A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

"INTRODUCTION This investigation was a part at the Bureau of Mines program for the production of critical and essential materials needed for the war.The Boykin Committee for investigating the steel shortage aided in obtaining an appropriation to be expended by the Bureau of Mines in studying the utilization of North Dakota lignite in the manufacture of hydrogen that could be used in the production of sponge iron from low grade ores of Minnesota.OBJECT OF INVESTIGATIONThe investigation was conducted by the Bureau of Mines to ""determine the workability of the proposed bubble-hearth process and its possible use in connection with an experimental plant for the gasification of lignite being operated by the Coal Division of the Bureau of Mines at Grand Forks, North Dakota.ACKNOWLEDGMENTSThis report is one of many on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources.Investigations of our mineral resources are conducted by the Mining Branch, L. In 2005, a total of 7,111 sand and gravel mining operations reported employment to the Mine Safety and Health Administration (MSHA). ? Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

The flammability and explosibility of unsymmetrical dimethylhydrazine ( UDMH ) were investigated by the Federal Bureau of Mines to evaluate hazards associated with commercial application of this material as a missile fuel . This program included the following determinations : 1. Temperature limits of flammability in air at one atmosphere pressure ; 2. limits of flammability at selected elevated temperatures and pressures ; 3. 4 . 5. spontaneous ignition temperature in air at one atmosphere and at 200 pressure per square inch gage ( p.s.i.g. ) initial pressure ; spontaneous decomposition temperatures in nitrogen at one atmosphere and at 200 p.s.i.g .; shock sensitivity over a temperature range from about ( ca. ) 25 ° to 50 ° C .; 6. shock sensitivity of reference propellants ( hydrazine , nitromethane , methyl acetylene , etc. ) ; 7 . shock sensitivity of UDMH plus small amounts of selected metal catalysts . Part of the corresponding data was obtained for a mixture of unsymmetrical - dimethylhydrazine and diethylenetriamine ( U - DETA) .

In overall aggregate, the world's mineral industry in 1987 experienced a more satisfactory year than in 1986, at least insofar as its performance could be assessed from traditional statistical indicators. Production, trade and consumption seemingly advanced in the case of the majority of commodities, and prices for a number of commodities advanced. It was by no means certain, however, whether 1987 investment in mineral industry ventures would top the levels of 1986, when, in the case of petroleum industry investment expenditures there had been a sharp decline, this in contrast to evidences of a slight upturn in steel industry investment. World crude mineral output value was estimated at more than $1,084 billion, and the value added by minerals industry processing of this material probably raised the total value of the industry's production from primary materials to more than $2,600 billion constant 1983 dollars. Less easy too assess was the value of mineral commodities moving in international trade, but with a resurgence in oil prices from the 1986 levels, an increase above the 1986 $500 billion mark seemed assured. There are no comprehensive aggregate statistics on mineral consumption comparable to those on production and trade, but quantitative growth recorded for most major commodities suggested a favorable trend, particularly when coupled with a general (though by no means universal) upturn in unit prices.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

Pumpable roof supports provide an alternative longwall tailgate roof support and have grown in usage during the past few years. Heintzmann Corporation has been installing pumpable roof supports at the RAG Resources Emerald Mine in western PA since 1998, where they have provided effective roof control in their longwall tailgates. Despite the success of these supports in this application, questions remain regarding critical design issues for optimizing the use of this support technology. The support loading profile is characterized by a high initial stiffness with peak loading occurring at less than one inch of convergence, followed by significant load shedding with a post failure capacity comparable to that of wood cribbing. Therefore, the key to optimizing the support utilization is to provide sufficient load density to prevent convergence from occurring beyond the peak loading capacity. This requires an understanding of how the supports interact with the ground conditions, hence measurement of the ground reaction curve. In order to obtain this information, pumpable roof supports were instrumented to measure support loading. Roof deformation and roof-to-floor convergence measurements in the vicinity of the instrumented supports were also made. The experimental parameters for the installation were the support spacing and water-to-solids ratio of the grout, which controls the grout strength and ultimately the maximum capacity of the support. The study clearly shows that at this mine a 24-inch diameter support is fully capable of providing adequate ground control under depths of cover of 750 ft as only 50 pct of the available support capacity was utilized outby the longwall face. It was also shown that the 2.00 to 1 water-solids ratio, despite providing a slightly softer support response, is sufficient for maintaining the same degree of roof control provided by the traditional 1.75 to 1 grout mix. The 10-ft spacing of the supports did not cause any ground control problems outby the face. However, inby the face the performance of the support is degraded once the peak capacity of the supports is exceeded. It appears that the large load shedding behavior, which is characteristic of this support following peak loading, allows the immediate roof to separate. When this happens, the support is unable to regain control of the roof in time to prevent failure of the immediate roof beam.

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

"INTRODUCTION The veins of the Clark Fork district have been mined on a small scale since 1913. In May 1943, the district was examined by an engineer 3/ of the Bureau of Mines with a view to possible exploration for larger ore deposits that might be of value to the war effort. The area adjacent to the Hope, Whitedelf, and Lawrence mines was re-examined 4/ December 27, 1943. As a result, the Bureau of Mines started exploratory operations in the district during the summer of 1944 which was continued until the late spring of 1946. This report presents the data obtained from the investigation.ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Federal Bureau of Mines made pilot plant investigations of the process requirements necessary to produce heavy fuel oil by the liquid-phase hydrogenation of bituminous coal. The investigation was carried out in three separate series of experiments. The first series studied the effect of temperature and contact time on product distribution at 3,500 p.s.i.g. and 420° to 480° C. in the presence of 0.1 wt.-pct../ stannous sulfide plus 0.05 wt.-pct. iodoform based on gross coal. As a result of increased contact times and temperatures, the conversion-6/ and yield of hydrocarbon gas increased, the viscosity of product oil decreased, and elimination of oxygen, nitrogen, and sulfur from coal increased. The yield of oil did not indicate any definite trend with changes in temperature and contact time. The yield of oil ranged from 76 to 85 pct. for Pittsburgh coal and from 60 to 85 pct. for Rock Springs coal. Asphaltenes in the product oil ranged from 17 to 38 pct. of the total oil for Pittsburgh coal and from 12 to 22 pct. for Rock Springs coal. Fuel oils meeting Bunker C or American Society for Testing Materials (ASTM) Grade 6 specifications were produced with Rock Springs coal at 0.2- to 1.0-hr. contact time and 440° to 480° C. and with Pittsburgh coal at 0.3- to 1.0-hr. contact time and 420° to 460° C. In the second series of experiments tin, nickel, iron, and zinc were evaluated as catalysts for the hydrogenation of Rock Springs coal to heavy fuel oil at 3,500 p.s.i.g. and 460° C. Using the apparent conversion of coal as criterion of catalyst activity, at a contact time of 0.45 hr. tin was the most effective catalyst; nickel and iron were nearly as effective, but the use of zinc resulted in much lower conversion. When the contact time was increased to 0.80 hr., the apparent conversion of coal was essentially the same for each of the catalysts. When the yield of oil boiling below 3550 C. was used as criterion of catalyst activity, at 0.45 hr. the order of activity was tin, iron, nickel, and zinc; at 0.80 hr. tin was far superior and the others were essentially equal. The product oils contained from 8 to 20 pct. asphaltenes.

The Leadville mining-district (fig. 1) covers approximately 8 square miles adjacent to Leadville, the county seat of Lake County, Colo. It is famous for its large production of rich ores containing zinc, lead, copper, gold, and silver. Some manganiferous ores also have been produced.

The Townsite mine, consisting of 40 acres in the town of Cardin, Okla., is in the center of a highly productive part of the Picher-Cardin district of the Tri-State zinc and lead field. Previous to the time of the work done by the Bureau of Mines, the property had been partly explored by churn drilling, and an area-of about 8 acres in the southwestern corner had been exploited by underground workings. The Bureau of Mines investigation had as its object the more intensive development of the northern part of the property where previous drilling had indicated a possible ore deposit of commercial grade. Churn drilling by the Bureau began in September 1942 and continued to February 1943. Twenty holes totaling 4,827 feet of bore were completed. Utilizing the information gained from these drill holes, the Weidman Mining Co., lessee of the tract, sank a shaft and proceeded to the exploitation of the indicated ore bodies.

The data in this report were prepared to show how Bureau of Mines routine crude oil analyses could be used to evaluate crude oils in terms of common commercial products . The use of Bureau of Mines routine analyses to determine hydrocarbon - type relationships for the gasoline and gas - oil fractions is demonstrated . For this purpose the correlation index , the aromatic profile and the naphthene profile are used to establish reasonably acceptable values for hydrocarbontype relationships . The derivation and meaning of these indications are discussed . These analytical interpretations are applied to a group of high - sulfur crude oils from the Near East , the Permian basin of West Texas , Venezuela , Colombia , California , and other locations , and the resultant data for gasoline , gas oils , lubricating oils , and asphalt are compared by appropriate tables and graphs . Because the Near East crude oils contain higher quantities of paraffins in the gasoline and gas oil ranges , they will yield good , lowsolvency solvents and good kerosine , jet fuel , and diesel fuels , but straightrun gasoline of inferior quality compared to similar products from either West Texas or Venezuelan high - sulfur oils . The Near East oils also should be good sources of lubricating stock . However , when used as stock for catalytic cracking or reforming , the Near East oils suffer by comparison because they are deficient in naphthenes .

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

In 2006, 14,885 mining operations reported employment data to the Mine Safety and Health Administration (MSHA).1 Almost half (48.2%) were sand and gravel mines, followed by stone mines (30.7%), coal mines (14.2%), nonmetal mines (5.0%), and metal mines (1.9%).

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. The safety record established by the coal-mining industry of the United States during 1934, although not as favorable as that for the previous year, was better than the record for any other year during the period 1930-34 for which complete figures covering fatal and nonfatal accidents at the mines are available. The number of accidents was 89.98 per million man-hours of employment compared with 86.74 for the year 1933, the latter being the lowest rate in any of the 5 years referred to. The rate was 105.60 for 1930, the first year covered by available data. Employment increased in 1934; the number of workers represented an increase of 8 percent over the year 1933, man-shifts of labor increased 16 percent, and the number of man-hours of labor increased 7 percent. The total number of man-hours of employment also exceeded the number reported for 1932, and was almost equal to the record for 1931.
