The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. Agnico-Eagle started sinking the Penna Shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240 m deep shaft. Exploration success led to the installation of a hoisting plant capable of extracting 4500 t of ore and 1800 t of waste per day from a depth of 2210 m. The introduction of a new rope selection factor, permitting a safety factor of 4.0, represented the breakthrough required for a cost-effective project. This paper describes the process taken to introduce the new rope selection factor and its impact on the original plant.

The Tecnored process is a new ironmaking technology, developed on a unique approach that combined empirical and theoretical knowledge backed by extensive tests carried out in a dedicated pilot-plant and with close support of universities and research centers. Campaigns in the pilot-plant focused on operate different reactors of different sizes, including a full size slice of the industrial furnace. This approach provided actual conditions to develop the main features of the process such as the internal dimensions, raceway pattern, thermal and gaseous profiles, etc, besides provide reliable data to feed and calibrate a specific mathematical process modeling. This paper presents the first computer model used by the Tecnored technical staff, focusing the behavior of a self reducing agglomerate in the upper shaft of the furnace (zone of solid state reduction). Some results of this model are given and discussed.

Drilling accuracy is the foundation to any successful blast operation. Even the best blasting practices cannot overcome poor drilling and still obtain desired results. Inaccuracies in boreholes can result in flyrock, increased vibration, uneven floor, and other undesired effects. As depth increases, variation in actual burden and spacing is expected even if collars are located precisely. Problems arise when this deviation reaches a point where it adversely affects the function of the blast design. Not only can unsafe conditions such as insufficient burden at the face develop, but poor fragmentation can compound adverse effects. As with any troubleshooting, problems cannot truly be fixed if they cannot be measured. As a result, significant work has been done in the past on this subject. Currently, there are both cheap and expensive methods used to quantify deviation for a given borehole. However, implementation of these techniques is limited. In general production blasts, little is known about the variance in designed versus true borehole geometry. This is especially true if the blaster does not see telltale signs of drilling deviation. However, losses in blast performance may exist and provide an opportunity to obtain better fragmentation and reduce fines. As drill and blast operations strive for better optimization, greater focus is being placed on drilling accuracy and solutions to this problem. The following paper details the use of several current methods for deviation measurement in order to help prevent compromises of safety and improve overall blast performance.

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

Data are presented on the effect of iron oxide on the electrical conductivity of CaO-SiO2-FeO-Fe2O3melts, and on limiting current and impedance in direct current or alternating current charge transfer at iron electrodes. The strong influence of iron oxide content can be utilized for in situ determination of total iron oxide content and Fe3+/Fe2+ratio. The possible probe designs are presented and the principles and procedures of the measurements are explained. A case history of design, prediction, probe pile driving, and construction of a pile foundation for Building 3 of Waterside at Bay Beach Condominiums located in Fort Myers Beach, southwest Florida, is presented. Site geometry constraints, the presence of a 12.0 ft (3.6 m) deep lake occupying the southern one-third portion of the proposed building footprint, and marginal subsoils provided specific challenges for design and construction of the foundation. The subsoil conditions were explored by performing Standard Penetration Test (SPT) borings and a Piezocone Penetration Test (PCPT) Sounding to depths of 100 ft (30.5 m) within the building footprint. Additionally, borings were performed to envelope the building. Deep foundation alternatives included driven concrete, monotube, and steel pipe pile as well as drilled shaft. Following an evaluation of high structural loads, site-specific constraints, foundation test data from buildings 1 and 2, and preference expressed by the project owner, a pre-cast prestressed concrete (PPC) pile-supported foundation system was selected as an economical and effective foundation approach. Use of an augered cast-in-place (ACIP) pile foundation system was precluded by the project structural engineer. This paper deals with the design aspects and methodologies utilized in choosing and economizing the foundation system. The building foundation was designed for an allowable pile capacity of 40 tons (353 kN) in compression, 1.5 tons (12 kN) in lateral capacity for a deflection of 0.25-in (0.64 cm) and 15 tons (133 kN) in uplift capacity. For the single story extended garage structure, a pile capacity of 27 tons (238 kN) was indicated in compression. As part of the design process, an extensive probe pile driving program was carried out in order to evaluate the pile driving equipment, determine and verify pile capacities, and optimize the production pile lengths. A total of 33, 14-in (356 mm) square, PPC concrete piles were driven within the entire building limits, and dynamically load tested utilizing Pile Driving Analyzer (PDA) as part of the probe pile driving program. Utilization of PDA during probe pile driving helped in predicting pile set-up (i.e., increase in pile resistance with time) as well as reducing the pile lengths by as much as 20 percent. It resulted in variable pile lengths during the production phase. This information was effectively utilized as part of the overall quality control program to install a total of 559 PPC piles (including 33 probe piles) within the Building 3 footprint, including the reclaimed lake area, to depths ranging from 45 to 58 ft (14 to 18 m) below existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared reasonably well with the capacities from the CAPWAP analyses for probe piles. This engineered, monitored and tested foundation solution provided a cost effective and satisfactory basis for completion and approval of the foundation work for the building resulted in cost savings over other foundation alternatives for the owner. The building has since been occupied and a recent reconnaissance has indicated that the building foundations are performing satisfactorily.

Keywords: MgO-MgR2O3 refractory, SO2-containing gases, chemical attack The reaction mechanisms occurring when MgO-MgR2O3 refractories are exposed to SO2-containing gas atmospheres were examined. The study examined the characteristic structures of magnesite-chrome, chrome-magnesite and magnesite refractories exposed to SO2-O2 gas mixture at temperatures of 700°C to 1350°C. The phase characterization was conducted with scanning electron microscopy (SEM) and powder X-ray diffractometry (XRD). The results show that the physical characteristics of the refractory matrix along the grain boundaries are important refractory features during chemical attack from SO2-containing gas. Upon heating in SO2-containing gas, the changes in phase-chemical compositions and accompanying grain growth causes loosening of the structure and the pore volume promotes gas diffusion. The chemical reactions that occur form stable sulfate compounds identified as MgSO4, CaSO4 and CaMg3(SO4)4, and lead to disintegration of various phase structures and consequently erosion of the refractory. In conclusion, the reaction mechanisms in MgO-MgR2O3 refractories exposed to SO2-containing gases progress through a combination of structural disintegration and chemical attack.

A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.

Material handling in open pit mining accounts for about 50% of production costs. The selection and deployment of efficient, safe, and economic loading and haulage systems is thus critical to the production process. The problems of truck and shovel selection and sizing include determination of the optimal number and capacities of haulage and loading units, as well as their allocation and operational strategies. Critical survey and analysis of the literature has shown that deterministic, stochastic, and experimental approaches to these problems result in considerably different outputs. This paper presents a comprehensive simulation framework for the problem of truck and shovel selection and sizing based on the random processes underlying the network-continuous-discrete event nature of the mining operation. The framework builds on previous research in this field and attempts to address limitations of available methodologies in the form of a comprehensive algorithm. To test the validity of the framework a large open pit mine was evaluated. The stochastic processes governing the uncertainties underlying the material loading and haulage input variables were defined and built into the stochastic model. Discrete event simulation was used to simulate the stochastic model. The proposed model resulted in several modifications to the case study.

The product: which is used extensively in the agriculture industry, was analyzed to determine which geometric parameters optimized its design and whether there was justification for the great variety of styles and shapes that are available in the market. Finally, an extensive series of field trials were undertaken which showed that it is advantageous to the manufacturer to be better aware of the loads and forces that his product is subjected to by another industry.IntroductionStelco maintains a Research Group for its Western Region operations headquartered in Edmonton, Alberta. Because of the small staff, a location that is isolated with respect to its Burlington, Ontario centre and a diverse set of processes and products, a university relationship has developed which may be different from that which would be developed at a larger integrated Steel Works. This paper outlines the type of cooperative studies carried out by Stelco Inc. in Edmonton and the University of Alberta. .To meet the research needs covering a wide variety of steelmaking processes and steel products produced in Edmonton would require more staff and equipment than the sales volume in the West justifies. The gap is filled by cooperation with university personnel. This cooperation has provided these benefits to Stelco Inc.:• access to specialized test equipment and a trained staff to operate it; and• assistance from experts in the areas of product testing and problem solving.Moreover, the close proximity of the university to the plant allows frequent meetings and ensures that practical solutions are developed and implemented. A good example of the ongoing university I industry relationship developed is the joint work on improving cultivator shanks."

The 4th bore of the Caldecott Tunnel is a 50-ft horseshoe shaped highway tunnel located in the hills east of Oakland, California. Tunnel excavation was mostly completed using one of the world?s largest commercially available roadheaders, a Wirth T3.20. The geologic profile included seven different geologic units, which displayed a range of different behavior with regard to excavation and initial support. Following a brief introduction to the excavation and support methods, this paper will discuss roadheader performance in the various geologic units encountered during excavation. Comments will also be made concerning the relationship between the roadheader method of excavation and observed ground convergence during excavation.

ABSTRACT Seismicity and rockburst problems in hard-rock mines negatively impact safety and profitability. The authors propose a design risk methodology as a relative risk assessment for underground excavations vulnerable to rockburst damage. It considers rock mass conditions relating to mininginduced stress, geological structure, rock mass properties, and mining influence. Application of the methodology to rockburst cases involving seismically active fault zones at the Craig mine in Sudbury, Ontario, Canada, demonstrates that design changes can reduce exposure and economic risks. Mines with high geotechnical risk can use the design risk methodology to evaluate design alternatives as a risk management strategy.

Conventional waste management practices produce two waste streams for the construction of separate disposal facilities. The design of tailings impoundments is usually controlled by physical stability. Waste rock materials offer high shear strength characteristics for waste dump construction, however the hydraulic properties promote oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. Co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retention capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimize acid generation and metal leaching. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures and full depth waste repository. The results of a laboratory program to characterize the physical and hydraulic properties of Comix tailings and waste rock are presented here. Various ratios of tailings were blended with three distinct waste rock materials. The saturated hydraulic conductivity for the Co-mixed materials was found to vary between 2 x 10-7 m/s and 5 x 10-8 m/s depending on blend ratio, waste rock type and compaction. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the hydraulic behaviour of a Co-Mix waste system. The potential benefits of Co-Mix are shown for a typical mine.

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

The Detroit salt mine is operated by the Detroit Salt Co. It is one of the oldest underground room-and-pillar mines in the United States still in production. Mining at the Detroit salt mine began in 1906 with the sinking of the No. 1 shaft. Mining continued through the years, becoming progressively more modern in its equipment and techniques, until it was closed in 1983. In 1997, after a period of care and maintenance, the newly formed Detroit Salt Co. decided to reopen the mine. Upon completion of an extensive rehabilitation program, salt production resumed in 1998. Production currently continues at a rate of 910kt/a (1 million stpy). To date, the Detroit salt mine has mined more than 45 Mt (50 million st).This mine is unique because it lies under a heavily urbanized area within metropolitan Detroit. The mine and its history make a good case study for the continuing coexistence between the mining industry and its environs.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.
