Respirable dust provisions of the Federal Coal Mine Health and Safety Act of 1969 are designed to protect the most important resource of the coal mining industry--its workers. The Act imposes two respirable dust standards of 3.0 milligrams per cubic meter of air after June 30, 1970; and 2.0 milligrams per cubic meter of air after December 30, 1972. Under Federal regulations, each operator is required to carry out a dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare, This program features the sampling of "high risk" face workers to establish that the exposure of each miner is below the dust standard, Mining sect ions, continuously in compliance with the regulations, may sample at less frequent intervals. In addition to requiring the mining company to take respirable dust samples, the Bureau of Mines will perform in-depth dust inspections twice a year, as well as frequent "spot inspections." The Bureau has established a semiautomatic computerized operation capable of processing over 1 million samples per year. This facility will be linked to various Bureau offices by a telecommunications system to provide automatic data printouts within hours after samples have been weighed.

Accidental explosions in coal mines are due to various causes, but many of them can be directly attributed to coal dust; others that probably in no way depend on dust as a primary cause are propagated, greatly intensified, and made more disastrous by the presence of coal dust. The fact that coal dust in a bituminous mine will explode as a result of a fire-damp explosion has been generally accepted for many years, but the belief has also been held by many that coal dust is not in itself dangerous when unmixed with an explosive gas. Therefore, in past years little attention was given to dust in mines free from fire damp, and many disastrous explosions have resulted from lack of knowledge of the danger from coal dust. In the explosives gallery and experimental mine of the Bureau of Mines experiment station, Pittsburgh, Pa., it has been proved repeatedly and conclusively that coal dust will explode violently when no inflammable gas is present. PROPAGATION OF DUST EXPLOSIONS A coal-dust explosion is an extremely rapid burning or combustion of the coal particles. Their burning consists essentially of the combination of the hydrocarbons in the coal with the oxygen of the air, a process that generates heat and flame and produces hot gases and water vapor. These gases and vapors have a volume many times that of the original coal particles; thus they exert an outward motion and pressure which constitute the explosive wave. When fine particles of coal are suspended in the air, each particle is surrounded by the oxygen of the air, and thus is well placed to oxidize or burn rapidly whenever the temperature is high enough. If some particles are ignited from any cause they will fire others, and the combustion will extend from particle to particle with extreme rapidity wherever enough coal dust of sufficient purity is present.

Available noise control materials and their applications are discussed. The results of field measurements, laboratory experiments, theoretical analyses, and studies of data provided by suppliers are summarized.

The upper part of the Alabama deposits of crystalline graphite consists of an oxidized ore derived from the underlying unoxidized ore through prolonged Weathering. The degree of oxidation in different sections and at different depths within the bed is not uniform. The original ore is hard and blue-gray; the weathered product is soft and brown and is the only part that has been mined to any extent. Samples of both oxidized and unoxidized ores were obtained from two of the large graphite deposits of Clay County. Three additional samples of oxidized ore were obtained from different portions of a third property in the same region. In this report, ores 1 to 5 are of oxidized material and ores 6 and 7 of unoxidized.

This study compiles data on the zircon resources of the Pacific Northwest States, Alaska, and California, to determine the productive capability of industrial concerns to make ductile zirconium and hafnium, and to investigate markets for the nonmetallic products of zircon. West coast zircon resources are large but mostly marginal to submarginal. Development of a stable and profitable zircon mining industry on the west coast will depend upon recovery and utilization of the other associated heavy minerals needed by regional and national markets. The west coast has the only completely integrated facility for processing zircon sand to reactor-grade zirconium and hafnium and for making fabricated products from these metals. The future of the zirconium metal industry appears to be good because of increased use of the metal for nuclear propulsion and power-generating plants.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. A study was conducted to determine the amount of transportation equipment required to move 1.2 billion tons of coal in 1985. The Federal Bureau of Mines has investigated a majority of the various practices associated with coal transportation and has gathered information on the regional origin-destination patterns, methods of movement, equipment stocks, rate structures, and operational capacities of the most important modes of coal haulage currently in use. Models employing this information were developed to establish the origin-destination pattern for 1985 coal shipments, estimate practical tonnage capacities for selected coal hauling rivers, develop modal shares for both unconstrained (by river capacity) and constrained cases, and present a range of coal transportation equipment requirements for given sets of constraints. Projected transportation shares for rail ranged from 63.7 to 72.3 percent, and for river, from 8.8 to 16.4 percent. Other coal transportation modes (truck, conveyor, Great Lakes, and tidewater) are expected to retain their historic shares of coal traffic. Equipment estimates were made for 1985 rail and water transportation based on 1973 average and best practice. Average practice estimates ranged from 675,000 to 710,000 hopper cars (100-ton) and 3,100 to 5,940 barges (1,400-ton equivalent). Best practice estimates ranged from 126,000 to 142,000 hopper cars and 1,750 to 3,450 barges. Full implementation of 1973 best practice by 1985 is unlikely.

Past investigations on waterborne impurities in the flotation process have been concerned primarily with the treatment of specific ores with particular local waters. Although some anions and cations present in water are known to react with flotation reagents, a definitive study has not been made on the effect of such common ions upon the flotation process. This report describes the fundamental research undertaken to define and measure the adverse and/or beneficial effects of different concentrations and combinations of several common anions and cations when oleic acid is used to froth-float limestone from a pulp of quartz and limestone. Research on the effect of waterborne impurities upon the flotation process was composed of two equally important phases. The first phase comprised development of a procedure for floating limestone from quartz that would give the same results in test after test. Some difficulty was encountered, but once such a procedure was developed, the second phase, comprising study and measurement of the effect of various ions c on to natural water upon the flotation of limestone, was quickly completed.

The Bureau of Mines investigated lode tin deposits on Potato Mountain, Seward Peninsula, Alaska. Tin was found to occur as cassiterite associated with quartz, tourmaline, pyrite, arsenopyrite, and earthy clays, but the deposits lack the varied accessory minerals commonly found in tin districts. The tin-bearing deposits are in metasediments along minor breaks and bedding planes but not in the crushed earthy filling of major faults. Cassiterite and sulfides occur with quartz in veins, both with and without earthy clays, and disseminated through tourmalinized wall rocks. The deposits are characterized by irregular segregations containing 1 to 10 percent tin within zones averaging not over 0.25 percent tin. The largest segregation exposed is on the summit of a low hill on the east-central slopes of Little Potato Mountain; most of the outcroppings are in an area trending east to west, roughly 10 to 30 feet wide and 300 feet long. Sample values ranged as high as 12 percent tin, but the average grade may be about 1 percent tin. The extreme irregularity of both grade and composition precludes a more exact determination. Similar concentrations are scattered for over 1,000 feet to the west and north, but these are smaller and lower in grade. Elsewhere on Potato Mountain, generally similar deposits occur as clusters of veinlets at widely separated points in the metasedimentary walls of major faults.

"This report is based primarily on a study of safety conditions and practices followed in the coal mines of Japan. Not all of the coal fields in Japan were studied, but typical mines in the largest producing areas and a fair cross section of coal-mine-safety conditions observed during February to April 1948 are described.Information was obtained through investigations conducted in the mines, discussions with mine-management officials and representatives of labor unions of the various mines visited, and examination of records and statistics from the various offices of the Coal Board of the Ministry of Commerce and Industry and from the Coal Association of Japan. Statistical data covering the same subject, obtained from different sources, varied in many respects and apparently were reported inaccurately, but such discrepancies can be attributed to different methods of reporting and compiling statistics.It is difficult to correlate the high fatal and nonfatal injury rates that prevail in Japanese coal mines with the conditions observed in the mines. Virtually all mines visited were attempting to prevent accidents and explosions, by apparently following known safety precautions for the prevention thereof. Some commendable safety innovations were observed at several mines; they indicated that mine officials are giving thought and consideration to hazardous conditions that affect their particular mines.Naturally, the operating officials and management were anxious to impress the writer with their interest in accident prevention and safety. Operating officials were found to be receptive to safety and wore interested in formulating definite safety programs. Some nines had well-planned and well-organized safety programs, which, if put into effect, would contribute greatly toward reduction of accidents.The approach to safety in Japan is quite different from that in the United States, especially the concept of personal responsibility for accidents and the extent to which the individual should be protected against hazards. Management is responsible for providing and maintaining safe working conditions. Collaboration between management and worker, as understood in the United States, does not exist in Japan.Increase in accidents since the cessation of hostilities is the result of unsettled economic conditions in the coal industry, influx of inexperience workers, and breakdown of discipline among the miners, who have been organized into unions. Those unions are greatly influenced by ""leftist"" tendencies.It was observed that the Japanese mine worker is fatalistic by nature and has little, if any, noticable safety consciousness. The most urgent major requirements to reduce accidents in the coal mines are to train the worker in accident prevention and instruct him regarding the inherent hazards of his occupation.Revision of the mining laws would help to reduce accidents if the companies would comply with such laws and provide safer working places and if the workers would cooperate with management and observe and comply with such laws as are enacted for their protection."

During the course of the investigation of possible domestic sources of manganese, engineers of the Bureau of Mines examined and sampled two manganese mineral deposits in northeastern Utah. The Daggett Chief claims are situated in the northern part of Daggett County,5 miles southwest of Manila, Utah, and approximately 57 miles from Green-River, Wyo. Owners of the property are J.E. Harris Of Salt Lake City, Utah, Nels Palleson of Manila, Utah, and J. P. Larson. The manganese occurs in a vein 6 to 8 feet wide in a shale and sandstone formation. Two distinct occurrences Of manganese are present Within the vein, and samples of each were subjected to testing. Lot A, representing .probably the major portion of the Manganese; was composed of nodules and veinlets of manganese oxides in a semicompact; gray, shaly formation. Lot B represented a 15-inch vein of dense iron-manganese ore. .Most of the laboratory work at Salt Lake City, Utah, was done on these two samples; but preliminary testing also was carried out on a small sample, physically similar to lot A, submitted by the owners.

The final report for Phase II of Bureau of Hines Contract J0134025 concerns the research and development of sensitive ground-fault relays for dc utilization systems in mining. Sensitive relaying employs very low pickup levels such that, when used in conjunction with very high resistance grounding, the exposure of a human to ventricular fibrillation is significantly reduced. To delineate the desired relay characteristics, the report begins by reviewing previous research in this area. A theory for the saturable transformer used to sense the fault current is presented. The design of the ground fault relay is described in sufficient detail that it may be duplicated. Test procedures and results are given. Finally, conclusions and recommendations related to Phase II are presented.

This report describes the preparation characteristics of the more significant coals in Dickenson County, Va. It is one in a series planned to determine which coals are suitable for the production of metallurgical coke either as mined or after beneficiation. Nearly 4 million tons of coal was produced in Dickenson County in 1955, of which approximately 2.7 million tons was cleaned mechanically in 5 cleaning plants. The Federal Geological Survey has estimated that nearly 1,300 million tons of measured and indicated coal reserves remained in the county as of January 1, 1951.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. One phase of the work of the Bureau of Mines in health and safety is promoting the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum-performance requirements for the approval of self-contained breathing apparatus (1),4/ gas masks (2), supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks) (3), dispersoid (dust, fume, and mist) respirators (4), and nonemergency gas respirators (chemical-cartridge respirators) (5). Approval tests of self-contained breathing apparatus are conducted by Health and Safety District B; approval tests of other types of respiratory-protective devices are conducted by the Branch of Health Research. Manufacturers of respiratory-protective devices may submit their equipment to the Bureau of Mines for approval under the requirements of these schedules. If the device, when tested by the Bureau, meets the schedule requirements, a certificate of approval will be granted, which not only states that the equipment has passed the schedule requirements but also gives information about the limitations of the device. If it is found at any time that approved devices do not meet the requirements of the pertinent schedule, the Bureau may rescind approval.

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

The use of liquid hydrogen as a high-energy fuel introduces numerous hazards not ordinarily associated with the use of other more conventional fuels. These hazards are attributable to the unique properties of hydrogen in the liquid and gas states (table 1). Since little work has been conducted on explosion and related hazards of cryogenic fuels, a research program was undertaken to obtain basic data on such dangers for hydrogen and other combustibles under these conditions. These data were used to outline emergency procedures for protecting personnel and equipment when an accidental spillage of liquid hydrogen occurs and to establish a quantity-distance table for the storage of this fuel. The vaporization of liquid hydrogen from a surface is treated as a prob¬lem in heat transfer theory. Two extreme cases are briefly considered: (1) The transfer of heat occurs at constant temperature drop between, the boiling liquid and the hot surface, and (2) the transfer of heat is limited by the rate at which it can flow to the surface from a hot insulating medium. The available data indicate that the former case (1) is applicable when vaporizing from a conducting surface and, initially, when vaporizing from an insulating medium; the latter case (2) is applicable after initial flash vaporization has occurred from the insulating medium. The vaporization rate determines in part the rate at which flammable hydrogen vapor-air mixtures are formed above a spill area. However, the rates at which heat is transferred to the vapor, and air is brought in contact with it also are of importance. Accordingly, the distribution of flammable mixtures above a spill area was determined experimentally. In general, flammable mixtures were found to be both above and within the visible vapor cloud.
