The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

As in other areas of the country, surface coal mine productivity in the Central Coal Province--primarily Illinois, Indiana, and west Kentucky--has declined steadily since 1969 (figure 1). Productivity, as measured in tons of clean coal produced per man-shift, dropped 35 percent during the period 1969-1975. Unwelcome at any time, this phenomenon is particularly untimely now, when increased coal production is a national goal. The U.S. Bureau of Mines has been working with the coal industry to develop new operating methods and equipment to enable increased productivity and improved reclamation performance in surface coal mining. Several projects have involved identification and evaluation of existing overburden handling and reclamation practices, and development of means to improve operational procedures. Some results of one of those projects, as they apply to the Central Coal Province, are summarized in this paper.

This included uranium grade data acquisition, application of a variety of mineral deposit modeling techniques, and estimates of minable reserves, which pointed towards a possible production decision.

Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers. History The iron Ore Company of Canada commenced work in the area in 1949, however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.

Decreasing ore grades and increasing labor and material costs have seriously eroded the economic vitality of many mining operations. Coupled with global economic stagnation and recession in the early 1980's, these conditions have forced reevaluation of operating strategies and methodologies with the objective of remaining competitive in a world marketplace. A concept offering large potential benefits is hardrock portable crushing and conveying. Implementation of this system at Duval Corporation's Sierrita open pit copper-molybdenum mine (Figure 1) has significantly reduced mining costs, becoming a major part of Sierrita's cost reduction strategy. Located 48 km south of Tucson, Arizona, the 209 000 t/d property has one portable 60x89 gyratory ore-crusher in operation with tentative plans for two additional units.

The earthquake locations are generally scattered mainly due to a simplified velocity model or seismic event picking errors. The aim of our research was to increase the resolution of the cloud of microseismic events recorded during mining activity in the Bobrek hard coal mine on the 3/503 coalface to delineate seismically active structures using unsupervised machine learning algorithms. We presented results of applying two completely different algorithms for reducing scatter in microseismic location to all events recorded during mining activity on the coalface - the collapsing (proposed by Jones and Stewart in 1997) and condensation (proposed by Kamer in 2015). The collapsing method simplifies the seismic cloud by shifting events inside their error ellipsoids towards local source densities. The error ellipsoids are determined by errors in the measured parameters and seismic network configuration. The advantage of the collapsing method is the partial elimination of blurring of the microseismic cloud. The condensation method reduces the size of the set of seismic events without changing the geometrical information. The reduction of the number of seismic events in the catalog takes place through the condensation of localized events with larger uncertainty into events with lower uncertainty. The spatio-temporal analysis of microseismic events was performed separately on two processed clouds – collapsed and condensed one. We examined how collapsing and condensation methods affect the automatic detection of clusters of microseismicity using density-based spatial clustering of application with noise algorithms. We compared structures detected by the machine learning algorithms in both seismic clouds first created by collapsing and second by the condensation. We identified structures created by mining activity and structures related to the local tectonics activated by mining. The presented results are essential for the prediction of future tremors induced by the mining operation and tectonics and thus ensuring safety in the mine.

The mining and processing of basic metals relies on water as a medium for transport. Metallurgical ores are ground, concentrated, leached and refined in an aqueous medium. Water is used for temperature control during processing and in air pollution abatement during smelting. All of these process steps result in liquid wastes. Many of the aqueous wastes from ore processing areas become the raw product for a second stage and water recycling may begin. The point at which water recycling or reuse has been initiated in the past, rather than water discharge, was where water conservation was manditory due to a shortage, where process conditions would allow or benefit from reuse, and where economic considerations demanded reuse. The Fontana, California plant of Kaiser Steel Corporation is an example of an integrated steel plant that was forced to practice water conservation and reuse due to its location in an arid environment.1 Only a small amount of water required to maintain the water reuse system in balance with respect to dissolved solids and product quality is discharged. The Butte, Montana copper ore processing plant of The Anaconda Company obtains 66% of the water required for production by recycling, after clarification and chemical treatment, 30 MGD of wastewater from its tailings ponds. This operation is estimated to save the company about $1200/day over a once through water system.2 Here plant location and economics favored water reuse.

The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2, NO, NO2, SO2, diesel-exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive, but during the past several years, progress has been made in defining the problem. Results from epidemiological studies by Garshick, et al. (1988); animal inhalation studies by Mauderly, et al. (1986); Iwai, et al. (1986); and Brightwell, et al. (1986); and in vitro studies by Lewtas, et al. (1986), have provided sufficient data for the National Institute of Occupational Safety and Health (NIOSH) to recommend that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration," NIOSH (1988). NIOSH further stated that "though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk."

Our efforts at McNally, to find a better way to mechanically separate particles from liquid in a slurry have led to the development of two new centrifuges. The first unit utilizes a slotted opening screen as the filter media and retains all plus 200 Mesh and most of the 200 by 300 Mesh particles. The second unit is a solid bowl centrifuge with a novel method of removing the solids and delivers an effluent containing as little as 300 PPM solids in suspension. The first unit was designed to separate particles in the range of about 1 MM x 0 or smaller top size from the liquid slurry and produce solids having low surface moisture content, and a liquid concentrate containing a low percentage of solids. A prototype of this unit has been in the field undergoing tests for over two years. A few of these test results are shown in Tables I & 11. Testing has been mostly limited to the field of coal, how- ever this does not mean that the machine would accept only coal slurries. The machine has produced a dewatered product having as low as 5.5% surface moisture, and an effluent containing as low as 1.4% solids and handled slurries containing from 15 to 50% solids by weight.

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

The South African Iron and Steel Company Ltd operates a large Iron Ore Mine in the Cape Province of the Republic of South Africa. The Mine is situated on the farm, Sishen, approximately 600 km west of Johannesburg. The annual capacity of the Mine is 100 million ton of ore and waste and the present production level is 60 million ton. The Mine operates continuously for 6 days a week. The primary equipment used to maintain the above production are 55, 154 t trucks (Wabco and Unit Rig) and 14 P & H shovels. During 1979 an urgent feasibility study into the application of a trolley assist system was launched at the Mine. This was due to the unrealistic escalation in the cost of diesel fuel and the appeal from the South African Government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technical feasible. The estimated discounted cash flow return exceeded 50% and the diesel fuel consumption would be reduced by 120 million litres in the next 10 years. Management subsequently approved the implementation of the system at Sishen. The construction of 7,7 km of line and the conversion of 66, 154 t trucks were completed in March 1982.

"The Regional Connector project is a complex subway light-rail project that runs through the heart of downtown Los Angeles, CA. The design-build contract was awarded in April 2014 to the Regional Connector Constructors (RCC), a joint venture between Skanska USA Civil West California District Inc. and Traylor Brothers Inc., and their designer team consisting of Hatch Mott McDonald (HMM) and subconsultants. The project broke ground on Sept. 30, 2014 and is expected to be completed in winter 2021-2022. The main components of the project consist of 6.4-m (21-ft) diameter twin-bored tunnels, three crosspassages, a 87-m (287-ft) long crossover SEM cavern, three new underground stations, and cut-and-cover tunnels along South Flower, Alameda and 1st Streets. The project map is shown in Fig. 1. The design and construction challenges associated with each of these main components are discussed in the following sections.Project designTunnels. The Regional Connector tunnels are located primarily within the Fernando formation consisting predominantly of extremely weak to very weak, massive, clayey siltstone. About 305 m (1,000 ft) of tunnels on the eastern end are in alluvium and mixed face of Fernando formation and alluvium. The tightest curve of the tunnel alignment is 178 m (583 ft) in radius. The tunnels were designed with a reinforced precast concrete tunnel lining (PCTL) to be used with an earth balance pressurized (EPB) tunnel boring machine. The PCTL ring is 5.5 m (18 ft-10 in.) inside diameter, 27 cm (10.5 ft) thick, 1.5 m (5 ft) long, and consists of five segments and a key. The segments were designed with 6,500 psi concrete, 80 ksi yield strength wire rebar, convex joint surfaces to enhance seismic performance, and a dosage of 1.7 lbs polypropylene microfibers per cubic yard of concrete for fire resistance. The rings are designed with a right ring and left ring pattern and a taper of 3.8 cm (1.5 ft) to allow for alignment curve negotiation. Figure 2 shows typical sections of the PCTL. The structural lining design was modeled using FLAC 3D. Four consecutive rings were modeled with 32 dowel connection. Loading considered in the lining design includes temporary ground load during excavation, long-term ground loads, seismic loads and train loads. The seismic loads on the PCTL were simulated with the racking deformation applied at vertical boundaries of the model. Due to variation of geologic condition along the tunnel alignment and different surcharge requirements, three different types of reinforcement (typical, heavy and extra heavy) were designed. The typical type PCTL was required in Fernando formation, the heavy type was required in alluvium or mixed-face condition, and the extra heavy type was required in alluvium and underneath the Japanese Village Plaza where a surcharge of 1,000 psf was required."

Introduction The feeding to zero concept involves feeding 600 µm x 0 (28 mesh x 0) size raw coal to heavy media (magnetite) cyclones along with the +600 µm (+28 mesh) size coal. Traditional circuits employ desliming or removing the 600 µm x 0 (28 mesh x 0) size fraction and feeding the cyclones +600 µm (+28 mesh) size coal. The feeding to zero concept recirculates 600 µm x 0 (28 mesh x 0) fines in the circuit. At the same time, a portion of the fine material is continuously withdrawn and recovered. This, in turn, prevents a fines buildup. This concept eliminates desliming screens and secondary fines circuitry for recovery of 600 x 150 µm (28 mesh x 100 mesh) coal. The result is a very simple circuit. Feeding to zero at Island Creek Island Creek Corp. was the first involved with the new concept in 1976. The company needed a temporary plant for the 9.5 mm x 0 (0.4 in. x 0) raw coal at its Pond Fork mine, near Madison, WV, while a full-scale plant was being designed and built. At that time, the Childress Corp., of Beckley, WV, became interested in the feeding to zero concept. Island Creek awarded a contract to Childress to build a single cyclone modular plant, incorporating this feeding to zero concept. The plant was erected in three months. The Pond Fork modular plant proved successful in attaining the desired feed rate of about 63.5 t/h (70 stph), while maintaining good separating efficiencies and low magnetite consumption rates. The 9.5 mm x 150 µm (0.4 in. x 100 mesh) clean coal was recovered and the 150 µm x 0 (100 mesh x 0) size was disposed of to waste. The full-scale plant was completed about two years later and the Pond Fork modular plant was moved to Holden, WV. There, it was incorporated into the Holden 29 preparation plant as a separate circuit for cleaning -25 mm (-1 in.) coal. In 1976, a similar plant was installed in Virginia by another company. These two plants are believed to be the first two operational plants in the United States incorporating the feeding to zero concept. Island Creek subsequently contracted with Childress for an identical plant at the Coal Mountain operation in West Virginia. The plant operated for three years before the mine was closed. The unit was then moved to the Spurlock mine near Martin, KY where it continues to operate. The successful operation of the Pond Fork and Coal Mountain plants before and after relocation proved both the performance and moveability of this type of circuit when constructed in a modular fashion. Since the first two plants were built, Island Creek has incorporated the feeding to zero circuit in nine additional plants. A grand total of 33 cyclones have been installed using this concept. One is the Providence mine, near Providence. Providence preparation plant Island Creek contracted with J.O. Lively Corp. of Glen White, WV in July 1978 for the construction of the Providence preparation plant. The plant began operation in February 1979. The construction period was about halved by building the plant with modular design concepts. Prefabricated sections, floors, and sides were brought in as units and then bolted in place. The Providence plant has a good track record of processing coal at a feed rate of 454 kt/h (500 stph). Feed coal to the plant has an average ash content of about 18% and sulfur content of about 4.5%. It contains about 22% refuse. The coal product has an average ash content of about 8% and sulfur content is about 3%. Raw West Kentucky No. 9 seam coal is conveyed from a box cut in the Providence mine to a rotary breaker. The breaker is fitted with 74 mm-diam (3 in.-diam) opening breaker plates. I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

The synthetic rock mass (SRM) approach and discrete fracture network (DFN) model, generated from the field surveys, are novel methodologies to study fracture rock mass behavior. In this paper, SRM and DFN methodologies were used to understand the influence of natural fractures on the mechanical response and failure mechanisms of stone mine pillars. First, a multi-stage up-scaling procedure with the homogenization process is established. Later, a stochastic sampling process on the SRM model to have further insight on the stone mine pillar mechanics is performed. Two-dimensional Universal Distinct Element Code (UDEC) is utilized to represent intact rock with the Voronoi-Trigon discretized blocks and to capture fractured rock mass behavior. The laboratory-size limestone mine rock specimens are systematically up-scaled to the average width of the field-size stone mine pillars. Then, the DFN model, generated from field data, is sampled to construct the SRM of the field-size pillars. By doing so, the effect of discrete discontinuities on pillar stability is studied by assessing the pillar strengths and failure mechanisms in various width-to-height ratios.

Laboratory and pilot plant investigations have indicated that copper recoveries of 50% can be achieved with fine grinding and flotation of a copper reverberatory furnace slag, Microscopic and microprobe studies indicate that the recoverable copper is in the form of matte, chalcocite, and metallic copper; the percentage of copper in particles appearing to be copper-free was from 0.23 - 0.54%.

With the federal climate change legislation in progress, there is a need for demonstration-stage technologies aimed at providing clean energy from coal. Our research aims to experimentally illustrate the feasibility of capturing CO2 on a novel sorbent system from a gaseous stream. The gas is then released resulting in a regenerated sorbent and a pressurized stream of pure CO2 to be used for storage. The proposed sorbent is a ceramic honey-comb structured monolith coated with CaO supported on a high-surface area alumina. CaO is a natural acceptor of CO2 and our design ensures the physical stability and chemical reactivity of CaO over a large number of CO2 capture/release cycles. Furthermore, the use of the monolith ensures a uniform flow through the reactor, minimizes pressure drop across the reactor, and maximizes the surface reactive area. In this paper, we will present the results from a flow-through laboratory-scale reactor that establishes the efficiency of the proposed system to capture CO2. Future applications of the reactor include integration within the new-generation coal gasification power plants, such as IGGC, as means of providing decarbonized electricity.

History of Development The hydrocyclone, probably because of its basic simplicity, has been used for various classification applications since before 1890. A patent was granted in the United States in 1891 to Bretney on a device for separating sand from water, collecting the sand in a closed chamber for intermittent discharge, practically identical to some present-day water desanding cyclones. Between 1900 and 1937 there were 30 or more additional patents issued on liquid cyclone configurations or their use. About 1937 liquid cyclones began to be used commercially in the treatment of cellulose fiber in the pulp and paper industry separating contaminating particles from the fiber in water suspension used for making high grade paper products. Nichols Engineering & Research Corp. of New York was marketing a liquid cyclone for cleaning sand and din particles from fiber suspensions in the pulp and paper industry by 1937. The designs during this period were such that the cyclones discharged a small amount of relatively high density material into a chamber connected to the cyclone apex which in turn discharged the collected dirt material intermittently. By the early 1940s hydrocyclones as we know them today began to appear both in the pulp and paper industry and in coal prorzssing.18 Considerable experimental work was done on small, mostly 3-in.- diam, cyclones operating at relatively high pressure drops, in the range of 50 psi, to remove very small contaminating particles from cellulose fiber in the production of high-grade writing papers in the paper industry.18

The increasing energy crisis, coupled with stringent environ- mental regulations, has created new demands for high capacity materials handling systems with unit train transporting and continuing surveillance of quality control. Effective and efficient methods of material conveyance are through high speed, high volume conveyor belts with the monitoring of quality through the utilization of automatic sampling. When we speak of high speed, high volume belt discharges we are referring to speed ranges from 600 to 750 FPM and volumes as high as 5500 TPH. To achieve the optimum operating sampling system for high capacity belt discharges, it is imperative that two major design characteristics be investigated and evaluated; namely technical analysis of operating conditions through application of ASTM design criteria and practical experience in the selection of equipment and the design of related components. The task of obtaining a sample of reasonable weight to represent an entire lot presents a number of problems and emphasizes the necessity for using standard sampling procedures.
