"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. A theoretical model for gas outbursts in underground coal mines is as follows. An outburst is the structural failure ofcoal due to excess stress resulting from body forces caused by gas pressure gradients. These body forces influence the stability of a mine face in the same manner that gravitational body forces affect the stability of the roof of a mine. The magnitude ofthese body forces can be appreciated when it is realized that for an average density coal, the gravitational body force is equal in magnitude to the force from a gas flow with a pressure gradient of 14 kPa m-I. Gas pressure gradients and the resultant stresses within a seam can be calculated with numerical methods. Thus, providing the necessary parameters can be measured or estimated, in principle the theory can be applied to compare the outburst risk of various mining arrangements.

This paper describes the methods of constructing timber barricades against pillars of ore in the South Mine, property of Broken Hill South Limited, Broken Hill, N.S.W., and discusses the behaviour of the various types of barricade alongside trucked sand filling and hydraulic stowed sand filling.Since the introduction of hydraulic stowing, cut and fill and overhand square letting methods have been used in mining the pillars. Such methods could not be used where the pillars had failed badly. The filling used is partially deslimed concentrating millresidue containing among other gangue minerals, calcite and a small amount of pyrrhotite and pyrite.The author is indebted to the mine superintendent of Broken Hill South Limited for permission to publish this paper.OLD METHODS OF CONSTRUCTING BARRICADES.Square Set Stopes.Before filling each stope the outer row of legs was lined inside with 10 in. x 2 in. boards spaced 2 in. apart. It was usual to tie the row of legs and caps together with timber dogs. As the space between the barricade and ground varied from nil to several feet, it was general practice to fill behind the lining boards. No provision was made to retain this sand during subsequent pillar stoping, consequently a run of sand right up the barricade could cause adilution of ore and serIOUS dIstortion of the barricade.

Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

Gold placers in the Nokomai and Nevis valleys are dominantly Quaternary in age. They occur mainly in western tributaries of the upper Nevis, eastern tributaries of the middle and upper Nokomai, and in the trunk valleys themselves. Placer gold in both valleys is dominantly a-phase Au-Ag-Hg alloy. Au-Ag alloy is absent or rare in most of the deposits, except in the lower Nokomai. Alpha-Au-Ag-Hg alloy is typically coarse-grained (up to 2 cm), angular, and rarely flattened or folded. Crystalline texture, quartz intergrowths, and psuedo-hexagonal crystal-pluck cavities are common. Fluvial transport distance predicted from the maximum Flatness Index ofAu-Ag-Hg alloy particles is typically less than 10-20 km. Coarse (up to 2 cm) cinnabar is commonly associated with the Au-Ag-Hg alloy, and both were probably derived from hydrothermal sources in western tributaries ofthe upper Nevis and eastern tributaries of the upper Nokomai. Minor secondary Au-Ag-Hg alloy occurs locally in the lower Nokomai, where it coats or cements detrital a-phase Au-Ag-Hg and Au-Ag alloy particles. Au-Ag alloy dominates over Au-Ag-Hg alloy in the lower half of the lower Nokomai alluvial plain and gravel of a raised channel incised into semischist basement adjacent to the plain. The Au-Ag alloy is rounded and commonly flattened and folded. Crystalline texture, quartz intergrowths, and pluck cavities are rare, and a fluvial transport distance of 25-40 km is estimated from maximum Flatness Index ofAu-Ag alloy particles. The Au-Ag alloy, three types of gamet, magnetite, clinozoisite and well foliated schist boulders in the abandoned channel are not found in the pumpellyite-actinolite facies bedrock in the Nokomai. These components were derived from greenschist facies schist and sedimentary sources in Otago, many tens of kilometers north of the Nokomai catchment. They were transported to the Nokomai either in Wakatipu Glacier till or fluvio-glacial outwash that entered the valley via Nokomai Saddle, the confluence with the Mataura, or both.

A methodology for assessment and remediation of acid mine drainage (AMD) developed at the Sullivan Mine in the West Coast Region has been applied to the closed Blackball Mine, Blackball, West Coast Region. AMD from the Blackball Mine has low pH, high acidity, and elevated levels of iron, aluminium, manganese, nickel, zinc and arsenic. The AMD flows at a variable rate (36 - 101 L/s) into adjacent Ford Creek, causing an increase in acidity and trace element concentrations in the creek. To test the effectiveness of treatment with a simple limestone-based treatment system, a column leaching experiment was conducted over a nine day period. The results show effective removal of acidity, reduction in the concentrations of iron, aluminium, manganese and zinc, and production of alkalinity. To determine if this treatment method reduces the toxicity of the AMD to aquatic invertebrates, a 96 hour ecotoxicity experiment was conducted. The results show a significant decrease in mortality in the treated AMD compared to untreated. The column experiment, in conjunction with the ecotoxicity work, suggest that a passive treatment system consisting of a limestone leaching bed and an open limestone channel may be sufficient to treat the AMD from the Blackball Mine. Further work, such as large-scale treatment trials, is recommended.

Feed slurries are typically flocculated in a thickenerÆs feedwell to increase the settling rate, underflow density and overflow clarity. High molecular weight polymeric flocculants are normally used, but present a number of challenges in terms of make up, dilution, delivery and mixing with the feed slurry.Various aspects of the flocculant dilution and delivery system have been studied with a combination of flow visualisation and computational fluid dynamics (CFD). An open topped flocculant dilution/mixing box has been developed to replace a conventional flocculant manifold, with improvements to the mixing, fault diagnosis and ease of determining the flow split to the various dosing points. The addition points to the feedwell have also been studied, both in terms of where the flocculant is added, and how. While conventional multi-hole spargers are effective in dispersing flocculant, they are prone to blocking and have been replaced by open-ended pipes. The required dispersion is provided by an efficient mixing element placed in the dilution port. Adding the flocculant into the feedwell dilution stream prior to mixing with the slurry also provides super-dilution of the flocculant that can further improve the flocculation process and reduce flocculant consumption.CITATION:Heath, A R and Arbuthnot, I, 2013. Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! This paper presents a three-dimensional analysis of a trapezoidal-shaped segmental tunnel lining for a recent tunnelling project in Sydney. Two- dimensional analyses, hand calculations and equipment selection defined the lining geometry and loads. The analysis, which was undertaken using 3DEC (Itasca), included a complete ring of six segments bolted together to assess the impact of imperfectly built rings. Asymmetry was induced in the analysis by unfavourable positioning of segments within construction tolerances. Model output includes displacement and stress within the entire ring and normal, shear and bending moments at the joints. For the case analysed, the results suggest a 10 mm construction tolerance increases normal and shear stresses along the radial joints by approximately 25 per cent and 15 per cent, respectively and up to a doubling of the induced moments.

The recent paper by Dr. Edwards upon the copper deposits of Australia furnishes a perspective upon that portion of the Commonwealth's mineral deposits which is the more welcome because it has been long overdue. The paper yields in compressed form and in handy arrangement for reference the more relevant data to end of 1938 for all of Australia's important copper deposits 'past"and. present, and for many of the lesser ones. The information supplied 'obviously' has 15een collected' painstakingly and compiled with discrimination.Such published surveys of a national character have been far too few.The Mineral Resources Survey branch of the Department of Supply and Shipping at Canberra has been engaged for several years upon comprehensive compilations of data concerning each of the more important minerals used in industry. Presumably the results will be published after the war. The group will constitute an impressive and valuable series.As yet the work has not been completed, and, for security reasons, much of that which has been finalized is not publicly available. This makes the paper by Dr. Edwards the more timely.In the compilation of data by those not acquainted at first hand with many of the districts involved it is inevitable that, from reading of the literature alone, certain misconceptions will arise relationships become confused; and some of the more recently acquired information unavoidably fail to be taken into account. One need only compare his own impressions of a district, gained from reading the published literature prior to inspection, with the impressions later arrived at following a visit, to realize the difficulties in appraising the various features,in their proper relationships.On the whole, Dr. Edwards has, kept such misinterpretations at a minimum, which is a tribute to the care he must have exercised in analysing the vast fund of data perused. A few errors of statement, mainly concerning, Queensland deposits, have been noted. The piezocone penetration test (CPTu) is one of the primary screening tools used by the mining industry to evaluate whether tailings are susceptible to liquefaction (static or cyclic). Liquefaction analysis using the CPTu is influenced by the fines content of the soil, and most CPT screening tools empirically use the behaviour type index (Ic) to correct for fines. The issue with this approach is that such empirical relationships have been developed using data collected from natural soils and their applicability to different tailings deposits needs to be studied. In this paper, we explore the use of machine learning to develop a site-specific model to estimate fines content of tailings using gamma piezocone penetration testing (GCPTu) measurements. The results are then compared to the fines content derived from the soil behavior type index (Ic) proposed by Robertson and Wride (1998). A dataset of paired GCPTu and laboratory results were compiled and a support vector machine (SVM) algorithm was employed to calibrate a model to estimate tailings fines content from in-situ GCPTu data. We calibrated GCPTu data to geotechnical 75 μm fines content measured in the laboratory. The geotechnical fines content is the fines content as a percentage of solids. The development dataset was comprised of paired GCPTu-laboratory results collected in 2009-2019 from a mining area with predominately clay mineral and quartz sand tailings. Results show that the developed model predicts the geotechnical 75 μm fines content of the studied deposits with 7.8% error. The Ic based method estimates the fines content with 31% error. Evidently, the Ic method is not applicable to the studied tailings deposits. It is appreciated that many tailings fines do not contain clay, and that the success on this program may not be repeatable everywhere. However, the authors wish to point out that the application of site-specific machine learning algorithms may be used to significantly improve empirical geotechnical parameters.

ILZRO sights are locked securely on the targets of the expanded applications and ever-improving quality in the major market for zinc-coated steel. A wide range of ILZRO-sponsored research projects examine issues of formability, paintability, and corrosion resistance for traditional hot-dip galvanising, electrogalvanising, and ILZRO's own proprietary zinc coating, Galfan. Recent research has focussed on the on the interaction between Galfan and different substrate steels to determine optimum combinations for different applications. ILZRO enjoys an evolving role in providing the connection between research laboratories and marketing divisions through supporting research and services for the Galfan Technical Resource Centreò(GTRC) and the recently formed North American Galfan Development Authority (NAGDA). GTRC has just produced a new problem-solving manual that provides a comprehensive source of hands-on solutions for the many Galfan licensees throughout the world, and should contribute substantially to the reputation of Galfan as a consistently top-quality steel-coating product. Meanwhile, NAGDA is advancing the market with new advertising for Galfan based on superior corrosion-resistant qualities proven through ILZRO-sponsored research. Practical manufacturing issues remain at the forefront of ILZRO priorities, with research emphasis on cutting and welding zinc-coated steel to provide direct assistance towards improved product quality and a more secure market. Moving to the arena of die casting, when the specifier looks to zinc to fill a design need, ILZRO-sponsored research projects provide comprehensive documentation on metallurgical characteristics for every zinc alloy under almost any imaginable application. On-going ILZRO-sponsored research is integrating this wealth of data with sophisticated computer programs that model die-casting designs with ever-increasing accuracy, as other ILZRO projects lay the market groundwork for zinc in applications ranging from vibration damping to electromagnetic shielding.

Turbidite-hosted, mesothermal lode gold deposits in Paleozoic metasedimentary rocks of the Buller Terrane, western South Island have a similar geological history and genesis to the Paleozoic lode gold deposits ofVictoria, Australia and Nova Scotia, Canada. In all three regions the gold deposits are hosted by interbedded meta-sandstone and meta-argillite that have been folded and regionally metamorphosed to greenschist facies, and locally in Nova Scotia to amphibolite facies. The gold deposits are typically narrow, structurally controlled quartz veins associated with dilatant zones in reverse faults or fold-related fractures. The principal vein types include: bedding parallel or concordant veins, discordant veins, saddle reefs, and stockwork veins. En-echelon and "ac" type veins are sometimes also gold-bearing in Nova Scotia. The contrasting competency of the host meta-argillite and meta-sandstone beds is an important factor in vein formation, particularly for the bedding parallel veins, which are typically developed within meta-argillite beds or along the contacts between meta-argillite and meta-sandstone. Veins found within meta-sandstone units are generally discordant. The deposits in Victoria are well known for their bedding-parallel veins, saddle reefs ( Bendigo ) and leather jacket reefs (Ballarat). Bedding-parallel veins are also common in Nova Scotia , along with a few examples of saddle reefs. In contrast, vein formation probably occurred later in the deformation history of the Reefton and Lyell goldfields, with most veins being bedding discordant and more typically aligned with the axial plane cleavage of the folds rather than bedding planes. The quartz lodes in one deposit, Globe-Progress, strike approximately perpendicular to the bedding and fold axes. No saddle reefs have been recorded from the Buller Terrane. Mesothermal vein morphology reflects the amount of fmite strain, the strain rate, competency contrasts, lithotypes, and the confirming pressures to which the system was exposed. On the basis of comparable depositional depths and rheologies of the host rocks, a controlling factor influencing the development of different vein styles (and timing) might be finite strain, as exemplified by the tightness of folding in the host rocks. Folding appears to be tighter in the Victorian rocks than in either the Buller Terrane or Nova Scotian rocks.

Radioisotope x-ray methods for the on-stream determination of copper, lead, and zinc in mineral product slurries were developed, and were successfully tested at the plant of Cobar Mines Pty. Ltd.The tests were made in three stages. Measurements to determine the precision of analysis were made initially on briquettes of the mineral products. The effect of slurry solids content variations was then determined by measurements on the mineral products in a recirculating slurry loop. The radioisotope analyser was finally tested in a series of on-stream measurements in the plant.Copper, lead, and zinc in flotation feed and in copper concentrate were determined to a precision ranging between 1·4 and 15 per cent of the mean element concentration in the slurry solids. These precisions are within limits required for plant control purposes at Cobar.

For the last decade, we have read about the great technical innovation that is coming to the mining industry that will increase safety and productivity. There is consensus that it will be a technical innovation that will produce a step change in mining costs and outputs (as opposed to bigger machines or less people); however, this innovation (while freely available) has not taken hold in the industry. While there are a few mines that have embraced technology, the majority of underground mines simply do not have the expertise or technical capability to implement innovation and automation.With unexploited mineral deposits becoming deeper and more remote, and thus more hazardous to mine, telepresence offers the ability to remotely execute production tasks while separating personnel from hazards. As the technologies required to deliver telepresence mature, the potential for there to be no personnel underground during production activities is becoming a reality (the ‘dark factory’). So significant is the capacity of telepresence to mitigate risk, it is proposed that it be included as a separate entry in the hierarchy of hazard mitigation controls.Technical innovation such as the optimised short-term interval control of the production process and the automation of underground mobile fleets offer significant increases in production along with lower operating costs. This paper explores the most critical components for the successful implementation of technology in underground mining; redundant, robust and high-bandwidth communications networks to carry data from distributed networks of smart sensors and to convey teleoperation commands; and high-definition video to provide operators with detailed, real-time data. The days of analogue ‘leaky feeder’ as a base case for communications are over. The human resources required to support the expected wave of innovation are significant and will be difficult to maintain in remote areas as the same skills and expertise are in demand in other industries.The paper highlights barriers to innovation in the mining industry, and a lack of technical and scientific expertise within the industry to be able to identify, implement and manage technologies that can increase safety and productivity. As well, an over-reliance on basic net present value (NPV) financial analysis that is used in the industry punishes investment in technology (capital expenditure; CAPEX) and accepts higher operating expenditure (OPEX) due to the discounting of future savings in operating costs.CITATION:Cronin, J, 2017. Gold-bearing veins have formed at a wide range of depths throughout the uplift history of the Otago Schist. The earliest gold mineralisation occurred during the later stages of Mesozoic metamorphism. This mineralisation was characterised by diffuse wall rock alteration with greenschist facies metamorphic or retrograde metamorphic mineral assemblages, and gold occurs in this altered rock. Quartz veins formed in .steeply dipping extensional fractures associated with this mineralisation type strike north to northeast. The Macraes mine exploits this deposit type. The present northwest strike of the mineralised zone at Macraes is a result of post-mineralisation deformation of the schistosity-parallel mineralised shear zone which hosts northeast striking extensional veins. This combination of schistosity-parallel shear zone and steeply dipping northeast striking veins may exist elsewhere in Otago, and this deposit type is most prospective. Steeply dipping quartz veins formed during post-metamorphic un-roofing of the Otago Schist strike northwest to west and occur as clusters of near-parallel structures in east and central Otago. These veins consist mainly of massive quartz, although some prismatic quartz occurs also. Breccia fragments in veins are common and these are generally silicified, with some gold. Wall rock alteration is negligible, and vein margins are sharp. A set of middle Tertiary veins occurs in northwest Otago. Most of these also strike northwest and dip steeply, but some strike northeast. These veins contain abundant ankeritic carbonate as well as quartz. The carbonate pervades adjacent wall rock as veinlets, but gold mineralisation is confined to veins. Quartz is commonly prismatic and vuggy, and contains gold, which is commonly coarse grained especially in silicified breccia zones. Associated veins contain stibnite. This vein type formed close to the paleosurface (>2 km). Mineralised veins in Marlborough currently strike northwest, but these have been rotated from northeast strike during Alpine Fault displacement of Marlborough from Otago. Some of these veins were formed under late metamorphic conditions and are similar to the north to northeast striking veins in Otago. As in Otago, this type should be considered to be most prospective if they have associated schistosity-parallel shears.

This paper describes a mobile laboratory developed specifically for nickel prospecting, and which was designed to be operated by sub-professional staff in remote areas independently of established laboratories. An atomic absorption spectrophotometric procedure was used to determine nickel, cobalt, lead, zinc, and copper ID latentIc and sulphIde samples, with a detection limit better than 25 µg/g for all elements. The procedure was applicable to both soil and drill samples and the accuracy of the procedure, which was ±5 per cent relative at the 1,000 µg/g level was sufficient for the preliminary assessment of mineralized samples and the control of drilling operations. The analytical procedure and the means taken to ensure the necessary reproductibility and accuracy are described. One operator can carry out 400 elemental determinations per 8-hr day at an approximate cdst of 6 cents per elemental determination. The results are returned within a single day, a factor which can contribute materially to the efficiency of drilling operations.

The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.
