"With growing international interest in mineral resources in Central Africa, the importance of transparency in resource development cannot be overemphasized. Without transparency, the region cannot maximize revenues from resources. Although the importance of transparency is beginning to be recognized, many factors can hold back the gains of transparency from resulting in real economic development for the countries involved. This paper reviews current financial, economic, and development literature for Central African countries, with a focus on identifying underlying conditions and specific transactional conditions impacting the effectiveness of transparency in mining development in the region.RÉSUMÉ En raison de l’intérêt international croissant pour les ressources minérales en Afrique centrale, l’importance de la transparence dans le développement des ressources ne peut pas être surestimée. Sans transparence, la région ne peut pas maximiser les revenus tirés de ses ressources. Bien que l’importance de la transparence commence à être reconnue, plusieurs facteurs peuvent freiner les gains acquis de la transparence à produire un véritable développement économique pour les pays touchés. "The basis of the tomographic velocity imaging technique is briefly described and an application of the method to detect and image a cross-section through a chromite pod is presented. Using the chromite application as an example, the relative costs of tomographic data acquisition and processing are compared with those of diamond drilling to obtain similar resolution. A number of different tomographic survey configurations and the potential role of the method in surface and underground exploration are discussed.IntroductionThe technique of seismic tomography has been most widely applied in oil industry exploration, nuclear waste disposal, civil engineering site investigations and in the assessment of the condition of mass concrete structures. Although model studies had indicated that tomography would be a useful tool in mineral exploration, relatively few applications have been reported.Essentially the method relies on the determination of the speed with which sound travels through a region within a cross-section of the earth or large body. The speed of sound is determined by the physical characteristics of the medium through which it is passing. In geophysics the speed of sound is generally referred to as the seismic velocity. Due to variations in the formations of different rocks the seismic velocity will vary and so can be used to map geological boundaries"

Some examples of the results of research projects, conducted in the KOMAG Institute of Mining Technology are presented. Special attention is paid to mining machines and equipment, and improving work safety and comfort of miners in underground workings. From numerous scientific and technical achievements of the KOMAG Institute within the last 2 years, a few design solutions have been selected for a presentation. Some results of European projects on innovative solutions are described as well, highlighting KOMAG?s role in the national and international research area.

The metallurgical treatment of Falconbridge ore re-quires an extremely fine grind of the pyrrhotite portion ? for maximum liberation and recovery of nickel. This paper describes the operation of a grate discharge pebble mill in closed circuit with cyclones regrinding 25 to 30 tons per hour of sulphides to approximately 90 per cent minus 325 mesh. The consumption of the screened ore grinding medium is of the order of 2.5 pounds per kw.-hour, or less than 1 per cent of the tonnage of re-ground sulphides. IN RECENT years, there has been a considerable interest in pebble grinding in the uranium industry, and a number of installations have appeared. However, the use of sulphide ore pebbles as a grinding medium has so far been relatively limited. AZ31 magnesium plate of 300mm in width and 40mm in thickness was produced by horizontal continuous casting machine, and its microstructures were analyzed on the surface and in the plate interior. The defect formation on the surface and subsurface, such as side cracks, buckling, pores and segregation, was very sensitive to the casting condition and processing parameters. Especially, casting speed and secondary cooling were the most dominant parameters to control the solidification behavior of magnesium melt, for example the position and shape of the solid/liquid interface in the mould. The cyclic marks on the surface were obvious because the plate were drawn by 4-step cycle and can not be removed. The average grain size of as cast plate measured as 50-65µm at the near surface and 300-400µm in the center of the plate was relatively small because secondary cooling water was applied to control the surface quality resulting in rapid solidification of the melt in the mould.

For a long time the Oil Industry has been looking for a logging tool which can determine the quality of the cement job behind casing. Older methods such as Temperature Surveys and Radioactivity Surveys might detect the presence of cement behind the casing, but short of production tests, it was impossible to tell that the producing zones were adequately sealed off from adjacent zones. A new logging method, which is called the •Cement Bond Log, operates on the principle that a sonic pulse transmitted by the casing is greatly attenuated when the casing is strongly bonded to an outer annulus such as cement. The down-hole tool consists of a source of sonic energy which is detected by a receiver situated a few feet away from the source. The amplitude of the detected energy is measured and the resulting signal transmitted to the surface where it is recorded versus depth. Amplitude is a function of attenuation and thus the log is readily interpreted.

Environmental regulations require means for controlling emissions of SO2 NOx and particulate when burning coal. The combustion of coal in limestone fluidized beds is one of the most promising techniques for the necessary reduction in emissions. Fluidized-bed firing, furthermore, offers potential economies in capital equipment. The world's largest steam generator applying fluidized-bed techniques was built under the sponsorship of ERDA and installed in Rivesville, West Virginia. This paper describes the design and discusses the start-up and development difficulties which were experienced during the period from initial operation to current readiness for commercial operation. Other developments leading to utility and industrial fluidized-bed steam generating equipment are reviewed. The future potential of this promising technique is discussed.

"This paper describes an improved formulation of an analytical shear strength model developed by Haque & Kodikara (2012) by incorporating the failure of regular concrete/rock joints subjected to CNS condition. Sokolovskii’s analytical solutions developed for failure stress of slopes have been found to be effective in this regard. The analytical models have been validated for predicting the shear behaviour of concrete/rock joints subjected to various CNS loading conditions. The model has been found to accurately predict the dilation, normal stress and shear stress behaviour for a regular triangular saw-tooth joint up to the peak shear stress. Moreover, the peak shear stresses of concrete-rock joints with asperity angles ranging from 5 to 27.5o compared reasonably well with the available laboratory test results.INTRODUCTIONA new shear strength model for elastic regular triangular concrete/rock joints loaded under Constant Normal Stiffness (CNS) boundary condition has been developed by Haque & Kodikara (2012). The salient feature of this model is its capability of accurately estimating the normal and shear stresses of joints with shear displacements under CNS condition by incorporating the elastic deformation of asperities. However, the shear strength model of Haque & Kodikara (2012) for the elastic asperities cannot be directly employed to predict the peak shear stress of a joint experiencing plasticity under applied loads. Therefore, the model inevitability requires articulation of an appropriate shear failure criterion simulating the boundary conditions of the loaded asperity to predict the peak shear stress and corresponding normal stress and dilation behaviour of concrete/rock joints. Sokolovskii (1960) developed a set of analytical solutions for failure stress of slopes comprising c-??soils, which can be exploited effectively to simulate the failure condition as encountered for loaded regular triangular concrete/rock joints (Seidel & Haberfield, 2002)."

The in-situ methods have been developed in production of aluminum matrix composites. A commonly adopted in-situ method involves reaction between a metal oxide and aluminum to produce alumina particles or whisker reinforcements. Aluminum-alumina particle composite was fabricated by in-situ method where alumina particles were produced from reduction of copper and silicon oxides by melting and casting aluminum. Aluminum matrix composites reinforced by Copper and Silicon alloying elements and alumina particles have been obtained. The size and shape of alumina particles were studied by scanning electron microscopy (SEM). The size of alumina obtained from mixture of SiO2 and CuO was bigger than the alumina particles obtained from CuO.

WE should indeed feel proud and satisfied with the accomplishments of our great mining and metallurgical. industries during the past quarter of a century, for they have vastly exceeded those of any previous period of like duration. 1 feel that Canadians, and particularly those in the mining industry, should know more concerning the important role our industry will be called upon to play in the present war. Our Empire metals will be an outstanding factor in this conflict. Every man connected with the industry, from the lowest paid labourer to the highest official, can feel proud that his every effort results in more and more production of those metals which will help to give the Empire supremacy. He can feel assured that, by sticking to his job and by putting his whole heart into his work, he is making a contribution towards winning the terrible struggle in which our Empire and our gallant French allies are engaged. These two great peoples will have ro bear the brunt of the task of ridding the world of the menace of those who would set up force. and might in the place of right and justice in the settlement of international affairs. As the present European crisis developed, it became evident that they, alone, would have to accept the challenge and fight the enemies of Democracy to ensure the survival of the small nations of Europe and, indeed, of the great democratic powers themselves. The acquisitive eye of the German leaders had looked far ahead and they had realized that the eastern European states, already reeming with population, were no solution to Germany's space problem; but they thought that these states could be gobbled up one by one, each in turn strengthening Germany's might until it could successfully challenge France and England. No glimmer of doubt dimmed their vision. The two great democracies once subdued, they could proceed to seize Canada and the United States. This clone, they would have an abundance of room to expand, as well as those resources-grain, timber, cotton, nickel, iron, lead, zinc, copper, gold, silver, sulphur, oil-which German statesmen have always coveted. Von Ribbentrop, von Alvensleben, Bernstorff, and many others have made exhaustive studies of our resources. German rulers had been told that the French would not fight and that the British could not. They knew of the rust on the British war machine. There was no cloud in the sky; their fond dream was at last robe fulfilled.

"IntroductionMinerals may be classed broadly as ferromagnetic (magnetite for example), as paramagnetic (attracts to regions of magnetic field convergence) and as diamagnetic (attracts to regions of magnetic field divergence). High-intensity separators are not necessary to separate ferromagnetic minerals from other classes. Rather, low-intensity units that generate fields below 5000 gauss are adequate for this purpose. However, paramagnetic minerals, such as ilmenite, with high magnetic ""attractability"" require fields of up to 10 000 gauss; those with low attractability may require even higher fields. Table 1 shows approximate ranges of field intensities necessary to separate ferromagnetic and paramagnetic minerals from minerals of lower attractability, along with the force with which they are attracted relative to iron in a standardized magnetic field.Uniform magnetic fields, not useful for separators, are generated between flat parallel surfaces; non-uniform fields, useful for separators, arise when at least one of the surfaces is of irregular shape. The diagrams below show how magnetic lines of force align relative to north and south poles.If a particle is placed in a uniform field, it feels no displacing force unless the particle distorts the applied field assymmetrically. This is not the case in non-uniform fields which are required for magnetic separators.Magnetic fields can be generated by permanent magnets (low intensity), by electromagnets (medium and high intensity) and even by superconducting coils (100 000 gauss fields and higher), although the latter are not as yet useful in production environments .The magnetic force of attraction per unit of mass, that acts on a paramagnetic mineral such as hematite, increases in proportion to the strength of the field . Unfortunately, the highest fields attainable with electromagnets is of the order of 20 000 gauss. The engineering properties of a geologic material are greatly affected by the presence of macropores. Previous research has demonstrated that the size, location, and proximity of macropores influences both the strength and stiffness of specimens. Knowledge of the distribution of macropores in a specimen prior to testing would be useful for a number of reasons. We are developing a non-destructive method called cross-specimen acoustic tomography (CSAT) currently to determine some (or all) of the macropore characteristics for a laboratory specimen. The CSAT method uses a set of piezoelectric sensors that generate and receive high frequency acoustic waves. We measure the travel times of the acoustic waves through a specimen and then use a commercially available tomography software package to invert the data. The inverted velocity model is then used to locate the voids within the specimen. Two dimensional (cross-sectional) results from plaster specimens containing large macropores of Styrofoam show the technique is promising and worthy of further development.

This paper presents the R&D results on the development of a new knowledge-based system for predicting stope instability and associated unplanned dilution in deep underground mining operations. A new prototype was developed based on databases generated from 3D non-linear elasto-plastic finite element stress analysis, heuristic rules, and case histories. This prototype aims to assist mine operators to make decisions on strategic mine planning and feasibility in a quick and efficient manner thereby minimizing risk on ground failure and optimizing mining costs.

Fans delivered to the Russian Federation, and eventually to countries of the former U.S.S.R., for mine ventilation must meet the legislative requirements of local jurisdictions. This paper presents a discussion of these legislative requirements and presents examples of fan equipment designed to meet the requirements. The legislative obligations discussed include four (4) separate requirements, including: ?Technical design requirements ? The Federal Agency for Technical Regulation and Metrology is responsible to issue a GOST R certification declaring conformance to the requirements ?Operational requirements ? A ?License for Application? must be obtained prior to operation ?Explosion risk requirements ? If the area of operation includes potential for explosion a special certificate must be obtained ?Technical condition requirements ? Market segments within the mining industry require special conditions that must be satisfied Examples of fans designed specifically for use in the Russian Federation are also discussed and examples provided. Designs for fan volume flow control will be highlighted.

"Two recent decisions by the Canadian courts could reduce the taxes paid by many profitable mines in Canada. At a time when the mining sector is hurting from an ever increasing tax burden and soft prices, the results of two cases are welcome news. Mining companies are well advised to check prior years' tax returns in the context of these developments. IntroductionSince 1976, the income tax legislation has provided a reduced rate of tax for taxpayers engaged in the mining of mineral resources, through the mechanism of the ""resource allowance"". The deduction given for the resource allowance effectively reduces the federal rate of tax by one quarter on resource profits. In general terms, ""resource profits"" are defined to include a taxpayer's income from: the production and processing in Canada of ore to any stage that is not beyond the prime metal stage (or the pellet stage or its equivalent in the case of iron ore); and, royalties computed with reference to the amount of value of production from mining operations in Canada.In computing income from these sources, the taxpayer must deduct expenses that may reasonably be regarded as applicable to those sources, with the exception of expenditures for Canadian exploration and development or financing costs.As a result of the mechanics of the calculation of the resource allowance, one quickly realizes that the lower the expenses deducted from the resource profits, the higher the resource profits and consequently the higher the 25% resource allowance. The impact of the recent court cases is to narrow the range of expenses which are required to be deducted in the determination of the resource profits.The two cases are outlined below."

An extensive testwork was performed around the HPGR plant at GoldFields Ghana Limited Tarkwa Gold Mine. The HPGR was used to prepare the feed for heap leaching. The circuit was configured in such a way that the edge material from the HPGR discharge was recycled for further crushing while the product from the centre reported to the heap leach section. The set-up of the Polysius HPGR provided an opportunity to study the effect of different design and operating variables. This paper will discuss the results from the tests performed to assess the effect of rolls’ speed and applied pressure on the capacity and the grinding efficiency of the HPGR. Applying different pressure values appeared to have an influence on the amount of edge material recycled.

ONLY IN THE Province of Saskatchewan is natural sodium sulphate found in Canada in amounts large enough to make recovery economically sound. Geologists have estimated that the numerous deposits within the Province contain upwards of 200 million tons of Glauber's salt. There are twenty-one deposits in the Province which contain 500,-000 or more tons and about two dozen with lesser amounts. The first recorded production of sodium sulphate in Saskatchewan was in 1918. The company concerned, and others that attempted to develop the industry in its early stages, were unsuccessful. Their failures were caused by two main factors -lack of knowledge of efficient operating methods and the unstable market situation for the finished product. Today, the situation is changed in both respects and the product, commonly referred to as 'saltcake", is a very important chemical requirement of many industries throughout the world. Before proceeding with remarks on manufacturing methods it should be stated that, although this is a general paper on the manufacturing methods and end uses of the saltcake produced in the Province, the writer is, of course, more familiar with the plants operated by Saskatchewan Minerals than with other operations and perhaps may be excused for dealing more particularly with the plants of that Compa11y.

"Gold mineralization in the Main Reef Complex at Sheba Gold Mine is hosted within shear zones in a sequence of shales and greywackes of the Fig Tree Group. Competency contrasts between these rocks and a steeply dipping chert unit provided a locus for the development of right lateral steeply dipping shear zones. A set of flatter dipping shear fractures crosscut these zones with their intersections defining a system of en échelon ore shoots. Mineralization is both of vein type and disseminated strata-controlled replacement type. The latter occurs mainly within the wall rocks to the shear zones. Arsenopyrite and pyrite are the major sulfides, with arsenopyrite being confirmed largely to greywacke beds and pyrite to the more iron-rich shale units. Gold was introduced, together with minor sphalerite, pyrrhotite, chalcopyrite and early arsenopyrite, toward the end stages of a first pyrite phase. The mineralizing fluids were introduced along dilated cleavage planes and, emanating from these, produced a series of replacement fronts. Mineralization was syntectonic to late tectonic and occurred under conditions of progressive deformation, resulting in sulfides which are concentrated in the hinges of shear-related folds and semimassive sulfides within tension fractures which are folded, attenuated and fractured. An analysis of the structures shows a sequence of events in which an initial ductile simple-shear event with a steep sense of movement was succeeded by a more brittle strike-slip event. Mineralization is temporally related to the latter. This evolution in structural style was probably related to reactivation of the Sheba Fault as a transcurrent fault during emplacement of large granitoid bodies."
