A common casualty of modern openpit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period, and grade control polygons may be ragged, narrow and not minable with realistic equipment. In this paper, these three fundamental openpit mine optimization problems are addressed by encoding them as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are nonlinear and may guarantee the optimality that metaheuristics cannot.

The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

In mining, which is one of the industries with the highest risk of occupational accidents, a primary goal is to enhance safety through the thorough investigation of accidents using reliable methodologies. In this research, the data from 13,653 accidents reported in the Karadon Hard Coal Enterprise between 2000 and 2011 were analyzed and compared using the life-table and Kaplan-Meier methods. Accident records were classified and analyzed into four categories: environment-related, equipment-related, person-related and other accidents. Findings in terms of survival time indicate that environmentrelated and person-related accidents had the highest risk in Karadon, with equipment-related accidents having the lowest. This study established the reliability of using survival analysis methods to investigate occupational accidents in the mining sector. Given that environment-related and person-related accidents occur in a relatively short period, such as one year after starting work, it is recommended that research be done to improve workplace and occupational safety measures and broaden the training given to miners. Additionally, it is determined that increasing the use of automation and mechanization in underground coal mines, combined with developing a thorough equipment safety training program to raise awareness of the danger, can help prevent person-related occupational accidents caused by the interaction between equipment.

The Eastern Shoshone and Northern Arapaho tribes of the Wind River Indian Reservation, Wyoming are interested in developing their industrial mineral resources. The U.S. Bureau of Indian Affairs (BIA), Division of Energy and Mineral Resources (DEMR) is assisting the tribes in evaluating the potential of their industrial mineral prospects for development. Gypsum occurs on both sides of the Owl Creek Mountains in the basal portion of the Jurassic Gypsum Springs Formation. The gypsum resources that are being evaluated crop out along the northern flank of the Owl Creek Mountains in the Sweetwater basin, a small topographic sub-basin of the Big Horn Basin. From October 1998, to April 1999, DEMR personnel mapped, sampled, and drilled the southcentral butte within the Sweetwater basin. Samples were analyzed for free and combined water, and major mineral oxides to determine gypsum purity. Gypsum purity averaged 93.6 percent for surface samples and 95.1 percent for drill core samples. The basal portion of the Gypsum Springs Formation is comprised of several beds of gypsum up to 9 feet (2.7 m) thick separated by 0.5 to 2.0 foot (0.15 to 0.61 m) thick lenses of siltstone and limestone. Overall gypsum in the formation ranges from 35 to 90 feet (11 to 27 m) in thickness. A resource of approximately 7 million short tons (st) (6.4 million metric tons [mt]) has been identified.

In 1981 a Zn-Ag-Pb deposit was discovered in the vicinity of Molai, Greece. Subsequently, it was determined to be of the Kuroko type. The geology of various areas in the southeast Peloponnesean Peninsula is similar to that of the Molai deposit. Since favorable geologic criteria are present, absent, or unknown in varying degrees in all areas, it was deemed necessary to classify and rank the prospective areas according to the level of information available. For each level of information, an ore discovery model based on pragmatic exploration criteria was developed, enabling the favorability of occurrence to be calculated for each area. A Monte Carlo simulation was used to calculate the probabilities, the input data consisting of quantitative and qualitative estimates of the geologic criteria for each area. Three levels of information were modeled : Level A consisted of 9 criteria, level B of 12 criteria, and level C of 20 criteria. The three levels of information were tested on the Molai area. The results exceeded expectations, showing the gen¬eral trends which control mineralization at the lowest level of information. With an increase in the level of information, geological trends become more evident and a differentiation can be made between areas containing Cu mineralization, exhibiting a low probability, and areas likely to contain Zn-Ag-Pb mineralization. The models were then applied to the neighboring areas - only level A and B were available.

"IntroductionTungsten carbide is a valuable material used in a variety of different applications, including the manufacturing of cutting tools, bearings and as a cost-efficient alternative to industrial diamonds. Both the high hardness value (Mohs 9) and scratch resistance of this material make it a valuable commodity for use in the mining industry.Usually, the production of tungsten carbide is a multistep process involving one or more of the following unit operations: hydrometallurgical digestion, solution purification, crystallization (as ammonium paratungstate), calcination, hydrogen reduction and carbon synthesis. The proposed three-step process eliminates three of these steps (crystallization, calcination and hydrogen reduction) by implementing a combination of hydro/pyrometallurgical techniques. These include alkaline pressure leaching, carbon adsorption and carburization roasting. By eliminating some of the intermediate processing steps, there is potential to reduce energy consumption and decrease overall operating costs.Methods and resultsInitially, alkaline pressure leaching with sodium carbonate (Na2CO3) was employed to selectively leach tungsten, as tungstate (WO4 2-), from an industrial Scheelite (CaWO4) flotation concentrate. Experimental variables included lixiviant (Na2CO3) concentration, temperature and residence time. Experimental constants, based on previous work, were percent solids at 13 wt% and agitation at 400 rpm (Queneau and Strathmore, 1969). Leaching results showed it was possible to extract 97% of the tungsten present. The most favorable conditions for leaching were determined: 2M Na2CO3, temperature of 180° C and a residence time of 30 minutes."

The Mount Pleasant Mines, or Mount Pleasant Joint Venture as it is presently known, is located approximately 59.5 km (37 miles) south of Fredericton, NB, Canada. Earliest indications of mineralization were found in 1954, during a regional reconnaissance geochemical stream sediment survey carried out over large parts of New Brunswick and the Gaspé Peninsula. The regional geology of New Brunswick is shown in Fig. 1. This program, sponsored by Selco Exploration Co. Ltd. of Toronto was conducted by H. Bloom, H.E. Hawkes, J.E. Riddell, and J.S. Webb. At its conclusion in 1955, 30 significant anomalous drainages were identified for follow-up evaluation. A total of 4937 sample sites were occupied. Geochemical reconnaissance using stream sediment sampling was a new technique which had only been field tested the previous year in the Gaspé and the northern coastal area of New Brunswick. Sediments collected from known mineralized drainages were found to leave a train of anomalous heavy metals from 1.6 to 9.7 km (1 to 6 miles) in length. When the exercise was extended to a reconnaissance survey, the previously unknown mineralized prospect at Nash Creek, New Brunswick, was discovered, staked, and later drilled (Hawkes and Bloom, 1956). Although it did not come into production, the discovery left little doubt as to the viability of the method and led to the Selco sponsorship of the program for the following two years.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is the method of choice used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970’s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the U.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6560 Mm3/d (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2832 m3/d (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm3/d (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

The Lake Mead Intake No. 2 is a project constructed for the Southern Nevada Water Authority which includes a 12-foot diameter lake tap and intake shaft constructed in over 225 feet of water; 1650 feet of 16x14-foot horseshoe-shaped tunnel leading to a forebay that is 165 feet long, 35 feet tall, and 30 feet wide; twenty-two 4-foot diameter steel lined well shafts extending 325 feet from the ground surface to the forebay; 3500 feet of 12-foot diameter pipeline crossing a bay in Lake Mead that has water depths of up to 80 feet; and 2700 feet of 9-footdiameter steel-pipe-lined tunnel. Major site grading for a future pumping station in the area above the forebay is also included as part of the project. The project is on the schedule’s critical path for completing the first phase of a $2 billion water supply program for the Las Vegas Valley. In this paper, the owner, the designer and the construction manager present a discussion of the risk management strategies that were used to control costs, minimize project delays, and facilitate problem resolution. The discussion includes an assessment of the effectiveness of the risk management strategies in meeting these objectives. This paper will be of interest to owners and engineers planning underground projects, especially those projects that present unique risks during the construction phase.

There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

In August 2011, the Southern African Institute of Mining and Metallurgy (SAIMM) contacted mining institutes and related societies internationally to assess their interest in participating in coordination of the review of the South African Code for Mineral Valuation (SAMVAL) with reviews of other mineral valuation standards. The main mineral valuation standards are the CIMVal Standard of The Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the VALMIN Code of The Australasian Institute of Mining and Metallurgy (AusIMM), the SAMVAL Code, and the extractive industries? guidance note of the International Valuation Standards Council (IVSC), Valuation of Properties in the Extractive Industries, GN 14, designed for application within the full set of International Valuation Standards (IVSs). By January 2012, SAIMM had concluded that the level of respondent interest was adequate to organize a meeting. A meeting was scheduled for April 18, 2012 in Brisbane, Australia in conjunction with a VALMIN mineral valuation conference organized by the AusIMM. The stated purpose of the meeting was to develop an accord on terms of reference for pursuing harmonization of mineral asset valuation standards adopted by the participating mineral institutes. SME decided that, although it has not developed its own mineral valuation standard, it should participate in the Brisbane meeting and the harmonization process, as also did the American Institute of Minerals Appraisers (AIMA).

"As human beings, we have managed risk since the dawn of the ages and have been adept at doing so. In order to survive, we hunted or gathered. If we did not take enough risk, we died. If we took much risk, we died (Fig. 1). As individuals and tribes, risk had to be optimized to maximize our chances to thrive, as individuals and as tribes.In today’s world, the risks are vastly different, but in order to thrive, these must be managed. And no industry knows this as much as mining. In fact, the International Council of Mining & Metals (ICMM) has proposed the Critical Risk Model (Fig. 2) as a means of identifying critical risk, critical controls and associated performance standards. The ICMM focuses on sustainable development performance in the mining and metals industry. It has 23 members, representing some of the largest mining companies in the world.This approach is going to help the mining industry. But it must be applied effectively, with the acknowledgment that the system alone cannot be effective. We can say this confidently, as even companies known for the strength of their risk and safety management systems continue to experience significant incidents, and, in some cases, catastrophes. Why does that happen when all safety metrics, including injury rate, are pointing in the right direction? In the view of the author, it is only when leadership, culture and systems work in complete harmony that the resilience of an organization to manage its significant risk is at an optimal level. It remains an ongoing leadership challenge to maintain that balance and the optimal mindset in the organization. So how do you maintain that special balance?Let’s start with a basic premise. Leadership, supported by simple effective systems, creates culture which creates outcomes. Everyone going home safely is an outcome, as is cost effective operations, and to achieve those outcomes efficiently, the organization must focus on the inputs. And those inputs include effective leadership, effective systems (for the purposes of this article, risk and health, safety and environment (HSE) systems), good planning, stable operations and competent workers. This article will focus on gaining maximum performance from your risk management system."

In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

"In March 2013, the Sanitation Districts of Los Angeles County began final design of the Joint Water Pollution Control Plant (JWPCP) Effluent Outfall Tunnel project. The new, approximately 7-mile, 18-ft internal diameter tunnel will provide additional capacity and redundancy for the existing 8- and 12-foot diameter tunnels, which were built in 1937 and 1958, respectively. Connections to an existing, active 14-foot arch force main and four existing ocean outfalls ranging from 5- to 10-foot diameter are required. This paper will present geological features for the project, and details of the proposed post-tensioned tunnel liner and associated structures. INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) are 23 independent special districts serving approximately 5.3 million residents in Los Angeles County. Seventeen of the districts that furnish sewerage services to the metropolitan Los Angeles area are signatory to a Joint Outfall Agreement that provides for a regional, interconnected system of facilities known as the Joint Outfall System (JOS). The JOS service area is shown in Figure 1. The JOS serves an area that encompasses 73 cities as well as unincorporated territory and parts of the City of Los Angeles. The JOS provides wastewater collection, treatment, reuse, and disposal for residential, commercial, and industrial users, and it includes seven treatment plants, the largest of which is the JWPCP, located in the City of Carson. Currently, secondary treated effluent is conveyed through two 6-mile long parallel tunnels, 8- and 12-feet in diameter, from the JWPCP to a manifold structure located at Royal Palms Beach, near White Point on the Palos Verdes (PV) Peninsula, from which four seafloor outfalls extend offshore. The two main outfalls, 90- and 120-inches in diameter, extend approximately 1.5 miles offshore and discharge at a depth of approximately 200 feet below sea level. The other two outfalls, 60- and 72-inches in diameter, are used for additional capacity during heavy rain events and extend a shorter distance offshore and discharge at shallower depths. A schematic of the existing system with the proposed tunnel and structures is shown in Figure 2, and the proposed 18-ft diameter tunnel alignment is shown in Figure 3. Both existing tunnels and main outfalls are required to be in service at all times."

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Approximately 2,000 years ago, the Lord Admonished the Scribes (Lawyers) and Pharisees (Religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, Judgement, Mercy, and Faith. (Matt. 23:23). I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare--not to mention off the target of the intended purpose for the regulation. The boron review arrived too late to appear in the June issue. The United States was the world's second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. US producers, in order of quantity of production, were US Borax and Chemical Corp., North American Chemical Co., and American Borate Co.

"On April 4, 2017, the largest earth-pressure-balance tunnel boring machine (TBM) ever built finally completed its 2.7-km (1.7-mile) journey beneath Seattle, WA, nearly four years after it began boring the SR-99 tunnel that will eventually replace Seattle’s Alaskan Way Viaduct.By now, readers of this publication are familiar with the ordeal that began on Dec. 6, 2016, when the machine overheated and shut down. Until that point, the TBM, named Bertha, had grabbed headlines for being the largest in the world with a 17-m (57.6-ft) diameter face. But after the incident that stopped the progress, the headlines suddenly stopped focusing on the engineering marvel of the tunnel project and began asking what went wrong. Just 300 m (1,000 ft) into the tunneling journey the machine was stuck, unable to move forward and impossible to retract.The project’s contractors, Seattle Tunnel Partners,(STP JV) – a design-build consortium comprised of Dragados - USA, Tutor Perini, say a 20-cm (8-in.) steel well-casing buried in the path of the machine caused the problems that halted the TBM. The Washington State Department of Transportation (WSDOT) disagrees, and the issue over who ultimately pays for the repairs is now with the courts.Eventually, engineers determined the best way to get Bertha back to work was to dig a 36-m (120-ft), deep concrete lined shaft pit in front of the machine and lift the 1.8-kt (2,000-st) cutterhead out for repairs. The repairs took two years but eventually the machine resumed mining in January 2016. In April 2017, the TBM finished building the tunnel, breaking through at the tunnel’s north end near Seattle’s Space Needle, with little to no ground surface movement measured on the entire alignment.While the cause of the TBM breakdown and who should pay for repairs was debated above ground, the work below ground continued. David Sowers, deputy program administrator, engineering and program management with WSDOT, told Mining Engineering during the 2017 Cutting Edge Conference in Seattle that in addition to the technical marvel that the tunnel became, the fact the parties involved were able to work through the unprecedented challenge is a great example of how to overcome challenges on massive projects."
