THE township of Costerfield is situated in the parish of Costerfield, county of Dalhousie, and lies 6 miles east of Heathcote and 30 miles south-east of Bendigo. It is separated from Heathcote by the Mt. Ida Range, which forms the western boundary of the Silurian formation. It is situated at the head-waters of Tin-pot Creek, a small southerly tributary of the Deegay Ponds Creek, which flows east to the Goulburn River.The field was discovered in 1860 by two prospectors, Coster and Field, who were guided there by a shepherd, M Nicol Coster and Field had already discovered an antimony lode about three miles nearer Heathcote, when M Nicol offered to guide them to the larger outcrop. The main Costerfield reef at that time projected above the surface, and was white through oxidation, though the bluey sulphide showed on fracture. No alluvial gold of any consequence was obtained at Costerfield, but a little was obtained, at Redcastle, 7 miles to the north, and in some of the gullies to the east.Following its discovery there came a period of prosperity to Costerfield, while the mining operations were confined to the oxidized zone. The early success of mining at Costerfield was due to the gold values, and it is probable that the oxidized zone was secondarily enriched. The earliest available record of values is a crushing of Coster and Co. on the Antimony reef (now known as the Costerfield reef), when 200 tons from a depth of 70 ft. averaged 4 oz. per ton in July, 1861. At this time a crushing mill had not yet been erected at Costerfield, and the ore was carted and treated at Redcastle. The massive antimony ore, consisting of mixed oxides and sulphides, was separated by hand-picking as "marketable ore," and the remainder crushed for gold. Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

In view of the lack of phase equilibria data of vanadium-bearing oxide system and the desirability of them for design or optimisation of vanadium extraction process, the phase equilibria relationships of V2O3-FeO-SiO2-CaO(15 mass per cent) system were determined experimentally and then an isothermal section phase diagram of this system was constructed. Totally, 81 samples of different composition were equilibrated at 1623 K for 48 hours in iron crucible under Ar atmosphere. The equilibrated samples were quenched quickly in cold water, and then the phase constituents of all the samples were identified by X-ray diffraction (XRD) combined with electron probe microanalysis (EPMA) measurements.

A study of the electrolysis of PbS in molten PbCl2 showed cathode efficiencies which increased with current density at fixed sulphide concentrations, and decreased with increasing sulphide concentration at fixed current densities. The anodically produced sulphur dissolved rapidly in the melt, the rate increasing with temperature and sulphide concentration. Experiments with diaphragm cells, made to determine the relative effects that dissolution of lead and sulphur have on the cathodic current efficiency, demonstrated that dissolution of sulphur was the major contributor to the lowering in efficiency.

We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

The emission of seam gases into underground workings in coal mines is acknowledged as a major hazard, particularly methane due to its possible ignition. Acknowledge of seam gas parameters is important for the prediction of gas emission rates into the ventilating air current. They are also important as the basis for the evaluation of the likely contained gas as a possible energy source.   Gas content determinations for the Kupakupa seam have been made at the Huntly West Mine.  Applying the method of Creedy (1986) to face samples, gas contents of 1.80 and 1.66 have been determined. Using desorbed and residual gas content data a content of 1.92 m3/t has been derived. These are on an ash included basis. Calculations using the adsorption equation of Kim (1977) and coal quality have given a gas content of 2.19 m3 t. Long-hole exploration drilling at Huntly West Mine has provided information on gas pressure. A pressure rise test has given a reading of 500 kPa (absolute); this is low compared with the pressure given for the determined gas content from theoretical adsorption isotherms.

The use of High Rate Thickeners has gained wide acceptance in the mineral treatment industries. The design of these units is characterized by an efficient deaeration and flocculation chamber, and introduction of the flocculated feed solids into a preformed floc bed zone. By these means the settling process is accelerated and consequently High Rate Thickeners achieve a significantly higher throughput per unit area than conventional thickeners.   The object of a control system on a High Rate Thickener (HRT), as on a conventional thickener, is to obtain the required underflow density and overflow clarity at all feed conditions. The feed conditions which may vary include volumetric and mass feed rate, pulp density, particle size and particle type. A conventional thickener has a large volume and cross sectional area, and changes in performance occur slowly û the operator has time to observe and react to these changes to maintain control. On a HRT, there is a much reduced residence time and therefore control parameters need to be reset more frequently. Although manual control is possible, the use of automatic control systems is therefore desirable to avoid excessive operator attention, while optimizing control of density and clarity. Automatic control of a conventional thickener is usually achieved by an underflow density loop which regulates the rate of withdrawal of underflow. A turbidity meter is sometimes used to measure overflow clarity and regulate the addition of a coagulant or polymer flocculant. These measures are not adequate on a HRT, because they would not give optimum control and could lead to excessive flocculant use. To achieve optimum operation in a HRT, the floc bed level should be maintained above the feed inlet point in the thickener. This bed level has become the key variable around which most control systems have been designed. However, a number of problems have occurred which has resulted in poor control, or only partial control of thickener performance. We will describe some of these problems, and a solution which is simple and effective.

The Greymouth Coal field is situated on the West Coast of New Zealand's South Island and has been mined for coal for more than 120 years. The area covered in this paper is within the Rapahoe Sector of this field and contains >200 million tonnes of low ash, low sulphur, bituminous rank coal. Paper No 6, presented to the 19th Annual Conference of the New Zealand Branch of The Australasian Institute of Mining and Metallurgy in Christchurch in August 1985 by R G Bowman, explained 'A Geologist's View' of the 'Economic Potential of the Greymouth Coalfield', and describes previous geological assessments of the Rapahoe Sector.

Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

This paper summarises the development t,) date for the Hidden Valley Gold (HVG) Project. It starts with the original exploration work, covers the detailed feasibility study activities and concludes with the current phase of extra exploration drilling. A brief technical summary has been made from the various mining, process and environmental studies that were undertaken as part of the project approval process. A discussion of the influential non-technical factors is included, as well as a view of the future prospects for an operating mine. The project was always seen as marginal, given the low grades, small resource and short mine life. However the capital and operating costs were lowered with aggressive design and it was regarded an acceptable development by CRA. The opportunity was taken to review the project when delays in start-up were encountered. An updated financial evaluation showed a subeconomic resource in 1990 terms and this resulted in a new exploration phase to identify a larger deposit.

More complex ore bodies with lowering grades increase the challenges of maintaining high throughput, energy efficiency and required particle size for optimal downstream processing in grinding circuits. Continuous and often rapidly changing characteristics of the mill feed requires constant focus to operate the circuit at optimal level. Modern process instruments, on-line analyzers, monitoring and process control systems provide attractive and managed options to increase the circuits’ capability to respond to the challenge, often in phases and in rather short time period. Furthermore, well instrumented and performing base level automation in the grinding circuit enables advanced process control (APC) strategies that utilize measurements from the whole circuit to stabilize and optimize production. In this paper alternatives for incorporating process measurements and controls to typical grinding circuits are proposed. ABSTRACTMechanised cut and fill stoping in the Racecourse orebodies between II and 9 levels was started in 1964.Five stopes are in progress over the two level interval, extracting the full strike length (600-2,000 ft) of each orebody without transverse pillars.Each stope is served by a central 10 ft by 12 ft service intake ventilation raise and an 8 ft by 8 ft return air raise at each end of the stope. Each stope is divided into two sections for drilling. firing. mucking, and fillingto maintain steady production. All equipment is kept in the stope for one level lift stoping. Gardner-Denver 2 boom jumbos are used for uphole drilling and Wagner ST 5 Scooptrams for loading and transport to ore passes located in the footwall of the orebody. A Wagner PTIO is used for materials handling and scaling of the stope backs.Mill tailings, after one stage of cycloning are used to fill the stope, one section at a time. About 80 per cent of the water is removed by decantation while the remainder percolates through hessian-covered pipes and boxes.The ore is passed to 11 level where it is hauled by the 3 ft 6 in. gauge train to the tipple at the shaft area. The ore is crushed underground before hoisting to the surface.A performance of about 100 ton/manshift is achieved by the drilling, blasting, and mucking crews in the stopes.

Where pasture production is the intended land use of the areas to be reclaimed, the creation of a suitable growing +medium is a major objective. To achieve this land reclaimers require a sound understanding of the proposed mining plan and a knowledge of the physical, biological and chemical properties of materials intended for resurfacing disturbed areas. Where the original soil is not being replaced in its natural state, research is usually required to determine an alternative growing medium. Results from field research conducted on waste material from the Waihi Gold mine are reported with emphasis on the significance of soil depth in relation to pasture production in this environment.  Problems in extrapolating field research to large scale operations are also considered.   Essentially the requirements for successful pasture production, on surrogate growing medium, are akin to conventional approaches used in New Zealand in the development of unimproved agricultural land. High inputs of fertiliser are initially needed, especially where volcanic soil is used, and careful management of pastures and soils is required to minimise soil erosion and create a sustainable system. In the first three to five years of pasture production, grazing use of the land requires to be dictated by pasture availability and soil conditions and not by animal feed requirements. The use of light stock (young dairy or sheep) is recommended.   Successful land restoration requires a team approach by a range of cooperative specialists including engineers, soil scientists, farm managers, agricultural contractors, landscape architects and environmental officers.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. Quartz, adularia and clay minerals from low-sulfidation epithermal veins at Hishikari were analyzed for their oxygen and hydrogen stable isotope compositions to establish the source of paleohydrothermal waters. Positive correlation between Au-Ag and adularia: quartz ratio, the presence of quartz pseudomorphs of bladed calcite, and Au-bearing smectite and vermiculite is indicative, but not definitive, evidence for the control of boiling on ore mineralization. Oxygen isotope equilibrium temperatures between quartz and adularia are about 220¦C and average homogenization temperatures of fluid inclusions vary between 190 to 210¦C. The calculated d18OH2O and dDH2O values (from quartz, adularia and early smectite) are consistent with paleohydrothermal fluids that were a mixture of magmatic and meteoric waters, or alternatively, the values could derive from heated meteoric water which had undergone isotope exchange during circulation through basement rock. Overall, d18Oqtz values in veins increase toward the north, most likely reflecting palaeo-fluid flow (source).

Process Options for Difficult Arid-Region Nickel Laterites In the absence of the discovery of significant nickel sulfide deposits, the future of Australia's nickel industry will increasingly depend on cost effect processes for low-grade nickel laterites. The problems encountered with the West Australian HPAL plants, resulting in three of the four plants being shut down, have caused the industry to revisit atmospheric leaching options, particularly heap leaching. West Australian laterites are characteristically very varied in grade, chemical composition and mineralogy with the result that, thus far, one process does not fit all laterites. In this paper the leaching of an especially refractory ore is compared using column leaching of whole ore and atmospheric leaching and HPAL processing of ground ore. The key characteristic is the resistance of the goethite phase to acid attack with low-to-moderate temperature leaching conditions. The refractory characteristic is attributed to the stabilising influence of chromium and aluminium and possibly manganese substitution in the goethite crystal structure and goethite morphology. A significant three-fold increase in both nickel and cobalt extractions under atmospheric leaching conditions was achieved by the relatively simple modification of bubbling sulfur dioxide into the reaction vessel to create a reducing environment. Recoveries increased from <30 per cent to 90 per cent nickel and 86 per cent cobalt after 10 hours of leaching at 95¦C. An even greater improvement was achieved under ambient conditions by heating the ore to temperatures above 250¦C for 30 minutes. Subsequent leaching at ambient temperature gave an eight-fold increase in both nickel and cobalt recoveries after 14 days bottle rolling. Both methods could be optimised and implemented in such a way as to increase laterite reserves in conjunction with a heap leach operation but may be better suited to vat or closed tank processing.

Acid producing potential static tests have been undertaken on sample lithologies from New Zealand coal mines, to rank the lithogies into acid producing waste rock and stable non-acid producing waste rock. Results indicated that the main acid producing waste rock in the Waikato coal region are the marine Whaingaroa siltstone and the Glen Massey formations and the main alkaline producing lithologies were the Tauranga group volcanic-derived sediments (A & D) and the Mesozoic basement. Coal ash analysis of 28 samples from 28 mines have also been analysed for reactive S percentage and their base potential has been quantified by the chemical index of alteration (CIA). The results provide mine management in the Waikato Coal region with a classification of problematic and stable waste rock types. XRF and CIA values determined from wash drill cuttings would provide a method of determining waste rock volumes and magnitude of palaeo-weathering underground.
