The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

The Mont Klahoyo magnetite deposit is located about 600 km northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 million tons grading 36% iron. The deposit, occurring at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations, is associated with amphibolites, pyroxenites and gneisses of the Liberian Shield. At Mont Klahoyo occur two separate iron formations of which the lower member is the ore body. This lower member consists of a highly metamorphosed - banded quartz-magnetite iron formation in which iron silicate bands alternate with beds of quartz-magnetite. mphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated overturned "Z" shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m and outcrops intermittently over a distance of approximately 5.5 km. Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K-1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) with the remaining quartz-magnetite units (oxide facies) repre¬senting the important ore zones of the Mont Klahoyo deposit. The ore-bearing "K" units are subdivided further, based upon their specific lithologies, iron content and concentration characteristics, into eleven ore types. The identification of these ore types is considered particularly important to mine planning and flowsheet design. A cap of oxidized materials overlies the primary quartz-magnetite iron formation but no enrichment has occurred. It is proposed that the Mont Kalhoyo iron formations were deposited, possibly chemically, in a volcanic environment as a siliceous iron formation with volcanism providing the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a relatively coarse-grained quartz-magnetite-silicate iron formation.

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.

As surface minable coal is depleted, many operators look to high-wall mining to extend reserve life. Recent advances in highwall mining equipment have greatly improved productivity, clean coal recovery, and attainable penetration beneath the highwall. Somewhat lagging have been systematic design approaches for ensuring web pillar and overall highwall stability. This paper presents an overview of the design, planning, and field performance of a multiple-seam highwall mining application in southwest Wyoming. The safety and efficiency obtained to date is attributable to the careful geotechnical and operational planning described herein. Field confirmation of performance and suggestions for improvement are also discussed.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Early Proterozoic ore deposits in the Verde district at Jerome, Arizona have produced 33.7 million metric tons of ore (1893-1975). The United Verde and United Verde Extension deposits produced most of the ore that yielded 1,644,323,100 kg Cu plus large amounts of Au, Ag, and Zn. These deposits are situated on the fractured and hydrothermally altered apex of a large submarine rhyolitic extrusive (Cleopatra formation). Precambrian lithologies are penetratively deformed and at Jerome the Fl folds plunge steep to the NNW. For the past two decades the volcanogenic model has superseded the replacement theory of ore formation.

Coal-based reduction followed by magnetic separation is an innovative technology used in processing refractory iron ores. Given that size is essential to the separation of the metallic iron from the gangue, the morphology of metallic iron particles and their evolution during coal-based reduction are investigated in the present work. The size of the metallic iron particle increased from 128.76 µm to 565.70 µm when the reduction time increased from 20 min to 60 min at 1,225° C and C/O (i.e., the amount of coal addition in terms of the gram-atomic ratio of the fixed carbon in the coal added to the combined oxygen in iron oxides) of 2.5. Based on our microstructural and metallographic analysis, the iron ore reduction process can be divided into three stages: (1) metallic iron particle formation, (2) iron oxide reduction and metallic iron assembly and (3) metallic iron particle growth. Almost all iron oxides are reduced to metallic iron in the second stage. These newborn metallic iron particles are energetically active and able to assemble and grow, and are eventually separated from the gangue. The large metallic iron particles benefit the subsequent magnetic separation process.

The flotation performance of Florida phosphate rock was evaluated in terms of the mixing behavior of reagents and particulates during anionic conditioning of phosphate slurries. The various conditioning variables that influence mixing, namely, solids loading, agitation speed and conditioning time, were investigated to determine their effect on reagent coating of the particles. The phosphate recovery was used to monitor the conditioning efficiency. The mixing characteristics of the phosphate feed were evaluated in terms of the ratio of the mixing power (P) to the minimum power (Pm) required to keep the slurry in suspension. It was found that mixing conditions govern the conditioning time required to obtain a high recovery. Reagentization was slower at lower P/Pm ratios. At higher P/Pm ratios, the flotation recovery was optimized, and the agitation speed was found to have no significant effect. Optimum mixing conditions were obtained for a74 wt% slurry at an agitation speed of 450 rpm (47 radians/sec). Under these optimum mixing conditions, the collector dosage required for an improved recovery was lower and the conditioning time was shorter.

An atomic force microscopy (AFM) has been applied to study the adsorption of potassium amyl xanthate (PAX) and potassium ethyl xanthate (KEX) on arsenopyrite surface in solutions. AFM images show that the collectors adsorb on arsenopyrite surface in patches at pH 6. Increasing the chemical dosage will increase the adsorption density of the patches on mineral surface. The increased probe-arsenopyrite adhesion measured in PAX solutions at pH 6 is attributed to the adsorption of the patches, suggesting the hydrophobic nature of the patches, which is likely the oily dixanthogen. It is also found that arsenopyrite is reactive in water in the presence of air. At a high pH with the addition of Ca(OH)2 the adsorption of collectors on arsenopyrite is greatly retarded or depressed because the mineral surface is coated by a lot of precipitates, which is hydrophilic in nature as shown by the measured strong repulsive probe-arsenopyrite detachment force. The findings confirm that the flotation behavior of arsenopyrite in xanthate solutions is very similar to that of pyrite.

Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing reatrictiona on effluent pH, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. Chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pH levels to specified limits.

"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."

"While many classic mineral processing circuit design approaches rely on deterministic methods, numerous studies have shown that the uncertainty inherent to the various input parameters can significantly influence design decisions. In a separation circuit, many of the technical uncertainties can be mathematically represented as statistical distributions for the unit recovery and feed grade. These uncertainties are then propagated by the circuit design and reflected in the circuit performance indicators, such as product grade and global recovery. An effective design strategy entails identifying which units are most influential in this uncertainty propagation and thus merit further consideration. Unfortunately, few analytical tools provide this information, particularly those that rely solely on deterministic methods. However, one promising approach is through the application of Taguchi’s method, in a fashion similar to statistical tolerancing of manufactured products. Since the technical challenges are fundamentally similar, Taguchi’s method shows promise in evaluating the level of compounded uncertainty by various circuit designs while determining the role of each separation stage on the overall selectivity and variability of separation circuits. This paper demonstrates Taguchi’s method in several two and three unit circuit designs. INTRODUCTION AND METHOD DESCRIPTION Uncertainty in Mineral Processing Circuit Design Analysis and estimation of uncertainty propagation in mineral processing separation circuits is an essential and significant aspect of an optimal circuit design procedure. Most of the current circuit design methodologies have been constructed, implemented, and validated using a deterministic modeling approach. However, numerous studies have shown that the inherent uncertainty induced by uncertain design parameters can be a significant factor in many mineral processing applications (e.g. Kraslawski 1989; Xiao and Vien 2003; Ghaffari et al. 2012). Thus, an effective circuit design methodology must be able to quantify uncertainty in separation circuits with limited input data. This paper describes Taguchi’s method, as an experimental design technique, to approximate uncertainty in mineral processing applications, and then the similarity of results between Taguchi’s method and Monte Carlo Simulation is investigated. Monte Carlo Simulation The term “Monte Carlo Simulation” has been used to refer to a variety of stochastic simulation methods spanning a broad array of business, technical, and scientific domains. Most generally, Monte Carlo Simulation refers to numerical analysis which is based on (pseudo) random sampling from a domain of input parameters with a known statistical distribution. This methodology allows one to determine the distribution of expected results from a standard deterministic process model. Execution of a Monte Carlo simulation begins by identifying the domain of input parameters, statistical distributions for each parameter, and a deterministic process model which describes the anticipated result as a function of the inputs. Next, one discrete random sample is taken for each input parameter, considering the input distributions. The process model is then solved for this mix of input parameters, producing a single simulation result. This procedure is then repeated a “large” number of times, utilizing new randomly sampled input parameters for each simulation iteration. Once the desired number of iterations is reached, the results of each independent simulation are aggregated to produce descriptive statistics such as minimum, maximum, mean, standard deviation, kurtosis, and other distribution parameters. Given enough iterations, the Monte Carlo method fully explores potential synergies between the input parameters. The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralized zones, which are less economic or uneconomic as direct shipping ore. Testwork demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and ISO tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime's shares and manages and operates the mine on Prime's behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.

Recent investigations on fine grinding with jet mill miprototypes of original design, constructed at the DIMM and Centro Studi of the National Research Council at Cagliari University, have led to the realization of a third generation micronizer characterized by large capacity and high efficiency. The new model and its distinctive features are described here and the results are presented of grinding tests on typical, high grade Sardinian minerals used for quality products. The operating principles of the jet mill are described in relation to the mechanico-elastic properties of the minerals treated. In particular the efficacy of the comminution process is demonstrated in terms of both solid treated and of impact, attrition and shearing forces generated in the micronizer. Particle size distribution of the finished products are reported, that satisfy the most stringent market specifications for the different minerals, as well as energy consumptions. The alternative operating options for solving particular grinding problems and minimizing energy consumption are discussed. Lastly, the main developments of the jet mill for a possible application at industrial scale are suggested.
