The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

In this first sub-seafloor examination of an active hydrothermal system hosted by felsic volcanic rocks at a convergent plate margin, we drilled 13 holes altogether, achieving deep cored penetrations at two sites. Our aims were (1) to delineate the lateral and vertical variability in mineralisation and alteration patterns below the PACMANUS hydrothermal site near the 1650-1700 m-deep crest of Pual Ridge in the eastern Manus back-arc basin, so as to understand links between volcanological, structural and hydrothermal phenomena, and (2) to establish the nature and extent of microbial activity within the system. Technological innovations vital to success included our precise location of holes on small targets with drill-stem video, the use of a new hard-rock re-entry strategy, and deployment of casing with a new hammer drill. Other technical achievements were the first ODP application of an advanced diamond coring system, and the first direct comparison in a hardrock environment between structural images obtained by wireline methods and by logging-while-drilling (resistivity-at-bit).

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

Clark volcano is a large volcanic center on the active arc front of the intraoceanic Kermadec arc. It is one of the two southern-most Kermadec arc volcanoes (the other being Whakatane volcano) that sits on oceanic crust before the transition to continental New Zealand, and is underlain by the 17-km-thick Hikurangi Plateau, which is presently subducting beneath the southern section of the Kermadec arc. Unusual K-rich basaltic lavas have been recovered from Clark (1.5 to 2.25 wt.% K2O), together with more typical basaltic-andesite, andesite and dacite rocks. The total volume of the Clark volcanic center is ~90 km3, calculated from the summit of the volcano down to the 2,500 m contour (which marks the inflection point of the volcano flanks with the surrounding seafloor) and comprises two separate edifices similar in size; the northern one having a volume of ~4.57 km3 and the southern one 4.43 km3. The volcano has a maximum relief of ~1,645 m from the 2,500 m contour to the summit of the shallower northern edifice shoaling to 855 m below sea level. The northern edifice is comprised of twin peaks each consisting of a constructional cone, with evidence of sector collapse having occurred between the cones. A more recent, smaller cone again has grown on the eastern flank between these summit cones. Massive, blocky lavas and coarse talus dominate the summits of the cones, with finer-grained volcaniclastic material and sediments a feature of the volcano flanks. The southern edifice is noticeably more dissected than the northern one, having a pronounced horst in the centre of the volcano bounded by 5-6 km-long faults. There is no obvious constructional cone atop the southern volcanic edifice.

As marine research scientists we especially appreciate the uniqueness and complexity of the deep-sea hydrothermal vent fauna and environments, and are particularly interested in preserving vents for their scientific, aesthetic, ecological, and potential economic values. In fact, because of the specialized nature of the equipment required to work at deep-sea hydrothermal vents, such as occupied and unoccupied research submersibles, scientists are the primary group of people who have the opportunity to visit these extraordinary environments. The potential for significant impact of scientific activities on a single vent site or a population of vent animals pales in comparison to the potential for disturbance by volcanic/tectonic events or industrial mining/harvesting activities. Nonetheless, we recognize that some scientific activities could adversely affect individual sites or impact communities more than is necessary, if research activities are not carefully planned and executed. In addition, because only a limited number of sites are currently known and scientists from a wide variety of disciplines frequently work at single locations, we recognize the potential for use conflicts among scientists, at sites where scientific activity is intense.

Traditionally, mining activities have been developed in firm land, but technological advances and human needs have opened in the last year?s new opportunities in the maritime field. This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

The Chatham Rise is a submarine topographic feature lying off the east coast of New Zealand between the South Island and the Chatham Islands and within New Zealand?s jurisdiction. The Chatham Rise hosts economically significant deposits of rock phosphate and other potentially valuable minerals. The deposits comprise nodules lying on, or just below the surface of the seabed in shallow waters. Rock phosphate is an essential ingredient of fertilizer and can be applied directly to pasture. There is a realistic opportunity the phosphate deposits could supply New Zealand?s agricultural requirements for an estimated 30-year period at current rates of consumption.

A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

Natural methane hydrate has been scientifically studied as a global carbon reservoir. However, in Japan, it?s potential as an energy resource has been industrially highlighted, because there are few domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in the sea around Japan. Less CO2 discharge from methane compared with coal, oil and conventional natural gas for the same calorie value is considered an advantage for its use as an energy resource. Because methane hydrate is distributed at shallow depth in sediments on the ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has a considerable impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate its behavior in the environment after leakage if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on the seafloor and in the water column can be studied through the analyses of natural cold seepages and hydrothermal activity.

Mineral zonation studies were conducted on hydrothermal vents of two hot spot volcanoes. One study site is located within the Axial Caldera of the axial hot spot volcano of the Juan de Fuca Ridge. The young high-temperature hydrothermal vent field consisting of two polymetallic sulfide chimneys, five meters high, located at 130°01.5'W, 45°56.5'N, along a fault complex at the base of the southwestern wall of Axial Caldera was sampled during four ALVIN dives in 1983. Temperatures of up to 270°C were measured within the orifice of one of the chimneys, which was then broken off and recovered with the submersible. Both black and white "smoke" was observed to be emanating from the one chimney sampled. The high-temperature chimney extends directly from a field of broken lobate lavas which are located at a water depth of 1,550 meters, about 200 meters east of the caldera wall. The chimney makes one of the shallowest active high-temperature vents studied to date. The vent is surrounded by clumps of vestimentiferan worms and is located within an elongate field of red-colored iron smectite blankets and chimneys. The low-temperature field forms a ribbon 150 meters wide, extending for about 1,300 meters at the base of the wall. Chemical analyses of the hydrothermal deposits ranging from the polymetallic sulfides of the chimney to the outer zones of the low-temperature field show a range of elemental assemblages consistent with temperature zonation around the vent. INTRODUCTION Germany has a long history in marine research in the Indian Ocean. The first German scientific cruise started in 1964, followed by a series of state-sponsored research cruises between 1983 and 1995 leading to the first finding of polymetallic sulfides in the Indian Ocean. The research included regional bathymetric, geological, structural, volcanological, petrological and hydrothermal investigations along the Carlsberg Ridge and the Central Indian Ridge (CIR). Early environmental base line studies covered oceanographic and sedimentology aspects. In 2010, BGR took the initiative for the preparation of a license application for the exploration of polymetallic sulfides with the International Seabed Authority (ISA), and prospecting started in 2011 along the southern Central (CIR) and the northern Southeast Indian Ridge (SEIR) in the southwestern Indian Ocean (cruises INDEX 2011 on board R/V Sonne), INDEX 2012 (R/V Fugro Gauss), INDEX 2013/1-2 (R/V Sonne) and INDEX 2014 (R/V Pelagia). After three years of resource-oriented and environmental base line studies, BGR, in order for the Federal Ministry for Economic Affairs and Energy (BMWi), applied for an exploration license which was approved by and subsequently signed with the ISA in 2015. The license gave permission to start a detailed exclusive resource-oriented exploration program in the license area. The program includes the outline of potential ore deposits and a resource assessment but also extensive and detailed base line studies for the sustainable protection of the marine environment in the license area. The license contract has a fifteen years lifetime and may allow the application for a subsequent mining license. The exploration aims at the identification of inactive polymetallic sulfide deposits, formed below former discharge zones of hot hydrothermal fluids on the ocean floor (“black smoker” systems), by advanced and modern exploration techniques.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

INTRODUCTION Work by Humphris et al., (2002); Ondréas et al., (2009); Barreyre et al., (2012); and Escartín et al., (2015) has identified active and inactive hydrothermal sites along the Lucky Strike segment. The sites that contain the largest accumulation of known sulfides are located between the north and the southern zones (Figure 1), a vent site area that is referred to as the Main Lucky Strike hydrothermal field (Escartín et al., 2015). Hydrothermal fluid outflow has been linked to a shallow fault network (Barreyre et al., 2012). However, specific constraints on fault geometries have not been determined. Other off-axis sites at Lucky Strike, such as Capelinhos (high temperature vent), and Grunnus (inactive?), as well as a low temperature vent field (on-axis), Ewan, have been described by (Escartín et al., 2015). Given the spatial relationship between the Main Lucky Strike hydrothermal field (MLSHF), and the intersection of northern rift faults with the southern rift faults, a structural analysis of this area can provide insight into the fault controls on fluid flow that leads to hydrothermal venting and sulfide precipitation. METHODOLOGY Structural data (dip direction and dip) was determined using Leapfrog Geo 4.0 software. Bathymetric data was obtained from Escartín et al., (2015) and references therein. The bathymetry was imported into Leapfrog Geo (in UTM format) and, using the structural modelling tool, individual measurements with dip direction and dip data were collected with a focus on the northern volcanic rift and the southern central volcano (Figure 2a). All measurements were taken from what the authors consider as normal faults, and to aid the determination of individual measurements a “face dip” map was constructed, where the bathymetry is colored by slope angle (Figure 2b). All measurements are simultaneously plotted on a stereonet generated by the Leapfrog Geo Software. Data were divided into northern and southern, and western and eastern zones to determine the relationship between hydrothermal venting and the structural geometries at Lucky Strike (Figure 2c). Slip measurements for individual faults were determined along the dip of the fault with a measuring tool. Net slip, heave (horizontal displacement), and throw (vertical displacement) was calculated for each of the zones.

The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary. Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

The Portable Remote Operated Drill was developed in Sydney, Australia in the 1990’s. The device is a platform for many in-situ seabed sampling and coring tasks. The range of tools developed for use in PROD’s magazine now includes gas detectors, vane testers, penetrometers and corers. This paper presents aspects of the soils testing undertaken in deepwater since 2005, focusing on testing of methane hydrates and reefal accumulations. The varied selection of tools carried in PROD’s magazines allow the unit to perform several functions from the seafloor in one deployment.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

There is increasing recognition that in order for a development project to proceed successfully, it must first obtain a ?social licence to operate? from concerned stakeholders. Obtaining this ?licence? is in many ways a separate process to the legal one which involves, among other things, submitting an environmental and social impact assessment (ESIA) to the appropriate regulatory authority for review. Essentially, the function of an ESIA is to present a project?s technical, financial and social benefits, together with its environmental and social impacts in a transparent way to enable regulators to make an informed decision about whether the benefits outweigh the impacts, and thus whether or not the proposed project should proceed. The focus in the early days of ESIAs was primarily technical and was aimed to answer two fundamental questions: ?Can the project be built?? and ?Can we minimise impacts to a level that is acceptable to the community?? Basically, the ESIA process was a technical test of competence, but more recently, ESIAs have become much more than this. The main ESIA risk is now more akin to a test of a project?s legitimacy ? i.e., with more weight placed on the social licence, or the political test of moral authority ? with the process involving stakeholders from multiple backgrounds and disciplines, including some anti-development NGOs/civil society groups with their views on mining, (particularly in developing nations), often already pre-determined. Within the backdrop of this potential maelstrom, now enter a proposal for a new industry (such as deep sea mineral extraction).
