The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The Crow Indian Reservation is located in the southeastern part of Montana, stretching from near Billings, in the center of the state, to the Wyoming border in the south. The Office of Surface Mining's Casper, Wyoming, Field Office is responsible for regulating mining and reclamation on Crow tribal land. Federal legislation enacted July 11, 1987, authorized the Indian tribes to implement approved Abandoned Mine Land Reclamation Programs. In early 1988 the Crow elected to develop an Abandoned Mine Land Program under the Title IV provisions of SMCRA. The tribe's plan received final approval on January 4, 1989.

As part of the Bureau of Mines effort to provide thermodynamic data for the advancement of mineral technology, the standard enthalpies of formation for ZnO?2ZnSO4 and COS04-6H20 were determined by HC1 acid solution calorimetry. The values are -550.31 ±0.28 and -641.33 ±0.15 kcal/mot, respectively.

In Maryland, coal mining is confined to Garrett County and the western portion of Allegany .County. Terrain in both counties is predominately level with rolling hills; state law prohibits surface mining in steep slope areas. The Conemaugh and Allegany geologic formations contain five major minable fields or basins. These include: Upper Youghiogheny, Lower Youghiogheny, Castleman, Upper Potomac, and Georges Creek. Maryland's coal reserves are estimated to exceed one billion tons. Approximately 490 million tons of bituminous coal are considered recoverable using conventional mining methods. After World War 11, deep mining declined in Maryland, and by 1977 surface mining accounted for 91 percent of the total production. Since then, production at underground mines has recovered, accounting for 69 percent of the coal production in 1991. Maryland's permanent regulatory program was fully approved February 18, 1982. Its Abandoned Mine Land Program was approved June 16,1982.

This is the final report on Project CR-102 under the auspices of the Department of Environmental Resources, Commonwealth of Pennsylvania .1 The project was activated on January 5, 1970, with financial support from Bituminous Coal Research, Inc., the Pennsylvania Coal Research Board, and the Water Quality Office of the Environmental Protection Agency (WQO-EPA)2 through Grant 14010 EST to the Commonwealth of Pennsylvania Work on the project was conducted according to the procedures outlined in BCR Research Program Proposal RPP-164R, dated April 24, 1969, and a subsequent Revulsion of Scope, dated February 25, 1970. This report covers the entire project period from January 5, 1970, through March 25, 1971.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

Human testing has always been a needed way to provide information on the effects of vehicle vibration, however, the manner of testing has not reflected the real situations of driver’s hands on a steering wheel and a seat with back support and driving tasks. The typical system have used a standard sinusoidal excitation rather than the typical types of road – truck excitations The new truck driver training simulators provide the combination of road roughness, speed effects, cab environment and individual tasks. The system has a full six axis simulation potential. The simulators have the protection of the individual by a combination of two ways for the individual to stop the motion as well as an operator with visual capability who can stop the testing. The closed simulator, shown in Figure 1, has the potential for providing motion during the operation.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. The Navajo Nation is the largest Indian tribe in the United States and occupies a reservation encompassing about 16 million acres in northeastern Arizona, southeastern Utah, and northwestern New Mexico, with three satellite reservations in western and west-central New Mexico. Coal mining is conducted on a commercial scale at four large surface mines: two are in northeastern Arizona and the other two are in western and northwestern New Mexico. The principal coal-bearing region in Arizona is the Black Mesa coal field, which underlies about 3,200 square miles in the northeastern part of the state. The Black Mesa coal field lies within the boundaries of the Navajo and Hopi Indian Reservations and makes a significant contribution to the economies of both tribes. Coal reserves in this field are estimated to be 352 million tons, less than one-tenth of one percent of U.S. coal reserves. This coal was first mined by prehistoric Indians as fuel for cooking and heating. It has been estimated that the Indians removed more than 100,000 tons between 1300 and 1600 A.D. The coal-bearing region of the Navajo Reservation in New Mexico is located in the San Juan Basin. The Navajo Mine, which supplies coal for the Four Comers Power Plant, is located in this area. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Navajo land. The Navajo Abandoned Mine Land Program was approved May 16,1988.

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

The feasibility of locating a buried vertical magnetic dipole source (horizontal loop) from surface measurements of the vertical and horizontal magnetic field components has been investigated by Wait (1971). , For sufficiently low frequencies, the magnetic fields have a simple static-like behavior, and a single observation of the ratio and relative phases of the vertical and horizontal field components is sufficient for location when the earth is homogeneous. However, when inhomogenieties are present, the surface fields will be modified, and source location may be more difficult. In order to obtain a quantitative idea of the surface field modifications, we consider a spherical conducting zone as a perturbation to the homo- geneous half-space. A rigorous solution for the buried sphere problem has been formulated by D'Yakanov (1959). Unfortunately, his solution is restricted to azimuthally symmetric excitation, and even then the solution is not in a convenient computational form. However, if the sphere is electrically small and is located at a sufficient distance from both the dipole source and the interface, the scattered fields can be identified as the secondary fields of induced dipole moments. The latter are equal to the product of the incident fields and the polarizabilities of the sphere. The details of the approach are given by Hill and Wait (1973). Wait (1968) has used this induced dipole moment approach for scattering by a small sphere above a conducting half-space. The method has the advantage that it is easily generalized to scatterers of other shapes for which both the electric and magnetic polarizabilities are known, such as spheroids (Van de Hulst, 1957). MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. This book has employed miners' narratives to illustrate basic concepts about the escape process. One of the most powerful means by which people make sense of their experiences is through the telling and internalization of stories [Bruner 1990]. By couching one's own and others' motives and actions in terms of a coherent narrative, a person is able to learn from mistakes and plan future behaviors that may help ensure survival. A growing body of research suggests that decision-making skills used to deal with emergency situations can be taught and assessed by simulations based on narratives from the real world [Bransford et al. 1986; Brecke 1982; Brener 1984; Connolly et al. 1989; Halff et al. 1986; Jones and Keith 1983; Lacefield and Cole 1986]. Such techniques have been used to address the decision-making of medical personnel, civil and military flight crews, and even people involved in broader life events such as political and military situations [Babbott and Halter 1983; Dugdale et al. 1982; Farrand et al. 1982; Gilbert 1975; McGuire 1985; McGuire et al. 1976; Flathers et al. 1982; Giffin and Rockwell 1984; Jensen 1982; Janis and Mann 1987]. Given the validity of this method of study and the promise it holds for helping people improve the quality of their responses to nonroutine occurrences, it is perhaps surprising that there have been no studies of emergency decision-making among blue-collar workers prior to those conducted by the present authors and their colleagues. The purpose of this chapter is to describe underground coal miners' decision-making performance on a table-top simulation whose problem structure is derived from interviews with a group of eight miners who escaped from the 5 Left section at Brownfield Mine. The exercise was constructed by a panel of domain experts (mine safety and rescue personnel) with the assistance of an educational psychologist. The simulation includes actual predicaments with wise and unwise decision alternatives that, in the opinion of these domain experts, are characteristic of such escapes. Results reported in this chapter are the scores of a sample of experienced mine workers who completed the simulation. Because the exercise is a series of objective performance tasks coupled with detailed and immediate feedback, this simulation can be used to teach and refresh critical escape skills, as well as to provide data concerning the proficiency of miners at the time of exercise administration.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

A line of cordeau detonating fuse was placed in hole No. 2, no electric detonators being used in the hole. After 12 or 13 cases of 40 per cent nitro starch powder had been poured into the hole in loose form, it was found that a space of only 17 ft. remained for stemming. It was decided that space for an additional case of powder might be obtained by tamping the charge. The tamping was done with a heavy plunger, about 3 or 3 inches in diameter and 10 inches long, made of lead with an iron core with an iron eye in the top to which a 3/4 inch rope was attached, and weighing between 30 and 40 pounds. This weight was intended for use in sinking explosive in wet holes, and not for tamping. It is estimated that the tamping had continued at least 10 The quarry superintendent had gone a considerable distance for a box of powder, returned, and reached a point about 10 feet from the hole, minutes.
