The development of highly selective mineral processing reagents, which are not merely metal-ion specific, but specific to the particular mineral surface structure, is essential for the exploitation of relatively more difficult-to-process ore deposits, in particular for the separation amongst minerals having the same constituent ion. Both the choice of the functional group as well as the molecular architecture of the reagent determine its selectivity. Several examples are presented in this paper to illustrate the concepts of structure specificity and molecular recognition at mineral surfaces - the concepts crucial to the advancement of the emerging science of reagents design. Recent advances made in the understanding of molecular interactions involved in the synthesis of biomineralized materials are discussed so as to delineate the utility of this approach in the design of selective reagents for mineral separation.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. Mechanized underground mines suffer from noise overexposure. Noise levels are often above the Permissible Exposure Limit (PEL) where underground fans are used. Sound levels in active workings can reach up to 121 A-weighted decibels (dB(A)), especially when fans are not equipped with silencers. Use of silencers seldom ensures PEL. Overexposure of noise induces permanent hearing loss among mine workers. A NIOSH-funded research project and field studies at six coal and non-coal mines revalidated the findings. The University of Utah undertook laboratory studies to reduce fan noise at the source. A new silencer prototype with varying noise dampening material was designed and tested. The silencer and associated extension can be repacked with different dampening materials. The silencer and the extension were used in various configurations. Attempts were also made to simulate field conditions. The tests demonstrated a maximum sound level attenuation of about 14 dB(A) at the fan discharge. A properly designed silencer offers lesser resistance and thereby better fan performance and lower energy cost. The re-packable silencer is more likely to be maintained properly. Lowering of noise level happens in audible frequencies (4000 to 8000 Hz) which are important in A-weighting.

In truck and shovel operations, productivity and cost per ton are influenced by the system matching choice, Optimization involves a balance of the size and number of trucks, the size and type of loading tool and the projected material conditions and haul roads. Caterpillar has updated its Fleet Production and Cost program so miners can more easily look at matching choices and optimize on the variable they choose. This paper introduces the Fleet Production and Cost program. It then demonstrates its capabilities with examples of optimization. Mining operations that use trucks need to properly match the number and size of hauling units (trucks, wagons, scrapers, etc.) to a loading unit (wheel-loader, hydraulic shovel-excavator, cable shovel, push tractor, etc.) to provide the best possible fleet match. Optimizing fleet match minimizes the cost per unit of material moved by that fleet. As haul conditions change (haul length, grade or rolling resistance), there may be need to adjust the number of trucks to maintain the optimum fleet match. Fleet Production and Cost is a tool that can be used to optimize the truck-loader match.

This paper presents the findings of a face ventilation investigation, conducted by the Ventilation Division, Pittsburgh Health Technology Center, at a underground coal mine operating in the Illinois No. 5 coal seam. The purpose of the investigation was to evaluate the effectiveness of a blowing face ventilation system in controlling methane liberation in the face area while mining with brattice distances up to a maximum of 40 feet from the face (extended cut). The continuous miner on this section was remotely controlled and equipped with a machine mounted dust collector. Data collected during this investigation included methane concentrations, intake and return air quantities in the face area, and scrubber air quantities. In addition, a time study was conducted to correlate the methane peaks to activities in the face area. In conjunction with the face study on Section A, separate methane liberation studies were conducted on three additional sections: B, C, and D. This was done in order to compare intake methane concentrations and methane liberations from other sections in the mine to the test section. Calculations indicated that the minimum intake air quantity necessary at the inby end of the line brattice for the section investigated was 7,000 cfm. Due to the higher intake methane concentrations and average methane face liberations measured on three other sections, the minimum air quantities necessary at the inby end of the line brattice were determined to be 13,900 cfm, 11,100 cfm, and 15,000 cfm, respectively.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

Campbell Red Lake Mine is situated at Balmertown, in the Red Lake District of Northwestern Ontario, Canada. This area is some 120 miles north of the Trans Canada Highway and is some 160 miles Northeast of Winnipeg, Manitoba. The majority of our 300 employees live in Balmertown, which is a community of some 1,200 people, situated adjacent to the mine proper. The mine is serviced by a single shaft 4,300 feet deep. There are 27 levels at 150 ft. intervals. Stoping is being carried out down to the 20th level with only preliminary development having been done on the bottom 6 levels. The majority of our mill feed of 825 tons per calendar day comes from above the 10th level. Gold occurs as specks and streaks in bluish-grey to white quartz carbonate veins. It is extremely fine grained and most is invisible to the unaided eye. In addition to Gold the veins carry varying amounts of sulphides such as, Arsenopyrite, Stibnite, Pyrite, Pyrrhotite and Sphalerite. A minor amount of silver occurs as an impurity in the gold. Arsenopyrite is a marker for the gold ore at Campbell. The average grade of the mill feed is 0.7 oz. of gold per ton. The ore is dumped into an underground ore pass that feeds to a jaw crusher on the 20th level that reduces the rock to a maximum size of 4". This material is hoisted by skips to an ore bin in the head frame.

In 1971, during the planning and design stages of a $300 million expansion, the Iron Ore Company of Canada Ltd. through its Engineers, Canadian Bechtel Ltd., came out with a preliminary request for two (2) 10,000 LTPH belt conveyor scale systems. These Systems were to provide weighing accuracies within 2.5% of the iron ore pellets and concentrates in transit on two (2) 72" wide conveyors from the stockpiles to the ships. Each conveyor system would be fed by a rail mounted bucket wheel reclaimer, with the conveyed material moving directly to the ship loaders with no inter- mediate surge and/or storage bins between the stockpiles and the ships. The bucket wheel reclaimer discharge rates would vary from 0-9600 LTPH in cyclic periods, with the periods varying from 1-5 minutes - dependent on the level of the reclaim buckets in relation to the stockpile as well as the slewing rate of the reclaimer. There would be frequent interruptions for bucket wheel repositioning (laterally and vertically), changing ship holds, and trimming ship holds. These frequent zero flow conditions, approximately 500 per 150,000 ton ship, could last 1-5 minutes. In addition, the conveyors on which the scales were to be mounted would be over the water and subject to the wind and cold of Northern Quebec. These Systems would be in use 350 working days of the year and would load 30,000,000 LT/yr. (An average of 90,000/working day).

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

In the early 1940's Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

A discussion of fillers would not be complete without allotting adequate time to that unique and different mineral material, diatomaceous silica. Historical references to its use challenge the aesthetic aspect of man's curiosity; whereas modern scientific tools have provided a dimension of measurement that has motivated many of its more recent applications. A brief review of what is already known is in order. The diatom is a unicellular, plant-like, microscopic organism, related to the algae1. Its natural function appears to be that of a food for other marine or lacustrine organisms, The diatom's "claim to fame" from an industrial viewpoint is dependent on the fact that it secretes an opaline siliceous skeleton that must survive, chemically and structurally, the geologic processes that caused its formation in the first place; its subsequent demise, burial, consolidation, and alteration; and finally, its ultimate exploitation by man--in somewhat that order. In addition to its siliceous nature, the skeletal structure of the diatom possesses a variety of shapes, patterns, and sizes that have not only been the intrigue of microscopists for decades, but have served to set diatomite apart as an industrial mineral; and have reserved for it applications that cannot be satisfied by any other material. Its chemical inertness, its intricate structure, and its intrinsic hardness-coupled with fineness and friability-- are generally known and have accounted for its application in a wide range of filtration and filler uses. The increasing use of the electron microscope has considerably expanded our knowledge of heretofore unseen secondary and tertiary structure of submicron dimension in the diatom valve. The development of electro-sensing methods of particle size measurement which seem to supersede sedimentation and microscopic techniques has portrayed size distribution in a more realistic light. Interest in the surface chemistry of these silica structures has further strengthened our understanding for certain uses. Thus, new tools and ideas have made possible the introduction of diatomite into such sophisticated technologies as that of chromatographic supports, its improved utility in paint applications for the control of gloss and sheen, and its usefulness in the entirely new concept of "Dry Acid Concentrates." Each of these applications has been discussed elsewhere before people particularly interested in analytical chemistry, in paint, and in liquid handling, respectively, where the diatom has been a means to an end. The emphasis here, before the mining fraternity, however is on diatomite as a raw material with reference to the uses mentioned above. It is therefore toward an awareness and understanding of diatomite properties pertinent to these newer filler applications that this paper is directed.

Surface contamination of minerals during fine grinding may occur due to coating of one material on the other. This can alter the surface chemical properties and adversely affect the separation of minerals by physico-chemical processes. In dolomite-silica system, selectivity was completely lost (compared to a synthetic mixture) after wet grinding of the minerals in spite of using a dispersant. Adsorption and surface characterization studies were conducted on silica particles separated after grinding with dolomite. SEM-EDAX analysis indicated the presence of dolomite on silica particles, which could cause the loss of selectivity.

In 1967 a large kaolin deposit was discovered on the Jari River, a tributary of the Amazon, in the territory of Amapa in Brazil. The kaolin occurs in the Barreiras Series of Pliocene age and is part of the Belterra Clay. The kaolin was drilled and tested, and today a modern processing plant is producing over 150,000 tons per year of high quality paper coating clay. Some of the problems associated with the mine development, processing, personnel, and marketing of this remote kaolin deposit are discussed. The mineralogy and physical properties of the Jari kaolin deposit are also described.

Millions of years ago, in late Cretaceous time before man existed on Earth, tremendous orogenic forces began to change the face of the western part of the North American Continent. Catastrophic events marked by huge uplifts of thousands of square miles in the Cordilleran Belt, some of which are barely discernible in the geologic record, were accompanied by long periods of batholithic intrusions and volcanic eruptions. These events produced the great Rocky Mountain systems, which were at the time even higher and more rugged than they are today. Such activity continued into Tertiary time, and during the Pliocene and Pleistocene periods millions of tons of volcanic ash were hurled skyward by explosive volcanic activity and carried by the westerly winds to the east where it settled out of the atmosphere and deposited over thousands of square miles of the high plains. Unusually heavy rains, probably caused in part by the volcanic activity itself, together with high winds, reworked and redeposited the freshly fallen ash into lakes and depressions of varying sizes and shapes. Subsequent deposits of sand, gravel and loess covered the deposits of volcanic ash, preserving them in the condition in which they are found today. In many places erosion has cut through the sand, gravel, loess, and volcanic ash so that in favorable localities on hillsides and gullies, exposures of volcanic ash can be seen interbedded with sand and gravel.

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. In the Mining Industry, the means of handling and transferring lubricants has been given little attention over the years. An analysis of this process indicates that this neglect has often exacted a very high price. As the costs associated with labor, equipment utilization and waste disposal soar, the need for an efficient system takes on an increasing significance. Often the focus of bulk systems has been placed on the master container itself. Certainly, there is nothing new about a large lubricant container; they have been available over a period of years, known under a variety of names, "mini tank", "super drum", ?flo-bin" and "tote bin", to name but a few.

In this economic age of high interest rates and softening mineral commodity markets, the mining industry is taking a hard look at how it conducts its business and where economies can be effected. The capital investment to build a new metallurgical facility or open a new property has traditionally attracted substantial investigation, analysis and management attention. The areas of mineral exploitation, financial feasibility, engineering and construction have been studied extensively and their management, although still difficult, have become refined disciplines.
