The Blackwater Coal Mine is a modern open cut operation using large draglines for over- :)urden removal and shovels, loaders and trucks to mine and haul coal to the crushing and coal ?reparation plant. Operations at the mine are described in sequence following through overburden removal to the railing of product coal from the mine site. The close operating connection between the mine and washery, which results from the blending of raw coal into clean product via the qashplant bypass system, is stressed. Some features of special interest at Blackwater Mine, such as land reclamation and slope stability,are outlined.

In a high pressure rolls crusher two force components: the pressurising thrust and the rolling force can be measured experimentally. Computer analyses have revealed regular patterns of stress distribution in the confined material between the rollers. Based on the computer analyses and experimental results a one-dimensional comminution model has been developed.

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. This paper discusses the background and trends towards the elimination of conventional surface slurried TSFs, with examples presented of the management of black coal and other tailings, including those that are clay mineral-rich.CITATION:Williams, D J, 2015. Quay Magnesium Limited (QMG) listed on the Australian Stock Exchange in late September 2004 having raised approximately A$30 million with the object of designing, constructing, commissioning and operating a 15 000 tpa magnesium alloy production facility in Nanjing, China. Site construction commenced in February 2005, with installation of all major components completed by the end of October 2005. Hot commissioning was simultaneously commenced with the final stages of installation, leading to the first stage of continuous ingot casting by mid November 2005. Since that time, ramp-up to the name plate capacity has been undertaken. This presentation highlights some of the more significant technical and logistical hurdles that have had to be overcome in order to meet the high quality product specifications required by a range of QMG customers.

Most of the existing models of the mechanisms of drilling and cutting processes are oversimplified in both stress state and failure criterion. On the other hand numerical modelling techniques are a more versatile method with great potential for development. In reviewing drillability and predicting performance of excavation machines the empirical tests, which simulate the physical breakage action in excavating processes are seen to be the best in terms of penetration rate predictability. Future methods of determination of drillability should concern the breakage characteristics and rock abrasivity involved in the two basic types of attack, i.e., percussive and rotary drilling.

The application of reinforcement techniques to enhance the stability of underground coal mine roadways subject to high stresses is discussed. Research conducted in the Illawarra Coal Measures has been aimed to delineate the factors which influence the behaviour of rock above roadways and the performance of the reinforcement placed. Design considerations for the reinforcement of mine roadways in the Bulli coal are based on a quantification of the rock response together with a reinforcement strategy to enhance the structural integrity of the roof strata.

Spray-on liners used in the mining industry for ground support and stabilisation applications are either cement based (æshotcreteÆ) or polymer based (æthin spray-on linersÆ). Some thin spray-on liners are a blend of both polymer and cement (eg Tekflex). A small number of thin spray-on liners (TSLs) have been trialled in Australia as potential replacements for steel mesh in roadways and other underground mining applications; however, they were found to cure slowly and the cured coatings became brittle after an extended time in place. The University of Wollongong in collaboration with the Australian coal mining industry has shown that a viable polymer-based alternative to steel mesh in underground roadway support applications can be developed to eliminate the use and handling of steel mesh. The work to date has: established the feasibility of developing polymeric alternatives to steel mesh in underground roadway support applications; identified the physical and material constraints to be endured by any new polymeric skin reinforcement system by measuring the mechanical properties of steel mesh; identified materials that can be spray applied; and demonstrated that polymer mechanical properties can be optimised to produce similar mechanical properties (elastic modulus, yield stress, elongation-at-break, etc) to steel mesh. The identified materials will: allow the face support cycle to be fully automated, or at least remotely operated and installed; remove personnel from the immediate face area; and substantially improve underground roadway development rates.

Hatch forecasts that an increasing share of seaborne traded iron ore will be ultrafine, being either concentrate or pellet feed. This provides several challenges for the iron and steel industries, but the principal concern is: how much ultrafine iron ore can be consumed on sinter strands and with a minimal effect on productivity?This paper will identify new supply by project through 2020. Demand will be estimated for sinter production and practical steps will be identified to increase ultrafine consumption in sinter strands. The long-term iron ore price will be forecast to balance supply and demand. NEARLY all problems in mining engineering involve the transport and distribution of materials from place to place, and in general the most economically managed mines and plants are those in which the transport of materials has been carried out most efficiently. Of all these transport problems, the hoisting of ore out of the mine and the distribution of same to the various treatment works is perhaps one of the most important. This talk was delivered in Kalgoorlie in April this year, to the Kalgoorlie Branch of The Institution of Engineers, Australia. We believe it is of such interest to members of our Institute and readers of this publication we believe it important to extend the audience who have the opportunity to read it. An edited version follows:"Why should we be so concerned about Mining Related Education; after all is said and done, the mining industry is not a great employer of persons?"The mining industry is capital rather than labour intensive. It employs only 2.7 per cent of the national workforce. However; the minerals industry is Australia's major exporter accounting for over 40 per cent of the nation's total export of goods.In Western Australia the value of minerals production in 1985 was about $5,000 million and consequently mineral exports accounted for about 53 per cent of the total value of overseas exports from the State. The diversity of the mining industry is also worthy of mention and produces iron ore, alumina, gold, nickel and mineral sands. That apart, our potential to become a major producer of diamonds, rare earths and petroleum products is considerable, not to mention base metals (copper, lead and zinc) and uranium.Our mining industry is of national importance and contributes in excess of 30 per cent of the total value of Australian overseas trade. Although the mining ind ustry does not employ many people, the people it employs contribute very much more, per capita, to the wealth of the nation than do employees in any other sector of our economy.No-one would deny that during the 20th century Australians have depended on the export earnings from the sale of relatively unprocessed agricultural products and more recently the sale of relatively unprocessed minerals for their standard of living.Not surprisingly, therefore, our economy is highly vulnerable to unstable world commodity market prices.The slump in trade we are currently experiencing (in first quarter 1987-Edition) was brought about by the over supply of the raw materials we produce. However, the recent downturn in world market prices is more serious than previous slumps because in part it is due to technological advances 'in other countries which could have a permanent effect on the world trade of primary products.

This paper attempts to highlight some of the problems encountered in the economic exploitation of the deeper coal seams by opencast mining methods. The major cost elements of three methods of overburden removal are examined in relation to the overall cost of winning coal from deeper-lying coal seams. The three overburden removal methods examined are dragline stripping and two systems combining dragline stripping with shovels and trucks at varying depths of overburden. A dragline is, undoubtedly, the most cost effective system of overburden removal for depths of up to 30 metres but it is suggested that, when dealing with incremental overburden depths in excess of 30 metres, engineers should consider carefully the possibility of using a shovel and truck operation, or other system, to augment the use of a dragline.

Roof conditions at Southern Colliery, the second longwall mine to be established at German Creek, were found to be much stronger and more massive than at the earlier longwall mine on the lease. Investigations were made to ascertain the level of face support required for longwall extraction under the changed geological conditions. Geotechnical information was provided from drillholes and highwall exposures. Downhole geophysical logs, notably the sonic velocity log, were used to obtain a distribution of the major lithological units over the mine area. A representative type section of the strata and geomechanical properties was compiled to form the basis for numerical modelling. Two-dimensional finite element methods were used to predict strata movements and chock loads under cantilevered roof conditions. The model incorporated a 6.3 in thick roof beam either bonded or detached, with either a 2 in or 5 in overhang. The solid rib, immediate roof, chock support and goaf were modelled as distinct parts, in addition a front abutment stress profile, derived from three-dimensional displacement-discontinuity analysis, was superimposed on the model.

Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

The excessive displacement of the seam floor in headings (i.e. roadways) called 'floor-heave' is often experienced in the underground mines of the Southern Coalfield of New South Wales. Apart from interfering with the mining operations, the phenomenon could be detrimental to the stability of the pillars left for support leading to an unpredictable increase in the subsidence of the overlying strata. The latter could pose a serious problem, particularly in the design of partial extraction layouts of mining for areas where subsidence is to be controlled. The susceptibility of the floor of different rock materials and thicknesses in a given `panel and pillar' partial extraction geometry was examined by two- dimensional Finite Element Modelling of the displacements, stresses and failure zones around the excavations. The modelling, assuming elastic behaviour of the materials, indicated that the maximum vertical displacements of the floor increased substantially as the Young's Modulus of the material decreased to less than 7GPa and the thickness of the layer increased. The results also discount the possibility of a properly designed panel and pillar geometry in the Southern Coalfield of New South Wales being unable to adequately control surface subsidence through the pillar, or its core independently of the yielded ribs, penetrating the floor.

In this study Dynamic Finite Element Modelling is used to investigate the distribution of peak particle accelerations (PPA) induced in a rock mass by a vertical decked column of explosives. The rock mass is assumed to be viscoelastic. The influence of the delay time between decking charges, the viscosity attenuation (quality factor Q), the decking configuration, and the velocity of detonation (VOD) on PPAs is examined. The results of this paper are relevant to fragmentation since the nature of the fragmentation is related to the stress magnitude and hence the PPAs. It was found that increasing the VOD, and increasing Q increases the PPAs in the neighbourhood of the blasthole. However, the VOD and rock quality factor Q have little influence upon the distribution of PPA. It was also found that an even distribution of PPAs, at a fixed distance from the blasthole, could only be obtained by increasing the ratio of charge length to stemming length. The study showed that the amplitudes and distribution of PPA surrounding the blasthole was approximately independent of the delay time between the decked charges. The modelling also shows that the particle accelerations at locations below the bottom of the charge are relatively small and so the model predicts no substantial damage below the bottom of the charge after blasting.

Studies by Tennent, Isokangas Pty Ltd (TIP) have indicated that underground quarrying of backfill may be a cost competitive option for providing backfill for specialised situations in underground mining. Situations where suitable bulk fill material may not be available on the surface, and where the total cost of setting up a fill distribution system are prohibitive, could favour the mining of fill material underground adjacent to the stopes being mined. Considerations include environmental impact, scheduling, surface constraints and total costs. The examples quoted in this paper, and the case studies are based on the authors' personal observations and experience.

It is possible to closely simulate the product sizing distribution from an industrial rod mill by the correct choice of parameters in laboratory batch milling. For laboratory batch rod milling, changes in per cent critical speed and per cent rod volume cause the product sizing distributions to move in parallel at a constant slope. For ball milling, larger sized media in batch milling grind more coarse material giving a closer simulation to the industrial rod mill product. Changing the feed size distribution by removal of coarse particles or addition of fine particles changes the product sizing distribution, but would not normally be practiced in laboratory testing. These data should be applicable to many instances where laboratory simulation of an industrial product size distribution is required.

The detailed mineral composition of the lead-zinc ores at Captain's Flat was first studied in 1942 (Edwards, 1943).At that time the workings did not extend far below the 750ft. level. Since then development has been extended to the 1,390ft. level, and -at the request of the management of Lake George Mines Ltd., an examination of the ore from the deeper levels has been made as part of the research programme of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organization.This account is. based on that examination (Mineragraphic Rept. No. ,537, C.S.I.R.O.)GENERAL GEOLOGYThe geology of the Lake George Mines has been described briefly in The Geology of Australian Ore Deposits (1953), and in much greater detail in an unpublished report by K. Glasson (1952). The area consists of fossiliferous Upper Ordovician sediments overlain by volcanics (Kohinoor VoJcanics), and by fossiliferous Silurian sediments. The volcanies comprise a series of· flows ranging in' composition from dacite to rhyolite, with interbedded tuft's and shale lenses.The region has been strongly folded. The regional strike is from 340° to 355°, and dips are from 75°W. to 75°E, A major syncline, pitching 200 N., occupies the centre of the area. The Kohinoor Volcanic'l outcrop as two bands which represent the east and west limbs of this syncline.The Volcanks in the western limb, with whIch the orebodies are associated, are more strongly sheared than those in the eastern limb.

The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main "minerals" - gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone.The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production.The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10,000,000,000 per year.The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate they are presented here only as they affect the economy of the mining operation.Finally there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.
