Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

"INTRODUCTION Slate has earned a high reputation as a roofing material, carefully selected and properly placed it is rainproof, attractive, and extraordinarily durable. Despite there qualities in its favor, the slate industry during the past 30 years has suffered marked reduction in volume of sales. An increase in building construction and general improvement in business will doubtless bring renewed activity, but considerable ground has to be recovered before the industry can become prosperous. Influences tending to dwarf this long-established industry producing materials of world-wide reputation are analyzed briefly in the following pages in the hope that they may be rectified.HISTORY OF SLATE PRODUCTIONFigure 1 shows graphically the rise and fall from year to year of sales of roofing slate since 1885. In quantity, the peak was reached in 1902, and the most serious decline was from 1912 to 1918, sales at the end of this 6-year period being only one third those at the beginning. Unlike most building materials, slate experienced only a slight recovery in volume of sales during the post-war period, 1920-29. The value closely parallels the volume up to the World War period. Subsequently, however, as unit values increased the aggregate value rose sharololy above the volume curve, attaining in 1928 the point reached in 1903, although the Lumber of squares sold was scarcely one third as great. The increased unit value was due partly to larger sales of heavy architectural grades."

Evaluation by the Bureau of Mines of published expansion values for magnesium oxide shows significant variation in values, which may be attributed to sample variables, experimental errors, or systematic differences between measuring techniques. To eliminate the sample variable in measuring expansion, thermal expansion characteristics of a high-purity polycrystalline magnesium oxide were determined by 21 cooperating laboratories using one or more of the following techniques; X-ray camera, X-ray diffractometer, dilatometer, interferometer, and telemicroscope. All expansion values were corrected by the author to a single reference temperature of 25° C. Linear expansion was expressed as a power series in the form of the following equation. Expansion (percent) = [[ A + B (?t) + C (?t)2] ?t 104] The constants, A, B, and C, were determined by least square techniques for X-ray camera, X-ray diffractometer, and dilatometer data separately, and for combined data of all five techniques. Expansion values are tabulated from 26° C. to 1,400° C. in 2° C. intervals using constants derived from X-ray camera data. Below approximately 500° C., expansion values obtained by dilatometric and interferometric methods are significantly lower than those by X-ray methods; above 500° C., this bias decreases rapidly. Comparison of results within methods showed the least variance for X-ray camera results; dilatometer and X-ray diffractometer results have about the same variance. The average deviations, in percent, between observed and calculated expansion values among methods were approximately 10 percent from 100°C. to 300°C., 5 percent from 300°C. to 500°C., and 2 percent from 500°C. to 1,400°C. Maximum deviations were approximately twice as large in most instances.

Since mining operations began in 1900, Government geologists and mining men have periodically recorded the presence of the minerals of mercury and antimony in the extensive gold placer deposits near Flat in the Iditarod district of the Yukon River region, Alaska. No serious effort was made to recover the cinnabar contained in the gold placer gravels, and there is no evidence that veins of cinnabar and stibnite exposed in the placer operations (as reported by the Geological Survey) were ever explored or developed. A large monzonitic intrusive, which is the dominant geologic feature of the immediate area, is believed to be the lode source of the valuable minerals in the placer deposits. In contact with the monzonite are argillite and quartzite, metamorphic products from the Cretaceous shales and sandstones.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. "Since the introduction of pulverized coal as a substitute fuel for natural gas in the various types of heating furnaces used, in steel mills, a number of fires and explosions have occurred, resulting in the loss of life and property.As one of the primary functions of the Bureau of Mines is to conduct investigations in the utilization of mineral substances with a view to increasing safety in the use thereof, it was deemed advisable to investigate the hazards involved in the industrial use of pulverized coal and, if possible, to devise methods of preventing future accidents arising therefrom. The knowledge of the explosive qualities of coal dust which the Bureau has gained in studies affecting dust explosions in coal mines was of material assistance in these investigations.Several plants were visited in which either fires or explosions had occurred, and data obtained as to the probable cause of the accidents.There was found to exist, among some of those employed about the furnaces, a lack of knowledge of the explosive and inflammable qualities of powdered coal.A small stream of pulverized coal leaking down from a defective joint in a coal transport line did not attract much attention, whereas, had a leak in a natural gas line occurred -wider similar circumstances, no doubt it would have had immediate attention.As a matter of fact, if by any means the duet cloud should come in contact with an open flame or hot metal, the effects would be as disastrous as if it had been gas.This is exceedingly well illustrated by an accident which came to the writer's attention. In the system used at this particular plant, the pulverized coal is transported to the furnace through compressed-air lines. The fuel is fed from a storage bin to a blowing tank in quantities as desired, after which compressed air is admitted and the powdered coal blown to the furnaces. At the time of the accident some repairs were being made to the tank, and it was supposed that the air pressure had been entirely released as the pressure gage stood at zero. There was, however, one or two pounds air pressure remaining and when one of the connections was taken off, a cloud of dust was blown across the room, 30 or 40 feet towards the drier furnace where it came in contact with some live coals. Immediately the entire room was filled with flame which rolled back and forth over a specs 50 feet or so in length."

The Federal Bureau of Mines is engaged in a continuing program on the recovery of alumina from domestic source materials. Of the six processes being studied, current efforts focus on HCl leach of clays. A key step in the HCI process is the removal of iron from the aluminum chloride leach liquor. This was accomplished .by solvent extracting the iron with a tertiary amine in kerosine to which decanol was added as a phase modifier. In a mixer-settler operation, iron in the raffinate was reduced to <10 ppm in two extraction stages from a feed containing 1.4 gil Fe. Iron was stripped from the organic phase in three stages with dilute HCl.

This paper3 describing the mining methods at the Page mine operated by the Federal Mining & Smelting Co., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Page mine is the most westerly of the producing lead-silver-zinc mines in the Coeur d&apos;Alene mining district of Idaho, being situated 5 miles west of the city of Kellogg and at an elevation of 2,677 feet above sea level. It may be classed as one of the new active producers, of the district and owes its present activity largely to the development of floatation.

This Bureau of Mines report describes the method of obtaining a strength index for rock drillability, particularly for percussion drills. The original Protodyakonov method has been slightly modified, essentially to eliminate uncertainties in the measurement of the volume of fines, and to avoid conjecture in selecting the representative value as the strength coefficient. A theoretical consideration of the relevant parameters in the method was extended from a comminution theory, and hence the meaningful value was obtained experimentally by plotting the ratio of the number of drops and the volume of fines against the number of drops. The minimum ratio of the number of drops to the volume of fines in the plot was selected as the coefficient of rock strength. The modified method of obtaining the strength coefficient preserves the original Protodyakonov test apparatus and the merit of simplicity of the test procedure. The modified coefficient of rock strength shows its usefulness in predicting penetration rates with greater reliability than other mechanical properties. Consequently, the drillability curves were drawn using the modified coefficient of rock strength as the parameter for penetration rate prediction in the field.

Six explosives were compared by measuring their strain- producing abilities in limestone . Peak strain , e , varied with scaled distance , R/Ro , according to the following equation : € = Kc (R /R 。)- ". The distance exponent , n , was a constant of the rock and did not depend upon explosive . The strain intercept , Ke , increased with increasing detonation pressure of the explosive . The strain intercept also depended upon the explosive- to - rock impedance ratio . For impedance ratios from 0.53 to 1.38 , the strain intercept was approximately proportional to the medium stress , Pn , as calculated from the explosive detonation pressure , P , and the explosive - torock impedence ratio , Z , by the simple elastic theory relation : P = 2P / ( 1 + Z ) . PD However , the data indicated that , at lower values of impedance ratio , the strain intercept is relatively larger than would be expected from the simple elastic theory . The results presented provide a simple method for predicting the relative effectiveness of different explosives in breaking limestone from the detonation pressures and characteristic impedances of the explosives .

The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators&apos; and industry&apos;s perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators&apos; and developer&apos;s perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.

Crystallographic modifications and kinetics of solid-state phase trans-formations were determined for five rare-earth" sesquioxides--La2O3, Nd2O3, Sm2O3, Eu2O3, and Gd2O3. Oxides used for crystal modification studies were prepared by thermal decomposition of the following high-purity salts of the five rare-earth elements--carbonates, chlorides, fluorides, nitrates, oxalates, and sulfates. X-ray diffraction patterns of the cubic and hexagonal oxides were indexed by a graphical method and patterns of the monoclinic oxides by Ito&apos;s method. The kinetics of crystallographic transformation were determined by high-temperature X-ray diffractometry. The kinetic data were interpreted using a shrinking sphere model. All of the transformations followed first order kinetics. Activation energies were calculated by application of the Arrhenius equation. These solid-state phase inversions were concluded to occur by a reconstructive transformation mechanism.

This program was a four phase program with experimental dual frequency equipment resulting from Phase I, emergency single frequency equipment developed under Phase II, and equipment documentation required under Phase III. This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.

"The New Mexico potash exploration described herein was begun in February- 1944 by the Federal Bureau of Mines with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County, N. Mex., by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the reserve and in the immediate vicinity.The Potash Reserve is located in secs. 26, 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of the city of Carlsbad. Drilling was done in secs. 26 and 35 of the reserve, in sec. 14 to the north, and secs. 25 and 36 to the east. All work was done on Government-owned, unleased land.The reserve may be reached from Carlsbad by traveling northeast by automobile for about 14 miles on paved U. S. Highway 62. This highway passes through the southern part of the reserve. Other parts may be reached by a State highway which passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Atchison, Topeka and Santa Fe Railroad also passes across the southern part of the reserve en route from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the Project and 22 miles from Carlsbad.Work on the project was greatly facilitated by the help of Ralph H. King, associate geologist, R. K. Bailey, geochemist, H. C. Spicer, geophysicist, Hope Bunker, junior geologist, and R. H Allport, district mining supervisor, all of the Federal Geological Survey; and Charles H. Johnson, who at that time was district engineer for New Mexico for the Mining Branch of the Bureau of Mines."
