This report presents experimental data on the propagation of explosion- generated strain pulses in rock. Tests were performed in 5 different rock types, employing 10 different types of explosives. Charge sizes ranged from 0.5 to 50 pounds, and travel distances ranged from 2.5 to 70 feet. Analysis of the data shows that the experimental peak strain data satisfy an exponential decay propagation law of the form: ?R/W1/3 = Ke ?aR/W1/3. For a particular rock, parameter K is a linear function of the calculated detonation pressure or the calculated energy density of the explosive. For a particular explosive, K is a linear function of the elastic parameter of the rock, p2, a result, which is at variance with elastic theory. The absorption constant, a, is independent of type of explosive but dependent upon rock type. However, no definite relation between a and the physical properties of the rock could be established.

In this U.S. Bureau of Mines report, proposed narrow-vein and longwall mining concepts using drill-split technology (described in part 1 of this series) and in situ liner concepts (described in part 2 of the series) are combined and applied conceptually to environmental problems. Proposed applications deal with (1) acid mine drainage (AMD), (2) solid waste disposal, (3) site remediation, and (4) pollution prevention through innovative industrial design. For control of AMD from abandoned hillside mine workings, it is proposed that source veins be re-mined, processed for residual values, then backfilled using an impermeable compound backfill mix. For solid waste disposal, "vertical landfills" are proposed, consisting of trash-backfilled underground rock quarries. Vertical landfill activities take place in in situ lined containments that geohydrologically isolate the mining-backfilling activities. Site remediation through the creation of in situ underliners, for the capture of toxic leachates, and pollution prevention through the underground storage of toxic, flammable, and explosive materials in in situ containments, are proposed.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted at the Bureau's Mount Weather Testing Adit, Mount Weathe, Va. Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

"The author was a member of a Commission sent by the Secretary of the Interior to France to investigate developments in mining and metallurgy under stress of war conditions, and also to observe the extent and character of the destruction of the collieries and the steel and iron plants, and methods which were being taken to reestablish them. This commission consisted of F. G. Cottrell, Chief Metallurgist of the Bureau of Mines, Frank H. Probert, Dean of the University of California Mining School, and George S. Rice, Chief Mining Engineer of the Bureau. While conducting this investigation a trip was made to the Saar Basin to observe the conditions there. Following this Mr. Rice acted as advisor on mining matters to the Representative of the Economic Council in an Interallied conference held at Cologne in April 1919, and subsequently visited the mining districts in central and southern France, Belgium, and Great Britain.The Germans, in planning a campaign for world supremacy, had as one of their first objectives the seizing of the important Briey iron ore deposits of France and the coal fields of Belgium and northern France.Large resources of coal and iron have led to the commercial greatness of the countries possessing them, as exemplified by the great development first in England then in the United States, and in Germany when the minette high phosphorus iron ores became useful through the invention of the Thomas and Gilchrist dephosphorizing process in 1878. However, this development was anticipated by the German scientific advisors in 1871, and led to the then known deposit of minette ore in Lorraine being taken from France by Germany.When these ores became available, Germany made such tremendous strides that its minette ore developments were not sufficient and importation of ore was necessary. Meantime France, by drilling, had established the extension of the minette ore field into French Lorraine. Then it was discovered that France had greater resources, while the German resources were being rapidly depleted.Although Germany, in its Westphalian basin, possessed the most important coal field on the Continent, containing the largest resources in coking coal outside of Great Britain, its coal was distant from the sea coast, so it could not be an important factor in the export business. No doubt this fact caused the German Imperialists to look forward: to securing the coal basin of Belgium and northern France for future ocean trade.It was a striking feature in the German conduct of the war that, although the steel and iron plants of Belgium and France and other industrial establishments in the invaded regions of Belgium and France were utterly destroyed, the iron mines in French Lorraine were not destroyed nor materially damaged by the Germans in their retreat, while the destruction in France continued until the day of the Armistice. The other striking fact is that the coal mines Of Belgium were not destroyed. It can only be conjectured whether this was due to President Wilson's threat of retribution, which did not stay their hand in France, or was due to the fact that they did not consider Belgium as a real competitor. It was evident they wished to cripple France industrially when they could not hold these northern provinces."

Treat contaminated coal mine drainage to meet EPA and State water quality requirements. Approach A model (fig. 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of abandoned mine lands (AML). The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. "Nearly every piece of electrical equipment used in mines ""breathes."" In other words, motors, controllers, rheostats, switches, and other similar equipment, even though encased in seemingly tight compartments, breathe in the atmosphere that surrounds them.As the apparatus is used, the temperature of metallic parts is changed generally in positive direction through the heat by friction and the heat due to the electric current. When the apparatus is idle it gradually cools down to the temperature of the surrounding atmosphere.This increase of temperature during operation and return to normal temperature when operation stops alternately raises and lowers the temperature of the atmosphere within the compartments which, in strict accordance with Charles' law -will expand or contract in proportion to any given temperature change.As compartments are not gas-tight, such expansion and contraction will force the atmosphere out of the compartment =on expansion and suck the surround¬ing atmosphere into the compartment during contraction, hence the term ""breathing.""Investigators2 of explosion-proof equipment have recognized that such an interchange would take place and have designed their equipment to safeguard possible explosions within the compartments."

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

In this U.S. Bureau of Mines study, neodymium metal of 99.8 pct purity was prepared by electrolysis of Nd203 salts dissolved in a molten fluoride electrolyte. The metal was electrowon in a molten state at current efficiencies of 50 to 60 pct. Oxygen and carbon were the major impurities detected in the product. During operation of the small-scale laboratory cell, a number of technical problems including anode effect, low oxide solubility in the electrolyte, high neodymium metal solubility, reactivity of the metal with the cell materials, and back reaction of the metal with the anode gases were encountered. Approaches to improve cell operation and prospects for commercial adoption of the electrolytic production of neodymium metal are discussed.

This report presents a U.S. Bureau of Mines study that incorporates coal mining factors, coal recovery factors, and economic factors into the definition of an economically recoverable coal resource. The relationship between these factors to the Energy Information Administration's estimate of U.S. coal resources-the "Demonstrated Reserve Base"-is discussed. The Matewan 7-1/2 minute quadrangle in eastern Kentucky was selected as the initial study area. Results indicate that of the original 1,193 million tons of resource in the quadrangle, only 89 million tons (7.5%) are economically recoverable at a cost of $25 per ton or less. At the current production rate of 5.3 million tons per year, this represents only 16.8 years of remaining reserves.

Gold was found in samples collected from Pleistocene and Holocene stream and terrace deposits. Approximately 15,000 cu yd (11,400 cu m) of small and discontinuous terrace and stream gravel deposits in the study area are composed of material derived from sedimentary and granitic rocks. The detritus is subangular to subrounded, and poorly sorted, ranging from boulder to sand size. Gold values in samples collected averaged 8.2 cents per cu yd (gold value of $500 per oz). Pan concentrates and rock chip samples collected from reported mineralized zones showed an absence of economic minerals. Stream placer deposits are uneconomic. No potential was observed for metallic or nonmetallic minerals in the La Panza study area. No potential exists for gas, oil, or coal resources.

Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.

The REL of 1 mg/m3 for respirable coal mine dust does not assure a zero risk for the development of occupational respiratory diseases among all miners exposed during a full working lifetime. Consequently, a medical screening and surveillance program that includes initial and periodic chest X-rays and spirometric examinations is important for the early detection of disease and the prevention of "material impairment of health or functional capacity" [30 USC 8 11(a)(6)(A)]. The medical screening and surveillance program is also useful for disease surveillance, which includes the tracking trends, the setting of prevention and intervention priorities, and the assessment of prevention and intervention efforts. NIOSH encourages both underground and surface coal miners to participate in the medical screening and surveillance program.

Sintered yttria and sintered dysprosia can be used to make single-component thermistors having typical thermistor geometries and operable in the temperature range 500° to 1,200° C. However, at these temperatures, instability of platinum electrodes can contribute a slight aging effect if the thermistor is kept near 1,200° C for long periods. Typical characteristics at 500° C for an yttria disk thermistor 12 mm in diameter and 2 mm thick are a resistance of 12.4 megohms and a temperature coefficient of resistance of -3.8 percent per degree C. Typical characteristics at 500° C for a dysprosia thermistor of the same dimensions are a resistance of 1.84 kohms and a temperature coefficient of resistance of -1.6 percent per degree C.

The Bureau of Mines evaluated two real-time light-scattering dust monitors by measuring their response to Pittsburgh Seam coal dust and Arizona road dust (ARD). Both monitors, the model PDS-l, a personal dust sensor, and the model PCD-l, a digital dust indicator, are made in Japan by Sibata Scientific Ltd. Tests were conducted inside a laboratory aerosol chamber designed to maintain a uniform spatial distribution of the test dust. PDS-l and PCD-l measurements of concentrations for each test dust were averaged over 4-h test periods and compared with simultaneous gravimetric measurements. Both dust monitors responded linearly with mass concentration with both coal dust and ARD. However, the linear response of the PDS-l differed from that of the PCD-l for both dusts.

Compressed- air blowers are frequently used both in large and small metal ines , not only as an aid to ventilation , but in some mines as a substitute for an dequate ventilation system . As a temporary fixture , blowers have their uses , but hey should never be used in lieu of a permanent ventilation system. A number Probably the most common error made in placing dependence on compressed- air lowers as an aid to underground ventilation is the tendency to over- rate their cooling efficiency . It is a very common but natural error to assume that compressed air which issues freely from a blower is of the same temperature as the compressed air which issues freely from the exhaust port of a rock-drilling machine . of readings were taken in different mines of the temperature of the rock- drill exhaust , of the compressed air flowing from the blowers , and of the surrounding air In both cases . In general , the temperature of the rock- drill exhaust was from 10 to 30 degrees below that of the surrounding air , in many instances being slightly below freezing , 32° F . The average temperature for a number of compressed-air lowers and for the mine air surrounding them is shown in Table I.
