On this occasion precedent is departed from in favour of a subject by request.As man has at last, in employing gravimetric and electrometric methods of subsurface research, started on the rational use of divining rods with some knOWledge of their governing laws and principles, and with some ability to interpret the results obtainedfrom them, I was asked to add to the voluminous literature of the quack or empiric divining rod. James Mansergh, the author of Melbourne's sewerage system, in his presidential address before the Institution of Civil Engineers in 1901, admitted he was afraid touse the hazel rod lest in sinking on its indications to some solution.

Based on the author's research and plant practice experience of the last decade, several technological approaches have been developed to increase the recovery of gold and silver associated with sulphides. This paper gives a general discussion of some technological problems encountered in this area in five aspects and introduces the different approaches employed in three typical mineral processing plants to increase recovery of associated gold and silver. On the basis of studying occurrence characteristics of gold and silver minerals in sulphide ores and of determining loss locations of gold and silver on flotation process, a remarkable improvement on the recovery of gold and silver in all these three plants was made by choosing proper grinding fineness, using combined collectors of good selectivity, properly decreasing the grade of main metal concentrates, making reasonable arrangement of the products of main metals, or a combination thereof.

Ore Reserves are key mining company assets and their reliable estimation is crucial for both feasibility studies and the day to day operation of a mine. The reserve is based on the Mineral Resource after the application of certain technical and economic parameters. Engineering aspects of reserve estimation can be accurately determined to ¦10 per cent, however the majority of project risk will revolve around the resource. A final Ore Reserve generally contains a set of figures quoted without reference to its potential errors. Rarely are overall confidence limits quoted and, if they are, they often do not take into account many of the factors that cause uncertainty in the grade and tonnage estimates. There is thus an unquantifiable risk, which the operator should be aware of. This paper presents a review of the possible sources of error that might occur during the various phases of an exploration and estimation programme which are carried through into the Ore Reserve and hence mine design.

Although technology and circumstances are in a constant state of change, the principles of managing the human element remain constant. The isolated mining community continues to form the backbone of the minerals industry but the nature of the isolation, along with the economic and political environment of the industry, is changing. These changes require new inputs by management to the workforce. Management must determine an effective working relationship with unions on its mine site and concurrently contribute to the build- up of the expertise of the individual worker through training and communication. It must also retain a proper balance, by way of human contribution, in cost and information reporting and in other areas amenable to computerisation. These comprise the aids to management necessary to achieve the desired operating efficiency and profitability.

The copper deposits at Pernatty Lagoon are predominately djurleite-digenite bodies beneath the permanent water table, and chrysocolla-atacamite-malachite above the permanent water table. The minerals havebeen deposited as sheets, lobes, and pods in zones suggestive of permeability channels or permeability basius with respect to groundwater circulation.Pyrite is deposited in the form of framboids, which reflects its biogenic origin. Copper-iron sulphides deposit by replacement of pre-existent pyrite, and rarely by direct deposition. The latter mode of formation results in complex crustification bandings of chalcopyrite, bornite, sulphur rich bornites, digenite, and blue remaining covellites. The copper-iron sulphides appear to reequilibrate under constrained oxidation, resulting in an iron depletion and associated copper enrichment, the final product of which is a djurleite-digenite assemblage and associated with goethite. Where copper mineralization/ host rock relationships have rendered the rocks entirely impermeable to post ore groundwater movement, then the copper-iron sulphides are preserved as the ore assemblages.Minor and trace minerals observed include sphalerite, carrollite, galena, wittichenite, and possibly tetrahedrite in the primary ores. In the oxidized ores cllprite, tenorite, and trace brochantite have been found.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

Optimising a mining or a quarrying operation about the overall cost is quite a challenge as there never is a situation where we have exactly the same conditions regarding rock properties, explosives' performance, mining equipment or evironmental restrictions. The amount of endless influencing parameters and variables make the evaluation process difficult. The enormous progress we have seen during the recent two decades in computing has however significantly increased our ability to evaluate and process the information gathered, and refine our existing prediction models. Refined models demand an increasing volume of good quality information to show reliable conformity with reality. There is a great need for co-operative work in the mining and quarrying society if we shall be able to screen all available data, systematically find the key-parameters influencing the results and to build robust scientific models. No organisations today have all the skilled people needed or can afford to hire the necessary specialists in all the overlapping branches. This paper highlights some on-going work where the Dyno Explosives Group is adding some new pieces to the giant jigsaw puzzle representing the ultimate model of the mining and quarrying operations we all of this society would like to see completed.

Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

Managing project exposure and risk has numerous viewpoints, including those of engineers, owners, bankers and insurers. Fewer stakeholders are involved in early stages, though with wider risk management techniques and tools available. The costs and sometimes benefits of the occurrence of risk and uncertainty have different contingent outcomes for different stakeholders. For some, the impact of risk outcomes can be mitigated or managed. Some sectors and stakeholders can manage resources project risks more completely, by choice or by externally imposed forces, opportunities and constraints. The core to resources project risk management lies in the identification and analysis of project risks, the examination of project management risk options and alternatives, and the determination of which risks are able to be controlled, managed or laid off to third parties. Without prior risk identification and knowledge, the wildcard of previously unidentified or unconsidered project risk impact has the potential for fatal impact to one or more stakeholders. A range of case studies is reviewed, from exploration projects to development and operating projects, with relevant learning experiences, from the risk management lessons available from the oil and gas sector as well as the mining sector. For many cases, the emphasis focuses on the risk analysis modus operandi and on risk management and risk mitigation techniques that can be and in some cases have recently been implemented for resources project and related debt, capital markets and equity project fundings.

The Ungay-Malabago polymetallic deposit, currently owned by Lafayette Mining, is located on the eastern end of the island of Rapu-Rapu which lies east of the city of Legazpi in the Philippines. The island is sparsely populated and has largely been deforested by extensive logging some 30-40 years ago.The deposit is situated on a plateau some 200 m asl and lies about one kilometre inland from the coast. The site topography is difficult with minimal flat areas for plant facilities. The region around Legazpi is subject to volcanic activity and though the island is not affected it is in a seismic zone. There is no other mining or other industrial activity on the island, the local inhabitants being engaged in subsistence farming and fishing. These activities place a high level of responsibility on the mine operator with regard to the environment and the provision of employment and training to the local inhabitants. Although no previous mining was carried out at Ungay, shallow pit mining for high-grade direct smeltable copper ore has occurred during the mid-1900s in an area, known as Hixbar, some 2 km west of the deposit This area is currently being explored by Lafayette.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. This paper is a tribute to the late Dr Donald Martin Hausen as a father of applied mineralogy. His dedication to promoting the field through technical societies and through his professional work was outstanding, and his activities as a humanitarian are noteworthy. Dr HausenÆs involvement in technical societies included organising and conducting the only ICAM congress that was held in the USA, co-founding and nurturing the Process Mineralogy Committee within the American Institute of Mining, Metallurgy and Petroleum Engineers, and participating in CAM, the International Mineral Processing Congress, as well as other technical societies. The Process Mineralogy Committee that he co-founded has continuously organised annual meetings in the USA by conducting a series of sessions, and 17 books on the proceedings from those sessions have been published. As an applied mineralogist Dr Hausen solved many problems in exploitation and processing of minerals, metals and materials, especially gold. He helped to find many Carlin-type gold orebodies by outlining targets using alteration halos as determined by X-ray diffractometry, and he defined mineral characteristics that affected gold metallurgy and cyanidation. It is also noteworthy that Dr Hausen and his wife, Mary, opened their arms and home to many foster children and were instrumental in their placement in many homes. They also sponsored refugees from south-east Asia, taught them English, housed them, and provided constant support until the refugees became responsible and independent US citizens.

I have chosen this topic for my address with the intention of preserving a rather extraordinary record of recurrent additions of capital in the financing of one of the world's important silver-lead-zinc mines. The recitation of the trials and tribulations which fore-shadowed the rise of Mount Isa Mines to a position of relative prominence in the realm of non-ferrous mineral production may, I hope, be of assistance to some of the younger members of the Institute who may be called upon during their careers to meet similardevelopmental and financial problems.Mount Isa Mines Limited was incorporated in New South Wales in 1924 with an Authorised Capital of 40,000 shares of £20 each.In November 1925 the Company acquired the leases and water rights of the Mount Isa Proprietary Silver-Lead Limited for 6,250 fully paid £20 shares. Shortly thereafter, but in the same year, the £20 shares were split up into £1 shares, thus bringing the Authorised Capital to £800,000.The leases purchased consolidated and brought under one management the principal ore bodies of the Mount Isa area.Transportation facilities were indispensable to the economic future of the field, so the construction of a railway extending the Government line from Duchess, 54 ,miles to Mo.unt Isa, was assured by the passage of a bill in October 1925 by the Queensland Parliament. Under the provisions of the so-called Mount Isa Railway Act the Company was required to idemnify the Government against national loss on this branch line for a period of 10 years.

Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. Ore in pillars constitutes a significant proportion of the ore reserve at PasmincoÆs Broken Hill Mine. Many of these pillars are narrow (5 -6 m) and high (16 û 35 m) vertical blocks. High-grade ore has been left between primary horizontal cut and fill stopes. These stopes were mined from the late-1960s until the early-1980s. Fill material is a variety of hydraulically stowed sand, sand-cement, and remnant timber support. Many pillar cut-throughs were made between the old stopes. In order to gain access for the current pillar recovery operations, it has been necessary to develop pillar drill drives through, and adjacent to, the hydraulic filled stopes. Whilst long hole recovery of vertical pillars is not new, some notable successes using innovative ideas have been achieved during 1997. These innovations include:The use of steel mesh reinforcing in shotcrete when mining through, or adjacent to, hydraulic fill. Construction of steel sets to support vent rises and haulage ways encountered in the cut-throughs. The use of ground movement monitoring equipment. Survey lasers with chain droppers and convergence monitors were installed in the 18 Pillar to detect any movement of the pillar block and decrease risk to personnel. The development of a three-dimensional computer model of primary stoping, using Vulcan software, to assist in the design of pillars. Maximisation of recovery using different drilling and firing practices.

During 2002, design and development of the worldÆs largest flotation cell was completed. The cell is the mineral industryÆs first 257 m3 flotation cell, and represents a major development in the design of larger flotation cells, with a 50 per cent increase in cell volume over the widely installed 160 m3 WEMCO« SmartCellTM flotation machine. It is anticipated, in the next few years, world-class copper sulfide concentrators will incorporate 257 m3 flotation cells in their rougher-scavenger flotation circuits. The prototype 257 m3 cell, No 250 SmartCellTM flotation machine is installed in Minera Los PelambresÆ existing rougher flotation circuit. The machine is located in front of the first cell in Row 1 and is followed by nine No 130 SmartCellTM flotation cells. The unit has been in operation since April 2004, and has proven itself in this duty. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No 250 flotation cell, and a case study will be presented on the in-plant testing of the equipment. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulfide concentrator.

This paper presents an analysis of significant Australian-based R&D programs focussed on the minerals industry, which was commissioned by CRC ORE. The landscape analysis may assist organisations with R&D management issues including program creation, program/partner selection, portfolio management, and public policy settings. The dataset was collated early in 2020, and contains programs being conducted by or with Australian-based ‘Research Service Providers’ (RSPs), most notably Universities and CSIRO. It does not include R&D being conducted in-house by mining and METS companies, or by them with other organisations that are not RSP’s. The dataset contains 65 R&D programs, with total annual cash funding of $229m (70% from industry and 30% from government). The total funding compares unfavourably with the combined R&D expenditure of Australian universities and CSIRO of over $12b, and minerals industry export revenues of over $200b. The R&D landscape is analysed by program numbers and funding, technical domain, geography, and funding source. Areas of relative strength are noted in ‘mineral processing’, CSIRO Minerals, and the CRC program. Areas of relative weakness are noted in ‘bulk materials handling and logistics’, ‘tailings and waste management’, and ‘social and community’. The field of preconcentration is noted as a current area of R&D strength, but it is under significant threat with the impending completion of CRC ORE. The overall R&D landscape is characterised by a majority of small-scale programs, low levels of industry coordination, a low focus on step-change innovation, and total funding lower than should be expected for such a large critical industry. It is hoped that key stakeholders in the Australian minerals industry, particularly governments, and mining and METS companies, reflect on the analysis and act to address holistic weaknesses.

The quality of the external water source for a mineral processing plant may influence the extent to which the environmentally desirable practice of recycling of water from plant products is possible. This is particularly likely for froth flotation plants where the chemical quality of the water may affect the plantÆs performance. The quality of the external water source or the recycled water can be improved by a water treatment step, and in turn the extent of recycling which can be tolerated is able to be influenced. The quality of the external water can range from very high quality, soft water derived from melting snow, to poor quality, hard water (high levels of dissolved calcium and magnesium) from underground aquifers, and to even lower quality sea water (very high levels of dissolved species including sodium chloride). It can be noted that some underground water is more saline than ocean water as well as containing high levels of dissolved calcium and magnesium. Occasionally, a different source of water is utilised in the wet and the dry seasons. Increasingly, sewage water from cities is becoming a potential external water source with sustainability implications. If the initial quality of the external water is high, the scope for recycling of water from all the products is maximised. Such reuse or recycling of water from the products allows chemical species from oxidation of the ore and from other inputs to the process such as reagents to increase in concentration in the water returned to the plant. Such accumulation of species can have negative effects on the performance of a process such as froth flotation but instances of positive effects exist. Some reagents which are used in flotation plants such as lime or sodium carbonate also happen to be commonly used for independent water treatment plants. Hence, the flotation process may inadvertently provide some aspects of water processing. Where the quality of the water in the feed to a mineral processing plant (external water plus recycled water) is not an issue, more powerful solid-liquid separation processes can be considered to maximise the removal of water from the products and its reuse. Such processes may also have complementary benefits in a sustainable mineral industry by, for example, producing a tailing stream with a higher per cent solid value which is more suitable for safe storage on the surface or underground. This paper documents findings on the effect of water quality on the flotation process. It also considers current directions of change in the need for increased removal of water from plant products. It then considers the implications of these trends for maximisation of water recycling by such operations.

The Australian mining industry can expect to be working internationally competitive high quality coal mines during the twenty-first century. Cost efficient mining methods such as high productivity longwall units with heavy reliance on remote control will be standard and worked by well paid and intensively trained operators. Major changes in mine ventilation engineering can be expected in the use of computers and mine telemetry, the understanding of the mine environment and the frequency of mine disasters, the utilization of mine air contaminants for profitable purposes and the provision of a pleasant and comfortable work environment. New approaches to mine ventilation such as air recirculation will have been considered. There will be an increased need for highly trained ventilation engineers. With the present pace of technological change, quite revolutionary new approaches to mining and ventilation can be expected by the end of the twenty-first century.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.
