"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

An interactive mine planning system that employs recent advances in 3D computer graphics capabilities and 3D geologic modelling to aid with the tasks involved in producing dragline mine plans was developed. As well as offering large potential saving in the time required to carry out the planning tasks, the system offers immediate visual feedback to the planning engineer. This can greatly aid in the conceptual understanding of complex geology and mine plans. The package incorporates the generation of a three dimensional Gridded Seam Model (GSM) as the basis for the development of the geologic database. This modelling method is capable of accurately representing rugged topography and multiple coal seams, including folding and faulting. The GSM is then integrated with an interactive graphics mine planning system in order to develop one model and one database for the generation of the mine design, the depletion of the coal resources and the movement of spoil material. The gridded structure of the model also provides the foundation on which all mine and spoil pile volumes are calculated.

The adaptability of pneumatic flotation cells for the flotation of sulfide ore and the conditions for sulfide ore flotation in pneumatic cells were investigated. The advantages of pneumatic flotation cells over mechanical flotation cells, as well as flotation columns, for the flotation of sulfide ore were demonstrated. Test results indicated that the Cu grade and recovery for concentrates obtained when using the pneumatic flotation cell were 1 % to 2% and 4%, respectively, higher than those obtained when using the mechanical flotation machine.

The U. S. Department of Interior, Bureau of Mines (Bureau) has developed a prototype version of a computer application that combines hydrologic analysis with object-oriented graphics. This software is unique in that it presents analytic element analysis within an object-oriented CAD environment. Its user interface employs mouse handling, scrolling windows, dialog boxes, palettes, and pulldown menus. It can import scanned images of maps and overlay these images within the same window. This application was developed using object-oriented programming techniques. Several programming issues concerning graphics had to be resolved during development of this system. These include (1) how to represent hydrologic elements as graphical objects, (2) how to translate screen coordinates to map coordinates, (3) how to implement ?zooming? (changing the magnification level of a window), (4) how to overlay layers of images, and (5) how to import scanned images of maps. An object library was used to implement graphical user interface features such as scrolling windows and pull-down menus. Algorithms for CAD features such as map coordinate translation, zooming, and the layering of images were developed by Bureau researchers. The application has a modular source code structure and can be modified for use in other research applications.

Sonora Mining Corporation (SMC) operates the 6,000 tonne per day Jamestown open pit gold mine in the Mother Lode district of California. The mine has been in operation since January, 1987, and has produced approximately 7,800 kilograms of gold since start-up. The property consists of five ore bodies lying along a five kilometer stretch of the famous Mother Lode vein system. At present, only the Harvard ore body is being mined. The Harvard pit is centered around a historic underground mine of the same name that was operated from 1896 to 1916. The present ore body averages 2.5 grams gold per tonne as free milling gold and auriferous pyrite. The project consists of the open pit mine and concentrator complex in Tuolumne County, California, and a carbon-in-pulp leach plant located near Yerington, Nevada.

This paper describes the practical aspects of handling cyanide leach tailings. Alternative systems for cyanide destruction are briefly discussed. The provision of adequate retention time to allow natural degradation of cyanide during summer months is the most economical method of cyanide destruction. Cyanide in ground- water can frequently be both persistent and mobile, so that tailings basins should be designed to limit seepage. Common methods for limiting seepage are presented. Other aspects addressed are water balance, winter operation and abandonment of cyanide tailings systems. A case example of the Cheni Gold Mines Lawyers Creek Project tailings handling system is presented.

In an effort to improve flotation efficiency of the domestic minerals industry, the US Bureau of Mines conducted research to measure the improvement provided by fine bubbles on the flotation of fine-sized particles (minus 20- µm, minus 625 mesh). The turbulent velocity distributions of the fluid within the flotation cell were measured as a function of time and position and used to increase the precision of a fine-particle, turbulent-flotation model. For the mineral system tested, improved flotation response was obtained in the laboratory testing with small bubbles and intense agitation. These results matched the model's predicted response.

A computerized heuristic model for an efficient and economic design of belt haulage networks in underground coal mines is discussed. The model is versatile, easy to use, and is valid for all mining methods singly or in combination. It may be used to design new networks or to analyze existing networks. The input data required are 1. maximum production rates from a section, 2. probabilities of production rates, 3. equipment costs, and 4. data necessary for network coding to represent different cases. The objective function is the "expected minimum cost per ton of coal hauled" while meeting production requirements. The output includes belt width, motor horsepower, bin size etc. and also values of operating parameters for each belt such as belt speed, effective tension, power consumption etc. A detailed account of the cost involved is also provided for each unit as well as for the entire network. Description of the model and an example of the design of a belt network in a mine with two longwall and four development sections are presented.

Alunorte is a metallurgical-grade alumina refinery located in northern Brazil. This plant which was designed to produce 1.1 million mtpy of calcined alumina, started operation in July 1995. A process information system was installed before refinery start-up. It has been a main factor in process improvements, which resulted in an increase in production from 1.1 to 1.5 million mtpy. This system has been particularly useful for analyzing data and allowing retrieval of data by process engineers. This paper describes how a quality monitoring system to evaluate all aspects and stages of production, as well as alumina silo level and blending percentage, was developed. This system was designed to give support to ISO 9002 certification, which happened in December 1998. The quality monitoring system was developed using Microsoft Excel 7.0 and makes extensive use of VBA macro. The primary users of the system are shift foremen, managers and engineers, who use it to track the process and avoid variations in alumina quality.

This paper presents the initial findings of a research program to reduce the annual equivalent costs of belt conveying systems. The work utilizes models to predict the motion resistance of belt conveyors that take into consideration the influence of key conveyor variables, such as idler roll diameter, spacing, troughing configuration and belt width. Given a specified conveyor configuration, the capital and ongoing costs of the system can then be approximated based on the required belt, idler rolls, structure, drives, etc. The research provides a computational means to rapidly analyze a large number of potential conveyor configurations and to compare each on an annual equivalent cost basis.

When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic applications, perlite properties of low density and fine particle size are desirable, while Loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including, particle size, density and surface treatment are discussed in relation to the various insulation applications. Column experiments were performed to determine the ability of Madison aquifer material to adsorb arsenic and other constituents in a heavily mined watershed of the Black Hills in western South Dakota. The Madison aquifer is a karstic dolomite and limestone reservoir that is exposed on the flanks of the Black Hills. Streams that cross the Madison in the eastern Black Hills typically lose all their flow to the aquifer at sinkholes. In this work, Madison aquifer material was obtained for loading of six-inch diameter columns, which were backfilled with Madison aquifer water. Stream water then was allowed to displace the aquifer water during column testing in order to simulate mixing of the two waters at sinkholes and to determined adsorption of arsenic and other dissolved constituents. Initial results show that some adsorption of arsenic occurred when compared to more conservative tracers such as nitrate.

In this paper, we present an a posteriori validation of a heap leaching analytical model using sensitivity analysis. The model is suitable to represent the process of heap leaching of solid reactants from porous pellets and is based on a combination of the leaching kinetics at two levels: particle and heap. The validation is simple, and a sensitivity analysis can easily be performed. The simplicity of the analysis provides insight into the control and optimization of the heap leaching process without strong mathematical complexities. The model and the corresponding sensitivity analysis include the effects of heap height, particle sizes, flow rates and several operation-design variables. Using a case study, we discuss the importance of model validation based on sensitivity analysis. We also comment on several choices for optimizing the process. We had three goals in this work: a posteriori validation, highlighting the importance of model validation and providing insight into optimization choices. We can conclude that the model has good internal logic and there are no extra variables; i.e., all of the variables in the model are necessary.

The thermal draught within ventilation networks of underground mines depends to a great extent on the shafts depths and degree of change of ventilating air density. When the topology and space orientation of a ventilation network are constant, the dynamics of thermal draught is determined mainly by the variations of the heat- and mass-transfer processes in the openings. This conclusion follows from the well known basic theoretical notions about the thermal draught-aerostatics and thermodynamics [1]. Quantitative evaluation about the influence of heat- and mass-transfer processes on dynamics of thermal draught could be made through: direct mine measurements, special experiments and with the aid of mathematical models. The first two methods produce sufficiently accurative results, however it is very difficult to perform such studies, particularly when these processes are evaluated within a large scope and multifactor aspects. Mathematical models of thermal draught allow to overcome easily these difficulties. The degree of accuracy of results, obtained by this method, depends to a great extent on the degree of approximation achieved by the model to the real heat- and mass-transfer processes. In this paper, with the aid of Bulgarian developed method, algorithm and computer program V WT-4 - for complex evaluation of ventilation parameters in active mine ventilation networks [2], the authors investigate some changes in the thermal draught. According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

The Indiana Limestone Company has developed an insulated, thin and comparatively light-weight pane 1 suitable for use as a spandrel panel in a curtain wall. The panel is about four inches thick and is composed of limestone backed with insulation. The inner surface of the insulation is protected with asbestos-cement board or a metal pan, depending on the type of insulation, building-code requirements and appearance (if the surface is left exposed). The limestone is cut to the size of the spandrel openings and the insulation and backup is applied in the mill ready to be shipped and in- stalled in the wall grid, A mortarless and waterproof joint with the metal frame components is achieved through the use of neoprene, thiokol, and caulking, The limestone is "dirt-proofed" (waterproofed) in the mill to slow down discoloration. The panel weighs more than some presently used materials. However, ILCO's architects and engineers have found that curtain wall systems capable of withstanding imposed wind loads are made up of sections large enough to carry this extra load of stone with little or no modification to the size of the metal frame. Limestone, a traditionally sound material, can be used in this new way without losing any of its natural qualities of dimensional stability, resistance to fire, and permanence.

Motorized Conveyor Pulleys contain all the traditional conveyor belt drive components inside the pulley. Light duty airport check in, grocery stores and food processing conveyors; requiring compactness, elimination of guarding and component containment have been using them for years. Portable Aggregate Processing Equipment require these features but with higher belt pulls and severe duty beyond the capacity of traditional components in a limited space. New materials, design technologies and automation; converging with safety issues, higher energy and operating costs; have created a pressing need. The challenge is to integrate new technologies and traditional components into a reliable, compact, conveyor belt drive system.

This paper introduces a practical methodology for analyzing vi¬bration records in view of improv¬ing blast designs and preempting anomalous vibrations. This technique, which is based on empirical data, uses a blasting-efficiency determinator (BED) as an indicator of vibration-energy transmission. The method was tested using data from a blasting event at an open-cast coal mine in the province of New Brunswick, Canada. The results derived from the BED values showed that geology and delay timing were probably the principal factors that induced high-intensity vibration propagation.

In this paper, we use a new kind of fan charateristic curve instead of the common quadratic function, and give the existence and the uniqueness of the solutions to the ventilation network controlling equations, so that the existence and the uniqueness of the solutions for the natural air distributting problem can be conveniently given. We also give a conjugate gradient method with the global convergence to solve the equations having the unique solution. Because we adopt a very efficient technique of one dimensional search (or linear search) in this method, the method can quickly solve a lot of problems, especially in large scale problems. The second part of this paper is the establishment of the model of the constrained quadratic programming for the measurement adjustment of mine ventilation network. We give the algorithm to solve this model as well. The two algorithms given above have been realized in the mic-computer MC-68000 with Fortran codes, and the numerical results are satisfactory.

Annually, the U.S. coal industry generates and must dispose of over 200 million tons of coal refuse, expanding a major environmental problem. The purpose of this research was to investigate the feasibility of utilizing coal refuse as an aggregate in concrete. This paper reports on findings of the initial phases of a project to determine the viability of replacing traditional concrete blocks, used for under-ground ventilation stoppings, with refuse blocks. Refuse was collected from three active preparation plants in Eastern Kentucky and used as the primary aggregate for concrete cylinders. The refuse fell within ranges normally observed for size consist, moisture, and ash. Stress-strain analyses yielded compressive strengths of the refuse cylinders from 59% to 77% of the control group strengths. Low variability within groups while significant differences between groups were found. On-going determination of effects of weathering on the refuse cylinders is being conducted and will be completed in early 1995. The research results are favorable for the future direction of the overall project objectives.
