Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

A sequence of ultramafic units, very well exposed in Munro township in the Abitibi areal, of the Cahadian Shield, exhibit features which indicate that they are sub-aqueous extrusions. They occur within a sequence of tholeiitic pillow lavas, thin graphitic sediments. and large differentiated sills. The units range from a few metres to more than 250 m in length and less than 1 m to over 30 m in thickness. Over 60 individual units, occurring as flat pancakes on top of one another, make up a total exposed thickness of 150 m. The units have formed from a magma composed of a very olivine-rich picritic liquid carrying up,to 40 per cent olivine phenocrysts in suspension. Different units display a variety,of cross-sectional profiles. As an example of the most extreme type of profile, a typical unit 2 m thick consists of a cap of highly jointed fine-grained quenched rock, 10-30 cm thick, which becomes coarser downwards, grading into a zone composed of radiating and criss- crossing skeletal olivine crystals forming the well-known spinifex texture. This becomes even coarser-grained downwards, with "books" of parallel platey olivine crystals developing sub-perpendicular to the plane of the units. This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The scope, pace and depth of mining is creating a need for improved ground control strategies to meet mine safety standards. Ground control and associated conservation problems relating to subsidence and the disposal of mining and metallurgical wastes can be resolved by mine filling with selected reject materials. The lack of suitable criteria to evaluate the applicability of such materials and especially cemented forms of fill is considered. Sulphide wastes, which are prone to oxidize, and cement are inexpensive mine fills, but their incorrect use can give rise to problems which are briefly described. Research work concerned with the utilization of sulphide wastes such as mill tailings, to produce fill with self-cementing properties has shown that the development of cohesion and strength is attributable to natural oxidation processes controlled by the physical and chemical composition of the fill mass. The cementing is caused by a number of oxidation products, and is most effective when the mineral pyrrhotite is present. The concepts of fill design are outlined and various criteria for assessing durability and deformational properties are proposed. Specimens prepared in the laboratory are capable of attaining unconfined compressive strengths up to 28 MN/m2.

The base metal industry mines and processes hundreds of million tonnes of ore per annum to produce saleable products and large tonnages of waste by-products such as tailings. These ores usually contain less than 1 wt per cent of toxic elements (As, Sb, Bi, Cd, Se, Te, Hg, etc), which are subsequently treated with the other components in the ore during the production of concentrate through to saleable metal products. The deportments of minor elements across the various unit operations of a process flow sheet do not normally receive the attention that the major elements receive. However, these minor elements can have a major influence on the quality of the products as well as an economic and environmental impact. Therefore, a high degree of control over their deportments is a key step in reducing their dispersion in the biosphere. Ongoing work at CSIRO has been examining minor element deportments across unit processes used for smelting and refining and the options for early removal of minor elements, as well as methods for safe disposal of some toxic elements. This paper provides an overview of the R&D activities undertaken at CSIRO to develop tools and methodologies for improved management of minor elements during the processing of sulfide ores.

Increasing the strength of backfill has been the subject of much research. In the former Soviet Union most methods concentrated on the fill mixture including chemical additives, binder re-grinding, water electromagnetic activation and the use of vibration and turbulent activation. For the most part, this research has been confined to the laboratory where the results were not representative of field conditions. These methods also were directed at increasing the mass strength and were not specifically aimed at strengthening the fill where it may subsequently be exposed for instance on the side or underneath as it required for underhand cut and fill methods of mining. In the Republic of Armenia, a method of fill strengthening known as electro-activation has been adopted. The deposit it an epithermal gold deposit which to-date has been mined using underhand cut and fill with timber support. The backfill comprises cement and pumice placed in 2.5 m lifts. Central to the method of electro-activation is the placement of the electrodes in the stope in which the polarity and the electrical potential are changing during filling. The process promotes the binding of the fill layers, the bond to the side walls and to the adjacent fill. There is a significant increase in the compressive and tensile strength. The process has been used with beneficial effects on reinforced concrete and could be used in any mine utilising hardening fills.

The design and operational aspects of fluidised solids transfer-cooling devices will be discussed in this presentation. The devices include air slides and fluoseals (also called seal pots, loop seals, etc), which are widely used in metallurgical plants and other processing plants. Cooling can be achieved while solids are transported in the solids transfer devices. The units combining solids transfer and cooling provide compact and clean plant layouts and also reduce capital and operational costs. Fluidised devices provide excellent gas-to-solids and gas/solids-to-surface heat transfer rates, hence high cooling efficiency. Fluidising gas, such as air, nitrogen or other gases, can be used as direct cooling mediums. Coolants such as water, steam and other liquid or gas cooling fluids can be used as indirect cooling mediums via tube coils immersed in the fluidised solids. The fluidised transport devices share some common features with fluidised bed equipment. The air slide is similar to a linear fluidised bed while the fluoseal is similar to a circular fluidised bed. Therefore fluidised bed design techniques are applicable to the design of the air slides and fluoseals. The heat and mass balance and temperature profiles of the devices concerned will be discussed in the presentation. The design criteria and operational philosophies of the critical components such as tuyeres and air spargers will also be discussed.

ALTHOUGH the mineral Stannite (Cu2S, FeS, SnS2 , also known as "bell 'metal" ore, tin pyrites, etc.) is found in various parts of the world, in only three iocalities has development proved it to exist in sufficient quantity to warrant the erection of treatment plants. Two of those mines are in New South Wales and one is an Tasmania. The writer will deal with the latter-the Conah mine, Zeehan, Tasmania, it being the most important and extensive occurrence so far worked. The Conah mine was first worked by a Tasmanian company for silver-Iead, and was fairly remunerative until the zone of secondary enrichment was passed through, when the lodes became too poor for further exploitation. During the time that the line was thus operated the stannite lode was discovered. It occurs in a graphitic slate, which, in common with the slates and spilites of the Zeehan field, is probably underlain by the stanniferous granite which outcrops two miles to the west. The Conah stannite lode is older than the galena lodes of the district, being faulted by one of the latter. Near the surface the lode was very rich.Shipments were sent out assaying 150 oz. of silver per ton, 20% copper, and 18% tin. An .apparently homogeneous sample of stannite, analyzed by the writer for the Tasmanian Geological survey, gave the following results:

One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

A fundamental error of sampling occurs when a sample is extracted from a larger mass of ore or lot. The act of sampling requires that all particles belonging to the lot have an equal chance of being extracted. This type of sampling is called unbiased sampling. The sampling equipment (herein referred to as the sampler) should be constructed with some additional mechanical characteristics to guarantee that the samples will be unbiased. Samplers, extracting increments from a continuous flow, such as a conveyor belt, collect aliquots at regular time intervals. These time intervals relate to the number of aliquots extracted from a given mass of lot, whilst passing through the continuous flow. The frequency of extractions will influence the precision or the error of the sample (integration error). Further, the ore variability influences the amount collected from the continuous flow. Normally, the sampling protocol utilised is designed for the extractions obtained from the conveyor belt, omitting any error committed during this operation, ie the error of extracting from the continuous flow. This study aims to analyse the error of sampling a continuous flow by using a variogram with added on auxiliary functions. Each different piece of material passing through the flow will exhibit a distinct temporal variogram, which should influence the frequency of the samples being extracted for each chosen sampling error. The methodology used is presented in the form of a case study from a coal processing plant.

THIS instrument, depends on the principle that, over a short period, the surfaee of a porous substance from which a liquid is evaporating receives the same amount of heat by conduction, convection, and radiation as it loses in the latent heat of the evaporating liquid. If, then, the amount of heat being received by a surface can be measured, the rate of evaporation can also be obtained. The Kata thermometer is also based on this principle differently applied.The instrument, as shown in Fig. 1, consists essentially of a thermometer with a sliding which is divided by three pointers into two equal parts which may be spaced so as to cover a distance of, for example, 5° of the thermometer scale. The instrument is calibrated so that the amount of heat required per unit area of the bulb to raise the menissus is known. The method of using the instrument is as follows:The slide is first set so that thc central pointer is at the temperature of the evaporating surface.The thermometer is cooled by any convenient means so that the meniscus is several below the lowest pointer. The thermometer is then placed near the evaporating surface, when the Ineniscus begins to rise and the time taken for it to rise from the lowest to the top pointer is measured. From this and the calibration results the amount of heat retained per unit area of the bulb at the mean temperature...

The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

When iron ore is crushed and split into lump and fines components, there are systematic differences between the lump and fines grades. Generally the lump product is richer in iron and lower in the other minerals, compared to the fines product. The grade differences between lump and fines, together with the lump percentage, are referred to as the ælump algorithmÆ. Mine estimates of grade, based on exploration or blasthole drilling, relate to head grade. The ælump algorithmÆ predicts lump and fines product grades from the head grade. This knowledge is important when developing mine plans. Different ore types can be expected to have systematically different lump algorithms. Previously, lump algorithms for specific ore types have been estimated by running the crusher with a single ore type over a sample period. This method is costly, interferes with production, and yields results of limited statistical power. It has been found that weighted-least-squares (WLS) multiple regression can be used to ascribe lump algorithms to different ore types, provided sample periods have sufficiently varied ore type mixes. This study discusses the method and its application to the analysis of Mining Area C crusher production records to estimate the separate lump algorithms, which could be applied to the different ore types. The analysis has enabled the set up of lump algorithms in the production system, to improve the grade control of lump and fines product. Some other relevant applications of the WLS multiple regression approach are also considered.

The Archean Gossan Hill Group at Golden Grove, Western Australia, hosts two potentially economic volcanogenic massive sulphide deposits. The volcanic-sedimentary succession hosting this mineralisation is composed of a facies association which includes the products of rhyodacitic to,andesitic effusive volcanism, mass-flow sedimentation and concentrated hydrothermal fluid discharge, in a deep subaqueous setting. The Tertiary Kuroko deposits of Japan are widely compared to Archean volcanogenic massive sulphide deposits and a comparison of the facies associations hosting this style of mineralisation, in these two successions separated widely in time, allows a refinement of facies models suitable for exploration in ancient successions. The required deep subaqueous environment for the formation of volcanogenic massive sulphide deposits places constraints on the physical processes that can operate during accumulation of the host stratigraphy. Limitations on the operation of physical processes is reflected by the resultant facies association which can be used to characterize suitable volcanic-sedimentary successions in which volcanogenic massive sulphide mineralisation may be present. The facies association includes: (1) proximal effusive volcanic products - lavas and associated autoclastic breccias (2) distal volcanic products - mass-flow resedimented pyroclastic debris (3) background sedimentation - reworked volcanogenic and terrigenous mass-flow sediments and (4) chemical sediments - exhalites including cherts, sulphides and oxides, with perhaps various carbonates and sulphates. Primary pyroclastic deposits are not expected to be present, other than distal water-lain air-fall deposits, derived from shallow to emergent basin margin explosive volcanic centres, which also provide a source for the resedimented pyroclastic debris.

Today tunnel segment liners are sealed with corner-vulcanised gaskets made of extruded elastomeric compression profiles. The profile geometries and the elastomeric materials have been further developed in course of time to meet the steadily increasing water-proofing requirements. After 40 years of using such compression gaskets, a wide range of proven standard profile geometries and well-known brands can be found on the market. Even so, there is still potential for further developments and improvement, not only with regard to the water-proofing performance. Permanently increasing cost pressure in the segment production plants demands further developments and new solutions with regard to application techniques. Sulfur isotope data are available for 18 low-sulfide orogenic gold systems hosted by the Lachlan Orogen in eastern New South Wales including those in the northern Hill End Trough (Hargraves, Hill End, Napoleon Reefs, Sofala-Wattle Flat, Stuart Town, Windeyer) and adjacent areas (Bodangora, Lucknow, Springfield), the Gilmore Fault Zone (Adelong, Sebastopol) and those in the Parkes district (Calarie, London-Victoria, Wyoming One-Myall United). Other systems for which data are available include Mongarlowe, Murrumbateman, McMahons Reef and Yalgogrin. The d34S data for many of the larger deposits including Adelong, Bodangora, Calarie, Hargraves, Hill End London-Victoria, Lucknow, Sebastopol, Sofala-Wattle Flat, Stuart Town and Windeyer (Group 1) are all very similar and have average d34S values close to zero per mil. Near 0ë d34S signatures imply that sulfur was sourced from a magmatic reservoir. Furthermore, the large Wyoming One deposit has d34S values significantly below 0ë with the data implying that sulfur was sourced from a fractionated magmatic reservoir. Group 2 deposits include those at Mongarlowe, Murrumbateman, Napoleon Reefs, McMahons Reef and Springfield . These deposits have average d34S values significantly above 0ë. With the exception of Springfield where sulfur was probably sourced from the Hill End Trough, Group 2 deposits are an order of magnitude smaller than Group 1 deposits. The results suggest that many of the larger orogenic-related gold deposits hosted by the Lachlan Orogen in eastern New South Wales derived sulfur and gold as a result of leaching and recycling from a magmatic reservoir. Alternatively, there may have been direct mantle-derived input; however, this is considered unlikely on geological grounds. An EXTENDED ABSTRACT is available for download. Following a long period of increase, there has been a reduction in exploration expenditure and activity in Australia over the past two years. During the post Second World War period, exploration was largely driven by mining companies seeking resources to satisfy an increase in world demand, while increasing their asset base as a result of mineral discoveries. In general, return on investment to shareholders was not the major driving force. With the exception of gold the mining industry has been faced with a long-term fall of metal prices in real terms. As a result the net profit return on average shareholderÆs funds in the Australian minerals industry has fallen from over 20 per cent in 1990 to less than five per cent today. Mining is now competing for funds with communication and finance based industries yielding high returns on shareholder investment. Shareholders and superannuation fund managers seeking a high return on short-term investments have indirectly reduced the funds available to the mining industry. Globalisation of the mining industry is leading to the rationalisation of the Australian mining industry as witnessed by mergers and acquisitions of local companies by foreign investors. The return on capital invested in the Australian mineral exploration industry must improve if the industry is to be competitive on a worldwide basis. Failure to achieve this will result in capital flowing overseas or to other industries. Relatively short-term upswings in metal prices which are generally driven by threats to the supply base (eg strikes, mine closures, increases in country risk) often lead to increased capital raisings for exploration funding. As a consequence of the time taken to raise the capital and increase exploration activity, measured exploration activity lags the metal price increases. There are also lags between commencement of exploration and discovery and ore production. In the case of gold exploration expenditure peaked six years after the price rise of 1980 Companies persevering with exploration in the current difficult period will be rewarded because they will be able to capitalise on future metal price rises and a minimised time lag.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. The mining industry is beginning to adopt quality systems based on the requirements of International Standards for quality assurance, such as the ISO 9000 series. Indications from similar industries are that considerable benefits are to be had from their adoption. This paper describes the use of the International Standard ISO 9001 for quality assurance within BUKA Minerals Limited. This provided guidance for the development of a clear statement providing agreement on the processes to be followed and the outputs required when dealing with outside service providers. Discussion focuses on the interaction with BUKAÆs consultants and contractors during the specification stage, resulting from the application of quality assurance techniques. Risk analysis was used to identify and manage the risks associated with the companyÆs contract for geotechnical and mine design services and the tender for a mine development program of work during the feasibility stage of the project. Setting acceptance controls for the deliverables from such contracts is traditionally fraught with difficulty. BUKA used Failure Mode and Effect Analysis for exposing underlying risks that were not effectively being countered. The briefs were reviewed and additional controls were developed to manage the risk. These controls have provided clearer instructions to the consultants and contractors, indicated audit points for the company and defined the deliverables. There exists within the company, and among its outside service providers, a clearer understanding of what is to be achieved and how it will be measured. The process has imparted considerable confidence to both parties on how the work will proceed and what outputs are to be provided. Some discussion is provided on how quality principles are being applied throughout industry and commerce, generally, and how they may apply to the mining industry. The paper argues that, far from being an appendix to the tendering process, Risk Management should be a mandatory step integrated into the definitions of the work.
