This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

This report presents the data of one of a series of investigations of the washability of Alabama coals as indicated by float-and-sink tests made by the Bureau of Mines at the Southern Experiment Station in cooperation with the University of Alabama and Alabama coal producers The Klondyke mine, operated by the Blocton Mining Co., is about 1 mile east of West Blocton, Bibb County, Ala., near the southwestern extremity of the Cahaba coal field. The Bureau of Mines already has published three reports that deal with the washability of Cahaba coals - one a washability study of the Clark bed at Marvel4/, one on the tabling of fine coal from the Thompson and Woodstock bed , and the third a washablility study of the Henry Ellen bed at Acmar6/.

Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.

The extent of this interest has been evidenced to the Bureau of Mines by numerous requests for information as to the factors that must be considered if Diesel engines are to be used safely underground.Proponents of the application of the Diesel engine to underground haulage base their claims for its safety upon a comparison with the gasoline engine, assuming that (1) the carbon monoxide content of Diesel exhaust gas is always low and that (2) fire and explosion hazards from Diesel fuel are minimized because of its low volatility. In these respects the Diesel engine appears less hazardous than the gasoline engine, whose use underground has been discouraged by the Bureau of Mines and other organizations interested in safety in mining. However, such generalizations cannot be accepted as conclusive evidence that safety is inherent in Diesel engines in underground service, as European experience indicates that certain hazards may accompany their use. Such hazards were discussed in a previous publication 7/ that reviews developments in the use of Diesel locomotives in European coal mines.The Bureau of Mines has initiated a study of the hazards that may attend the use of Diesel engines underground to obtain first-hand information that may serve as a basis for recommending sale practices under conditions existing in the United States."

This Bureau of Mines report presents the results of a laboratory investigation of coal cutting mechanics and noise. These experiments were performed using linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts was ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to formulate analytical models of the coal cutting forces and noise. The analytical model for coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as provide benefits to other important areas of health and safety in underground mining.

A new dual-boom remotely controlled roof bolter was designed, fabricated, and then tested in an underground coal mine. Remote-control functions allowed complete bolting cycles to be performed on two booms with both operators located within protective cabs. Capabilities included 3-to 6-foot-long bolts in 5-to 8-foot seams, limited to bolts 20 inches shorter than seam height. Machine was in compliance with all regulations including dust collection, machine lighting, and permissibility.

This report describes the Mine Inspection Data Analysis System (MIDAS) developed by the Bureau of Mines to analyze the records of industrial hygiene samples collected by the Mine Safety and Health Administration (MSHA) in metal and nonmetal mines. MIDAS is the first system capable of sorting, editing, analyzing, and reporting these data. It is also the first system designed to be used by a number of Government agencies. At present the system contains 225,000 personal and area samples for 61 contaminants in 45 industries. The records date from 1974 to early 1980, and MSHA plans to provide yearly updates to the system. This report presents preliminary analyses of dust exposures and discusses the potential uses and limitations of these data. Analysis of the dust data for 1978 and 1979 showed that bagging had the highest percentage of dust overexposure. Morn than 40 pct of the 1,536 respirable quartz dust, total nuisance dust, and total silica dust samples exceeded the MSHA exposure limit. Other dusty occupations are ranked according to their percentage of overexposure.

This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. This report is submitted in fulfillment of the requirements of Contract Number 50241073 by Fenix & Scisson, Inc. to the Denver Mining Research Center, United States Department of the Interior, Bureau of Mines. An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system's ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system's ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.

The investigation of the iron-gadolinium phase diagram is part of a project undertaken by the Bureau of Mines and sponsored by the Atomic Energy Commission to investigate rare-earth alloys. Data from the investigation of the iron-gadolinium phase diagram revealed a single eutectic system with very limited terminal solubility and three intermediate phases. The eutectic point occurs at about 85 percent gadolinium, and the eutectic isotherm, which occurs at 850° C., extends from the compound Fe2Gd to 99-plus percent gadolinium. Very little solubility of the solid phases in each other was observed. The three intermediate phases, FegGd, Fe3Gd, and FeaGd, melt incongruently at peritectic isotherms at 1,320°, 1,150°, and 1,080° C., respectively. The crystalline systems of the three phases were determined as follows: FegGd, hexagonal; Fe3Gd, hexagonal or rhombohedral; and FeaGd, face-centered cubic. No lowering or raising of the alpha-gamma iron transformation at 910° C., the gamma-delta iron transformation at 1,388° C., or the gadolinium transformation at 1,262° C. was observed. The principal methods used in determining the iron-gadolinium phase diagram were melting-point determinations, thermal analyses, metallographic examination, and X-ray diffraction analyses. Melting, heat treating, and thermal analyses were conducted in a vacuum or under a helium atmosphere because of the avidity with which oxygen combines with gadolinium at elevated temperatures. A few hardness values were determined, but they had no part in the derivation of the phase diagram. No other mechanical properties were determined.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. (l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

The percentage of coal cleaned mechanically has increased greatly in the past 30 years. This technological change in preparation methods, accompanied by mechanical innovations in most phases of coal mining, has enabled the industry to supply quality coals at competitive prices. The Bureau of Mines has contributed to this progress by conducting research on coal-preparation problems, by evaluating the performance of domestic-and foreign-made preparation equipment, and by recording advances as they occur in industrial coal-cleaning practices. The Bureau's work in this field is recorded in the more than 150 technical and scientific publications listed in this volume. These reports, published by the Bureau over the past half century, document the Nation's progress in a vitally important phase of fuel technology.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

This report describes the tri-n-butyl phosphate extraction of cerium (IV) from a sulfate leach liquor prepared from a bastnaesite concentrate as well as from pure eerie nitrate solutions. The work was done on a laboratory scale using separatory funnels. Extraction from pure cerium solutions entailed no great difficulties; however, extraction from the bastnaesite solution proved more difficult, mainly because of the inhibiting effect of the sulfate ion. Despite this, procedures were developed for obtaining good single-state cerium extraction (95+ percent) and a high-purity product (99+ percent), although the maximization of both cannot be achieved simultaneously. This necessitates a compromise in any extraction scheme.
