This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

Accurate determination of platinum group metals (PGMs) and gold (Au) has always proven to be a difficult task, due to their low concentrations in platiniferous ores. The most common preconcentration technique used in analysis of these metals is fire assay with a flux containing nickel or lead. This technique can be improved by using co-collectors. Here we hypothesise that Fe, Co, and Cu can be used as co-collectors to enhance separation and preconcentration of PMGs and gold by fire assay. To test this hypothesis, geological exploration samples from Siyanda Union Mine (Northam, South Africa) were analysed by an inductively coupled plasma-optical emission spectrometer (ICP-OES) for PGMs (Pt, Pd, and Rh) and Au. A control sample (certified reference material AMIS 0426) was also analysed by the same technique. The PGM and Au recoveries from the control sample ranged from 83% to 105% for all three co-collectors, with relative standard deviations less than 10% for the control sample and 7% for the geological samples. The PGM and Au recoveries by Fe and Co co-collectors were modestly higher than that of the Cu-collector. These results indicate that Fe and Co are better co-collectors than Cu, presumably due to the loss of analyte when using Cu. Taken together, Fe and Co co-collectors can be viable alternatives for analysis of PGMs and gold using the fire assay method.

"The “Jameson Cell” flotation cell was developed at Mount Isa Mines in the late 1980’s to address deficiencies in our flotation column installations. Early base metal installations had a variable record. The test work and trials showed they made an improvement metallurgically when operated correctly, but performance of the early installations was hindered by a range of operational and maintenance issues. The installations needed to be more robust, and we needed a better understanding of how to successfully integrate the cells into the plant flow sheet.During the 1990’s, Jameson Cells had great success in coal fines flotation and organic removal in SXEW applications, and became the standard in these applications in Australia. These installations improved the cell design and materials of construction and the cell flow sheet design, to make it low wear with self-regulating control, producing good performance with little operator input.These improvements have enabled a fresh look at the use of Jameson Cells in base metals. Recent new installations have shown significant benefits in “hybrid” circuits, that combine the best features of both Jameson Cells and conventional flotation cells, achieving better overall circuit performance in a smaller footprint than either technology could do by itself.Case studies of successful base metal applications are discussed, using size-by-size mineralogical performance to explain the improved circuit performance. The new methods of flow sheet test work design are also described."

Currently, underground mining of deeper massive deposits with lower grades, harder rock conditions in high strength environments, entails difficulties in caving, fragmentation and seismicity of the orebody.So far, the use of preconditioning (PC) with hydraulic fracturing (HF) has shown positive results in terms of seismic response and caving performance, while PC combined with explosives aims to weaken the rock mass, causing an additional effect on fragmentation.In particular, mines commonly referred to as ‘supercaves’, operated by caving methods, have the need to integrate mine to plant processes, where rock fragmentation appears as a key tool. In fact, it implies making mining and comminution processes more efficient to the plant and for mines, it justifies the search of innovative solutions in drilling and blasting techniques to precondition the rock mass. The following paper aims to show the feasibility of numerical blast modelling to weaken the rock mass using explosives, mainly through sensitivity analysis applied to designs to minimise bias and uncertainty in the results. It is shown how the presence of structures, their geometry and in situ stresses influence or interfere with the PC method being used.From the work, it is concluded that better knowledge on the application of explosives weakening allows specialists to strengthen numerical models associated with every design and therefore previously validate their applicability, helping to understand complex phenomena such as the propagation of mechanical waves in non-elastic heterogeneous media. In this sense, it is understood that while there are studies (Sanchidrián, Segarra and López, 2006) showing that the transfer of energy in the rock mass could be even greater in a confined environment, the more competent rock mass and higher in situ stresses interfere mostly on the effectiveness of a technique using explosives.CITATION:Gottreux, I, Córdova, E, González, P and Videla, J, 2016. The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

Electronic detonators are increasingly being used in today’s blasting in quarries, seismic, surface and underground mines. Electronic detonators offer several distinctive features over electric and non-el (shock tube) detonators including better timing accuracy resulting in excellent fragmentation and vibration control, field programmability and digital safety means. Because of the prerequisite electrical communications between the electronic detonators and the blasting machine, the layout or hook-up of these detonators can play an important role in obtaining the communication fidelity.

At 1090°C the scale formed OH Mn is highly, irregular due to blistering and sintering, This is a second cause of faster oxidation Since much of the blistered oxide does not participate as part of the protective layer. The oxide phases that form at different times depend on the degree to which the surface metal has become depleted, in manganese by preferential oxidation. PREVIOUS work has demonstrated that the oxide scales formed on chromium steels at high temperature consist of both spinel and rhombohedra1 phases and may contain considerably more manganese, especially in the spinel phase, than is present initially in the alloy.' It has further been observed that a binary Fe-26 Cr alloy scaled less rapidly than an equivalent commercial steel and formed no spinel.' However, it is not established if manganese in chromium alloys actually promotes formation of spinel nor if it affects oxidation resistance. It seemed expedient to try to evaluate the specific effect of manganese by oxidizing an Fe-26 Cr alloy containing a small manganese addition under the same experimental conditions as used for the manganese-free alloy.' EXPERIMENTAL Table I shows the composition in weight percent of the Fe-26 Cr-1 Mn alloy and of the Fe-26 Cr alloy used as reference. The alloy with manganese was prepared from the vacuum-melted Fe-26 Cr alloy by remelting in vacuum with the proper manganese addition. The ingot was rolled to strip and specimens 1.1 by 0.035 by 5 cm and 1.1 by 0.5 by 4 cm cut out or machined. As previously described2 the specimens were smoothed by abrading through 600-grit Sic paper, electropolished in acetic-perchloric acid (20 to 1) to remove 10 p of metal, annealed at 1100°C in 20 torr of purified argon, and electropolished to remove a further 10 p of metal. They were then either rinsed in water and methanol and blotted dry or immediately etched for 45 sec in deoxy-genated 4 N HC1 under cathodic polarization at 10 pa per sq cm. Oxidation runs were carried out in a vertical tube furnace in a flow of purified oxygen at 1 atm while the weight increase was recorded continuously on a* automatic balance.3 Alter 98 hr at 870.C or 20 hr at 1090"C the specimens were removed to flowing argon and observed microscopically for evidence of spalling as they cooled. Subsequently they were examined by X-ray diffraction, the oxides analyzed chemically, and metallographic cross settions prepared. RESULTS Figs. 1 and 2 show the oxidation curves of Fe-26 Cr-1 Mn at 870' and 1090C. The Fe-26 Cr reference runs are shown as dashed curves. Experimental details of the six runs are included in Table 11. The first 20 hr of run 1 is repeated in Fig. 2 to show the effect of temperature. Wire Bonding is the dominant IC interconnection process presently used in the semiconductor assembly industry (1). The flexibility, adaptability and cost of wire bonding will continue to keep it as the key process for the interconnection of integrated circuits to substrates. However, wire bonding still has certain technological hurdles to overcome if it is to continue following the semiconductor roadmap (2). Particular issues which need to be addressed include low overall tensile strength, low elastic modulus, low shear per unit area and mechanical loop stability of Gold based micro-alloys. The ability to produce ?Deformation Process Metal-Metal Matrix Composites? (DMMCs) is based upon the deformation nature of immissible metallic systems. For reference, the Gold (Au)-Molybdenum (Mo) phase diagram is shown in Figure 1 (3). By inspection of the diagram, Au has a very low solubility for Mo, while Mo has essentially no solubility for Au. This is the metallurgical analog of oil and water. In the Au-Mo case, this is particularly troublesome when producing precursor ingots of the alloy to be formed into wire products. In Table 1, the melting points and densities are shown for Au and Mo. As shown, the melting point of Mo is significantly higher than Au, and is very close to the boiling point of Au (2856°C). However, Au?s density is higher than that of Mo. As such, conventional casting techniques are not suitable, since solid Mo would float off the surface of an Au melt thus depleting the matrix of its alloy addition. In this work, two-phase composite wires were produced by deformation processing to develop an interconnection wire with elevated tensile strength, modulus and shear to those commonly available in the market (4). This technology has been used previously in the production of high strength electrical conductors particularly for high field pulsed magnets (5).

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. The concept of disposing of liquid industrial wastes by deep-well injection is not a new one. Brines associated with crude oil long have been disposed of in this manner, with the additional benefit of aiding secondary oil recovery. More recently, with the expansion of nuclear energy, the lethal, highly radioactive wastes which are by-products of the fission process have created severe disposal problems. During the past ten years, a variety of industries have resorted to subsurface disposal, some of the details of which are given elsewhere (1,2). The list reveals wide variations in injection rate, pumping pressure, cost, and waste disposition. Included are successful installations in Western Pennsylvania.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

Olympic Dam is the eighth largest Cu deposit and the largest U deposit in the world, with approximately 35 million tonnes of contained Cu and 1.2 million tonnes of U. The most recent resource estimate was for 2.95 billion tonnes of mineralised material with average grades of 1.2 per cent Cu, 0.4 kg/t U, 0.5 g/t Au, 2.6 g/t Ag as contained mineral resources. Olympic Dam is expected to produce >200 000 tonnes of Cu and 4200 tonnes of U3O8 from 9.8 million tonnes of ore in 2004, making it the 12th largest Cu producer in the world. One of the impediments to achieving targeted rates of production has been oversize material (>0.9 m) reporting to stope draw points. A major contributor to oversize material may be overbreak along pre-existing structural weaknesses from stope walls and backs during the production life of a stope. Underbreaking to structures can also have a detrimental effect on the performance of a stope. In an effort to understand the influence of structural geology on stope performance, WMC Resources and SRK Consulting partnered during 2003 to refine the current system of structural mapping, and to use historical data to produce a structural interpretation covering a large part of the mining area. The interpretation has been wireframed in DATAMINETM into a three-dimensional structural framework model. To date, there are more than 600 structures of >50 m strike length incorporated into the structural framework model, which covers a study area 1500 m + 600 m + 350 m. A back-analysis exercise to assess the influence of interpreted structures on overbreak and underbreak was completed for laser-surveyed stopes.

"In the last few decades, microwave energy has been widely employed in food processing, rubber and plastics curing, and in ceramic sintering. Recently, the application of micro waves as an energy source in extractive metallurgy has received considerable attention from a number of researchers. During the period from the mid-1960s to about 1988, the majority of the research was focussed on the behaviour of materials in microwave radiation. These research activities will continue to be important, since fundamental data on the interaction of microwaves with materials are vital for the successful application of the technology. Since1990, a number of potential applications of microwave processing have been investigated.These include: pretreatment of ores and concentrates, leaching, reduction, preheating of refractories, heating of slags and waste treatment. In this paper, the interaction of micro -waves with materials of interest in extractive metallurgy are reviewed and potential applications are discussed.IntroductionMicrowaves were first used in 1946 for the heating of materials, shortly after radar equipment was invented during the second world war. It was evident that microwaves were very effective for heating water and the technology was quickly adopted for drying and cooking. Since the introduction of the first microwave oven by Raytheon in 1952, many millions of domestic microwave ovens have been sold annually (National Research Council,1994; Atomic Energy of Canada and Voss Associates Engineering, 1990).In extractive metallurgy, microwaves are in the early stages of development (National Research Council, 1994; Atomic Energy of Canada and Voss Associates, 1990; McGill and Walkiewicz, 1987; Bradhurst and Worner, 1990;Peng et al., 1993). However, there are several reasons for the growing interest in the use of this technology in the field of metals extraction. These include the following potential advantages of microwaves: (1) rapid and selective heating of materials; (2) reactions can be catalyzed because the heating occurs on a molecular or atomic level; (3) clean and controllable energy source; (4) the gas volume is reduced and the atmosphere can be controlled as there are no gaseous combustion products; (5) the material is heated internally in comparison to external heating with conventional methods; (6)the temperature of the refractory can be minimized; and (7) the working environment is improved."

During the extensive research which has been conducted in the Metallurgy Department of the University of Melbourne, into the properties of lead and its dilute alloys, the Brinell test has been used for the determination of hardness.The work described herein represents part of an investigation into the influence of various factors on such determinations, particularly when carried out on different qualities of "pure" lead. It is intended to publish the more theoretical and controversial aspects of this research elsewhere.MATERIALS USED AND THEIR PREPARATION FOR TESTINGThe tests to be reported have been conducted on a specially pure electrolytic lead, and several brands of commercially "pure" lead. The analyses of the samples upon which most of the work has been carried out are given in Table 1.Note: Oxygen was not determined, but from the work of H. W. Worner, in the Rosenhain Memorial Laboratory, it appears probable that it was approximately 0-0003% in all samples.

"SKSTM oxygen bottom blowing smelting technology was developed by SKS-ENFI at SKS Smelter, Hunan in the 1990s to replace the conventional sintering process and thus to meet the high national EHS standard for lead.Since then, two major milestones have been achieved:1. Since 2002, the SKS oxygen bottom blowing smelting-blast furnace reduction has been in operation at SKS, YGL, Chizhou smelter etc. Now in China, about 50% of the lead (4.2 millions t/year) is produced using SKS process; and2. Since 2008, the blast furnace has been replaced by direct reduction of molten rich lead slag at YGJ smelter, which is more energy-efficient since no slag cooling is required. This two stage process (SKS Oxidation- Direct Reduction) is named as the YGL process.Since 2008, numerous technological innovations have been implemented in the furnace design, process control, and maintenance at YGL. The plant has been successfully demonstrated its unique excellent performances on all aspects from processing capacity, product quality, energy reduction, cost reduction and emission reduction. The purpose of this report is to update all the improvements with proven tracks.Meanwhile, a preliminary comparison on the following aspects between the YGL process and other similar technologies has been discussed:1. Plant design and operating conditions;2. Mass and heat balances, metal (Pb, Ag) recovery;3. Consumables, oxygen gun and refractory lining life;4. Energy consumption and operating costs;5. Sulfur capture and emission reduction etc.It is concluded that the modified SKSTM process is a clean SO2-free emission process. The process is characteristic of other features such as no extra fuel addition, low capital with a small foot-print design, low OPEX, high throughput, easy operation, long refractory lining life and high productivity (95%+ on line time annually). It offers an alternative cost-effective technology for lead smelting industry."

A study(1) on the sulfuric acid extraction of alumina from some Pennsylvania ferruginous clays indicated that the published electrolytic method(2)(3) seems to be more efficient than the known chemical methods (4-9) for removing iron from the leach liquor. The main disadvantages of the chemical methods are the consumption of excessive amounts of reagents and/or the precipitation of prohibitive amounts of aluminum. In the electrolytic method, iron is deposited on the mercury cathode, while aluminum is not and remains in solution. This method, however, had been handicapped by the lack of an effective and economical way to purify the contaminated mercury cathode.(7)(l0). Described herein is a scheme for cleaning the mercury cathode, and for recycling the clean mercury back into the electrolytic cell. Armed with such an apparatus, the effects of applied potential, temperature, and operation time on the electrolytic separation of iron from aluminum sulfate solutions were determined. For the sake of comparing results, a term, removability, was coined to represent the percentage of iron amalgamated per unit height of electrolyte (cm.), per unit surface area of cathode (cm.2), per unit of operation time (second).

Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron (1). Fifty centuries were to pass before men learned to isolate nickel and add it to iron to produce the same alloy for much the same purpose. Meanwhile, man had found another natural alloy of nickel, known first to the Chinese as paktong, or 'white copper.' It was obtained from complex copper-nickel sulphide ores of Yunnan in southern China. This metal was brought by caravan through India into Bactria, a country north of the Hindu-Kush mountains, in what is now known as Russian Turkestan. The earliest specimen extant is a Bactrian coin attributed to 235 B.C. The rough reddish-white metal was also sent in the form of triangular rings to Canton, where zinc ores were added and the whole smelted to a more malleable alloy, also known later as paktong. This alloy was the forerunner of German-or nickel-silver. Specimens of this alloy, wrought into ornamental candlesticks and boxes, were brought from Canton to Europe by the East India Company in the early days of the China trade. Paktong was highly prized for its beauty as well as its eastern origin in far-away China. By 1760 the unwrought metal was imported into England for domestic manufacture.
