In the past decade, numerous urge scale drilling projects have made use of reverse circulation air lift methods. Reverse air lift pumping can be established by injecting gas into a column of liquid; the subsequently decreased density of the gas-liquid mixture allows atmospheric pressure outside the lift conduit to establish flow. The rate of flow can be controlled by varying the gas to liquid ratio. A typical reverse circulation air lift system is depicted in Figure 1. Allen1 has described a number of reverse air lift drilling projects. Although cited examples are generally related to large diameter holes, the method has seen use in other applications such as sand dredging, chemical pumping, water well pumping and continuous coring. One particular benefit obtained with enclosed reverse circulation drilling is elimination of lost circulation. The required air/water ratio for pumping at a given submergence and lift has been established experimentally by Gibbs2. His data, however, do not reflect sensitivity of flowrate to air/water ratio. Further, in Gibbs' work, air apparently is injected continuously along the column of water. This configuration differs from that used in reverse air lift drilling where air is injected at discrete points only. Gas lift theory has received considerable attention over the past decades. Orldszewski3 defined flow regimes in two phase flow. Griffith and Wallis4 determined relative velocities of gas to liquid. Two-phase flow has been studied extensively for oil transport in inclined and vertical pipes by Chierici et a15, Beggs and Brill6, and Gould, Tek and Katz.7

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

In the operation of today's large scale ore-processing mills, it is extremely important to have some way of making an objective evalu¬ation of the performance of the available flotation reagents. Attempts to do this may often result in inconclusive findings since the magnitude of the difference in the mill results for any two reagents is apt to be quite small compared to the variability introduced by the process and 'the analytical procedures used to measure them. In cases where two reagents give vastly; different mill results, evaluation becomes a simple matter and as such deserves no further attention here. A question of primary concern, however, is how a mill can go about evaluating the performance of two reagents which may, for example, give a difference of only 0.001% copper in the-tailings or of 0.2% in copper recovery. The casual observer may feel that such small differences may be of little importance, but in a mill-whose daily tonnage is between 30 and 40 thousand, these differences could mean a substantial savings. Before the presentation of an actual example of a reagent testing scheme designed for just this-purpose, perhaps a few minutes should be devoted to a review of some statistical methodology to be used later in the discussion.

This paper describes the decomposition of bulk samples to fine particles using alkali metal vapors. Basalt, pyrite, alumina, pyrex and quartz glass samples were exposed to sodium vapors at elevated temperatures for different time periods up to 30 hours. Examination of the particles showed that fragmentation occurred preferentially along grain boundaries. Emphasis of this paper is on the theory of the degradation mechanism and the size distribution of the particles produced.

A highly undesirable side effect of the mining of coal is the release of acid forming chemicals into the ground water system. The disturbance of the ground during mining allows water to flow through the coal bearing strata and mine refuge where it absorbs iron and sulfide ions and thus becomes highly acidic. The highly acid mine water can then contaminate water supplies and can destroy many of the recreational uses of Pennsylvania's waterways. A great deal of effort has been expended to develop methods of controlling groundwater pollution from mine drainage. At the Pennsylvania State University there has been an ongoing effort to under- stand the chemistry of acid mine water formation and the hydrologic environment in which the acidic water migrates from the mine source into the ground water system. As a support to the hydrologic studies, geophysical studies have been used to help determine the geologic structure of the areas under study which are contaminated by acid water. In addition, the geophysical work has been used to define the type of information geophysical methods can give to determine which geophysical methods are most useful and to develop geophysical field procedures.

At nuclear facilities, three types of radioactive waste must be managed: (1) high-level liquid waste containing fission products from the chemical separation of irradiated uranium, (2) low-level condensates from the concentration of the high-level waste, and (3) dry solids such as obsolete process equipment, spent ion exchange resins, and irradiated metal scrap. The geological and environmental characteristics of a site are important considerations in planning the waste management program. At the Savannah River Plant, low-level liquids and dry solids are safely and economically placed in the soil where the geologic and hydrologic conditions are favorable. Within the general area where the waste originates, studies are made to locate seepage basins and burial grounds in the most favorable sites: (1) soils should have a high ion exchange capacity and moderate to low permeability, (2) the water table should be deep, and (3) burial sites should be relatively distant from the nearest flowing stream.

The logic of regression analysis as an operations research tool is critically examined, and a formal basis for its application to mining problems is developed. The traditional view of regression analysis as a statistical discipline does not provide an adequate basis for evaluating a regression model in a specific area such as ore reserve calculation or process control. In particular, the validity of the residual-sum-of-squares criterion is questioned, and the need for a criterion based on interpolative features of the model is emphasized. Strictly speaking, a regression model is statistically supported only at points at which observations are available, yet inferences are drawn with regard to a continuum. When considered as a mathematical function, therefore, the model is observationally defined only on a domain consisting of a finite number of points. Extension of this domain to an interval of the real line must be based on physical rather than statistical argument. Vector space and function theory concepts useful as a logical framework for a physically oriented problem analysis are discussed and their usefulness demonstrated in a practical problem.

Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.

In some parts of the world, silver chloride occurs naturally in deposits of cerargyrite (1) (i.e. horn silver). In other cases, silver chloride is produced and exploited for its well- known photographic or electrochemical properties. In this case, it is a valuable commodity needing no further refinement. However, silver chloride is frequently encountered in precious metals refining. In most cases, it is a by-product that occurs in small amounts. For example, it is a common occurrence in gold refining when using the Miller and Wohlwill refining processes or when parting fire assay beads. As such, the mode of reduction to elemental silver is of little impact on the overall refining economics. Thus, a variety of reduction methods are employed all enjoying varying degrees of popularity (2). On the other hand, silver chloride serves as a key intermediate in the production of fine silver by nitrogen species catalyzed acid pressure leaching of refractory silver concentrates. This has most recently been practiced at the Sunshine Mining & Refining plant located in Kellogg, Idaho. Thus, efficient methods of reduction, precipitation and materials handling on an industrial scale are of the utmost importance. In this presentation, the evolution of these methods will be detailed.

The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

During the last century the importance of coal as a natural re- source has frequently come to the attention of the general public, but never before nave circumstances combined to focus as much attention on coal as it receives today. There is the ever increasing demand for energy that can be met only by coal consumption, coupled with a growing awareness of man's potential for despoiling his own environment. Society monitors the use of the remaining resources with an increasingly critical eye and, for obvious reasons, surface mining operations tend to draw an unusual amount of public attention. While the surface mine is a successful economic competitor with other uses of the earth's outer skin, one of the unrewarding results of such activity is tile simultaneous destruction of two of our most important resources--the coal seam and the surface soil. In a relative sense the coal seam is a nonreplaceable resource but the surface soil can be restored. Unfortunately, little attention has been given to land reclamation and even less has been devoted to the restoration of a productive surface soil. The research reported in this paper was de- signed to test the relative productivity of newly reclaimed surface mine spoils in western Illinois. The results are preliminary in nature but may aid in the future redevelopment of mine spoil soils in the Illinois Coal Basin.

Research investigations on the chemistry of the adsorption of gold cyanide on activated carbon have mostly reduced the role of activated carbon as the provider of the large surface area needed for adsorption. Most do not go beyond suggesting that oxygen functional groups on carbon play a key role in the adsorption process. Our research shows that the nature of the material, specifically its structure, is a crucial factor in the adsorption equation. To delineate the effect of adsorbent properties, gold cyanide was adsorbed on a series of carbonaceous adsorbents, including lignite, coals, anthracites, carbon blacks, graphite and activated carbon, which covers wide variations of composition, surface acid group content, and degree of graphitization. The results show that the adsorption of gold cyanide per unit area of adsorbent is not related to the amount of oxygen groups on the surface or even the total oxygen content of the material. However, they show very strong correlation with the degree of graphitization of the adsorbent, which indicates that the graphitic plates of activated carbon play the most important role. The findings suggest that majority of the adsorption occurs on the plate faces of the graphite crystallites of activated carbon.

The Kramer borate deposit is located in the western Mojave Desert at Boron, California, about 100 miles northeast of Los Angeles (Figure 1). The deposit derives its name from the district in which it lies. Borax (Na2 B407.10H2O) is being mined from the Boron open pit to serve a major portion of the United States and world borate markets. This paper deals primarily with those geologic factors which affect slope stability in the overburden at the Boron open pit. Discussion includes slope failure history, slope monitoring techniques and the results of a dipmeter survey of overburden structure. Open pit mining was begun at Boron in 1957. The initial pit was successfully excavated at the recommended 1.5:1 (horizontal to vertical) slope in the overburden. During pit expansion in 1962, excavation of the overburden exposed beds dipping into the pit at +15 degrees and numerous high angle fractures associated with two intersecting fracture systems, the West Jenifer and Portal fault zones. Ensuing south and east wall failures indicated the need for more structural information in the arkose to establish better wall design criteria. Barnard and Kistler (1963) recognized that the many facies changes, faults and other variables in the Boron overburden make it extremely difficult to reduce prediction of slides to a simple arithmetical formula. Despite the difficulties and uncertain¬ties, special programs such as surface resistivity, refraction seismic and core drilling were conducted in an attempt to predict slope stability conditions and to gather geologic information. These early efforts while helpful, did not provide the necessary details of bedding orientations and fault locations which are of paramount importance in our slope stability program. A dipmeter survey in 1974 successfully measured these variables and data from that survey are instrumental in the design of slopes currently being excavated.

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. The Geological Department, headed by the Chief Geologist, is part of the General Engineering Division and is under the direct supervision of the Chief Engineer. The Geological Department is responsible for the technical direction of all work concerned with the finding and outlining of ore. It provides the mine operating staffs, with the necessary plans and sections to enable them to design pit and underground layouts and to, extract ores' as required by outgoing cargoes. The department maintains grade and ore reserve statistics in conjunction with a mining recovery factor at year-end. These duties are performed through the co-operation of all departments participating in the overall operation. As a result, a steadily broadening use is being made of geology at Steep Rock.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. Anaconda exploration in the Rico mining, district from 1978 through early 1983 resulted in discovery and partial definition of the Silver Creek molybdenum deposit. Approximately 44 million tons of 0.31% Mo are drill-indicated, and projections suggest that the deposit exceeds 200 million tons. No source intrusion has been intersected by drilling, but its composition is suggested by silicic alkali-alaskite porphyry dikes of intramineral age observed at the surface and in drill holes. Age data and fluid inclusion studies indicate that the deposit was formed 5.2 ±2 m.y. ago and that more than 1,200 meters of cover has since been removed by erosion. Both emplacement of the hypothesized source intrusion, and the geometry of the molybdenum deposit, were influenced by three major intersecting faults. The most significant of these, the Last Chance fault, juxtaposes Precambrian quartzite and greenstone against Pennsylvanian clastic and calcareous sediments within the mineralized zone. Wallrock alteration associated with the deposit is characterized by potassic, phyllic, and propylitic zones in non-calcareous rocks, and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Pre-mineral faults that intersect the deposit contain the only surficial molybdenum, tungsten, and fluorine anomalies. Pervasive dispersion haloes of the indicator elements were intersected at depth by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Investments in fuel minerals and non-fuel minerals by petroleum companies are not a new phenomena. During the past 25 years, oil firms have entered mining via the acquisition route as well as by the direct development of grassroots mines. In the early 1980s, the "merger mania" in the natural resource industries came to a head. Oil company takeovers of mining firms, as well as other mergers between oil producers, captured headlines repeatedly, and speculation ran wild as to who would next acquire whom. Table 1 summarizes leading mining company mergers in the past two decades. There are some special features to the latest round of minerals investments undertaken by oil companies. First, direct takeovers of mining companies have become the preferred means of entry into minerals, with entry from scratch being relegated to the sidelines. This was not always the case. While there are instances of oil firms buying coal and copper companies dating back to the 1950s and 1960s, most of the early minerals work by petroleum firms was from internally generated projects. When the oil companies first became involved in uranium, for example, the uranium mining industry was in its infancy. There was not much market structure to buy, and it was relatively easy for everyone to get into uranium on the ground floor.
