This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

This field guide is designed for use in planning pollution control and reclamation activities on small sand and gravel operations. Its purpose is to assist operators in selecting environmentally desirable pollution control and reclamation procedures based upon their particular mining situation. The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The Bureau of Mines is engaged in research on ground probing radars for detection of geologic hazards in advance of mining. Penetration distances and interpretation models depend on the dielectric properties and wave propagation characteristics for coal measure stratified media. Relative dielectric constants and dissipation factors were measured under ambient conditions for Pittsburgh Seam coal measure rock over the frequency range of 20 to 100 MHz by the susceptance-variation method. The rock types measured were representative sedimentary rock located above the Pittsburgh Coal Seam. Extreme values for the computed attenu-ation distance ranged from 1.7 m at 100 MHz for siltstone to 230 m at 20 MHz for a particular limestone.

This report contains the practical application of a computer program for the simulation of ventilation systems under the influence of mine fires and other emergencies on five hardrock mines. The introduction describes the need for such a program, its basic features, and the range of its applicability which is mainly a function of the available ventilation data. The second chapter discusses program modifications, whose necessity or desirability was, during the application, discovered. The following five chapters, which comprise the major portion of the report, give the detailed description of the program application on the five mines. For every one of the selected mines, the ventilation system, the source of the used ventilation data and their preparation for computer simulations are outlined. Based on data for the airflow distribution solely, fumes concentrations in the mines are calculated for several assumed fire locations. Based on data for airflow and pressure distributions, ventilation disturbances caused by fires as well as the resulting fumes concentrations and temperatures are determined. The consequences for escape routes and the possible means to keep them free of fumes are discussed. To investigate the capabilities of the program, other contaminant sources and other potentially dangerous ventilation factors, like fan failures and changed surface temperatures, are simulated also. The results of the calculations have been entered into ventilation plans which makes them easier to scrutinize. All significant computer printouts have been attached.

Titanium ranks as one of the more abundant elements, is widely distributed, and occurs in concentrated form in numerous deposits. This substance was discoveres 140 years ago; but despite the efforts of metallurgists and chemists to find a place for it in industry, only within the last 10 or 15 years has the increased use of titanium pigments provided any extensive outlet for titanium ores. Even to-day titanium is confined to a few highly specialized industrial applications. The metal itself is now quoted regularly in trade journale, but scarcely yet can it be said that the production or use of the metal. has progressed very far beyond the laboratory stage. Ferroalloys containing the element were largely used for a time, especially in connection with the manufacture of Bessemer steel rails; but as American rail- ways adopted open-hearth rails in preference to Bessemer rails, the demand for the alloys in the rail manufacture gradually dwindled into insignificance. New outlets for ferrotitanium have been found in the steel industry; and the production of titanium alloys, both in the United States and in Europe, has increased in recent years. By far the largest use of titanium at the present time, however, is in pigments. The manufacture of titanium white began in Norway, but at present the United States is the leading producer. One of the two companies now operating in the United States is also the leading factor in European production. Although titanium occurs, in many minerals, the principal commercial sources are rutile (the natural oxide, Ti02) and ilmenite (iron-titanium oxide, FeO. TiO2). The latter is a coal-black mineral, but it is the one used in the manufacture of the titanium white of commerce, as well as in the manufacture of ferroalloys and arc-lamp electrodes. Rutile, the natural oxide, is not pure white and, being less common in nature, costs more; it is, therefore, reserved for use in the manufacture of titanium chemicals employed in relatively small amounts in dye works and bleacheries and for sundry minor purposes. This paper summarizes the titanium industry, with special reference to its economic aspects. It is offered as a survey of current trade literature and as a digest of material in the files of the bureau and is presented in response to numerous inquiries from prospective producers as to ways and means of exploiting deposits. (At present, much of the ilmenite consumed in this country comes from overseas, principally from British India..). A forthcoming circular, devoted to deposits of titanium-bearing ores, deals with foreign and domestic sources of supply.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

This paper which describes the milling practice at the Golden Cycle mill is one of a series of similar papers being prepared by the United States Bureau of Mines. The mill of the Golden Cycle Corporation, formerly known as the Golden Cycle Mining and Reduction Co., is located at Colorado Springs, Colorado, and has been operated since 1907. It is now and has been from its inception almost exclusively a custom mill.

The development of an onboard contaminant diagnostic monitor to continuously measure contaminant level in a mining machine was advanced to a prototype stage in this contract. Several concepts were investigated and it was found that a static spool type sensor was the most reliable and accurate. Laboratory and field tests showed that an instrument based on this concept is capable of measuring contaminant levels and/or size distribution, depending on the configuration of the sensor. Moreover, this instrument can function on emulsions or homogeneous fluids. Current laboratory equipment can operate on homogeneous fluids only.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

This report summarizes the activities performed and the results achieved during a two-phased investigation of the technical and economic feasibility of disposing of coal mine refuse underground in active mines, Three coal regions in the United States that are most severely affected by coal refuse disposal problems are identified: southwestern Pennsylvania, southern West Virginia, southwestern West Virginia and eastern Kentucky. For each region, a conceptual mine model is presented that describes the geologic conditions, mining methods, and environmental circumstances typical of that region. The model mine that was prepared for the Kanawha Region in Southwestern West Virginia and eastern Kentucky was selected as the basis for developing alternative conceptual designs of underground disposal systems in the second phase of this investigation. Procedures used in selecting the regions and in modeling typical mines are described in Part I of the report. Part II of the report describes existing methods for stowing refuse underground, presents three alternative conceptual designs of stowing system that would be appropriate for the model mine postulated in the first phase of the study, discusses technical characteristics and environmental effects relative to the various systems, and evaluates the technical and economic feasibility of the three alternative disposal system designs. Comparisons costs among systems and with costs or surface disposal are presented.

This Bureau of Mines report presents operating practices and results of pressure maintenance and secondary recovery by water injection or by water injection supplemented by gas injection. Particular emphasis is placed on the results of water injection, which is the principal oil-recovery method employed in projects covered by this report. No attempt is made to study gas-injection projects or operations that are considered water-disposal projects. Also, this report does not include water-injection projects that have not been in operation long enough to evaluate results. Figure 1 is a map of north Louisiana showing the geographical locations of the projects included in this report. Most of the data used in this study were supplied by unit operators, operating companies, and the Louisiana Department of Conservation. Reservoir information and recovery data are generally those supplied by the operators, but include revisions where deemed necessary.

This Bureau of Mines report evaluates the performance of commercially available portable instrumentation for the detection of carbon monoxide, carbon dioxide, oxygen, and methane at conditions simulating an industrial work atmosphere. Portable instrumentation included in the study was gas-detection tubes (length-of-stain and color intensity), catalytic detector, liquid absorption detectors, paramagnetic oxygen detector, galvanic detector, and pelement or hot-wire methane detectors. Evaluation of the instruments was in atmospheres with 50 and 80 percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the thresh-old limit value. Correlation of the results from the portable gao analyzer with measurement from the standard instruments was made by calculating and plotting an estimated line of regression, prediction, and confidence limits and the correlation coefficient for each detector system. Relative humidity in the 50-to 80-percent range did not appear to contribute to instrumental uncertainties in either performance or operation. Considerable deviation in detection precision between the portable gas-detection systems and the standard systems was established, especially at the lower gas concentration levels. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than difference in the tubes themselves.

Although aluminum is easily leached from calcined clay with boiling mineral acids, the presence of fines and slimes in the leached residue has hindered the application of acid leaching processes. A feed preparation method was, therefore, devised that provided a dense, smooth-surfaced, fine-grained clay. The important factors affecting feed quality were determined to be (1) crushing the raw clay to the size desired for the leaching process, (2) moistening the crushed clay with a fine mist of water while tumbling on a rotating disk, (3) drying the misted clay, and (4) calcining the dried clay at 750° C in a fluidized bed. Clay treated by this method was leached with HCI, and its residue was washed by water displacement in 4-ft-deep beds. Bed permeabilities on the order of 47 darcys or 4.6 x 10-7 cm2 were obtained with the leached residues.

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

In a previous report,6/ results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.1 cubic feet when the number of ventilation openings in the cover was varied from no openings to a maximum of 48. The result s showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

This report summarizes completed research pertaining to the reaction of human subjects exposed to Self-Contained Breathing Apparatus (SCBA) stressors during escape conditions (viz., resistance breathing, C02 breathing, hot air breathing, and static positive facepiece positive pressure breathing) and the development of an automated breathing and metabolic simulator (ABMS). Volume I contains summarizes of the studies performed under this contract. Volume II is an appendix which contains more detailed descriptions of these studies.
