The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

The modern Golden Cross mine entered the production phase in January 1992. The project is designed to produce over 100 000 oz/yr of gold and over 300 000 oz/yr of silver during a mine life of eight years. An open pit and an underground mine are operated producing around 850 000 t/yr of ore, to feed a conventional carbon-in-leach processing plant. Golden Cross is owned in joint venture by Coeur Gold New Zealand Limited (80%) and Viking Mining Company Limited (20 %).   Since the start of production several major aspects of the design have altered. The underground mine began as a mechanised cut and fill operation. The cut and fill stoping progresses in 3.3 m flatback lifts with maximum stoping width of 6 m. Where the ore zone is wider than 6 m a post pillar cut and fill method is used. In 1993 a new bench mining plan was introduced between the 270 and 260 levels. Flatbacking continued in the footwall drives in anticipation of variability of the ore width and orientation. The development of levels below the main service 200 level has indicated a possibility of bulk mining the ore block rather than flatbacks. This could lower mining costs but also introduce higher dilution rates. Development is in the advanced stages for trialing this method.

Tougher physical mining and processing conditions as well as economic circumstances are causing many mining companies to re-evaluate the effectiveness of their mine planning. The recent wave of inexpensive computing power provides the engineer an opportunity to go beyond the simple one-off manual mine design and production schedule. The basis of a good mine plan is a good reserves model. Concepts of mine model development are explored. The only advanced computer methods that have found consistent success in optimising mine planning functions are economic pit limits determination and material scheduling. Three pit 'optimisation' methods are examined; the moving cone, the Lerchs-Grossman 3-D graph algorithm, and the new network flow algorithm. A comparison between the methods in terms of total profits generated and computer time involved are made. The results show that both algorithms produced a higher profitability than the simple moving cone, but at much higher execution times. However, the profit increase never exceeded much more than 1 % of the base moving cone case. Finally, a method for the development of long range material production schedules with forward waste planning is presented.

The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. The case study has identified and characterised additional subsidence arising from longwall mining above or under existing longwall goaf. It suggests that the magnitude, mechanisms and prediction methods for such additional subsidence are different between the two mining configurations. This paper presents a proposed method to predict maximum vertical subsidence due to longwall mining under existing longwall goaf. It suggests that, unless different results from further new cases become available, the findings presented in this article, including the aforementioned prediction method, be applicable to the majority of sites in New South Wales, where multi-seam longwall mining is to take place. This article also presents an important concept of 'overburden modification' due to multi-seam mining. A causal relationship between the above-mentioned additional subsidence and 'overburden modification' has been identified as a result of the case studies. Further investigations into the physical processes that cause such overburden modification will be fundamental to the understanding and management of multi-seam subsidence.

Zircon producers are often required to lower impurity levels to meet customer specifications as most of these impurities adversely effect the end use. For example, zircon sand in foundry applications needs to be free of any surface impurities (eg clay, gibbsite and goethite) which otherwise could cause sintering or fusion between cast metal and the zircon mould. Light coloured ceramic grade zircon, typically low in iron oxides and titania, is preferred in ceramics applications. The presence of impurities in zircon sands is a problem in the magnetic and electrostatic separation stages of their concentration. Previous work (Aral et al, 1997) showed that impurities in zircon sand concentrates occurred in the form of stains on grain surfaces, discrete gangue minerals and in the mineral grains. The gangue minerals such as rutile, garnet, xenotime, monazite, spinels, ilmenite, and aluminium silicates in the concentrate in some cases (Aral et al, 1997) contribute significantly to the impurity content of the concentrate. A careful hand picking of the impurity grains from a Western Australian zircon sand showed that the impurity content of the concentrate could be lowered significantly as a result of the removal of the surface stained grains and gangue minerals. The hand-picked ædirtyÆ fraction, comprised about eight per cent by weight of the concentrate, and consisted mostly of iron-oxide/hydroxide-stained zircon, silica grains and rutile, and occasionally ilmenite, monazite, gahnite and other (unidentified) coloured grains. The chemical analysis of the remaining æcleanÆ fraction showed that the major impurities (Fe and Ti) were reduced significantly (Table 1). The reduction in the uranium content was about 30 per cent. The other measured impurities, P, Mg, Al, Th, and Ca remained mostly unchanged as shown in Table 1. The contribution of ilmenite to the overall iron content of æcleanÆ zircon was insignificant as it comprised about 0.1 per cent weight of the æcleanÆ zircon. Rutile was the major source of titanium contamination (about one per cent by weight). Recent work (Aral and Calle, 1999) on zircon sand concentrates from the Murray Basin showed that, under the electron microprobe, the bulk of the impurities occurred in the dark back scattered electron (BSE) regions of the zoned zircon grains. The impurity contents of the light BSE regions and unblemished (unzoned) grains were low. The impurity content in zoned zircons has been investigated on single, relatively large, crystals (McLaren, Gerald and Williams, 1994; Smith et al, 1991; Romans, Brown and White, 1975). These studies generally aimed to investigate the incorporation of U in zircon as zircon is used extensively for U-Pb geochronology owing to its relatively high content of uranium. Smith et al (1991) identified a striking difference in composition between the areas of lower (dark BSE) and higher (light BSE) average atomic number in the zoned zircon. Their work showed in particular that the zones of lower atomic numbers contained very significant amounts of trace metals such as Y, REE, Nb, U, Al, Fe, Ca, Ba and, by difference H2O. In this paper the impurity distribution in zoned zircon grains was investigated on statistically significant number of grains before and after a leach treatment. The distribution of impurities was also measured in unblemished areas to compare the results.

A pilot plant was constructed for the low temperature carbonization of Wallarah (N.S.W.) coal at the rate of 300 lb/hr. The design was based on an entrained state carbonizer developed by Parry and D.S. Bureau of Mines co-workers. Prior to delivery to the client, the plant was successfully operated over periods of several days duration.INTRODUCTIONIn September 1961, the Australian Mineral Development Laboratories (A.M.D.L.) was engaged by the Broken Hill Pty. Co. Ltd. (B.H.P.) to design, construct and test an entrained state coal carbonizer with a capacity of 300 lb/hr of Wallarah (N.S.W.) coal. Char product was required within the specification 15·5 -I- 1 per cent volatile matter. The design was to be based on a pilot plant developed by Parry and others in the D.S. Bureau of Mines Coal Research Laboratory at Denver, D.S.A. The method involved the carbonization of fine coal by entrainment with air in an externally heated reactor. The heat required for the carbonization of the coal was to be supplied to the bed both through the reactor walls, and also by internal combustion of products in the bed. Several D.S. Bureau of Mines Reports of Investigations weFe used as the main guide to the physical layout and proportions of the plant. However, the individual units required detailed designing, before engineering drawings could be prepared and fabrication begun.A 10 ton sample of crushed Wallarah coal was used for preliminary testing of the plant. The first test run on the pilot plant was carried out in February, 1962. After some modification a second test of longer duration was conducted in August, 1962. Except for uranium search, conventional oil well logging techniques are relatively little-used in mining exploration. The main reasons for this are cost and an apparent lack of awareness of the potential use of the methods in the search for ore. However, relatively inexpensive portable units are currently available for performing the simpler electrical and radiometric logs in diamond drill holes.The emphasis in oil exploration logging programmes is largely on the estimation of porosity. In most mineral work, however, porosity is not very significant, and factors such as mineral conductivity and radioactivity assume an important role.The Bureau of Mineral Resources (BMR) during a programme to explore for uranium and associated base metals in the area east of Rum Jungle, N.T., carried out electrical and radiometric logging of diamond drill holes as a routine part of their investigations. Case histories are described in which the logs were used to aid in defining stratigraphic sequences and transgressive structures in base-metal prospects. Some surface geophysicalanomalies were explained by the logging: induced polarization and electromagnetic anomalies were related to black slate; and self-potential anomalies were related to oxidation of pyrite black slate, or apparent electrokineticeffects in the black slate. The logs provided an objective appraisal of the rock units penetrated and thereby helped to differentiate lithologies.Borehole logging, including newer techniques such as downhole analysis, could be done in geological and geophysical investigations in other areas for a relatively small cost with a considerable potential gain of information.

The external urfaces and interiors (as polished sections) of particles of coconut hell and extruded peat activated carbons taken from everal Australian carbon-in-pulp operations were examined with an optical micro cope, a scanning electron microscope, and an electron microprobe.Calcium carbonate (calcite) precipitated from the pulp was the major inorganic material on the external surfaces of the carbon particle, but several ore minerals, including quartz, hematite, pyrite, arsenopyrite, and clay minerals were also identified, along with trona, gypsum, a nickel cyanide, and a magnesium salt. Sections of carbon particles showed that calcite was virtually the only introduced inorganic material inside the carbons.It was distributed in the pores and cracks throughout the coconut shell carbon particles but tended to be concentrated in the outer layers of the extruded peat carbon particles. The mechanism of calcite formation and deposition is uncertain. Gold X-ray dot maps showed that gold was distributed through to the centre of coconut shell carbons and to a depth of at least 500 µm in extruded peat carbons. The distribution of gold within the carbon particles was similar to that of calcite.

The feasibility of increasing the deportment of titanium species and the stability of the pseudobrookite solid solution (M3O5) in a titaniferous slag was investigated, to facilitate the valourisation of titaniferous slags. Thermochemical simulations using FactSage™ software, ver 8.3 (by Thermofact/CRTC and GTT-Technologies), and equilibration-quench experiments were conducted using an appropriate synthetic titaniferous slag composition in an oxygen partial pressure (pO2) ranging from air to 10-16 atm under non-isothermal conditions. The temperature-pressure phase stability diagram for the synthetic slag containing 37.19 per cent TiO2, 19.69 per cent SiO2, 13.12 per cent Al2O3, 16.00 per cent CaO and 14.00 per cent MgO showed that the spinel solid solution (M3O4) was the primary phase until a pO2 of 10-10.5 atm, thereafter M3O5 was the primary phase until a pO2 10-13.2 atm. M3O4 again was the primary phase between a pO2 10-13.2 and 10-16 atm. The changeover of the primary phase coincided with an increase in the liquidus surface. When cooling the slag in a pO2 of 10-16 atm, M3O5 crystallised as a ternary phase that showed a rapid increase in mass while that of the primary M3O4 phase decreased and that of the secondary perovskite (CaTiO3) phase increased at a slower rate. At 1300°C under sub-liquidus conditions, the contents of M3O5, M3O4 and CaTiO3 were about 20 per cent, 15 per cent, and 11 per cent, respectively. Experimental results showed that the Ti3+/Ti4+ mass ratio in the M3O5 phase, ie a measure of the reduction of titanium species, is not considerably sensitive to equilibration temperature in the reviewed range. Slow cooling and minimum/no oxidation during cooling of titaniferous slag would increase the deportment of titanium species to, and the growth and stability of the M3O5 phase.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

It is well known that clays affect the flotation performance, and many of the refractory gold ores around the world contain clay minerals. Therefore, an ore sample from the Carlin Trend was selected for this study as these ores contain large quantities of clays. The presence of clay minerals in an ore makes it susceptible to a range of variables, such as the solution chemistry determined by pH and the chemistry of the rheology modifiers. The viscosity of the ore slurry was measured as a function of solid concentration and particle size distribution, in addition to using different rheology modifiers and pH regulators. The results were correlated with the ore flotation performance. It was found that various reagents known commonly as dispersants or rheology modifiers have different effects on the ore slurry viscosity. Pre-drainage experiments have been conduct- ed at Appin, Cook, John Darling, Leichhardt, Macquarie, Metropolitan and Moura No. 2 Collieries. Appin (550 m deep) experiences particular gas problems in development drivages, and the almost pure CH4 seam gas makes difficult tiro compliance with statutory maxima in intakes and returns. Patterns of 43 mm diameter drain- a,.;e holes drilled ahead and laterally into virgin coal have improved gas conditions in working places and have allowed tolerable advance rates. Cook, Leichhardt, Metropolitan and Moura No,. 2 Collieries have experienced gas and stress phenomena ranging from conical bursts less than one tonne to full scale instantan- -us outbursts of hundreds of tonnes with tens ,f thousands of cubic metres of seam gas. Gas ~Irainage experiments with patterns of holes up a,, 200 mm diameter have been undertaken with ;,;siness monitors on the coal to establish .lative effectiveness. Incremental flows into mg 43 mm diameter boreholes have investigated drainage patterns relative to length, and at comparative incremental flows have nlicated lowered permeability zones at stress ,.,utments. Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

The breakage and flow characteristics of quartz, ground as a minor constituent with calcite in a continuous wet ball mill, have been determined by carefully controlled grinding tests.A mathematical model, combining the simple functions which describe these characteristics, has been used to predict both steady state and non steady state results.The calculated results are compared with experimental data.

The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.
