Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

The Bureau of Mines recently observed its fortieth anniversary, and with the close of the fiscal year 1950 it completed 36 years of close cooperation with and helpfulness to the petroleum and natural-gas industries, whose technical problems it studies. Petroleum people likewise observed the ninetieth anniversary of the start of this truly American industry when "Colonel" Drake drilled the first well at Titusville, Pa., in 1859 (see fig. 1). Throughout the period, during which there have been many changes in the fuel and related economy of the country, this work has been carried on systematically by an organized entity of the Bureau first known as the Petroleum Division and in recent years as the Petroleum and Natural Gas Branch. Changes in the industries have been brought about partly by economic forces, partly by advances in technology, and in some measure by the impact of two world wars. As the needs of industry and the Nation have changed, so have the studies of the Bureau changed to meet these needs. Consistently, Bureau technologists and scientists have tried to keep in step with progressive movements; frequently, in fact, have taken the lead. Wherever possible, they have looked far ahead in their program of research, at the same time recognizing the needs of the hour.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

Data presented on the physical characteristics of the reservoir oil, Aneth field, represent the initial phase of a study of Paradox basin reservoir oils being made by petroleum engineers of the Federal Bureau of Mines, Petroleum Research Center, Laramie, Wyo. The purpose of the study is to determine the original reservoir-oil characteristics in several important new discoveries in the Paradox Basin and to investigate correlations between the properties of these reservoir oils and structural or areal position within the basin, If migration is limited and oil accumulates near its source, then it seems probable that few differences should be found in the composition and characteristics of reservoir oils occurring in given age rocks and within the confines of a geological basin. Within these limits, conditions that effected the formation of oil and its transfer from parent to storage rocks probably were rather uniform in an area the size of most of our geological basins. However, if oils should migrate considerable distances, it seems logical to expect that the relative quantities of gas and liquid components may differ in traps occurring along the direction of migration, corresponding with the theory of differential entrapment (5).4/

Diesel particulate matter (D PM) samples from underground metal/nonmetal mines are collected on quartz fiber filters and measured for carbon content using National Institute for Occupational Safety and Health Method 5040. If size-selective samplers are not used to collect D PM in the presence of car-bonaceous ore dust, both the ore dust and D PM will collect on the quartz filters, causing the carbon attributed to D PM to be artificially high. Because the D PM particle size is much smaller than that of mechanically generated mine dust aerosols, it can be separated from the larger mine dust aerosol by a single-stageimpacto1: The SKC D PM cassette is a single-stage impactor designed to collect only D PM aerosols in the presence of carbonaceous mine ore aerosols, which are commonly found in underground nonmetal mines. Howeve1: there is limited data on how efficiently the SKC D PM cassette can collect D PM in the presence of ore dust. In this study we investigated the ability of the SKC D PM cassette to collect D PM while segregating ore dust from the sample. We found that the SKC D PM cassette accurately collected D PM. In the presence of carbon-based ore aerosols having an average concentration of 8 mg/m3, no ore dust was detected on SKC D PM cassette filters. We did discover a problem: the surface areas of the D PM deposition SKC D PM cassettes, manufactured prior to August 2002were inconsistent. To correct this problem, SKC modified the cassette. The new cassette produced, with 99% confidence, a range of D PM deposit areas between 8.05 and 8.28 cm2, a difference of less than 3%.

This report is a compilation of all information obtained in accordance with the requirements of contracts S0122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

This publication by the Federal Bureau of Mines contains the free-swelling indexes for 2,812 samples of coal received from January 26, 1948, to July 15, 1957, and the Hardgrove grindability indexes for 2,339 samples of coal received from June 23, 1947, to July 15, 1957. These data consist of the origin of the sample, bed name, and analysis. Summaries show the high, low, and average values for each bed. The free-swelling index is a relative measure of the caking properties of a coal when burned on a grate, and the Hardgrove grindability index is used to estimate the relative ease of grinding coals. Development and standardization of these test procedures were at a much later date than those for the more familiar tests, such as proximate and ultimate analyses and calorific value determinations. The newer tests are valuable in supplying supplemental information, particularly for assisting in evaluating coals used in certain types of combustion processes.4/ Data from such tests are important to designers of burning equipment, operating engineers, and purchasing agents. Data from these newer tests are scarce and scattered through a number of publications. Special projects were started to determine the free-swelling and grindability indexes, in addition to the regular analyses on the tipple samples collected by Bureau engineers. Since the start of these special projects, all the coal fields of commercial importance have been adequately covered in the sampling program.

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

Preliminary examination of the north-central Kansas clay deposits was made by the junior author during March 1943. He was accompanied by Norman Plummer, ceramist of the State Geological Survey of Kansas. Three areas Nacre selected for further investigation. Detailed field investigation by the Bureau, consisting of hand auger drilling, trenching, anti. test pitting to obtain representative samples of the clays was carried on from April to June 1943. Field .work was under the direction of Edgar B. Butte and Richard L. Schumacher, former Bureau of Mines engineers. The samples taken were analyzed at the Bureau of Mines laboratory at Rolla, Mo. Factual data obtained from the field investigation and laboratory work are set forth in this report.

The Bureau of Mines in the Department of the Interior is increasingly concerned with the safety and health of personnel engaged in coal-mining operations, particularly below ground. The Bureau is also concerned with improving the utilization of domestic mineral resources, and reducing the environmental impact of mineral operations. One obvious way to improve safety and minimize health hazards would be to eliminate coal mining entirely by bringing the energy value of the coal to the surface in some other way, such as by partially burning it underground to form combustible gases and bringing these gases to the surface, where their energy content can be put to use. This technique might also improve the utilization of the coal resource. ? Accordingly, the Bureau of Mines, interested in re-evaluating underground coal gasification technology in terms of current and expected conditions in the United States, requested Arthur D. Little, Inc., (ADL) to appraise the technology to determine: ? Whether the current (1971) state of the technology offers a technically feasible method for gasifying coal underground that is applicable to the reserves of bituminous and lower rank coals in the United States. ? Whether a program of research and further development of the technology could ultimately make it a technically feasible alternative to current open-pit and underground coal mining operations. ? What the nature and cost of further research and development work in the technology should be.

The nonpegmatitic sources of beryllium in Arizona, Colorado, New Mexico, Utah, and four adjacent states investigated by the Bureau of Mines are described. The investigations included 155 properties from which over 6,200 rock samples were collected; more than 5,500 samples were analyzed by the nuclear beryllium-detection technique. Twenty-four of the properties examined had rock containing more than 0.10 percent BeO. Many of the beryllium determinations were made in the field with portable detection instruments by direct scanning of outcrops and by testing samples of rock brought to the instrument. The large domestic resources of low-grade nonpegmatitic beryllium ore in Utah, which were discovered by private enterprise and which respond favorably to small-scale treatment processes, may come into commercial use and thus reduce the dependence of the United States on imported beryl.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The properties of coal from the Pittsburgh seam, procured from the Bruceton and Federal No. 2 Mines were found to be similar. Strength and stiffness properties of Beehive Mine coal were determined and the material found to be isotropic. Mechanical, index and geologic properties of roof and floor coal measure rocks from Beehive mines were measured and correlated. Analytic formulations are given for coal creep under uniaxial loading, while triaxial creep is being investigated. Results of testing of coal model structures are compared with predictions from using several material models.

Prior to the actual development of an oil property it is difficult to determine the quantity of oil under the property and the rate at which this oil can be brought to the surface-factors that determine the ultimate value of the property. Consequently, there has been much confusion in devising accounting systems that, during the entire life of a property, will show costs and profits from which the producer can determine whether his property is being worked at a profit or otherwise. The Bureau of Mines publishes this report in recognition of a distinct need for a simple treatise on accounting methods adapted to the peculiarities of the petroleum industry. Probably many companies operating oil wells are not fully acquainted with details important to the welfare of their business, because their account books fail to furnish them with exact and adequate data. With the accountant rests the responsibility of providing the management with reports setting forth the details of the business expressed in fitting terms as well as in dollars and cents. These reports are a means whereby efficiency may be maintained, waste prevented, oil obtained and sold, and money suitably reinvested. They also enable a concern to study the progress of its business in order to conserve to the utmost the possible benefits from an exhaustible deposit of mineral wealth. When managements realize the extent of the waste at their properties more attention will be given to the character of the accountancy records. Herein are presented descriptions and discussions of balance sheets, profit-and-loss statements, and bookkeeping methods peculiarly adapted to the oil business. As far as possible, technical phrases have been omitted in order that those not familiar with accounting terms may be able to follow the subject matter. The systems of keeping books outlined in Chapter X have all been found practical. For brevity as well as clearness the major part of the work refers to the company operating only one property.
