As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

According to the scientific views formed by the middle of nineteen seventies there should be no possibility of commercial diamondiferous kimberlites in the north of the west European platform. However a later analysis of the geological data gave rise to the concept that diamond bearing kimberlites would be present in the north but on the mineralogical level they would differ from kimberlites of South Africa and Yakutia. Further investigations resulted in the confirmation of these conclusions and with discovery at the beginning of 1980 of diamond bearing kimberlite pipes in the Arkhangelsk region.

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

A novel methodology for estimating gold recoveries in gravity-separation circuits is presented. The methodology makes use of a population-balance model. The model represents gold liberation, breakage and classification behavior and applies preconcentration and recovery performance curves to gravity-recoverable gold. The derivation of the necessary parameters is explained and demonstrated using data from an actual gravity circuit and from a projected application. The methodology makes it possible to estimate the performance of a gravity circuit having a large gold circulating load and a relatively-low unit recovery (e.g., a jig) or having a high recovery on a bleed of the circulating load (e.g., a Knelson Concentrator).

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

"INTRODUCTION Reinforced Concrete (RC) members such as beams and columns are usually required to include stirrups to maintain post-crack shear capacity, and some may include stirrups that act as confining steel to maintain structural integrity during a seismic event (eg. NZS3101, ACI 318). To achieve seismic resistance, the spacing between stirrups is usually required to be much closer than is ordinarily prescribed for non-seismically resistant structures. Each stirrup must also fully enclose the longitudinal reinforcement with long end-hooks to ensure that the contained concrete is sufficiently restrained during reverse-cycle loading and the reinforcing bars are confined to prevent buckling. The close spacing between stirrups can lead to congestion of reinforcement within members, and can also be expensive to construct due to the labor-intensive nature of steel fixing. A possible alternative to closely-spaced stirrups is the use of fibers to provide restraint and confinement during a seismic event, although this is not yet recognized in codes. Previous experimental research (Jiuru et al, 1992; Filiatrault et al, 1995; Bayasi and Gebman, 2002; Billington and Yoon, 2004) has demonstrated that steel fibers are relatively effective in this application, but suffer the problem that their stiffness can make them difficult to consolidate within an already tight reinforcement cage, especially if they are relatively long (>40 mm). Moreover, steel fiber reinforced concrete (SFRC) is subject to embrittlement with the passage of time, leading to a steady loss of ductility beyond crack widths of 1-2 mm (Banthia and Trottier, 1994; Bernard and Hanke, 2002; Bernard, 2014; Bjontegaard et al, 2014; Bernard, 2015). Since cracks during seismic events are generally much larger than this, embrittlement may present a challenge to the long-term efficacy of SFRC during seismic events. An alternative to steel fibers for enhancement of seismic resistance is the use of macro-synthetic fibers. This type of fiber usually offers the advantage of being flexible so that consolidation is easier between reinforcing bars. They also offer superior durability compared to steel fibers and can reduce flexural crack widths (Bernard, 2016). Several recent small-scale investigations (Ma et al, 2012; Carnovale, 2012; Osorio et al, 2014) have indicated that macro-synthetic fibers can produce meaningful improvements in seismic resistance if used in combination with conventional steel reinforcing bars. The present investigation has extended research in this field by examining whether embossed macro-synthetic fibers can be used to increase the spacing between stirrups while maintaining seismic resistance."

Current steel consumption for grinding media, mill liners and rods in North America runs in excess of 400,000 tpy in the mineral processing industries. Steel consumption ranks as one of the major consumables along with energy in most operations with total annual industry expenditures in excess of $275 million. It is generally agreed that there are 3 main categories of wear responsible for this metal loss. These three main types can be loosely defined as follows; 1) Abrasion. The cutting, rubbing, scrapping and gouging of the metal surface by the ore with which it is in contact; 2) Impact. Spalling on both micro and macro scale, breakage, and deformation due to metal to metal contact; 3) Corrosion. The oxidation losses of the metal due to electrochemical interaction between the grinding media and the slurry

The city of Garmisch-Partenkirchen in southern Germany is located at a main transit road to Tyrol in Austria and suffers of a very heavy traffic load. Therefore, the Kramertunnel as a by-pass tunnel is built to release/mitigate the traffic through the city centre. The 3,600 m long single tube road tunnel is designed with a parallel but smaller emergency tunnel and with cross passages, fitted with single- and doublesided emergency bays, a vent shaft, and an intermediate ceiling to separate fresh air supply from the road traffic. The tunnel, concrete lined along its entire length provided the challenge to find smart formwork solutions for quick set-up, repositioning, setup and pouring. Three particularly specific sections are discussed in this paper.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. A recent advance in slope dewatering-depressurization and stabilization is the use of vacuum assist horizontal drainage. (Brawner and Pakalnis) Horizontal drains have been used for several decades to reduce water pressures in slopes to improve stability. The benefit from vacuum assist arises from an increased hydraulic gradient caused by an induced negative atmospheric pressure. A research program included a laboratory model whereby the effects of vacuum drainage were evaluated. Three case studies are described where the technique has been successful. The first is in a rock slope where flows increased from 0.1 1/min. under gravity drainage up to 1.2 1/min, upon vacuum. The second study involves installation of 17 drains placed at a slightly downward gradient to intercept and de- pressurize aquifers under a major tar sand deposit in Canada. The third study was on a large open pit copper mine in British Columbia where flow increased about 30 per cent.

The results of an experimental study on the dispersion and deposition characteristics of fine coal dust in mine airways are presented. Experiments were conducted at various flow velocities using bituminous and semi-anthracite-coal dust which had a large proportion of dust in the respirable size range. Cross sectional variations in the concentration of dust at various points in the airway were also measured. Instruments used in the experiments included gravimetric samplers and impactors. Concentration measurements were made both for the respirable and total airborne dust. The experimental design, sampling procedures and results are discussed. The study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in there two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section 1 of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the anti¬trust laws is entitled to recover treble damages plus costs.

Lime and limestone-based SO2 scrubbing processes have demonstrated reasonably good success in removing low concentrations of SO2 from flue gases. While most of the operating problems experienced in the early days of scrubbing have been worked out, problems usually increase and removal efficiency drops with increased amounts of SO2 present in the gas stream. In order to overcome these difficulties, yet still taking advantage of lime and limestone as the lowest cost neutralizing agents, a host of so-called double- alkali systems were developed. These processes take advantage of cations such as Na+ and NH4+ capable of forming highly water soluble bases or basic salts, such as hydroxide, carbonate or sulfite, which having been neutralized or acidified by the absorbed SO2 can be regenerated with a lower cost base such as lime.

The U.S. Bureau of Mines, in cooperation with U.S. Borax and Chemical Corporation and the Kennecott Copper Corporation, has investigated the use of the microseismic method to evaluate the stability of large, open-pit slope walls. The method is based on the phenomenon that stressed rock normally emits subaudible rock noises, and the number of rock noises per unit time (noise rate) and the magnitude of the rock noises (amplitude) increase as the stresses in the rock approach the failure stress of the rock. Therefore, the detection and recording of those rock noises serve as a semiquantitative method of predicting the incipient failure of rock. This report briefly describes the three different types of microseismic apparatus, the procedures, and the results of microseismic investigations in the slope walls of the Boron Mine near Boron, California, and the Rimbley, Liberty, and Tripp-Veteran open-pit mines near Ely, Nevada. Microsesimic noise rates in stable inactive mining areas are between 0 and 10 noises/ hour; the rates in stable active mining areas are between 10 and 50 noises/hour; and the rate in unstable areas is as high as 2500 noises/ hour. High microseismic noise rates in the Liberty Pit correlate with the time of nearby earthquakes, indicating that the earthquakes affected the slope wall. The results provide evidence that the microseismic tech¬nique is applicable to large pit walls, and that the wide band, wide range microseismic equipment appears to be suitable for open-pit investigations.

Cleveland's Southwest Interceptor Contracts No. 3 and No. 4 are continuations of Contract No. 1 addressed at the 1987 RETC with geology, equipment, and methods that differ greatly. The two contracts consist of 791 m (4.22 miles) of 3.5 m (11.5 ft) tunnel lined to 2.9 m (9.5 ft), nine access shafts, six drop shafts, and six collection structures. The excavation drive was completed by the use of a 1970 vintage Robbins TBM hybrid for this particular job through the use of both new and old technology. All other excavations were successfully accomplished through drill and blast method in tight residential areas. Concrete lining and connections were completed nine months after holing through.

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.
