The technique of linear kriging as a grade estimation method of mining blocks is reasonably established in the mining industry. Because of the nonbias condition imposed in kriging which requires that the kriging weights (?i) add up to one, negative weights are sometimes used in kriging. The use of negative weights is not justifiable from the practical standpoint. Also, negative block grades can be obtained in some extreme situations which makes no practical sense. To guarantee non-negative weights an additional constraint is required in the kriging system of equations. Unfortunately, the nonnegative weight constraint results in a set of non- linear system of equations. In this paper, a derivation of the resulting set of nonlinear equations is presented and a numerical algorithm is developed for the solution of the equations. Because the algorithm developed does not remove negative weights arbitrarily, optimal nonnegative weights are always guaranteed. Results obtained using the developed algorithm were compared with those using the standard linear kriging, in terms of computer time and the estimation results. Both the computer time and the kriging variance were found to be higher with nonnegative constraint, as expected. However, some systematic pattern was observed in the kriged values (i.e., over or under estimation) with or without the nonnegative constraint. The study also demonstrated when one should generally expect negative kriging weights in practice, and what practical impact the negative weights can have on the kriging estimates.

Heretofore, underground coal mines in Alabama have operated under only 60 to 360 meters of cover: however, new mines (at least 5 in the early opening or development stages) will be operating under cover ranging from 600 to 660 meters. With increased rock confining pressures, roof stability problems will become more critical. Initial studies in two 7 ½ -minute quadrangle areas in the Warrior coal basin of Alabama indicate that the orientation of certain lineament and fracture-trace modes mapped from ERTS-1 (Earth Resources Technology Satellite) imagery correlate closely with the strike of joint and fault modes. High altitude (118,000 m) U-2 aircraft data were used to support these findings. In addition, over 50 percent of the normal faults mapped in the study area could be directly correlated with ERTS and U-2 lineaments and fracture traces. These correlations provide clues to the structural development of the Warrior coal basin and may, in turn, be used as a guide to the prediction of roof-stability conditions in advance of mining.

A model describing size reduction and mineral liberation during grinding has been extended to include multiple classes of composite particles. The majority of the model parameters have been directly determined using computerized image processing equipment to analyze the products from batch grinding tests. A coarse-grained sphalerite ore from Tennessee, representing a nearly ideal binary mixture of sphalerite and dolomite, has been used to experimentally validate the model for the case of dry, batch grinding. In all cases, excellent agreement has been observed between the model predictions and the experimental results.

The purpose of this paper is to describe an independent study which forecasts Texas coal production, specifically for electric power generation. This study, extending to the year 2000, is justified on the following basis. Texas produces and consumes considerably more electric energy than any other state, has consistently high growth rates in the population and industrial sectors, and has large lignite reserves. Also, since recent forecasts have been criticized as overly optimistic, this study is timely when considering the long lead times required in obtaining new power sources. In the study demand for electric energy was assumed to rest on two dominant factors: 1) overall state of the Texas economy as measured by the Texas Gross State Product (TGSP) and 2) Texas population. Demand models were prepared and tested following a study of several options. A final linear regression demand model with time lags for the two variables was chosen on the basis of good correlations. On the supply side, uncertainties such as impact of nuclear sources, gas-fired cogeneration, and ratio of imported to lignite coal exist. These uncertainties were studied with high and low cases for effects on lignite. Finally a simple supply model was chosen. Results of the study indicate that lignite production in Texas will rise from the current (1984) 40 million tons per year (XTPY) to the range of 77 to 124 MTPY and more probably 100 HTPY in the year 2000.

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

The filtration and dewatering results of -32 mesh Pittsburgh seam coal are discussed with reference to the microscopic structure parameters, i.e., particle segregation in the cake and particle and pore size distributions at different layers. At low solid concentration of 0.33 kg coal/kg water, a non-uniform cake structure is observed in which the particle and pore sizes increase from the top to bottom layers in the filter cake. An increase in the solid concentration in slurry produces more uniform cake structure and higher filtration and dewatering rates. Air bubble entrapment in the coal filter cakes is also discussed.

Surface dependent processes, such as froth flotation and flocculation, are important or potentially important techniques for combating some of the current major problems in coal preparation. In order to correctly apply or imporve a surface dependent process, it is of paramount importance to understand the interfacial phenomenon, especially the double layer properties, exhibited by the solid. The specific objective of this research was to determine the properties of the bituminous coal/liquid interface by an electrokinetic method, streaming potential, and to relate the findings, wherever possible, to the existing unit operations of froth flotation and flocculation. The electrokinetic properties of both the whole coal and its lithotypes were investigated. As part of the total investigation, the role played in the double layer by the reagents commonly employed in the surface dependent process was also established (1). These data will be presented at a latter date.

If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. Because of these uncertainties, this risk assessment would best be viewed as an exploratory effort. Key words: Diesel, lung cancer, risk assessment

The task of production planning in ore mining is primarily con¬cerned with the removal of ore blocks within planning periods spread over the life of the mining operation. The investigation of this problem in the past resulted in the introduction of computer based optimizing techniques for production scheduling and se¬quencing. Although these techniques succeed in computing an "optimal" mine output for one planning period, they usually fail in composing a practical and feasible mine plan over the periods in concern. This paper describes conventional production planning based on operations research and the capabilities of a knowledge-based approach. An example of a planning system for the Slovak under¬ground iron ore mine Nizna Slana will be presented. By combina¬tion of these two techniques this system should improve the qual¬ity of planning procedures.

The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. Mexico's mineral wealth has long been recognised and indeed has played a historically significant role on a world scale. The dynamics of the Mexican mineral industry have experienced a dramatic transformation especially over the last two decades. This transformation has mainly been instigated by the high growth rates and industrialisation of the Mexican economy since the 1960's. This paper focuses on the base metals sector of the industry which represents one of the major contributors to this transformation. The objective is to present a brief base metals review and to discuss some recent occurrences which pertain to this sector of the industry. This is followed by a discussion of mining's relevance in the current economic situation in Mexico. With this overview as background, the investment climate, primarily from a domestic investor's perspective and secondly in terms of foreign investment, is discussed. Finally, some recent government initiatives, including tax and accounting changes, are outlined. Any one of the sections of this paper can easily be developed into an extensive and indepth analysis; however, the intention of this paper is to provide the reader with a broad overview of the topics discussed.

I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

"INTRODUCTION This report summarizes a research about mines which are transitioning from surface to underground mines. It is a guide to make strategic decision in these increasing amount of mines. Capital and operating costs are linked with major strategic decisions in the exploitation of an ore body. This is the reason to analyze costs related to this transitioning world trend. There are multiple reasons for transitioning from Open-Pit (OP) to Underground (UG) mining. The primary economic incentive for going UG is that the cost per unit of ore from OP mining eventually exceeds that from UG extraction. This is due to the excessive amount of waste that must be extracted when the depth of the pit increases. In addition, the reduced footprint of UG operations contributes to diminish the environmental impact on the surface. Furthermore, it becomes more difficult to find new, easily accessible ore deposits. Then, a cost model helps to guide strategic decisions in the transition from OP-to-UG mines. Objectives • Propose a methodology to guide strategic decisions in the transition from OP to UG mining. • Create an integrated cost model based on existing OP and UG individual cases. • Identify and characterize a group of mines transitioning from OP to UG. • Analyze operating and capital costs of a particular transitioning from OP to UG mine. MAIN CONCEPTS Open Pit Mining (OP) The main decisions in OP mines are: Cut-off grade, Stripping Ratio (SR), equipment size, stockpiling, pushback sequencing and processing capacity. The stripping ratio is measured as the tonnage of waste required to be removed to reach and extract one tonne of ore. The material extracted from an OP exploitation can be classified as waste and ore. This classification depends on the cut-off grade. The cut-off grade indicates the minimum amount of material with economic value in a block. The waste from the mine is going to the waste dump and the ore is going to stockpiles where will be store and then going to the processing plant (leaching or concentrator). The waste of this process is going to the tailing pond big pools. And the product is sell in the market. Another important issue is the mining capacity which is going to define the investment in mining equipment. Underground Mining (UG) The first decision to be made in order to open an underground mine is selecting the mining method. Caving methods are the more productive and have lower operating costs. There are three caving methods: Block Caving (BC), Panel Caving (BC) and Sublevel Caving (BC). The access development could be an horizontal adit or a straight or downspiral decline. A shaft could be used for inclined or vertical access. Other key issues are: equipment capacity, cut-off grade and production sequencing."

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. It started' in 1936 when some Dutch adventurers wanted to scale the highest mountain in the South Pacific. Quite by accident, they discovered the Ertsberg, a contact deposit of magnetite laced with chalcopyrite, in a high mountain valley where it had been gouged at by glaciers and finally left as a solitary pillar for its discovery by a geologist who lent purpose to the expedition, Dr. J.J. Dozy. By the-.time a report was published describing the deposit, war had hit the Netherlands. Perhaps again by accident, the report was uncovered in 1959 by the East Borneo Company. At this point, Freeport entered the scene through its vice president for exploration, Forbes Wilson. During the course of a meeting on laterite prospects, the Ertsberg was introduced and he put the wheels into motion for Freeport to join in its exploration. You might, at this point, ask yourself whether you or your company would have taken on a venture to look at a reportedly large high grade copper outcrop in New Guinea, an unexplored land known best for its inhospitable climate, terrain and head-hunters. I heard the chief executive of one large mining company comment sometime back that neither he nor his company would have gotten involved. I won't attempt to describe the trials of the initial exploration expedition that passed through dense-man grove swamps, tropical jungle and across jagged mountains a distance of some 200 miles to get to the Ertsberg in 1960. It should be chronicled by its participants - Forbes Wilson, Del Flint, and John Bowenkamp. Needless to say, the participants relish the experience but wouldn't be among those volunteering for a return engagement. As a result, the Ertsberg changed from a reported outcrop to a mineral deposit containing an estimated 13 million tons with systematic surface sampling indicating a copper grade of over four percent. Moreover, the deposit extended to an indeterminate depth with the possibility of doubling or tripling. reserves well within reason.

"INTRODUCTION Tunnel is a closed space structure and it is necessary to ensure the sufficient time and route for safe evacuation for the tunnel users in case of a tunnel fire. In order to do so, damages and collapse of the tunnel linings and the secondary disasters can be avoided. Furthermore, the road tunnel is one of important infrastructural facilities and stopping its function for a long time for a tunnel fire could cause a great economic loss. Therefore, the tunnel structure shall be the one which can be repaired as soon as possible, and the fire protection methods need to be selected among those which enable the service to start as early as possible. The necessity of the fire protection works is evaluated for the tunnel structure with the consideration of the expensive tunnel construction cost and the economic effects of the tunnel service. Naturally, the fire protection works, which can protect the tunnel linings from the tunnel fire with small repairs, are inevitable. Design engineers of the fire protection works estimate the scale of fire from the degree of damages on the linings and its repair cost, the effect of fire extinguishers placed inside of the tunnel, the secondary disasters in accordance with the tunnel lining damages if any, and the ratio of fire protection cost calculated from tunnel operation cost. Based on this information, the engineers design the fire protection works according to the permissible limits Among the design cases of the tunnel fire protection in Japan, as shown in Table 1, there is no cases that used the fire temperature-time curve to design the fire protection works for large fire caused by vehicles catching fire. However, the most of cases used 30-60 minutes for fire duration based on the entry prohibition of dangerous goods carrying vehicles or the effect of early fire fighting. This paper will study the variation between different methods used for fire protection in road tunnel in Japan to evaluate them and try to found some recommendations. Especial l care will be attention to Polypropylenes (PP) which is starting to be applied lately."

A significant technological development is discussed for the processing of certain problem power plant flyashes which contain a high water soluble mineral content and which are known to yield inferior flyash based brick. This development is based on the addition of hydrochloric acid to the flyash-bottom ash-sodium silicate blends used for the production of flyash based structures. Favorable changes are evident in (1) sodium silicate consumption, where often approximately one-half of the amount used for making brick from normal flyash is required; (2) processing costs; and (3) strength and appearance of the resulting freshly formed green and fired structural products. In some high cost instances-(above the cost of 30 dollars or less per thousand brick estimated for normal flyashes) hydrochloric acid additions can replace or reduce other costly additives required with problem flyashes to result in a savings of as much as nine dollars per thousand brick. These developments offer promising possibilities for utilizing problem flyashes as well as flyashes which may come into contact with water soluble, sulfur as a result of the eventual application of certain experimental air pollution control processes.
