride by Coward and Jones 6."

This report describes exploration, development, and exploitation methods, and summarizes costs at the Stormy Day mine, which was discovered in 1941. Several shipments of tungsten ore were made in 1944 to the Metals Reserve Company, Salt Lake City, Utah. The purchase of tungsten by the Federal Government, which began in 1951, stimulated interest in tungsten, and a successful program of exploration with participation of the Defense Minerals Exploration Administration (DMEA) indicated enough ore to warrant development of the property. Development work comprised drifting, crosscutting, and raising. Shrinkage stoping was used for mining the ore. Operations were suspended in October 1956, when the Federal Government terminated its purchase program. Total production of the mine was approximately 20,000 tons of tungsten ore. INTRODUCTION This information circular is one of a series, prepared in cooperation with various mining companies and published by the Bureau of Mines, relating to methods and costs of equipping and developing mining properties in the United States.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.
