The need for a better understanding of the effect of fluid pressure on the strength of intact and jointed rock has long been recognized. The behavior of pore fluid pressure was first pointed out by Terzaghi 1 who suggested the application of the effective stress concept to rock and concrete. While the effective stress concept has been used for some time in the design of mass concrete dams, it only recently has been applied to rock. Robinson 2 and Handin et al.3 evaluated the effects of pore pressure on a variety of sedimentary rocks and demonstrated the validity of the concept. Work using pore fluids other than water has been done by Boozer, et al.4 who considered strain rate and temperature as additional variables. According to the effective stress theory, the effective stress, [a], is the difference between the total stress, [a], and the pore pressure, u, and is the controlling factor influencing frictional strength of rock, other parameters remaining constant. Assuming the Mohr-Coulomb failure criteria applies, the shear strength, T, is given by the equation [r=d+ (a-u)tan ¢](1) where [~F], the angle of internal friction, and c, the cohesion intercept of "no load" shear strength, are the effective stress parameters.* Robinson,2 Handin,3 and others have demonstrated that moderately porous sand-

Recent experimental work has demonstrated (1)2 that ammonia and oxides of nitrogen are formed during the aging of smokeless powder. This is significant in connection with the problem of "season cracking," or stress corrosion of brass cartridge cases in view of other work(1) indicating that stressed and "stress- relieved" cases stored with small quantities of added ammonium nitrate crack on firing. The deterioration of stressed brass by ammonia has been known for some time(z) and it appears therefore that stress- corrosion cracking of brass cartridge cases is intimately associated with the so-called "powder volatiles," ammonia and oxides of nitrogen, both of which are decomposition products of smokeless powder. Working on the hypothesis that any barrier which prevents the powder volatiles from reaching the brass surface will reduce the incidence of stress-corrosion cracking, it was considered desirable to investigate the use of organic resin films to accomplish this purpose. The possibility of formation of ammonia within the nitrocellulose powder charge and by reduction of nitrogen oxides on the surface of the brass case requires that the barrier film be resistant both to ammonia and oxides of nitrogen. THE activity and enthusiasm of pioneers still prevail among workers in applied geophysics1.- Within the year, new devices have .been tried out, instruments and technique have been improved and the methods of application to commercial problems have been increased in many ingenious ways. There is still great need for more skillful interpretation of results in terms of geology, but oil the whole geophysical prospecting is making encouraging progress toward finding its proper place and function in engineering and geological practice. Spectacular successes continue to be reported, particularly .from the Gulf Coast, where the race for salt domes has not slackened, and encouraging results have been giined elsewhere in the mapping of structures in the search for oil. In the mining field, however, it can hardly be claimed that the same measure of success has been obtained, for brilliant efforts worthy of wide recognition have been overshadowed to some eatent by the unfortunate outcome of surveys undertaken unwisely without recognition of the limitations of the work. Consequently, hopes were aroused that could not be fulfilled, and it must be admitted in an impartial survey that there are a few regions, chiefly in the far north, where the standing of geophysical prospecting is somewhat doubtful and where the course of public opinion regarding it shows a certain similarity to the history of the market during the past few months. Reliable work, however, is steadily going 011 and it can confidently be expected that the methods will eventually be regarded in many regions as an essential part of the technique of securing geologic data needed for intelligent exploration.

He closed his shack and hurried north, where a strike had been made. Next he tried to trap the flour gold that floats down the Snake River. He panned the black sands along the Oregon coast. He ranged over the mountains and up the gulches of far-off Alaska. At last, broken in health, six years ago he came back to his old home in Nevada. There his shack still stood-nobody wanted it. One day he started a garden in the rocky soil that he owned. His spade turned up a chunk of quartz, and in that quartz were stringers of gold. He had found a rich gold vein, running right under his own house. You gas producers who have hurried to Oklahoma, Louisiana, East Texas, South Texas, West Texas, even to California to drill wildcat holes a mile or two miles deep-why not, like the old gold prospector, have a look in your own back yard? Some of your coal seams contain 20,000,000 cu. ft. of natural gas per acre.

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications—those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicatlng and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement Co. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible. The original Houston plant, built in 1937 by Gulf Portland Cement Co., consisted of only one 8 x 220-ft kiln and the necessary grinding mills and accessory equipment and had a capacity of 900 bbl per day (300,000 bbl annually). Ideal Cement Co. purchased this plant in 1940 and almost immediately started plans to increase its production. In 1941 a 9 x 220-ft kiln was installed and grinding and storage capacity were increased. The growing demand for cement in the Houston area necessitated a third kiln (9 ft 6 in. x 250 ft) in 1947. This brought the plant up to its present capacity of about 1.3 million bbl per year. Calcium silicates in cement are produced in a burning operation at high temperatures from raw mix of argillaceous and calcareous materials that have been crushed, mixed, and ground to a fine powder. The composition of this mixture must be kept consistent within narrow limits. Raw mixing and grinding may be done either wet or dry, but in both instances the materials must be correctly proportioned, finely ground, and thoroughly intermixed before entering the kiln. THE Hazleton district of the Pennsylvania Anthracite Region will be the scene Oct. 14 and 15 of the fall meeting of the Coal Division and the Pennsylvania Anthracite Section. Here, coal mining has been active for more than 100 years and hereabouts industrial necessity inspired the numerous inventions of the Pardees, Eckley B. Coxe, a former A.I.M.E. president, and the Marltles, who contributed much to the success of the Institute in its early days, as well as to the upbuilding of modern methods in the anthracite and bituminous industries. Headquarters will be the Altamont Hotel, Hazleton, Pa. There will be two technical sessions Friday, registration preceding the first which is scheduled for 11 a.m. to 1 p. m. The second will be called at 2:30 p.m. Saturday is reserved for mine and plant visits, with golf and tennis after luncheon for those so inclined. The ladies are cordially invited to the meeting and arrangements have been made for their participation in much of the program. In a recent paper,' one of us has presented some experimental evidence on the relationship between twinning and brittle fracture in steel. From metallographic examinations of brittle fracture it could be derived that mechanical twins and microcracks are formed already in front of a running brittle fracture. A tentative explanation based on the evaluation of the statistical distribution of mechanical twins vs various angles to the fracture was given in the above mentioned paper. It was suggested that these twins are caused by stress waves emitted by a running brittle fracture. With the aid of high-speed photography and the use of photo-stress sheet we are now able to study in more detail the propagation of a brittle fracture and the emittance of stress waves connected with fracture. A typical example is given in Fig. 1. In this figure a running brittle fracture in an ordinary Thomas steel is shown. IT is difficult to judge how much influence the success attained during its first year, 1864-65, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering, be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with Generalized as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. The Friedensville zinc mine of The New Jersey Zinc Company is located about four miles south of Bethlehem, Pennsylvania in the Saucon Valley, an infolded and down faulted block of Cambro-Ordovician carbonate sediments surrounded by hills of pre-Cambrian gneiss and Cambrian quartzite except where breached by Saucon Creek at its entrance into the Lehigh River. The Beekmantown formation of lower Ordovician age is the host for zinc and limonite ores, the former occurring in the lower dolomitic portion thereof and the latter in the upper interbedded dolomite and limestone portion of the section. The Beekmantown is overlain unconformably by the Jacksonburg of middle Ordovician age and according to Miller (2) underlain conformably by about 2500 feet of Cambrian dolomites and 200 feet of the basal Cambrian Hardyston quartzite. Igneous rocks, younger than the Cambro-Ordovician carbonate rocks, are absent in the vicinity of the ore deposits. The major structure is a N60°E-trending saddle-shaped doubly plunging anticline overturned to the north. A syncline lies to the north of the anticline. A thrust fault of substantial displacement repeats the south limb of the anticline. The ore consists of sphalerite and pyrite, along with gangue dolomite and quartz, filling and replacing the sedimentary type matrix of a strata-bound solution collapse breccia in the dolomitic portion of the lower Beekmantown. This breccia was produced in pre-Jacksonburg time as a consequence of uplift, erosion, and development of a karst topography and subsurface drainage system in the Beekmantown. Deposits of both zinc and limonite are present on the vertical north limb, on the crest and on the gently dipping (25°) south limb of the Friedensville anticline; consequently, there is no preferred structural setting for mineralization. Rather this distribution supports the view that the folding is post-ore. Features confirming this view are the development of flow cleavage in the breccia matrix, the deformation of some of the sphalerite, and the fracturing of the pyrite mineralization therein. There is nothing to indicate that the age of mineralization is other than Ordovician and older than Taconic deformation. In the absence of intrusive igneous activity younger than the ore host, the writer suggests that submarine volcanic exhalations associated with the volcanic activity recorded in the eastern eugeosynclinal facies of the Ordovician may be the source of the metal ions.

It is an epic of foresight, research and pioneering instinct just now culminating in the rapid growth of a new industry hardly more than ten years old. And that growth has been impressive. In the decade that has passed since Reserve Mining Co. blazed a trail as the first successful large- scale commercial taconite operation, the number of plants now existing or soon to be operating has grown to six. From Reserve's initial capacity of 3 million tons of pellets per year, total production capacity on the Range has surged to 31.5 million tons while capital investment has leaped from $300 million in 1955 to almost $1 billion today. During the past year alone, more than $500 million has been committed to these projects, an amount probably greater than that going into any other single mining area in the world. There is more yet to come.

THE problem of maintaining the mining industry is two-fold; finding new supplies in the face of increasing difficulties, and making such advances in the arts of extraction and preparation as to use supplies of lower grade. Progress in mining and reduction methods and in transportation makes ore today of that which was waste yesterday. These are the fields of the metallurgists and the transportation engineers. The geologists and mining engineers must work together on the problem of ore finding. As the old prospector fades from the scene, men with equal hardihood and patience and equal power to meet the physical obstacles which confront the seeker after ore, must take his place, armed with all that has been learned from human experience about the causes, the controlling conditions, the indications, and hiding places of the metals. A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

THE fall meeting of the Petroleum Division, held at Tulsa, Okla., on Oct. 11 to 14, devoted two days to technical sessions and two to field excursions. A representative attendance of 250 to 300 engineers and operating officials engaged in oil production marked the sessions and paid close attention throughout to a notable series of highly technical papers. Restricted as the program was to consideration of production problems only, the time proved too short for discussion or even the presentation of the 20 papers submitted. Much informing and pertinent discussion none the less took place, and the sentiment was general to the effect that the meeting was one of the best ever held by the Division. The meetings were held in the auditorium of the Municipal building and local arrangements were well looked after by the Mid-Continent Section of the Institute and the Oil and Gas Association. The combination of the three organizations served to bring together engineers and operators most usefully. F. Julius Fohs, chairman of the Division, presided at the sessions on Monday. Tuesday morning John M. Lovejoy of the local section took over this responsibility in the absence of T. E. Swigart, who was detained in California. The afternoon session was presided over by A. G. Heggam of the Oil and Gas Association and the Tuesday evening banquet by W. C. Franklin of the same organization.

THIS paper is presented with the idea of discussing only the basic open-hearth charge. The importance of the charging operation in producing steel is more clearly understood by dividing the principal components into four groups and discussing each separately, thereby becoming acquainted with what constitutes a charge. The significance of these components in the charge itself will then be taken up. Classification of the charge components is as follows: steel scrap; pig iron ; limestone ; refractories and coke. Steel Scarp The first component, steel scrap, according to size, analysis and cleanliness, may be classified as heavy, medium and light. Heavy melting scrap includes crop ends such as are produced in blooming ingots or the heavy crops from bar mills abovely in. in diameter; railroad scrap, which comprises rails, side-plates, car-frames, draw- bars, etc.; and such automobile forgings as axles, crank- shafts, gears, etc. This class of scrap should give a four-box charging-car (box dimension 24 by 18 by 72 in.) an average load of 10,000 to 20,000 lb.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

THE New Cornelia Copper Co. is mining and treating a 'monzonite " porphyry" copper deposit that is all hard rock. The oxidized surface shell, which constitutes the leachable part of the orebody, is measurably more resistent to crushing and comminution processes than is the underlying sulfide portion. The siliceous ribs running through the whole orebody are harder to crush than the main mass and there is no soft crumbly material to furnish the large volume of primary fines that features the crusher feeds of most other porphyry properties. New Cornelia ore reaches the primary crushers with a greater. proportion of large 'pieces. When the New Cornelia company first equipped its 'property, it used the following machines and flow , scheme to reduce the ore to leaching size:
