The National Mining Hall of Fame will hold its 13thAnnual Induction Banquet during MINExpo International 2000 in Las Vegas, NV. The gala black-tie (optional) event will honor eight legendary leaders of the mining industry. The event will take place at the Las Vegas Hilton Hotel on Sunday, Oct. 8. The induction ceremonies will salute mining greats elected by the board of governors from a list of nominees submitted by mining industry partners and the public. The members of the Class of 2000 will join 151 other inductees enshrined in the Mining Hall of Fame in Leadville, CO. The evening will begin at 6 pm with a cash bar reception followed by the banquet and program at 7 pm. Keynoting the banquet program will be Harrison (Jack) Schmitt. He was the geologist/astronaut of the Apollo 17 mission to the moon in 1972 (see related story on page 26). And he is the only scientist to “kick rocks on the moon.” Schmitt is also a member of the Mining Hall’s board of governors. Schmitt was also the keynote speaker at the First Annual Induction Banquet in Denver, CO in 1988.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing&apos;s No. 5 subway line, which runs through the heart of the city from north to south, opened in October. The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam&apos;s mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam&apos;s leading coal producer.

This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Although direct examinations of the gob atmosphere are difficult due to the inaccessibility of these gobs, evidence from methane drainage practices and investigations of numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners. Most recently, this was demonstrated in the explosion of the Upper Big Branch Mine in West Virginia, where 29 miners lost their lives.The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions, along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low- and high- rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.

Newmont Mining has a large, integrated gold-mining operation in northern Nevada with several mines, stockpiles and processing facilities. There are more than 90 defined metallurgical ore types and more than 60 defined gold-recovery process options. Newmont developed a mine plan and process model to take better advantage of the available synergies at its Nevada mines. This plan includes a mixed integer and linear programming optimization tool. This system is maintained and operated by a Nevada planning group. Standard in-house planning software tools and methods have been implemented at all mine sites. These changes have allowed a reduction in mine engineering staff and have increased the effectiveness of mine planning.

In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.

Risk management is an established loss-control methodology that has been applied successfully in many industries. Recently, interest in this structured approach has grown in the mining industry. The main objective of this research was to develop a risk-assessment process, which is a part of risk management, that can be used by the U.S. mining industry to more thoroughly characterize risks associated with haul truck-related fatalities. The assessment is based on historical data obtained from the U.S. Mine Safety and Health Administration (MSHA) investigation reports, which includes 113 fatal incidents that occurred from 1995 through 2006. The risk-assessment process used in this research involves the following basic steps: identification of the risks, risk analysis and risk evaluation. The preliminary hazard assessment (PHA) method is used in identifying and quantifying risks. Risk levels are then developed using a pre-established risk matrix that ranks them according to probability and severity. The resulting assigned risk value can then be used to prioritize control strategies. This paper is a part of a detailed study on risk assessment for equipment-related fatalities in mining sponsored by the Western U.S. Mining Safety and Health Training and Translation Center.

The hydrocyclone problem has been a challenging task for the last 30 years. In the 80’s and 90’s Computational Fluid Dynamics solution to this problem began to appear. These were unsuccessful due to over simplification. In the past 3 dimensional solution with ?-e model and Reynolds Stress Model have been published. In this paper RSM and ?-e models are compared with velocity profiles measured in 75 mm and 250 mm diameter hydrocyclones. It is shown that results are not satisfactory with RSM or ?-e and that a model called Large Eddy Simulation is needed to describe velocity profile evolution and size classification.

This paper presents and describes the South Interceptor Parallel Phase III Contract C93012C, which involved construction of a nominal 2.7 m (9-ft) finished diameter sewer conveyance using both pipe jacking and conventional tunneling methods. Earth Pressure Balance (EPB) excavation was required to minimize the potential for settlement beneath a main rail line, overpass, sensitive wetland, areas of contaminated soils, and nearby structures. Ground conditions predicted in the Geotechnical Baseline Report included low plasticity, clayey silt (40 to 10%) and silty sand (60–90%) with pieces of wood such as logs, stumps, branches and other tree fragments. Soil cover ranged from 2.7 m (9-ft) to 5.4 m (18-ft) over the tunnel crown with a groundwater table between 1.5 m (5-ft) and 3.7 m (12-ft) deep.

A complex soil profile and high water table, together with a below-grade active subway tunnel, an above-ground elevated railway line, and the heavily travelled Northern Boulevard all passing above the tunnel alignment, combined to make mining of New York?s Northern Boulevard Crossing what is widely considered to be the most challenging portion of the multi-billion-dollar East Side Access project. The Northern Boulevard Crossing is a vital link in this project which, when completed, will connect the Long Island Railroad to Grand Central Terminal in Manhattan. How the sequential excavation method (SEM) tunneling was successfully accomplished, despite the obstacles, was a textbook exercise in practical innovation coupled with close cooperation between the owner, the construction manager, Hatch Mott MacDonald, the designer, Parsons Brinckerhoff, the contractor, Schiavone-Kiewit, and spe-cialty geotechnical contractor, Moretrench.

Sustaining the region?s mobility needs, achieving projected economic growth, and maintain Midtown Manhattan as a center of regional, national and global importance has led to continued investment in commuter rail and transit infrastructure in New York City and resulted in design and construction of large underground caverns. The current plans for stations in Manhattan include New York Penn Station Expansion (NYPSE) caverns for Trans Hudson Express (THE) Tunnel Project for New Jersey Transit (NJ Transit) and the Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority Capital Construction Long Island Railroad (MTACC/LIRR) twin caverns for East Side Access (ESA) Project, and station caverns of the No. 7 Line Subway Extension Project and Second Avenue Subway Project for Metropolitan Transportation Authority Capital Construction/New York City Transit (MTACC/NYCT). This paper provides a general overview of these large caverns now in design or construction in Manhattan, the area?s geologic setting, the geotechnical factors considered and approaches commonly applied for cavern design.

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.
