Longwall roof behavior is characterized by strata displacements in both the face-to-waste (horizontal) and roof-to-f1oor (vertical) direc-tions. The roof support structure provides resistance to this motion by translation of these displacements into vertical and horizontal support loading. Observations indicate that the shield reacts with both a vertical and horizontal force to uniaxial convergence (displacement). However, there are different magnitudes depending on whether the displacement is vertical or horizontal. This makes it possible to use supports as monitors of strata activity and loading. The Bureau of Mines examined this behavior using a linear elastic model of the support structure with two degrees of freedom. Vertical and horizontal load reactions were related to associated displacement actions of the strata. This was done by determining the stiffness of the shield under controlled vertical and horizontal displacement motions in the Bureau's mine roof simulator. This report provides example predictions of strata convergence and isolation of horizontal support loading due to vertical roof convergence using the linear elastic shield model. The report also examines efforts to determine strata behavior by direct measurement of support displacement.

"The realization that fuel costs, high as compared with those enjoyed prior to the war, are apparently permanent, has caused steam power plant operators to apply their best efforts towards improving the fuel economy of their plants.Though they have given much attention to the reduction in combustion losses by improving methods of firing and improved equipment, and to diminishing the heat losses by more care in maintaining clean heating surfaces and tight and adequate baffling, they have almost universally neglected the waste that occurs from discarding unconsumed combustible with the boiler refuse.This loss varies between extremely wide limits, depending on the quality of the coal, the type of plant and the firing practice in general, the higher the ash content of the coal the greater will be the amount of combustible appearing in the refuse, and the losses will be greater as the boilers are driven at higher ratings. The refuse from stoker fired boilers is apt to have a lower aver-eve percentage of combustible than that from hand fired boilers if operated at the same rating, but stoker fired boilers are usually pushed to higher ratings and the combustible in the refuse will run higher.In actual operating practice the amount of unconsumed combustible in the boiler refuse may range from a few percent to as high as forty or fifty percent. In an informal statement one well known combustion engineer estimates that the average amount of combustible in the refuse from a large stoker fired central station boiler plant is about 15 or 20%. Assuming that the coal burned contains 12% of ash, and allowing for flue dust losses, approximately two percent of the coal will be lost through this channel. The operating engineer of one large modern central power plant reports that when burning coal of about the same ash content, the average amount of combustible in the refuse was in the neighborhood of 33%, en tailing a loss of approximately 4% of the heating value of the fuel fired. Where the coal used daily runs up into hundreds of tons, an appreciable economy could be effected by recovering this percentage."

A survey of existing and developing field permeability test methods was conducted in order to identify and specify capable methods to be used in feasibility investigations or performance monitoring for in situ leaching of ore deposits. Geologic settings of leachable deposits are discussed, as well as representative techniques used for the in situ leaching operation. Subsurface investigation techniques including drilling, core recovery, and down-hole inspection methods relevant to field permeability investigations are discussed. Field experience is examined and capable field permeability test methods are identified. Specifications for test borehole preparation, test performance. and methods of analysis are given. The test methods are comparatively rated in a matrix with respect to costs ease of use, and data effectiveness' for a broad range of conditions. Well Pump and Packer test methods receive high ratings. Recommendations are made for needed developments in field permeability test methods and a comprehensive bibliography is given.

This report is a compilation of all information obtained in accordance with the requirements of contracts SO122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. This report details a study which was designed to assess the effect of retroreflective material on detection and form recognition of workers in the mining environment. Further, the study attempted to determine an optimal configuration of retroreflective material with respect to amount and placement on the body to facilitate detection and form recognition. The study involved a one-fifth scale simulation of the perceptual task found in the underground low seam coal mine. Four different configurations of reflective material were presented in various body positions, common to low coal miners, at three different locations in the visual field, i.e., 10, 25, and 45 degrees from focal line-of-sight. All reflective configurations significantly improve detection and form recognition over configuration (cap only) worn by miners. As the amount of reflective material increased, accuracy also tended to increase. Based on the configurations investigated by this study, the Armband configuration (i.e., refectorized armbands, belt, self-rescuer and battery pack) was determined to be optimum. It is recommended that an actual field evaluation be made using the Armband configuration to establish if simulator results are generalizable to the underground mining environment.

Demand for arsenic trioxide dropped markedly during 1983, primarily as a result of a 27% reduction in cotton planting. As an oversupply of arsenic trioxide developed, prices declined for both domestic and imported material. Domestic Data Coverage.-Commercial-grade arsenic trioxide and arsenic metal were produced by only one U.S. company, which voluntarily reported its production to the Bureau of Mines. To prevent disclosure of proprietary data, the production data have been withheld.

In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

The K.T. Dome Mine in Owen and Henry Counties, Ky., has been operated intermittently under several different owners since the early nineteen hundreds. No record of total production is available, but it is said that during 1943 and 1944, while being operated by the Twin Valley Mining Co., 30 cars of zinc concentrates and 10 cars of lead concentrates were shipped. The vein can be traced for about 10 miles along the strike from Lockport, Henry County, to Big Twin Creek in Owen County. It pinches and swells both vertically and horizontally and is reported to average 20 inches in width. In order to develop additional reserves on the property, the Bureau of Mines drilled four holes on the south extension of the vein. Drilling disclosed that the vein dips to the west on the south side of the Kentucky River and is continuous along the strike and in depth. However, the extent of mineralization in the vein varies widely.

"The McLeod sand pits, on the northeast side of the Little Ocmulgee River in Wheeler County, Ga., opposite Lumber City in Telfair Co., were examined by the Bureau of Mines under its war program of Investigation of Critical and Essential Minerals. The pits are about a quarter of a mile above the bridge, which is half a mile above Lumber City. Mrs. A. T. McLeod of Lumber City owns the land, including the pits. The property was inspected by an engineer of the Bureau of nines on March 8, 1945, on recommendation of Capt. Garland Peyton, director, Division of nines, Mining, and Geology of Georgia.The Mcleod pits are at the northwestern extremity of a mile-long series of old pits that were worked from about 1900 until the 1920's. The burning of the spur railroad bridge connecting the pits with the Southern Railway at Lumber City stopped mining operations. The pits on the south-east, or opposite, side of the Glennwood Road from the McLeod pits were first worked by F. L. Hinson and later, in 1921, by Mrs. n. H. Mobley. The glass sand was shipped to Tallapoosa, Ga., and Chattanooga, Tenn., where it was used in the manufacture of bottles for soft drinks. Some of the sand was used as molding and construction material. The sand was mined by hand shoveling it into wheelbarrows, which were unloaded on freight cars. The pits were partly refilled with overburden, so that it is impossible to estimate even roughly the amount of sand excavated.Analyses of samples of glass sand made years age3/ and later in 19404/ roughly check those made by the Bureau of Mines laboratory, except that in the former the iron oxide content usually was greater, attaining a maximum of 0.72 percent.The sand pits are in a valley slightly more than a quarter of a mile wide that lies along the northeast side of the Little Ocmulgee River. The land is either flat or marked by ridges only a few feet high. . A rather thick growth of scrub trees covers most of the valley. The surrounding country consists of gently rolling farm lands. The altitude of the valley is not known, but, judging by its distance from the seashore, it probably is about 200 feet. In addition to the Glennwood highway, which crosses the valley, several old sand roads lead to the pits."

It is estimated that more than 1 trillion cubic feet of methane is contained within the coals of the Mary Lee group in Jefferson, eastern Tuscaloosa, and southern Walker Counties, Ala. Most of this methane will be encountered by mining. Coals of the Mary Lee group are presently being mined at depths exceeding 1,000 feet and will in the near future be mined at even greater depths, where the problem of methane gas affecting the mining operations will be acute. It is calculated that approximately 90 pct of the methane is at depths greater than 1,000 feet, and over half of the gas is contained within only 12 pct of the study area which is under more than 1,500 feet of over-burden. Degasification in advance of mining will increase mine safety, reduce ventilation expenditures, increase productivity, provide an additional energy source, and make it possible to mine parts of deep coalbeds that probably could not otherwise be mined.

THIS INFORMATION CIRCULAR contains 1956 and 1957 injury experience and employment data for metal mines in the United States and Alaska. Unlike previous publications, this report covers only metal mining and contains statistical data on injuries and employment pertinent to metal mines and mills reporting voluntarily to the Bureau of Mines on an annual basis. Injury and employment data for the nonmetal industries, which from 1911 through 1955 were published in the same series as the metal industries, for the first time will be published separately as an information circular entitled "Injury Experience in the Nonmetal Industries, 1956 and 1957." The Bureau of Mines is authorized to make requests for injury and employment data, and the information submitted by operators of metal mines and mills is a step forward in promoting safety in the metal-mining industry. Every effort has been made to make this coverage as complete as possible.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

The purpose of this paper is to indicate some of the benefits that have been derived in the Zeigler No. 3 mine by using roof bolts under extremely adverse roof conditions J with the thought that much better results could be obtained in other mines with more normal roof conditions by applying some of the practices that were developed in this mine. Some of the benefits that have been obtained in this mine, which will be shown in this paper, are: 1. Increased tonnage per man-shift at the face when roof bolts are used, as compared to the tonnage under similar conditions when conventional timbering methods were used. 2. Increased efficiency of roof bolting by giving the foremen a definite plan to follow. 3. Reduction in delays caused by failures of the trailing cables of loading, mining, and drilling machines. 4. Reduction in the number of accidents after roof bolting was adopted. Inasmuch as the success that followed roof bolting in this mine was obtained under one of the most treacherous roofs in the Middle West, it is reasonable to suppose that correspondingly better results could be obtained under more favorable roof conditions by using the same procedure.

If resin-grouted roof bolts are not installed correctly, mine roof reinforcement can be affected, and roof falls can result. A bolt installation variable that is readily controlled by the mine operator is annulus thickness. The objective of this U. S. Bureau of Mines investigation was to study the effect of annulus thickness variations on the integrity of 3/4-in-diam resin-grouted bolts. Forged-head test bolts, 2 and 1 ft long, were installed in concrete blocks that had been drilled with 1-, 1-1/8-, 1-1/4-, 1-3/8-, and 1-1/2-in-diam bits. Standard pull tests were performed; then the concrete was broken away from the bolts so that grout mix quality could be inspected. It was found that the optimum annulus thickness is 1/8-in (l-in-diam drill hole), and as annulus thickness increases from the optimum, there is a corresponding decrease in grout mix quality, effective grout ratio, and axial stiffness.

Improve the safety of mine workers by developing a sensitive ground-fault relay system capable of detecting and isolating low level ground faults and thereby minimize the danger of electrocution. Approach Inadvertent, direct contact with energized conductors in underground coal mines is a major cause of electrocutions. Although relay systems designed to protect workers against such fatal accidents do exist in some industries, there are no effective ground-fault-sensing relay systems that address the special problems presented by power systems designed for U.S. mines. The Bureau of Mines conducted research to design and construct a sensitive ground-fault relay for use with low-voltage, alternating current (ac) mine electrical systems. Such a relay, sensing current leakage or faults in an electrical system, would send a trip signal to a circuit interrupting device which would then shut down power.

"IntroductionOn May 27, 1927, a coal-dust explosion occurred at the Palagua No. 5 mine of the Victor American Fuel Company, Delagua, Colorado, resulting in the loss of even lives and in and in considerable damage to the main slope and to several overcasts the explosion did not extend into the mine working where 125 additional men were employed but escaped uninjured. It is believed that the saving of these 125 men and the evidence of large property loss were due in a large measure to coal-dusting and of other sanity measures taken by the coal company management. A number of features connected with the explosion and mine safety practice seem worth the attention of the mining public and grateful acknowledgment is made to the Victor American Fuel Company for its aid in assembling the data herein contained."

The program objective was to conduct surveys of respirable dust concentrations in coal mining operations at locations outby the working face. The results of these surveys were directed toward 1. identifying outby dust sources, 2. evaluating the severity of the major dust sources, 3. establishing dust sampling frequency, 4. establishing dust sampler locations, and 5. assessing the? areas of influence of the dust sources. The study included dust sampling of only nonhigh risk personnel and areas at six dif-ferent mines. Thirteen continuous mining, four longwall and two conventional mining sections were sampled. The severity of outby respirable dust sources such as load points, runways, dump points, beltways, transfer points and main haulage operations were characterized and areas within the mine were ranked according to severity. Information on engineering controls was also acquired. Guidelines for implementing a dust sampling program are presented and include sampler locations, ventilation surveys, dust surveys, effects of shift-to-shift variations, and sampling frequency.

A test program was conducted to determine the adequacy of molded case circuit breakers for dc electrical systems in coal mines. Mine electrical system parameters and the most severe operating conditions to be expected were determined. Tests of the interrupting capabilities of several molded case breakers were made under the worst conditions to be expected. Continuous and pulsed current carrying capability of the breakers was also investigated. Breakers from two different manufacturers passed all tests successfully. Based on the results of these tests, a set of guidelines for applying molded case breakers to dc systems has been prepared.

The Bureau of Mines inventoried Federal lands in the State of Oregon and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal status and agency management practices. The Bureau determined areas of the State having past mineral production and/or known metallic mineral resources and areas favorable for coal, oil, gas, and geothermal resources, and prepared maps that spatially compare the availability of Federal mineral land with these mineral areas to demonstrate the extent of restrictions to mineral entry. Oregon contains 62.1 million acres, of which 33.9 million acres or 55% is Federal mineral land. About 2.3 million acres of Federal land is favorable for selected metallic mineral deposits, of which 64% is available, 13% is restricted, and 23% is unavailable. Of the 21.1 million acres of Federal leasable land favorable for oil and gas, 68% is available, 11 % is restricted, and 21 % is unavailable. Of the 146,720 acres favorable for coal, approximately 71% is available, 13% is restricted, and 16% is unavailable. Federal leasable land favorable for geothermal resources amounts to 458,968 acres, of which 42% is available, 34% is restricted, and 24% is unavailable.
