The State Electricity Commission of Victoria is conducting a program of research and development into alternatives to the use of conventional boilers for the generation of electricity from brown coal. The objectives of the program are to reduce the cost of electricity generation and also to improve the thermal efficiency so as to reduce the emission of greenhouse gases and other pollutants. The program presently includes the following four technologies: Hydro-thermal Drying, Direct Coal Fired Gas Turbine, Integrated Gasification Combined Cycle, and Steam Fluidised Bed Drying. The Hydro-thermal Drying process produces a combustible coal-water-slurry fuel which is suitable for use in a coal fired gas turbine. The coal fired gas turbine has the potential to produce electricity at a lower cost than conventional power stations and when combined with a steam cycle, it will also use significantly less coal. The Integrated Gasification Combined Cycle process gasifies the coal, cleans the gas, and then bums it in a gas turbine/combined cycle. This process is being developed in Europe and the USA in order to meet their stringent emission regulations. It offers Victoria cleaner more efficient and cheaper electricity.

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

Iran is one of the most seismically active countries in the world, being crossed by several major fault lines that cover at least 90 per cent of the country. As a result, earthquakes in Iran occur often and are destructive. So, it is important to consider the seismic stability and reliability of all structures including tailings dams.In this study, the tailings dam stability of the Sangan Iron Ore Mine in Khorasan Razavi, Iran is considered for the case study. The tailings storage facilities of the mine have three cells with the capacity of 45 million cubic metres. The first cell, which has three stages of dam raising, has been recently brought into operation. This cell has a downstream-raised retaining embankment. As the risk of seismicity in this area is high, seismic response of this dam was evaluated by numerical methods. To do this, appropriate models were developed for materials used in foundation and body of the embankment. Then for seismic stability analysis, Tabas (Iran – 1978) and Chi-Chi (Taiwan – 1999) earthquake acceleration simulations were applied.The results of this study indicated that the upstream portion of Stage 3 of the dam and dam crest did not experience significant horizontal displacements during earthquake period, but the downstream portion of Stage 3 of the dam showed a maximum horizontal displacement of 60 cm at the third stage of dam raising. This is three times more than what was estimated by the designer. Also, the maximum vertical displacement resulting from simulation of the Tabas earthquake was 35 cm. The results of dam response to Tabas and Chi-Chi earthquakes indicate that displacement, shear stress and pore pressure by the Tabas earthquake were higher than the case of Chi-Chi earthquake. The higher energy of Tabas earthquake and the higher frequency near to the natural frequency of Tabas earthquake could be the reasons of this difference. The results of this case study confirm that if the studied tailings dam impacted by an earthquake of a similar magnitude to Tabas, the dam will be seismically stable and the developed strains will not be significant.CITATION:Delavar, A, Rashidi Nejad, F and Ganjian, N, 2015. Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface. The technology changes in the unit operations are described and the drivers for these changes examined.CITATION:Weston, A J, 2016. "The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

It is predicted that underground coal mines in the Bowen Basin will have a significant rise in heat problems as mines aim to increase production, depth of extraction and length of longwall panels. At an actual Bowen Basin mine, extended longwall panels greater than 4 km in length are planned to be mined at depths with a virgin rock temperature (VRT) of more than 40¦C. Research has been completed into the reasons for the substantial increase in temperature at the face for underground coal mines in the Bowen Basin. An analysis into heat loads produced at the Bowen Basin mine for the development and production phases shows a significant amount of additional cooling will be required to ensure safe working temperatures. All of the major sources of heat, which included both natural and mine induced heating, were considered for the analysis. Maximum heat loads were assessed, together with peak intake surface temperature to determine the maximum cooling capacity required at a Bowen Basin mine. These maximum heat loads were assessed for a specific longwall panel, Longwall A, which extends to over 4.1 km in length and at a maximum depth of over 330 m, resulting in a VRT above 40¦C. The cooling system positional efficiency was analysed, determining that underground cooling via an indirect heat exchanger was preferred to increasing the capacity of the current bulk air cooling (BAC) on the surface. Purification of Nickel and Cobalt from Heap Leaching Effluents Using Ion Exchange Resins A comparative study among several chelating resins for purification of a heap leaching effluent from a nickel laterite ore has been finished. Chelating resins with iminodiacetate (IDA) and bis-picolylamine (Bis-PA) functional groups, from different suppliers, have been evaluated for their selectivity and loading capacities for nickel and cobalt over impurities. The two evaluated IDA resins, Amberlite IRC 748 and Monoplus TP 207, showed very similar results for both loading capacity and selectivity. Better performance was obtained at 7 BV/h at a pH of 4. Evaluation of Bis-PA resin showed that XUS 43578 has better performance than TP 220, with a 30 per cent higher loading capacity and superior selectivity for nickel over impurities.

The mineralogy, textures, and genetic significance of a silver-rich siderite vein and an apparently co-genetic galena vein from the South mine, Broken Hill are discussed.Both veins cut sharply across the Main Lode Horizon and appear to be coeval with thc A.B.H. Consols lode.The minerals of thc siderite vein apparently result from the preferential leaching of silver from Main Lode Horizon ore with a demonstrable "breakdown series" commencing with tetrahedrite, passing through silver sulpho-salts, and ending with simple binary compounds or with elemental silver.The siderite vein has been deposited by metahydrothermal fluids along the lines of Schneiderhohn's "secondary hydrothermal" mineralization.

The objective of a mine planning exercise is to plan a safe mine that maximises net present value (NPV) for the project. Two primary elements are key to design of a mine plan optimised to maximise profit: selection of an optimised production rate and selection of an optimised equipment fleet. Both depend upon accurate estimations of capital and operating costs for the equipment and for the life cycle of the mining operation. Once a trial production rate is determined, a primary equipment fleet, ie excavators, haulers, and blasthole drills, can be determined based on material characteristics and haulage distances and gradients. An auxiliary fleet, dozers, road maintainers, service trucks, etc can be determined using less rigid productivity criteria. With an equipment fleet determined, operating and support personnel can be assigned based on shift requirements and equipment operating needs; and material and supply requirements can be estimated. Knowing the areal dimensions of the major equipment items, road widths and repair shop dimensions can be determined. Personnel numbers and supply requirements determine the square metre sizes of offices, change rooms, and storage facilities. Reliable sources of capital and operating unit prices and costs for all these items are referenced in the paper. Once preliminary capital and operating cost estimates are calculated by applying unit costs to equipment, personnel, material and supply needs, potential profit can be tested using DCF techniques. An optimised mine plan can then be determined by testing the potential profitability of multiple mine production rates. Because of the economies of scale, full capital and operating cost estimates must be completed for each production rate in order to produce meaningful comparisons.

Current climate change projections suggest both an increase in the intensity of significant rainfall events and an increase in the variability of rainfall in some regions of Australia. It is necessary for mine site owners and operators to understand the effects that this potential shift in climate may have on their operations. The ability to maintain compliance with discharge regulations and operational security for those sites that rely on surface water run-off harvesting may be negatively impacted if some current climate change projections are realised. Although current regulations require the preparation of water management plans, these are generally developed using historical climate records for the site in question and as such do not give any indication of a siteÆs resilience to the influences of climate change.This study compares design and operational considerations for a case study mine site using historical rainfall records and modified records representing climate change projections. The future climate models are invariably broad scale and are limited in their capacity to be downscaled to a reasonable resolution for developing a site water balance. Instead the local historical data set has been modified to concentrate precipitation to peak periods and propagated through the model. The study looks at the siteÆs response to the potential changes in climate.It is shown that if current climate change projections are realised, this will have a significant effect on both the necessary size of designed surface water infrastructure and operational considerations on-site. A discussion is presented on the potential risks that climate change presents to mine sites and the range of options that could be considered to mitigate these risks. The solvent extraction section of an old Uranium Plant in the Vaal River region (North West Province in South Africa) produced a substance called CRUD (Chalk River Unidentified Deposit) that formed within the aqueous/organic interface of the settler of the solvent extraction circuit. The CRUD was deposited together with gold tailings to the tailings dam many years ago. Previous research done on the CRUD confirmed that exposed CRUD leaches Mn and Ni at concentrations that are well above their acceptable risk limits as well as Zn that leaches at concentrations that are slightly lower than its acceptable risk limit. Soil washing and bioremediation technologies were employed to treat the contaminated soil.   Various laboratory test work and the pilot scale studies were conducted in parallel with each other and the results of the laboratory studies were used to determine critical parameters. Four lixiviants, ie sulfuric acid, acetic acid, oxalic acid and ethylene diamine acetic acid were tested at three concentration levels ie 0.001 M, 0.0001 M and 0.00001 M, respectively. Column tests showed that the leaching of the heavy metals increases as the soil porosity increases. Silica sand was added to increase porosity of the contaminated soil. Highest Mn removal was achieved mainly by sulfuric and oxalic acid at 0.001M at all soil levels. EDTA was significantly efficient in the removal of Ni and Zn. The recovery of heavy metals, particularly Mn, decreased as the depth of sampling increased.   Heterogeneous bacteria and filamentous organism plate counts were conducted to evaluate the growth of the bacteria and filamentous organisms in the soil. Results showed that more organism growth took place in the bioremediated soil with a fertilizer added to it. The leaching of metals from the soil that was bioremediated in the pilot study was generally higher than the extraction of the metals from the soil that was leached with no bioremediation carried out. The results from this study suggest that the leaching of heavy metals from the contaminated soil is to a large extent dependant on the pH of the leaching solution. By increasing the soil's porosity and bioremediating the soil, higher extractions of metals were achieved.

The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

"This paper presents the second part of a study of the assessment of rock stress inputs on the performance of various new mining designs at the Ok Tedi large open pit mine in Papua New Guinea. Over the years, four programs of rock stress measurement have been completed at Ok Tedi, each providing different interpretations of the in situ field stresses. Details of three of these programs and interpretations are provided in the precursor to this paper, entitled ‘Rock Stresses at Ok Tedi, Papua New Guinea’ (Lee et al, 2014).This paper explains how the various stress interpretations were utilised in the modelling of the proposed new open pit and underground mining excavations, comparing where possible their expected effects on stability. The modelled performance of three specific mine components have been discussed here as case studies, including: the below-pit drainage tunnel, as the floor of the open pit workings is mined down from 350?m above, to within just 75?m above the crown of the tunnel the stability of the 1000?m high slope of the proposed West Wall cutback the proposed sublevel open stoping extraction sequence in the Gold Coast orebody beneath the East Wall, for which only the likely ‘worst-case’ stress regime was used to assess sequencing and stability issues.The benefits of scheduling the collection of detailed rock stress measurements and other input data from a range of different sources at various stages of the projects are discussed.Alternative in situ stress models have less stability impact on open pit slopes than on underground mine excavations.CITATION:de Bruyn, I A, Baczynski, N R P, Lee, M F, Mills, K W, Mylvaganam, J, and Prado, D A, 2014. Online cyanide analysers have been successfully used to control free cyanide in the gold/silver leach process for over 15 years. Use of such analysers leads to cyanide savings and improvement in recoveries. Plants with leach cyanide analysers show both lower and more consistent cyanide levels in tailings. Cyanide code compliance requires meeting residual cyanide targets in tailings. Monitoring and logging of the residual cyanide in plant tailings and effluent is required. Meeting targets may require cyanide recovery/destruction processes to be implemented. The operating cost of destroying cyanide is often the same order of magnitude as the cyanidation cost. Various cyanide destruction and/or recovery processes are reviewed. Choice of a process consistent with the environmental and operational requirements is illustrated. Online weak acid dissociable cyanide (CNWAD) analysers have recently been developed and introduced on gold plants. The application of a WAD 1000 online CNWAD analyser at a large gold plant is presented. The analyser ensures code compliance, reduces cyanide destruction process operating costs and forms a historical record of CNWAD values in tailings.

The Autogenous Kelsey Axial Displacement (KAD) mill is essentially a short retention time centrifugal mill, designed to effectively harness extraordinarily high concentrations of input energy for efficient particle size reduction. The mill which has an operating duty band extending from primary to ultra-fine also has the unique capacity to generate fine and ultra-fine products from single stage size reductions of either coarse or fine mineral feeds, in both wet or dry operating modes. This paper covers developments following a recent optimisation programme which confirmed that mill shell speed and the velocity differential between the shell and the rotating internal disc assembly tips could be optimised in relation to specific energy for a given feed rate and feed size providing the product size remains constant. Subsequent test-work further demonstrated the versatility of the mill with duties ranging from the removal of surface contamination associated with heavy mineral concentrate particles to the production of premium ultra-fine talc, from a single stage of size reduction. Open circuit grinding of a rougher gravity concentrate to liberate gold ahead of leaching also highlighted the scope for the application of low cost KAD milling for a range of hydrometallurgical feed preparation duties, which involve fine and ultra-fine grinding.CITATION:Kelly, J and Kelsey, C, 2013. Deposits of the metalloids arsenic and antimony occur in quartz veins of mesothermal hydrothermalsystems in the South Island as arsenopyrite (AsFeS) and stibnite (Sb2S3). Arsenopyrite and stibnite occur in natural exposures in gold-mining areas, and additional arsenopyrite and stibnite have been exposed to the atmosphere by mining activity. At present the drinking water limits for dissolved As and Sb are 10 ppb and 3 ppb respectively. Sampling and analysis techniques are critical to determination of metalloid concentrations at these low levels. Endeavour Inlet in the Marlborough Sounds is an historic mining area (late 19th Century) with elevated As and Sb in waters emanating from mineralised rocks. Waters running out of abandoned adits have concentrations of As and/or Sb up to ppm levels. Natural waters have high Sb and low As, and the As levels increase markedly where anthropogenic activity has exposed rock. Changes in Sb/As ratio could potentially be used to quantify the anthropogenic component of metalloid mobility on mine sites on the 100-year time scale.

The Estonia Mine, operated by Eesti Energia Kaevandused AS (EEK), the mining division of the Estonian Government's energy company, Eesti Energia AS, is a large room and pillar mine located in Eastern Estonia. It supplied approximately 4.9 Mt/a of oil shale in financial year ending 2010, which is used for electricity and shale oil generation. Due to the Estonian climate and the power station's need for a dry product, Estonia Mine has developed a planning system where short-term demands of the power stations dictate the schedule. Such an arrangement requires maximising flexibility and consequently the mine only operated for 199 days in 2010.The footprint plays a key role in achieving mass mining rates as the 12 km + 12 km lease area allows the mine to split into mining districts that act independently of each other and maximise the number of work areas available. Coupled with this, the geology of the mine is relatively homogenous over the mining lease, simplifying the mine design and production methods.During the last five years, EEK has commissioned a comprehensive conveyor network. Consequently, material handling only requires loaders to dump oil shale direct from the production face onto a chain conveyor that feeds the conveyor network that ultimately supplies the enrichment plant. Dewatering is also of critical importance, with 90 Mm3 of water discharged annually. EEK uses large trenches up to 3.5 m deep and 1.2 m wide to channel groundwater. Track mounted mechanical saws are used to cut slots in the floor, to control overbreak in blasting these trenches.EEK has introduced Salzgitter Machinenbau GB 280S auger drills that drill three 280 mm diameter holes simultaneously. This has improved void hole drilling times and reduced the drilling required for each face, reducing the overall production cycle time. Blasting activities have also been decoupled from other mining activities negating the need for firing times through the use of small independent firings, required to control vibrations.
