To facilitate compliance with title 30 CFR 75.1001-1(b), which requires testing and calibrating of trolley line automatic circuit interrupting devices at intervals not to exceed six months. Approach Calibration of a circuit breaker ideally implies the passage of the expected fault current through the sensing circuit, and observing a successful circuit interruption at the preset level within a specified time. On trolley lines, the required current may be a few thousand amperes, with maximum duration well exceeding one-tenth of a second. Any method of obtaining this calibration current Involving the trolley wire can contribute to wire sagging and other permanent damage to the haul-age system due to the high energy dissipated during the test. Also, control to assure that exactly the required level and duration of current flow is obtained implies the use of equipment which is simply not available In the ordinary mine. Under a Bureau of Mines contract, a circuit to achieve the necessary calibration pulse was conceived and built. How It Works Two prototype units were fabricated and have been field tested by MSHA technical support engineers in under-ground mines. The equipment consists of an electronics Package 20 x 24 x 8 inches and weighing 93 pounds, including a side-mounted circuit breaker, with a set of 8 foot long detachable, AWG #4/0 leads with plier-type clamps. The total lead assembly weighs 21 pounds.

Concentration of the kerogen (organic material) in oil shale was accomplished by centrifuging after pretreating the oil shale with carbonic acid to remove the carbonates and pretreatment with sodium hydroxide (pH 11.5) to remove the claylike minerals. Analysis of the materials obtained showed that the concentrations of organic sulfur and organic nitrogen compounds were not affected by centrifuging. These compounds are evenly distributed in the kerogen and are not strongly bound to the mineral constituents. Organic oxygen compounds, however, were concentrated in the light fraction. These compounds are more closely associated with the kerogen and are not bound to the mineral constituents. Iron compounds other than pyrite apparently are closely associated with the organic material.

The Bureau of Mines sponsored an investigation of the thermal oxidative degradation characteristics of selected ingredients employed in the formulation and manufacture of conveyor belts. This work was done to supplement similar studies of samples from finished conveyor belts and thus provide basic data for correlation of the potential toxic behavior of a finished belt with that of the individual ingredients. This report covers the study of (1) basic polymers (styrene-butadiene, neoprene), (2) reinforcing fibers (Nylon 6,6, Dacron, viscose rayon), (3) flame-retardant plasticizers (tritolyl phosphate-isomeric mixture, tri-p-tolyl phosphate, tributyl phosphate, tris (dichloropropyl) phosphate), (4) plasticizers (diphenylphtha1ate, di-(2-ethylhexyl) sebacate), and (5) a vulcanization accelerator (2-mercaptobenzothiazole).

"This paper describes the mechanism of coal and rock cutting from quasi-static indentation through dynamic indentation to rotary cutting. The results indicate that during quas~static indentation, a crushed zone, and subsurface fractures develop. The crushed zone is a potential source of dust generation. Dynamic indentation produces a crushed zone due to the frictional resistance offered by the coal or rock during penetration of the bit. Confining pressure changes the mode of failure from tension to mixed tension and shear. The wider bit causes larger crushed zone and more dust generation. The rotary cutting is a combination of quasi-static and dynamic indentation which results in chip formation. 1. INTRODUCTIONThe trend from conventional mining to continuous machine-cutting of coal, using more productive machinery is inexorable. Intolerable levels of dust generated at the face is an indication of inefficient coal or rock cutting by these machines. The Federal Government of the United States paid about 11.7 billion dollars workman compensation to more than 470,000 miners with Coal Workers Pneumoconiosis (Newmeyer, 1981). Bieniawski and Zipf (1985) reported that annual benefit payments were about 2 billion dollars. The need for research m improving coal cutting 1s therefore paramount. The enactment of Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanism and cutting tool design. The European countries were also engaged in the same area of research, however, their emphasis was in the use of wedge shaped bits. In 1981, the United States Bureau of Mines commissioned the South West Research Institute to investigate the effect of operating parameters mainly on airborne respirable dust in order to provide a healthier and safer atmosphere for coal mine workers.A research program by the Department of Mining Engineering, West Virginia University, USA was initiated to study the fragmentation mechanism during coal/ rock cutting. The research program was divided into three areas of research, namely quasi-static indentation, dynamic indentation and rotary cutting."

"Diesel exhaust particulate material from exhaust pipe scrapings of two trucks, diluted automobile diesel exhaust particulate material collected on filters, and two oil shale ores were prepared for the Ames mutagenrcity assay by dichloromethane OOP ex¬traction, by dispersion into 0.85% saline, or by dispersion into dipalmitoyl lecithin (DPL) emulsion in saline. Salmonella typhimunum TA98 was used to detect frameshift mutagens in the samples. Samples of diesel soot gave positive mutagenic responses with both DCM extraction and DPL dispersion, with the DPL dispersion giving higher results in some cases. The results suggest that possible mutagens associated with inhaled particles may be dispersed or solubilized into the phospholipid component of pulmonary surfactant and become active in such a phase.INTRODUCTIONThe Ames Salmonella/microsome assay (Ames et al., 1975) has been shown to be a useful test for detecting genotoxic properties of various agents. Hundreds of specific chemicals have been screened (McCann et al., 1975), and the test has been applied for many types of environmental samples. Airborne mutagenic agents, for example, have been found in urban air (Chrisp and Fisher, 1980; Hughes et al., 1980; Ro· senkranz et al., 1978), in diesel engine exhausts (Huisingh et al., 1978), and in the by-products of coal combustion processes (Chrisp et al., 1978).Samples of airborne particles are typically collected on membrane filters, and undergo a rigorous extraction procedure with organic solvents and/or ultrasonic agitation (Clark and Hobbs, 1980). Often extracts are transferred to another solvent that is compatible with the assay system. These extraction procedures, while efficient from an analytical perspective, are not physiologically plausible. The questions that present themselves are whether a demonstrated mutagen can be taken up in vivo and whether the process is quantitatively or qualitatively different from the above laboratory procedure (Wallace et al., 1984).When a particle of respirable size is inhaled to the alveolar region of the lung, its first physiological contact is with pulmonary surfactant that lines the inner surfaces of the alveoli. This surfactant is an aqueous fluid containing proteins, phospholipids, and other components (R. J. King, 1982). The principal phospholipid constituent is L·alpha-phosphatidylcholine, beta,gamma-dipalmitoyl, or dipalmitoyl lecithin (OPL) (l. C. King et al., 1981)."

The National Institute for Occupational Safety and Health (NIOSH) carried out exploratory laboratoryscale studies to identify factors that may contribute to nitrogen oxides (NOx) production associated with non-ideal detonation of blasting agents. Explosive admixture with drill cuttings, loss of fuel oil in ammonium nitrate and fuel oil (ANFO) from wicking, ammonium nitrate dissolution with water, degree of explosive confinement, ANFO density, and critical diameter were identified as contributing factors to increased NOx production under the laboratory test conditions. Experiments were also conducted to examine the effectiveness of various additives in reducing the NOx production from ANFO, emulsion, and ANFO/emulsion blends. Aluminum powder, coal dust, urea, and excess fuel oil in ANFO formulations were tested and were found to reduce both the nitric oxide (NO) and nitrogen dioxide (NO2) production. Fumes measurements were obtained in the NIOSH underground closed chamber from the detonation of 4.5-kg (10 lbs) charges in schedule 80 seamless steel pipe and from detonations in light weight galvanized steel stove pipe. Some exploratory tests were also conducted with 0.8-kg (1.8 lbs) charges of pulverized ANFO initiated with 0.08-kg (0.18 lbs), 50/50 (Pentolite) boosters (in the NIOSH 12-ft (3.7-m) diameter steel sphere) to measure the degree of fumes production associated with post-detonation oxidation. Ammonium nitrate, emulsion and Pentolite boosters were also detonated in an oxygen-poor environment.

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

"The purpose or this paper is to disclose analytical, statistical, and observational results relating to mineralogy and trace elements in respirable dust samples collected from two different mines in West Virginia. Samples were taken from longwall panels, and the panels operated in different coal seams, one located in the northern part or the state and the other in the southern region. Mining conditions and equipment arrangements on the panels will be described along with dust control techniques used. Results from sample analyses are summarized with emphasis on relationships between mineralogy, trace elements and mineral particle size to worker locations. Correlations are made between micro x-ray diffraction and energy dispersive x-ray analyses for sample mineralogy.IntroductionThrough the work of many researchers worldwide, the health of coal miners in modern societies is now protected from harmful exposure to respirable coal mine dust. A vast amount of research culminated in the exposure-response model of Jacobsen, et al, (l) which has been used to establish the 2 mg/m3 exposure limit in the United States. According to the model exposure to respirable dust for 35 years at this level or less could prevent the occurrence of a clinically significant case of coal workers' pneumoconiosis (CWP) in a miner. The exposure limit, of course, must be adjusted whenever greather than five percent free silica exists in the respirable dust.The Jacobsen model was built around a mean mass concentration exposure, which generally showed the highest correlation with both incidence and progression of CWP. As Morgan, et al noted, however, the quantity of respirable dust inhaled is not the only significant factor. 2) They noted that although mass of respirable dust correlates highe.st with the incidence of CWP, it is not a causal factor. Admittedly, the insidious processes causing the disease occur at the lund cell-dust particle level."

The United States coal mining industry has traditionally experienced difficulty in controlling dust levels below the occupational exposure limit. While improvements in face ventilation and water spray nozzles have decreased dust exposures, approximately eight percent of experienced coal miners are still developing Coal Worker?s Pneumoconiosis. This investigation tested the feasibility of enhancing existing engineering dust controls by mounting a simple barrier on a longwall shearer that separated the operators from the cutting drums. The barrier was constructed and tested above ground at the National Institute for Occupational Safety and Health Pittsburgh Research Laboratory longwall gallery test facility. A 96-percent reduction of respirable dust occurred at the headgate sampling position when tested at 2.4 m/sec (480 ft/min). The average dust level decreased from 39 mg/m3 to 1.5 mg/m3 by utilizing the barrier.

"Part IV.- The Resistance Caused by Right-Angle Bends. IntroductionThis paper deals with the fourth phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the major results public as rapidly as possible. Parts I, II and III were issued as Serials Nos. 2621 (July 1924), 2647 (October 1904) and 2671 (March 1925) and dealt with the resistance of unobstructed entries, the resistance due to mine cars and, the resistance of timbered entries respectively.Description of the Tests With the last cutthrough between the two butt entries of the test section in the Experimental Mine open, the air flow was deflected, around two right-angle bends in the same direction, the butt entries being 50 feet center to center and approximately 6 by 9 feet in cross section. Each bend had a dead end opening off of it; that at the first bend was in the direction of flow and that at the second bond was at right angles to the flow. For a primary test condition the inner corner of each bend was trimmed square and the dead ends were closed off with board brattices set flush with the line of the cut-through.The two corners of the first band were, then modified both independently and in conjunction. Various modifications of both bends in conjunction were also tested with rather surprising results as to the effect of conditions at the first bend, upon the pressure losses at the second. To confirm the theory developed to fit these results a series of tests were made to give a direct comparison of the -pressure losses as between two bends with the air flow deflected in the some direction at each and with the air flow deflected in opposite directions. The former is designated ""double"" and the latter a ""reversed"" right-angle bend. This series of tests was conducted, however, on the bends at one of the intermediate cutthroughs at which the flow could be deflected us either direction at the second, bend. Here also the average cross-section was 6 by 9 feet and the bends were 50 feet apart."

Purification of samarium metal by sublimation and by vaporization from a low-melting metal flux, at the same temperature, were compared. Vaporization proved more effective for removing impurities such as magnesium, calcium, and manganese. Recovery of samarium, however, is more rapid by sublimation because of its constant rate of distillation.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion, roof fall or water innundation. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted, and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety and several mining companies. The exercises were conducted at NIOSH’s Lake Lynn Laboratory and operating mines during 1995 to 1999 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included various chemical light shapes and laser pointers to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escapeways and marking crosscuts, and thermal imaging systems to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. Anew team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 400-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” administered first aid, mapped the passageways, built temporary stoppings, and ventilated the smoke-filled entries. Advanced training included the extinguishment of a conveyor belt fire in a surface fire gallery. Two teams, each carrying charged waterlines, were escorted into the fire gallery through both doors. These teams controlled the rollback smoke and extinguished 7 to 9-m of burning conveyor belt. Team members indicated that the exercises were extremely beneficial due to the realism of thetraining simulations.

Five reports have been separately produced, all under the grant title, "Coal Mine Electrical System Evaluation," and are as follows: 1. Volume I - Continuous Monitoring, 2. Volume II - Transient Analysis, 3. Volume III - Shielded Cables, 4. Volume IV - Computer Modeling, and 5. Volume V - Battery and Battery-charging Safety. Abstracts of these comprise the balance of this document with one exception. The task ?d-c offsett currents," does not fall under the scope of the other report volumes and, further, the material to be presented does not justify a separate report. Hence, this subject concludes the Executive Summary.

As part of the work of serving as Chairman of Subcommittee 3, Health and Industrial Requirements, of the American Society of Mechanical Engineers' Committee on Air-Pollution Controls, the author assembled the following information on accepted maximum permissible concentrations of air pollutants from the standpoints of health, damage to vegetation, damage to property, and requirements of industrial processes. A search in technical literature was made followed by direct inquiry to all State governments as to their regulations. The subcommittee membership - G. D. The Bureau of Mines has developed the shearer-clearer--a new type of dust control system for longwall shearers. The system partitions the airflow around the shearer into a clean split and a contaminated split. The dust cloud is confined to the vicinity of the coal face, while the shearer operators remain in the clean split on the gob side of the machine. The shearer-clearer operates on the principle that each water spray moves air like a small fan and can be positioned to direct the dusty air towards the face. The hardware is inexpensive and can be installed in a single shift. It consists of several strategically mounted water sprays and one or more passive barriers. Laboratory testing indicates reductions 1n shearer operator dust exposure as high as 97 pct. Preliminary results from an underground demonstration in one mine also indicate that considerable dust reductions at the shearer may be obtained. In conjunction with the development of the shearer-clearer, dust surveys were conducted in three other mines to determine if some shearer spray systems currently in use partition the flow in a manner similar to the shearer-clearer, and if so, whether this partially accounts for markedly cleaner conditions on some longwalls. Results from these surveys indicate this to be the case. A feature of the cleaner longwalls was a downwind orientation of their water sprays, which is a key element of the shearer-clearer system. The shearer-clearer system described in this report was designed for an Eickhoff EDW 300 shearer working a 7-foot coal seam. The testing to date has concentrated on cutting directions counter to the primary airflow. The development effort continues for different mining equipment and conditions. It is expected that different systems will be required to accommodate the range of conditions occurring underground. Application of the system presented here to conditions different than those described is not likely to produce the same results.

The twentieth century has often been spoken of as the age of petroleum, and from many viewpoints it can be justly considered so. Certainly the petroleum industry is one of enormous importance to this country, industrially, financially, and economically. The United States, however, at present producing over 60 per cent of the world's total output of petroleum, is not producing petroleum at a sufficient rate to provide for its own domestic, consumption. For several years this country has been importing increasing quantities of crude and partly refined oils from Mexico, and has been drawing heavily on domestic stocks of petroleum. Production in the United States is increasing, but it is not increasing at the same average rate as domestic consumption, nor is it probable that in the future domestic production will increase sufficiently to satisfy the demands of domestic consumption, but on the contrary, in the opinion of those best qualified to know, the peak in the curve of domestic production of crude petroleum will be reached in a comparatively few years, whereas the consumption of petroleum and its product will increase at a continually growing rate. This country, then, must turn, and as the increasing imports from Mexico indicate, is turning to other sources than the crude petroleum, produced in this country to make up the deficit between domestic production and domestic consumption of petroleum and its products,

Properties of catalysts prepared from intermetallic compound precursors were investigated by the Bureau of Mines as part of its mission to decrease U.S. dependence on foreign sources for scarce catalytic materials, such as nickel, cobalt, and chromium. Methods were developed whereby catalysts with surface areas of 30 to 40 m2/g were prepared from intermetallic compounds. Activity of these catalysts for the methanation reaction and methanol synthesis was deter-mined using a fixed-bed, single-pass, flow-through reactor. Catalysts prepared from rare-earth-nickel intermetallics had specific activity for methanation that was five times greater than that of commercial catalysts and were equal to or better than commercial catalysts with regard to sulfur tolerance. Under identical reaction conditions, catalysts prepared from thorium-copper intermetallics produced more than 10 times as much methanol as a commercial low-pressure catalyst and exhibited a high degree of catalytic stability.
