HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". The standard Gibbs free energy of formation (ΔGo f, 298) of bastnasite, (Ce, La, Nd, Pr)FCO3, was estimated using four different methods. The obtained average values were − 1589.5 kJ/mol for CeFCO3, − 1599.5 kJ/mol for LaFCO3, − 1589.1 kJ/mol for NdFCO3, and − 1595.4 kJ/mol for PrFCO3. The value for cerium bastnasite, CeFCO3, was used to construct a potential vs. pH (Eh-pH) diagram to investigate the stability relations of cerium bastnasite. The diagram shows that CeFCO3 is stable in neutral to basic conditions (pH ~ 6.5–11).

Conventional concrete block plastered with a cemantitious coating is the most common material used in the construction of perma¬nent stoppings to direct airflow in underground mines in the U.S.A. All mines experience various degrees of strata convergence depending upon depth of overburden, geological conditions, and type of roof support employed. Strata convergence will cause cracks and joint openings in masonry stoppings, resulting in significant air leakage losses. Where strata convergence is severe, complete structural failure of the stopping can ultimately occur. Reconstruction of damaged or destroyed stoppings adds expensive overhead to mining operations, and even greater expenses are incurred from the additional fan horsepower required to overcome leakage losses. Ideally, a stopping should maintain high resistance to airflow while yielding to strata convergence. By properly incorporating "Max-Seal" polyisocyanurate rigid foam material within the masonry block structure, stopping service life can be increased several-fold in mines experiencing strata convergence problems such as floor heave, roof loading, and lateral rib movement.

"In this paper, we consider an underground production scheduling problem consisting of determining the proper time interval or intervals in which to complete each mining activity so as to maximize a mine’s discounted value while adhering to precedence, activity durations, and production and processing limits. We present two different integer programming formulations for modeling this optimization problem. Both formulations possess a resource-constrained project scheduling problem structure. The first formulation uses a fine time discretization and is better suited for tactical mine scheduling applications. The second formulation, which uses a coarser time discretization, is better suited for strategic scheduling applications. We illustrate the strengths and weaknesses of each formulation with examples.IntroductionProject scheduling is an important aspect of underground mine planning that consists of determining the start dates for a given set of activities so as to maximize the value of a project while adhering to operational and re-source-availability constraints. Important activities that require scheduling include development, drilling, stoping and other ore-extraction techniques, and backfilling. Precedence relation-ships impose an order in which activities can be carried out based on their location in the mine: for example, the activity a associated with development of an area must be completed before the activity a´ associated with extraction of that same area can begin. Re-sources include attributes of the mining operation, such as the amount of extraction and mill capacity available per time period, and are determined by capital and equipment availability and other factors. In this paper, for our set-ting, resource-availability constraints consider the amounts of material that can be extracted and sent to the mill — that is, processed — per time period."

The South African deep-level mining industry is characterised by high operating costs and narrowing profit margins. Compressed air is commonly the largest consumer of energy in these mines, and any inefficiencies reduce profitability. Various methods aiming to optimise the compressed air networks have been implemented without an ideal economic dispatch strategy due to the lack of compressed air storage. In this study, a genetic algorithm was developed to evaluate the financial benefit of converting underground haulage to act as an air receiver (compressed air storage). By converting inactive haulage of 1.17 km in length into a volumetric air receiver, an annual monetary benefit of R2.5 million ($163 200) can be achieved, with a payback period of fewer than eight months. However, implementing the ideal size air receiver would result in an annual monetary benefit of R7.67 million ($500 700).

Placer Dome Canada owns and operates the Campbell mine and mill at Balmertown, in the north western corner of Ontario. The mine operates at 1.3 kt/d (1,500 stpd). It produced more than 9.3 t/a (300,000 oz/year) of gold during the last three years. Changes to the gravity concentration circuit have resulted in a 10% to 15% increase in gravity recovery. The mill head grade at the Campbell Mill is relatively high, averaging 18.5 g/t (0.54 oz/st) over the total reserve tonnage. During the past several years, the head grade was averaging close to 20 g/t (0.6 oz/st). Before 1994, gravity concentration was achieved by using a combination of conventional mineral jigs and tables. Jig concentrates were upgraded on shaking tables to produce a concentrate, which was refined to bullion. In May 1994, management decided to buy two Knelson CD 760-mm (30-in.) concentrators. The objective was to replace the existing jigs and increase gravity gold recovery by up to 15%. Gravity recovery with jigs averaged between 30% to 35%. Gravity recovery was anticipated to increase to about 50% with the Knelsons.

Clay mineralogic studies of ore versus barren rocks in the Grants mineral belt show that some combination of chlorite (rosette form), illite, mixed layer illite-montmorillonite, (- Mg-montmorillonite) are penecontemporaneous with uranium minerals in trend ore; these same clay minerals plus kaolinite are related to the roll type ore near the main redox front of the Grants mineral belt. Clay minerals from barren rocks are characterized by a greater abundance of Na-montmorillonite, kaolinite, and face-to-edge form chlorite. Chlorites from ore zones contain much more vanadium than do chlorites from barren rocks. Trend ore probably formed from southeasterly flowing waters following paleochannels in the Late Jurassic. These deposits are found almost entirely in reduced rocks, and organic carbon may have been an important reductant to remove U-V-Se-Mo from solution as carbonate from ore zones contains some organic carbon based on stable iso¬tope studies. Uplift, remobilization and reprecipitation of some of the trend ore resulted in the formation of redistributed ore, some of which possesses a roll type geometry. Mineralization for the roll type ore was apparently controlled by sulfide-sulfate equilibria at or near the main redox front in the Grants mineral belt. Trend and roll type ore possess different assemblages of clay minerals and different trace element abundances. Laramide faults cut both trend and some roll type ore. Stack ore is found in Laramide fault zones. Limited oxygen isotopic data from clay minerals in two mines at Ambrosia Lake in reduced rocks indicate probable preservation of ancient, formational waters and no evidence for infiltration by young meteoric waters. This information, plus the pre-Laramide faults, suggest, but do not unequivocally prove, that the main redox front has been relatively stable since its formation, probably some time in the Cretaceous. Younger encroachment of the redox front in post-Laramide is proposed by others, however, and the problem is unresolved. Uranium for the deposits was most likely carried in solution as an oxyion, probably as (UO2(CO3)2.2H2O)2- or (UO2(HPO4)2)2-, although organic transport cannot be entirely ruled out. Oxyions of vanadium, selenium, molybdenum and possibly arsenic and antimony, are interpreted from Eh-pH diagrams to have been segregated and transported with U6+ soluble species and precipitated when a chemically reducing environment was reached. The rare earth elements are also enriched in ore zones, but it is not clear if they were transported with the U-V-Se-Mo-(As)-(Sb) suite or derived from a more local source.

Terminology. The term potash originated in "pot ashes" produced by burning wood to ashes in iron pots and then leaching out the soluble salts, chiefly potassium carbonate, from the residue. In modern usage potash is a generic term for various potassium salts used in agriculture and industry. More specifically, it denotes the oxide of potassium, K2O, and the content of potassium in ores and products is stated as weight percent of K2O present. Its salts are commonly referred to as muriate of potash, sulfate of potash, etc. The presence of an adequate supply of available potassium in the soil promotes the health and improves the quality of the plant. insures greater efficiency in photosynthesis, increases resistance to certain diseases, offsets the effect of an oversupply of nitrogen, and helps the plant to utilize soil moisture more advantageously. ("Soils and Men," U.S. Dept. of Agriculture Yearbook 1938.) Occurrence. Potassium ranks seventh among the elements in abundance. It is estimated to constitute some 2.6% of the lithosphere and is found in soluble forms in the oceans, lakes, rivers, and subsurface waters. It is also an important constituent of plant and animal life. Commercially significant accumulations of potassium salts occur in underground deposits formed in past geologic times by evaporation of ancient bodies of saltwater, inland drainage basins, and shallow sea lagoons. The potash content of such waters was the end result of weathering and leaching of insoluble potash-bearing aluminosilicates, such as feldspars, micas, leucitcs, and others. The concentrations of potassium salts in the natural brines of some lakes in the arid and semiarid regions of the continents are also important as sources of potash; the brines of the Dead Sea in Asia Minor, the Great Salt Lake in Utah, and Searles Lake in California typify such concentrations. Every continent has major potash deposits as listed in Table 1 adopted from Cawley.1

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

"Uncertainty exists in ultimate-pit limits due to geologic variation and unpredictable economic landscapes. In this work, we show how this uncertainty affects the ultimate pit and how it can be analyzed to improve the mine planning process. A stochastic framework using geostatistical simulation and parametric analysis was used to model the effects of geologic and economic variations on ultimate-pit limits and overall project economics. This analysis was made possible by a new pit optimization implementation that can be automated and set up to calculate ultimate pits for hundreds of different scenarios in a matter of hours. Quantifying ultimate-pit uncertainty early in the mine planning process allows mining engineers to make informed decisions regarding infrastructure placement and to mitigate the possibility of incurring substantial costs to relocate critical mine facilities. Resumen ¦ Existen dudas sobre los límites del pit final por causa de la variación geológica y lo impredecible de los paisajes económicos. En este trabajo les mostramos como esta incertidumbre afecta el pit final y como puede ser analizada para mejorar el proceso de planificación de la mina. Se usó un marco estocástico con simulación geoestadística de análisis paramétrico con el fin de poder hace la modelación de los efectos de las variaciones geológicas y económicas en los límites de pit finales y proyectos económicos en general. Este análisis fue posible gracias a una nueva implementación de optimización de pits que puede ser automatizada y configurada para calcular pits finales para cientos de escenarios diferentes en cuestión de horas. La cuantificación temprana de la falta de certeza en pits finales durante el proceso de planificación permite a los ingenieros de minas tomar decisiones informadas en lo que respecta a la ubicación de infraestructura y en la mitigación de posibles costos sustanciales por causa de la reubicación de instalaciones clave de la mina."

"Recent regulations, as well as a general aversion to central dust collectors within the Powder River Basin Coal user’s community, have created a need for an alternate method for eliminating airborne dust. This paper addresses the capital expenditure as well as the cost of ownership of an integrated point source air cleaning system in comparison to a central collection system. This assessment was conducted by comparing the cost to purchase and operate a central dust collection system and integrated air cleaner system on a typical multiple transfer point application. The central dust collector consists of a negative pressure blower, a series of filter bags, a collection hopper, a screw conveyor to place collected material back into the material stream, and a series of ducts to pull air and dust from individual pickup points. The point specific integrated air cleaners consists of a negative pressure blower to pull dust and air from an application point through a bag-less filter media located at the application point. The agglomerated material is then redeposited into the material stream at point of use without the need for ducting or a central material hopper. The assessment yielded a 54% reduction in capital expenditure and a 26% reduction in operating costs for the same application when using individual dust filters as opposed to a central system. In addition to the lowered cost, there are reductions in risk associated with the elimination of ductwork and the central containment enclosure for collected explosive dust. By the conclusion of this paper, the reader will have a better understanding of the quantifiable differences between a central dust collection system and a set integrated air cleaner systems. BACKGROUND Spillage has always been a problem in the bulk solids handling industry. As long as there have been conveyors, there has been spillage. Spillage is material that falls off a conveyor belt and creates a hazard in the environment around a conveyor belt."

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Flotation performance is affected by upstream disturbances (e.g., mineralogy, water quality, flow rate) and controlled variables (e.g., pulp level and air addition). Process disruptions can lead to undesired conditions, such as pulp overflowing flotation cells (with insignificant/absent froth, and thus no valuable mineral concentration). Early detection and appropriate intervention of pulping events improves concentrator performance. An approach to real time flotation pulping event detection by means of convolutional neural networks is presented, including a case study of the industrial application of this technology on three flotation banks.

"The reduction behavior of low-grade lump hematite ore (100% 20-50 mm) has been evaluated by performing a series of coal-based direct reduction roasting tests followed by magnetic separation under different process conditions such as roasting time, temperature, reductant type and dosage, and grinding stage. To investigate mineralogical transformation and reduction characteristics of lump hematite ore, roasted ores and magnetic concentrates were analyzed by X-ray diffraction (XRD), scanning electron microscopy (SEM) with energy dispersive spectrometer (EDS) and polarizing microscope. The results have shown that a magnetic concentrate with a total iron (TFe) grade of 90.7% was produced at an iron recovery of 83.9% when lump hematite ore was reduced at 1,200° C for five hours using 35% lignite as a reductant followed by two stages of grinding, for 20 min and 30 min each, and low-intensity magnetic separation. The degree of reduction is closely related to the change in the internal structure of the roasted ore. Lignite with a higher fixed carbon content and lower ash generated roasted ore with a more highly porous structure, which provides better permeability of reducing gas. Magnetite, fayalite and wustite were the dominant intermediates of coal-based direct reduction of lump hematite ore. Parts of wustite reacted with SiO2 or Al2O3 in gangue and generated fayalite or hercynite. FeO in fayalite was replaced by CaO to produce wustite, which was finally reduced to metallic iron. However, Fe in fayalite and hercynite produced with low contents of CaO cannot be reduced into metallic iron. Introduction Low-grade hematite ore, characterized by low Fe content and high SiO2 content, cannot be treated by traditional mineral processing methods due to its nonmagnetic property and fine liberation size. The direct reduction (DR) roasting process has been studied and proven satisfactory in treating difficult-toprocess ores, such as low-grade nickel laterite oxide ore (O’Connor et al., 2006; Cao et al., 2010; Guo et al., 2011), high phosphorus oolitic hematite ore (Li et al., 2012; Yu et al., 2013), low-grade hematite ore (Wei et al., 2013;) and iron ore tailings (Li et al., 2010), which greatly expand the resources of usable iron ores (Srivastava and Kawatra, 2009). Therefore, the use of a DR process to treat low-grade hematite ore to produce direct reduced iron (DRI) is of great interest to many researchers of mineral processing and metallurgy (Weissberger et al., 1986)."

Pillar collapses are events that due to their severe consequences can be classified as high risk. The design of pillars in underground room-and-pillar operations should migrate to risk-based design approaches. The authors of this work proposed a risk-based pillar design methodology that integrates stochastic discrete element modeling for pillar strength estimation, and stochastic finite volume modeling (FVM) for stress estimation. This paper focuses on the stochastic FVM component for stress estimation. The mining and geomechanical aspects of a case study mine (CSM) are described and pillar stresses are estimated by using three approaches: (1) analytical solutions, (2) 2D finite element modeling, and (3) 3D finite volume modeling. This operation extracts a 30° dipping deposit, which makes current underground stone mine design guidelines inapplicable for this CSM. This work compares results from each stress estimation approach and discusses uses the point estimate method as a simplified stochastic approach to evaluate the effect of rock mass elastic properties variability on pillar stress distribution. Results from this work show that the three estimation approaches lead to different estimations, possibly, due to the wide range of assumptions each estimation approach considers. It was also determined that the horizontal to vertical stress ratio has a significant impact on pillar stress magnitude. Therefore, it is recommended to perform in situ stress measurements, or assume worst-case-scenario values to account and reduce uncertainty due to this parameter. The stochastic stress estimation approach used in this paper provides results that can integrate a risk-based pillar design framework.

The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. The abstract discusses the increasing consumption of manganese ores and the need to utilize low-grade ores and rejects. The study focuses on developing a low-cost process using a cupola furnace to recover manganese values from these resources. The process involves smelting ore blends to produce high MnO slag and pig iron. The study investigates various factors to improve iron reduction and separation from MnO-bearing slag. The results show that the process can produce slag with MnO > 35% and Fe(t) < 5% using low-grade Mn ores. The process also achieves Fe reduction between 50 and 70%. The cupola furnace offers advantages like low cost and ease of operation, making it suitable for processing low-grade ores and rejects to produce synthetic MnO-enriched products for various industries.

For many years tin mining in Bolivia has been very important to the economy of the country. In recent years the tin content of the ore reserves has been steadily declining. An improvement in concentration efficiency is highly desirable in order to increase productivity from the present-low-grade mine ores and to allow retreatment of the many millions of tons of tailings from past operations, some of which equal the present ores in tin content. A number of investigators have been or at present are working on various phases or approaches to the problem. Gravity concentration is used in Bolivia today as it has been in the past to recover tin minerals from the mine ores. An objective of the work reported in this paper was to examine the possibility of treating present low-grade ores and sink-float tailings products, at a relatively coarse grind, in order to produce a higher grade feed material to the present gravity concentration plants. The possibility of using heavy liquids in cyclones to treat large tonnages with a minimum of outlay presented itself and is of particular interest since appropriate heavy liquids are available and with physical properties which lend themselves to simple recovery methods. Tests were carried out using a closed circuit laboratory cyclone assembly. It was desirable to determine the value of using the SG50 concept and Tromp curves for analyzing the cyclone concentration test results. The effects of entrained water on the behavior of ore particles in the cyclone were examined.

It is the nature of mining to reshape the landscape. Mining is an earth moving process with many of the same activities associated with the regrading of a site for a shopping center, drainage channel, housing project or ballfield. The difference exists only in purpose and duration of activity. The purpose of mining is to, produce a valuable product. The purpose of regrading for construction of a project is to create a predetermined landscape for a specific end use. In both situations the objective is to move earth materials as efficiently as possible. The question is then raised, if similarities exist, can mining operations be directed to shape predetermined landscapes as an integral part of its earth moving activity. This paper will explore the opportunities and issues of shaping sand, gravel and hardrock construction aggregate sites for productive end uses. It is based upon the premise that, as an earth moving operation, the process of extracting sand and gravel includes an inherent capability to shape productive lands as an integral part of the mining operation. In the course of any mining operation non-commercial materials, including overburden, fines and excess sand are handled to extract and process the commercial products. This activity exists regardless of whether or not there is a plan to reclaim the land. Moving this dirt is a basic operational cost. This cost need not be significantly increased when the material is deposited to shape land rather than be stock- piled just to clear the way for mining the deposit. Moving of dirt to create useable land can be guided by the same criteria used to remove the dirt from the deposit: for example, limiting the- hauling distance. Over a period of time earth handling costs can be reduced by minimizing the need to transport the stockpiled material a second time to the new landform location.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."
