The International Symposium on Comminution was organized at Camborne School of Mines, Cornwall England. Papers covered the fundamental and practical aspects of comminution in the mineral industry. Although comminution equipment design has not changed fundamentally during the last 50 years, methods of control and optimization have improved considerably. A simulation model for batch ball milling in the rotating mill was developed as a step toward continuous simulation of ball and autogenous milling. New concepts in jaw crusher technology design and the concept of a 1.6- x 2.1-m (66- x 84- in) jaw crusher with open feed throat has resulted in power savings. The use of cone crusher technology in comminution circuits with particular reference to machine design, plant flowsheet and control figuration has been reported by Boliden Allis, of Sweden. The Whiten steady state crusher model form has been used to develop a quantitative model of 2.1-m (7-ft) cone crushers. This was done by incorporating liner age (wear) and liner length as variables on the selection of particles for breakage and thus on the product size distribution. Another paper by Lira and Karetsky discussed the development of a model based on a multisegment ball mill developed by Whiten and Kavetsky. It is capable of simulating the performance of a coarse grinding ball mill of a given diameter, ball size and mill speed.

The use of computers in system analysis is well established. Analog computers have been used for this purpose since about 1940. As the power of digital computers increased and their cost decreased, much of the analysis formerly done by analog computers has been diverted to digital computers. The mathematical foundation for system analysis was laid between the years 1700 and 1900. In the 1930?s, telephone repeater amplifiers were designed using systems analysis techniques. From 1940 to 1960 systems were analyzed using either direct simulation or LaPlace transforms. Since 1960 analytical methods have been expanded to include linear vector space theory. All of these methods are being used to analyze the dynamic behavior of mining machinery.

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

The Regional Copper-Nickel Study was initiated in large part because of fears that copper-nickel development might cause adverse effects on the environment from air pollutants such as sulfur dioxide (SOZ) emissions from a smelter, and water pollutants such as acid mine drainage. The Study comprehensively examined the potential for ad- verse effects on the environment and possible mitigation measures on both a local and regional scale by first characterizing existing air and water quality, and existing sources of pollution, and then developing hypothetical development scenarios to model potential adverse effects. This paper gives a brief overview of the Study's findings concerning air and water resources.

The Henderson Mine developed a water treatment system in 1985 to meet the NPDES requirements for its mine water discharge. Unacceptable levels of Zinc and Manganese formed the basis for the design and operation of the treatment system. Since initial start up, this system has reliably removed metals from the mine water and facilitated low cost compliance with water standards. The potential addition of a bio- monitoring requirement to the NPDES Permit in 1990 has added a second dimension to the metals removal process. This paper will review the history of Henderson's success at developing a low capital treatment system for metals removal and the anticipated effects of bio-monitoring upon this system based upon preliminary bio-monitoring screening.

INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. As a consequence of the oil crisis of the 70?s, the commercial value of coal increased very sharply and an upward trend in coal prices although now less pronounced, continues today. The graph shown in figure 1 illustrates the trend in the F.O.B. price of U.S. metallurgical coal. This trend occurs during a time when mechanized mining is firmly established as a means of production throughout the coal mining world. With modem methods of mining, mechanical cleaning is a necessity and quality control is no longer entirely dependant upon coal face practice. The efficiency of fine coal recovery is of vital economic importance to present day operations and good practice in this field contributes significantly to improving profitability. Numerous processes are available for the duty and this paper discusses one such system, namely the practice of froth flotation.

The decline in coal production has been slowed somewhat in recent years, mostly because of the industry's own remarkable success in holding the line on costs, and partly as a result of advances achieved through industry and government research. Nevertheless, the decline has continued. This downward trend combined with the increased productivity of labor through mechanization that has been necessary for coal to retain even its present competitive position, has resulted in a serious reduction in the number of miners required and large scale economic dislocations in mining communities. For coal to regain a more favorable position it must either expand existing markets by reducing the cost of the delivered product and thereby compete more effectively with other fuels or develop new uses that will require large tonnages of coal. New markets involving several million tons, which would look extremely attractive to most other United States industries--including the organic chemical industry--would do little to alleviate the coal industry?s depressed economic conditions, While such small new markets would be welcome, an industry producing over 400 million tons per year must look to large tonnage outlets for solutions to its long range economic problems.

Salicylaldehyde, a chelating agent for tin, has been found to function as a collector for the flotation of cassiterite. Infrared and nuclear magnetic resonance studies clearly show that salicylaldehyde can form a chelate compound in bulk and at the surface. Results are also given for the flotation of a tin ore with this reagent.

Blasting is commonly viewed separately from mechanical handling and crushing. This view is misleading because the degree of fragmentation achieved by blasting can have a significant effect on the efficiency of these processes and, hence, on the overall cost of the mining operation. In this paper, aspects of blasting and crushing and their interaction are examined. A case study is also presented that dramatically illustrates the influence of blast fragmentation on subsequent processing and on the financial implications involved.

The most important difference between weathering and alteration, which are the definition of the change in rocks that occur with the help of physical and chemical effects, is a new product is formed as a result of alteration. Although atmospherical conditions are the most important factor during rock change, geothermal fields play a large role in the developing of alteration phenomenon. Because every geothermal system shows different characteristics including the chemistry of geothermal fluids and their potential applications, alteration on the field is important for the studies to find geothermal energy sources and to obtain the thermal fluids. The development of weathering and alteration which is the mark of interaction , between the physical and chemical properties of geothermal fluids and gases with the reservoir and wall rock, gives out important data about the hydrogeology, hydrology, reservoir conditions and characteristics of reservoir rocks of the geothermal field. Therefore defining the development of weathering and alteration phenomenon in a geothermal field and modeling the change in rocks, is very important for the benefication of the geothermal field economically. In this study 70 km2 that reside between Kösedere plains, Uzunburun, Çamtepe, Centirler villages in Çanakkale - Ayvacik - Tuzla geothermal field were studied and subsurface travel of saline thermal fluids and their interaction with the rocks and development of weathering and alteration phenomenon in the field were investigated. For this purpose geological mapping of the field were done and observations and measurements as well as rock sampling were carried in locations more than 220. As the result of petrographical investigations of rock samples development of weathering and alteration phenomenon were defined and 16 rock samples out of 220 that represent the field in general were chosen to be chemically analized and after that geochemical comments on the Tuzla geothermal field were made. Also hydrothermal alteration zones that are located in Tuzla Tepe, on which weathering and alteration phenomenon is observed as widespread and thermal water discharge locations in the near perimeter of Tuzla Tepe were mapped and from these data rock change in Tuzla geothermal field were modeled.

Peat has unique physical, chemical and biological properties. These include high porosity and water retention, high absorption and adsorption properties, and high buffering capacity. In addition, peat is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste- treatment purposes. This paper reviews North American literature on the use of peat for waste-treatment applications. The literature indicated that peat has potential for use in the treatment of municipal and on-site effluents, for the removal of low concentrations of heavy metals and for the adsorption of liquid and gaseous hydrocarbon pollutants.

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000 cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

"Philosophy" addresses the definition and assigning of importance to the marketing of by-products. Two examples, one in metals and the other in industrial minerals, explore prime product to by-product relationships. Relative revenues from all products illustrate the importance of by-products to economic feasibility. "Mechanics" takes a broad view of the types of marketing organizations that are applicable to individual circumstances in the marketplace. In-house marketing as well as agents, merchants and trading companies are outlined and discussed. Philosophy Definition Of Terms Philosophy Definition Of Terms The definition of terns for a paper such as this is generally a necessary but not-very-interesting exercise. However, in simply trying to clearly define the term "by-product" some interesting relationships between products arise and the line of demarcation between "product" and "by-product" often becomes obscure. The search for that distinction represents the philosophy portion of the title. A couple of definitions of philosophy can even help to set the tone for what follows. According to Webster, philosophy is : 1 Pursuit of wisdom. 2. A search for a general understanding of values and reality.

Mining companies are increasingly approaching the social aspect of sustainable development within the rural communities that neighbour their projects and operations. Rural community engagement requires significant effort and resources, and it can be extremely challenging for mining companies to earn and sustain social capital. The focus on rural, proximal community engagement is not to be understated and has led to significant benefits in many communities. However, opposition to mining projects is often exhibited in urban environments, where there may be potential for mining companies to gain social capital with relative ease. Cities tend to have existing frameworks for community engagement and public activation, such as annual parades and festivals, that make it easy for a mining company to provide financial support or value-in-kind. Local organizations and community groups can achieve the same amount of engagement in an urban environment with significantly less effort required from the mining company. By applying simple marketing principles to community engagement strategies, corporations can increase awareness for their business and encourage city residents to think critically about the origin of resources. Unlike many corporations, mining companies are not marketing or selling products to individual consumers. From this arises the opportunity for a company to use marketing to promote other positive initiatives and, as such, connect their brand with positive messaging thus earning social capital. This may lead to a wide variety of secondary impacts including benefits to recruitment efforts, increased political support, and positive media coverage. This paper explores these matters with special reference to Vancouver, BC, Canada and the mining companies Teck and Goldcorp.

Computer applications in mine 'production' planning and control are concerned with the here and now. In production planning and control we are dealing with tactics as opposed to strategy. Our objective is to make the best of the situation in the short term, i.e., in a relatively fixed environment with relatively fixed plant, equipment, and labor. Environmental factors include not only the geology of the deposit but also market factors (such as price) and governmental constraints and regulations. Mine production planning systems are applied at the interface between concept and execution. Mine production control systems are applied at the interface between execution and revised operating practices or a revised concept. Fig. 1 shows the information flow that takes place regardless of whether the planning and control systems are manual or automatic. The feedback that results depends on the feedback mechanism that has been established, and this feedback can be enhanced by careful systems analysis and design. Chronologically, production planning and control activities support the last in the series of line functions that are ordinarily performed by mining companies. The first of these is exploration, the second is evaluation and development, and the third and final function is production.

Atlantic Richfield Company began operating a commercial uranium solution mining project in April, 1975 in Live Oak County, 10 miles southwest of the town of George West (Figure 1). The operation is designed to produce 250,000 pounds of U303 per year and is jointly owned by Atlantic Richfield Company, Dalco and U. S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural -- cattle ranching and farming -- but several producing gas fields are present in the areas as well.

Talc is currently mined in the U.S. in six major districts. The size and depth of the ore bodies and their mineralogy dictate the types of products manufactured and the mining and processing methods which must be employed. The geology of the major deposits is well known and will be but briefly discussed The major emphasis will be placed upon the past history of the districts, the size and depth and configurations of the ore bodies, the ore mineralogy, and how all of these factors govern the types of mining and processing operations which may be employed in each of the districts.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.
