Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. A panel cave using LHDs for ore extraction came into production at Premier in 1990 at a depth of 630 metres below surface on the western side of the mine in the BA5 mining block. A post-undercut mining sequence was used with all development on both the undercut and production levels completed prior to the undercut being advanced over the pre-developed drawbells. Support and rock mass damage on the production level was extensive as the undercut moved overhead. Undercutting and coarse fragmentation created problems. The mining sequence was changed to an advance undercut with the minimum of development and support undertaken on the production level prior to the undercut moving overhead. Only once the abutment stresses had stabilised were drawbells developed and final support installed. The height of the undercut drill design was decreased from 18 to 13 metres. The changes resulted in markedly less rock mass and support damage on the production level. Lessons learned in the BA5 mining block on the 630 level were incorporated into planning and scheduling the BB1E mining block which came into production on the 732 metre level on the eastern side of the mine in 1996. An advance undercut mining sequence was planned, undercut height was minimised and undercutting parameters were optimised in terms of the BA5 experience. Numerous problems still occurred. As the undercut area increased in size severe spalling from the cave back resulted in vertical propagation of the cave to a height of 30 metres instead of the planned 13 metres. The resultant coarse fragmentation created secondary blasting problems and an excess of undercut ore that had to be loaded and trammed, slowed the rate of undercut advance. The planned mining sequence was compromised and considerable support and rock mass damage resulted on the production level below. Once these problems had been overcome the undercut advanced at the planned rate and continuous caving initiated at the predicted hydraulic radius. At a later stage the unexpected ingress of water hampered undercut drilling and slowed the rate of undercut advance in a section of the cave. Leads and lags between adjacent tunnels and the overall face shape could not be developed as planned. The rate of natural horizontal cave propagation exceeded the rate of undercut advance and three undercut drilling tunnels were extensively damaged. More tunnel development on the production level prior to undercutting than was planned resulted. The slow advance of the undercut and high abutment stresses caused extensive damage to installed support and the rock mass on the production level, 15 metres below. Experience in the BB1E mining block on the 732 metre level has taught that an advance undercut mining sequence reduces damage on the production level markedly. Extremely tight control on the rate of undercut advance, leads and lags between adjacent tunnels and overall undercut face shape as well as extraction ratio, tunnel development and support sequence on the production level below is required. Premier Mine plans to implement a block cave at a depth in excess of 1000 metres within the next decade. All the experience gained on current mining levels together with data collection and numerical modeling is being used to plan the proposed mining operation. The geotechnical challenge of mining at this depth in weak rock has been identified as the greatest risk to the project. Challenges centre around adopting the correct mining sequence, limiting the extent of rock mass damage associated with undercutting and effective support. The hydraulic radius needed to initiate caving, fragmentation, drawpoint spacing, secondary blasting and the possibility of seismicity are geotechnical concerns that are being addressed. Results to-date suggest that a pre-undercut mining sequence with all development and support on the production level carried out only after the undercut abutment stresses have passed overhead will have to be implemented.

Sublevel caving (SLC) is a mining method adopted in a wide range of mining depths and ground conditions with various layouts adopted to suit orebody geometry. Sublevel caving offers more flexibility and versatility compared to other cave mining methods and is a low cost alternative to open stoping. SLC also has the advantage that stopes are not required to remain stable during production, and no backfill is required. This flexibility combined with increasing pressure on mines to target deeper and lower grade mineralisation has led to increased uptake of the method. The implementation of SLC mining methods across a wide range of mining depths and rock mass conditions has led to ground control practices which vary globally from mine to mine. To date, there has been limited documentation of ground control practices in SLC mining and few benchmarks available in the literature. This paper describes the main findings from a global benchmark of sublevel cave mines conducted over three years as part of the Caving 2040 research consortium. The purpose of the project was to document and compare operational practices, technical aspects and hazard management techniques across SLC mines around the world. The review included 21 mines spread over four continents and 17 different mining companies. This paper provides an overview of geotechnical conditions, challenges and ground control practices at each of the benchmarked SLC mines. Mine design and sequencing practices adopted for ground control purposes and hazard mitigation are provided with case studies. The impact of depth and rock mass conditions on mining productivity and development rates is also described.

The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The Tasman Orogenic Zone is regarded as a single metallogenic province (the Tasman Province) with four SUb-provinces corresponding with its major tectonic components: the Lachlan, New England, Hodgkinson.and North Queensland orogenic provinces. Within the Tasman Province there are four main ore-rock associations.These are1. manganese and iron with sedimentary and basic volcanic rocks,2. zinc-lead-copper and copper with intermediate-acid volcanic sequences,3. minor chromium, platinum, and osmiridium with ultramafic complexes, and4. tin, wolfram, gold, and copper with syn- and posttectonic granitic intrusions.Whereas the ores of ultramafic and volcanic associations form geographically-restricted metallogenic districts, the ubiquitous granitic ores may be subdivided into twenty-one districts that cover almost the entireOrogenic Zone. The Tasman Province is notably lacking in uranium ores and Mississippi Valley-type deposits.There is a distinct tendency for ores of each association to be progressively younger to the east and north, thus paralleling the progressive growth and stabilization of the Zone. Similar ore-rock associations are present in repeated phases of mineralization from the Cambrian to the Permian-Triassic, reflecting the essential homogeneity of the Tasman Province, and the similarity of the successive tectonic cycles.

The presence of undetonated explosives in a rock face after firing constitutes a hazard which can result in a fatal or serious accident if undetected before drilling commences.Most accidents caused by drilling into explosives are the result of failure to examine the working face properly and lack of care in subsequent drilling operations; it is not always realized that explosive may be left in the butts of holes or may be driven into cracks or crevices in the rock.Obviously the best means of preventing accidents of this nature is to adopt methods of drilling, charging and firing which will reduce the hazard to a minimum.There are three ways in which undetonated explosives may be left in the rock face, namely:1. Misfires.2. Cut-off shots.3. Incomplete detonation or failure of the charge to propagate throughout.MisfiresNo attempt will be made in this paper to deal fully with the question of the prevention of misfires, as apart from the fact that most of the preventive methods are well known, it is believed that if the miner receives his explosives and means of initiation in good order, and proper care is taken in their use, the failure of a charge to fire will be a rare occurrence. The provision of central fuse capping stations on mines has gone a long way towards the elimination of misfires caused by the mishandling of safety fuse anddetonators.

One of the most significant problems experienced in land reclamation work has been the tendency of earthmovers to over-compact the subsoils and topsoils. The need for extensive subsoil drainage, because of over-compaction, becomes a very expensive exercise and can be attributed to poor planning. The problem has been addressed both at the Waihi and Huntly open-cast mines through the use of low ground pressure machines in the placement of subsoils and contouring. The use of subsoilers working to contour to aerate the soils is essential to integrate both the sub and topsoils so that significant root growth and drainage is established. Waihi's rainfall (approximately 200 mm annually) and light soils create difficulties in preparing for the final seed bed. A noticeable factor in preparation of the growing medium was the reaction of the lime particularly in the subsoils (damp), from a lumpy, quite heavy texture to almost a seed-bed texture within a period of approximately 72 hours. Also the high incidence of stone and debris which was not apparent in the placement of subsoils meant the job became very labour intensive. This will be overcome with the importation of a machine from the USA. All of the rubber tyred tractors used on these projects are four wheel drive in the 6S-aOhp range which for weight distribution and the safety factors allows for good landscaping techniques. Good engineering practices should ensure that slopes of no more than 3:1 be designed, keeping in mind that the long term planning must allow for maintenance and stock management of restored land.  In the preparation of the final growing medium the equipment used included: Caterpillar 05 LPG and blade; three-four wheel drive rubber tyre tractors; Super flow subsoiler; hydraulic twin spinner manure spreader; discs û two types; harrows; MF Seeder; Cambridge Roller and Duncan Rotatiller.

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... But to fill dry a receptacle of known volume with calcines, as described by Mr. Norwood, gives the following apparentspecific gravities:

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

The paper discusses assay methods generally used when prospecting for gold, and also the applicability of various chemical methods, it describes a new paper chromatographic technique.for making fairly rapid semi-quantitative assays for very fine gold. Testing of the method in field work shows that this simple method could have applications in geologic work, in prospecting and in certain routine mine sampling work. It is not yet a method that can be used to detect anomalies in traces of gold dispersed around an orebody, as is general practice in geochemical prospecting.INTRODUCTIONAccording to the English economist Harrod (1958), "the acute shortage of gold in the world-because currency value has not been adjusted in line with the fall in the goods value of the various currencies-has been a familiar fact for some time now". Harrod calculates that a rise in the price of gold to double its present value is necessary to rectify this condition, and that, if this rise were to take place, increase in production and reduction in private hoarding might well bring annual accretion to world stocks from the presentaverage of about $464 million to a figure close to the $2,000 million that would probably eiiminate these shortages.Any increase in the price of gold is bound to lead to a great increase in prospecting at working mines, in abandoned areas and possibly in untouched country. Prospecting, techniques for base metal orebodies have improved greatly in the last thirty years; but methods available to detect gold occurring without accessory metals have not received the same attention. Powder metallurgy has been developed rapidly in the last twenty years by overseas metallurgists. The technique of making the powders and their subsequent pressing and sintering into useful forms has' only been introduced into Australia under the stress of war-time economic conditions.The technique involved has very little in common with our usual methods of fabricating engineering alloys by melting the ingredients to a homogeneous mass, followed by casting to shape or casting to ingot form and shaping by application of pressure-so-called mechanical working. On the other hand, the technique includes operations, such as milling and sizing, familiar to the primary metallurgists.The compacting of metal or other powders finds important application in two outstanding fields of engineering production: (a) in making porous bearings and contact brushes, in which such a material as powdered graphite can be incorporated; (b) in making cutting tool tips of hard -carbides, which have a melting point too high to make casting feasible, and which would be too brittle in the cast condition in any case. In both these cases; the final article can be made of the desired shape and size (subject to shrinkage allowances) whilst the compact is in a soft and readily machined condition a consideration of great importance in connection with the hard carbides.In order to develop the necessary equipment and technique and at the same time to assisil in the war effort, it was decided to divert the research work of the Metallurgy Department of the University of Melbourne to the problems associated with the production of hard carbides from local raw materials and the sintering of such into tips for cutting tools. Since this work was started at least two industrial concerns have started to produce these materials in the Commonwealth.The work. to date has included (a) the purification of crude cobalt oxide from Risdon and the reduction of this to metal Particles of less than 10 p. diameter; (b) the production of tungsten powder from King Island scheelite and its conversion into tungsten carbide with particle size less than 4 p. diameter; (c) the sintering of the latter product, using the former as a bond; (d) the production of titanium carbide from titanium dioxide; (e) the separation of columbium and tantalum oxides from a Northern Territory tantalite, and the conversion of these into the respective carbides.

Rare-earth permanent magnetic roll separators, pioneered by our group a few years ago, have distinctly different operation characteristics compared to prior art electromagnetic separators of various types. Many new applications for dry high-intensity (or better: high-force) magnetic separation have been developed in a short time period. It has also been found that the new generation of separators generally are more efficient with regards to removal of weakly magnetic contaminants in glass and ceramic raw materials with minimum loss of valuable product compared to induced magnetic roll (lMR) separators. The latest development is in the area of production of clean magnetic concentrates at high recoveries. It is likely that the PERMROLLR magnetic separator will replace cross-belt and lift-type magnetic separators as a result of this most recent advance.   The paper will review the features of the PERMROLLR magnetic separator in comparison with other types of magnetic separators on the market and give examples on applications.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

A comprehensive Australia-wide survey of comminution energy consumption at copper and gold mines was presented by the authors at the 11th AusIMM Mill Operators’ Conference 2012. The database has been extended to include major overseas mines and used to benchmark comminution energy consumption across the industry. The mines included in this study now represent 15 and 24 per cent of the total global gold and copper production respectively, and almost all Australian production. The comminution energy intensity per unit of saleable metal has been presented in a graphical form similar to a cost curve used in economics. The graphical method has been developed to assess the competitive advantage that can be achieved by reducing comminution energy intensity.This benchmarking tool has been applied to three published case studies to assess its applicability. The first case study indicated that a large reduction in size-specific energy (kWh/t -75 µm) was achievable by converting standard semi-autogenous and ball mill circuits to include high pressure grinding roll and stirred mills. The second case study investigated the metal-specific energy reduction historically achieved by Bougainville with the addition of a preconcentration screening plant. The final case study was conducted by Barrick Gold Corporation and involved incremental efficiency upgrades at three of its gold mines: Cortez, Cowal and Mara North. The application of the benchmarking tool to each of these case studies successfully demonstrated the scale and competitive advantage that was achieved by reducing energy intensity.CITATION:Ballantyne, G R and Powell, M S, 2014.
