The traditional route utilised for the recovery of Platinum Group Minerals (PGMs) in South Africa involves the concentration of ore by flotation, followed by smelting to produce a PGM rich matte, which is then digested hydrometallurgically to solubilise base metals and Platinum Group Elements (PGE). HCl/Cl2 is conventionally used for PGE dissolution from concentrated material, which is an aggressive reagent associated with high maintenance costs as well as environmental concerns. Of interest is the leaching of PGMs directly from mineral ores, low grade concentrates and tailings in a cyanide-ferricyanide system as a more sustainable alternative. This system has shown favourable Pt recoveries among the Pt minerals, but with sperrylite (PtAs2) displaying highly refractory behaviour. The dissolution of sperrylite is investigated in a cyanide-ferricyanide system in the context of an electrochemical study involving OCP, chrono-amperometry and cyclic voltammetry. This approach allows the assessment of leaching characteristics as well as the investigation of surface passivation, which is believed to contribute to poor Pt recoveries. This paper introduces the Quantified Value-created Process (QVP), a decision-making process for use in mine design and operation. The implementation of the QVP is founded on a ten-step rock engineering design process and a ten-step strategic planning process. The potential of this approach is demonstrated by examples of value created as a result of good research, design, and planning. The QVP is divided into two parts, namely, a ‘planning the process’ section and an ‘implementing the process’ section, and can be considered to be an extension of the risk approach. All costs, direct and indirect, associated with a significant mining decision (design, operational, investment) must be quantified in advance of committing to that decision, to determine the value that will be created in the short, medium, and long terms. Ethical values, associated with health, safety, the environment, public perception, and social aspects, may be difficult to quantify in economic terms, but must nevertheless also be considered. In contrast with a traditional risk approach, the QVP will identify the upside, and allow executives to make more informed strategic decisions. In this context it is essential to actively engage upper management in the decision process.

The successful application of solid electrolytes in electrochemical cells for high-temperature thermodynamic studies depends to a large extent on an accurate knowledge of the P. value of the electrolyte (the oxygen partial pressure at which the ionic conductivity and n-type electronic conductivity of the electrolyte are equal). Consequently, the P. value of an electrolyte must be determined prior to its use in electrochemical cells. This paper describes the successful application of a coulometric titration technique in the quantitative assessment of the P. values of a commercially available ytria-stabilized zirconia electrolyte that has been used extensively by local investigators. The experimentally determined P. values of the electrolyte are reported and compared with P. values reported in the literature for a similar electrolyte.

NiskanenThe rock mechanics papers, because of their complementary nature, were presented in succession and discussion on both followed directly. The paper on automated ventilation control at a mine in Finland was then presented and the session was closed with several contributions to this paper.By and large the papers and discussions which followed in this session showed how a classic tie-up had developed between the use of computing techniques in important fields of mining, and their practical application. In fact, the dis-cussion following the rock mechanics papers showed clearly that without the aid of high-speed digital computers the rate of progress in applied research in deep-level hard-rock mines, would have been severely hindered. Furthermore, it became apparent from the comments made by several contributors that the rock mechanics techniques and computer progress described in Deist's and Cook's papers could be used to provide useful data in the solving of rock mechanics and design problems on mines other than flat dipping deep tabular deposits.The paper by Niskanen, which described an automated ventilation control system at a mine in Finland, showed how effective computers could be in areas where the reversal of mine ventilation occurs due to severe seasonal temperature ranges. Although the system described in the paper could not be introduced easily in complex underground mines, several contributors gave examples of similar ventilation problems that could be solved mechanically,In introducing his paper, Dr Deist said that the purpose of the paper was to give a brief account of some of the programs designed by himself and his co-authors to aid in the solution of rock mechanics problems,The first system presented by Dr Deist was known as MINSIM in the South African mining circles. This system was designed specifically to aid in the solution of rock mechanics problems in the South African gold mining industry. It was particularly designed to handle tabular deposits at great depth but it has been used satisfactorily on a number of occasions to obtain at least approximate solutions in other mining situations. Dr Deist said that the principles embodied in the programs were easily extended and, in fact, there was a project in progress at that time which was aimed to do this. He said that the principles could easily be extended to shallow-depth mining at steep or very steep inclinations."

A mineralogical study was conducted on the feed (3.51 g/t Au and ~90 g/t Ag) and four leach residue samples (assaying 0.09 to 0.19 g/t Au and 30.0 to 61.5 g/t Ag) from the Pinos Altos silver-gold deposit in Mexico to determine the cause for gold and silver losses. A comprehensive mineralogical and analytical approach including fire assay, gravity pre-concentration, ore microscopy, mineral liberation analyser (MLA) and electron microprobe was used for the current study. Results showed that gold and silver lost in the leach residues occurred mainly as inclusions in quartz and silicates (accounting for over 80% for Au and 92% for Ag of the head assays, respectively), with a minor amount in iron oxide and other minerals. The amount of liberated gold and silver is negligible. Results also showed that gold and silver particles in leach residues are mainly ranged from 1 µm to 5 µm in size, which implies that ultrafine grinding is required to improve the recoveries of these two metals. In recent years, the grade of silica in zinc concentrate has increased due to the degradation of zinc content and the increase in impurity content in natural ores. It implies that the development of silica removal technology from zinc concentrate is necessary to solve problems in the smelting process caused by the high content of silica in zinc concentrate. In this paper, the authors investigated the silica removal processes from silica-rich zinc concentrate by mineral processing approaches such as re-grinding and flotation. This study focused on the pulverisation process as a pretreatment for the investigation of individual minerals' liberation from the silica-rich zinc concentrates using different kinds of pulverisers. Flotation experiments were performed to separate silica and zinc concentrate from the pulverizsd feed sample using a pH regulator (NaOH), activator (CuSO4), collecting agent (PAX), and foaming agent (DOW froth 250). Results showed that the liberation rate of silica (SiO2) was reached 75% from 13% by pulverisation in an attritor with a 2 mm ball in diameter, while silica accumulated in a fraction over 20 mm in size. Flotation experiments indicated that silica removal efficiency was achieved by 44% from + 20 mm fraction obtained from pulverisation whereas the grade of silica in froth reached 1.85 mass% from 4.5 mass%. Results indicate that silica could selectively separate from silica-rich zinc concentrate, and 99.8 % zinc recovery is achieved under the studied conditions. ABSTRACT: In the south of the Island of Gran Canaria (Spain) there appear layers of swelling clays inside volcanic formations of a fonolitic type, down to depths as low as 500 m, with thicknesses of 1 to 3 m. Two tunnels (each of length 1,500 m) have been built in these zones (ignimbrites and swelling clays), work on which started in the ‘70s. The construction has been influenced by phenomena of expansivity and decompression. Presented below are the problems that arose, the field and indoor studies conducted and the numerical optimisation of the lining. ZUSAMMENFASSUNG: Im Süden der Insel Gran Canaria (Spanien) kommen im Inneren vulkanischer Formationen phonolithischen Typs in Tiefen von bis zu 500 Metern 1 bis 3 Meter dicke Blähtonschichten vor. In diesem Gelände aus Schmelztuff und Blähton begann man zu Beginn der siebziger Jahre, zwei Tunnel von jeweils 1.500 Metern Länge anzulegen. Die Bauarbeiten standen unter dem Einfluss von Dehnungs- und Dekompressionserscheinungen. Der folgende Text enthält eine Darstellung der aufgetretenen Probleme, der durchgeführten Feld- und Laborstudien und der numerischen Optimierung der Tunnelauskleidung. RESUME: Dans le sud de l’Ille du Gran Canaria (Espagne) on a détecté des couches d’argile gonflante dans l’intérieur des formations de roches volcaniques fonolitiques, à la profondeur autom des 500 m, avec épaisseur de 1 à 3 m. Coal mining in China is facing the transition from output to quality. Based on the total mining capacity and average production, the current situation of coal mining at mine, city, and province levels is analysed, and data in support for the layout of sustainable mining development and the optimization of output provided. The results show that 87% of China's coal is mined by underground methods, with an average production capacity of 0.93 Mt/a per mine. Open pit mining accounts for 13%, with an average mine production capacity of 5.73 Mt/a. The average mining capacity of coal mines in China is 1.05 Mt/a, with 1181 coal mines with an average capacity less than 0.3 Mt/a, accounting for 35% of the total coal mines but contributing only 4.51% to output. They are distributed in about 48 cities in six provinces, seriously restricting the transition to green coal mining. The coal industry should speed up the closure of small coal mines in key provinces and cities, eliminate outdated production capacity in the central region, increase the speed and proportion of coal resources moving westward, and promote high-quality development of coal mining.

The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.

"SynopsisFluorine – in the form of hydrofluoric acid, anhydrous hydrogen fluoride, elemental gaseous fluorine, fluoropolymers, volatile inorganic fluorides, and more – has played, and still plays, a major role in the nuclear industry. In order to enrich uranium, the metal has to be in the gaseous state. While more exotic methods are known, the standard and most cost-competitive way of achieving this is by means of uranium hexafluoride (UF6). This compound sublimates at low temperatures, and the vapour is enriched using centrifugal processes. The industrial preparation of uranium hexafluoride requires both elemental fluorine gas and anhydrous hydrogen fluoride (HF). HF is prepared by the reaction of sulphuric acid with fluorspar (CaF2). Fluorine gas in turn is prepared by the electrolysis of HF. Yellowcake is first converted to uranium tetrafluoride (UF4), using HF, after which the compound is treated with fluorine to yield UF6. After enrichment, the UF6 is reduced to UO2 for use in fuel elements in pellet form.South Africa has the largest reserves of fluorspar internationally, and is the third largest producer after Mexico and China. Fluorine technology has many associated difficulties, because of the reactivity of fluorine and the toxicity of HF. The main barriers to entry into the fluorochemical industry are thus the abilities to produce both HF and F2. Both these substances are produced locally, at the industrial scale, at Pelchem SOC Ltd. Should South Africa contemplate developing its own nuclear fuel cycle as part of the awaited new-build nuclear project, it will be imperative to leverage the existing skills with respect to fluorine technology, resident at both Pelchem and Necsa, for this purpose. This paper summarizes the fluorochemical skills developed locally over the past several decades, and suggests strategies for maintaining the technology base and developing it for the next generation of scientists and engineers.IntroductionFluorine chemistry has always had a very close relationship with the nuclear industry. Although the first mention of fluorspar was recorded in the sixteenth century, and the fundamentals had been well-developed by the Second World War, it was only during the Manhattan Project (Banks et al., 1994), when almost unlimited funds were made available for the large-scale industrialization of fluorine and related compounds, that the technology took off. Expertise in both the chemistry and the engineering aspects of fluorine is essential for the design and running of several of the unit processes in the nuclear fuel cycle."

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Technosol production from mine waste, following amendment with additional organic residues, to provide healthy and functional topsoil is an advantageous alternative to the long-term dump disposal of mine waste. Minimising the legacy of mine waste and supplying soil for mine site rehabilitation contributes towards more sustainable mining practices. Following the creation of the physicochemical structure of the soil from appropriate mixtures of coal waste with low sulfur content, physical ameliorants and nutrient sources, the inoculation of Technosols with active microbial suspensions may accelerate the decomposition of organic matter present and ensure nutrient availability for plant growth through active nutrient cycling, particularly of nitrogen, sulfur and phosphorous. In this paper, South African ultrafine coal waste was used as the main mineral matrix, and malt residue was used as source of organic matter and nutrients. In order to evaluate the effects of Technosol inoculation, five microbial treatments were used, including the addition of: commercial grade efficient microorganisms (EM Prosoil), anaerobic digested sludge supernatant from treating brewery waste, and ‘tea’ extracts prepared from compost, vermicompost and soil native to the mining area. Growth experiments were carried out using Eragrostis teff, commonly known as teff, a grass typically used for the rehabilitation of mined areas in South Africa. Preliminary results showed that Technosols inoculated with microorganisms performed better in terms of nutrient availability and plant growth. Varied performance was observed as a function of the microbial inoculation applied. This suggests that the inoculation of Technosols with appropriate microorganisms may be recommended to accelerate nutrient availability assisting plant growth during the initial establishing of the Technosols. Technosols continue to show promise as an alternative to both mine waste disposal and the burrowing of topsoils for mine rehabilitation. Discussion J. de V. Lambrechts (Fellow): The author's paper is a brilliant follow-up of an earlier paper by Starfield and Dickson.1 I have no quarrel with Dr Starfield's computerization of a complex problem, but I do not believe that he is getting quite the right answers from his programme. My impression is that his predictions about wet bulb temperature increases in very deep mines are over optimistic; in other words, that it will be hotter than Dr Starfield predicts. This is putting my views in a nutshell. This is not the occasion on which to indulge in lengthy argument about the original paper by Starfield and Dickson, but the present paper is, after all, based directly on that earlier paper and if the one fails, the other cannot succeed. I did level certain criticisms at the first paper and cannot say that the authors' replies were very convincing. I do not think it is a sin to admit that I belong to the old school which believes in thorough field experimentation and practical trials and no amount of mathematical manipulation or physical theorizing, no matter how excellent, can make up for inadequate practical confirmation. This, as I see it, is still the crux of the matter. The original paper by Starfield and Dickson still rests on somewhat scanty practical evidence and I would be much happier if Dr Starfield's computer programme, based on the Starfield-Dickson model, had been checked against a large mass of observations in the practical mining situation. This is what both Wiles2 and myself3 had tried to do previously. What we lacked in mathematics and/or computer aids, I think the present paper by Dr Starfield lacks in practical substantiation. This is no condemnation of the author's paper which, taken by itself, is excellent but I think the final stage is still lacking, namely the bringing together of theory and empiricism in a manner acceptable to all. This may be wishful thinking on my part but I hope, within the next year or so, to come up with a modified Starfield-Dickson model in such a way that the computer answers will agree in the majority of cases with the few hundred field observations which are already on record. Hemp (Visitor): Dr Starfield's paper has very effectively rounded off one particular aspect of the general problem of heat flow in mines. The ease with which this computer programme can be used to calculate temperature increases in horizontal airways must lead to its wider use in ventilation planning and, in developing this rapid method, Dr Starfield has indeed rendered a valuable service to the mining industry. One could consider further instances of heat flow in airways in which the availability of a rapid computer method would be desirable, e.g. the flow of air down a shaft, where there is an increase in temperature due to adiabatic compression, as well as an increase in virgin rock temperature as the depth increases. However, this particular case would not present any new problems and would merely require an extension of the exisitng work. I should like in this contribution to talk about an aspect of environmental control in mines which, I think, will become more important in the future. It is well known that wet bulb temperatures are subject to fluctuations underground. In some instances, particularly in stopes, the fluctuations, both with time and position, can be considerable. The theoretical work which has been carried out on temperature increases has been aimed at the prediction of mean temperatures, and no account has been taken of fluctuations around this mean. It is questionable whether this approach will, on its own, be sufficient, particularly when temperature increases in stopes are considered. The fluctuations in air temperatures underground arise from two causes. The first of these would be the fluctuations in surface conditions, and here one could list random, diurnal and seasonal fluctuations. The second cause is the multitude of things which vary in a mine and here one could list variations in air flow quantity, sources of evaporation, heat transfer from pump and compressed air columns and, particularly in the stope, variations in air flow patterns. Fluctuations arising from surface temperature variations should be amenable to calculation, and here one envisages figures relating the decay of temperature variation with distance to factors such as air flow quantity. Fluctuations resulting from changes in the mine are perhaps more difficult to tackle theoretically and the best approach could well be to analyse underground observations. In this connection, there is a good case to be made for the increased use of statistical methods in the analysis of underground temperature measurements, and it might be of value to look at current air-conditioning practice. Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

Professor R. N. Pryor, AR.S.M., B.8c., C.Eng., F.I.C.E., F.I.Min.E., F.I.M.M., who died on 14th July, 1979, after a short illness, was President of the Institution of Mining and Metallurgy for the session 1978-1979. Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. Occupational accidents and diseases The IXth World Congress on the Prevention of Occupational Accidents and Diseases will be held in Amsterdam from 6th to 9th May, 1980. Rock mechanics The 21st U.S. Symposium on Rock Mechanics is to be held at Rolla, Missouri, from 27th to 30th May, 1980. Protection against noise An International Symposium on the Protection of Workers Against Noisewill be held in Dresden (German Democratic Republic) from 27th to 30th November, 1979. Management of mineral resources A joint meeting of the Institution of Mining and Metallurgy, the Society of Mining Engineers of AIME, and the Metallurgical Society of AIME is to be held in London from 27th to 30th May, 1980. INFACON 80 During 1970 various South African institutes and associations agreed to organize an international ferroalloys congress. It was recommended that this should be made a continuing forum, where ferroalloy people could meet and discuss matters of mutal interest.

In addition to nominating committee members, Mr G. T.G. Emere delivered a presentation on the Barbrook gold-mining project, which is currently in the development phase some 40 km east of Barberton.
