The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. Both the miner and the Regional Water Board have legal obligations to ensure that all discharges of water from a mine site are free of harmful wastes, and that proper authorisation is obtained to abstract, divert, or discharge water. This requires long-term planning of water management for the whole of the mine site. Guidance is given in the paper on the issues which must be covered in water right applications.

Coal pillar design has been based on generalised formulae of the strength of the coal in a pillar and experience in localised situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars varies much more than predicted by formulae. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs in the strata, rather than the coal only, the wide range of pillar strength characteristics found in the UK, USA, South Africa, Australia, China, Japan and other countries are simply variations due to different strata-coal combinations and not different coal strengths.This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are Presented.

Formation of porphyry-style ore deposits starts with the metal extraction from magmas at so-called magmatic-hydrothermal transition (MHT). The processes and compositions at MHT are difficult to study as the record of them is poorly preserved. As the MHT is characterised by massive crystallisation of quartz, including quartz æeyesÆ and veins, their study can elucidate questions related to metal transport and deposition. Quartz grains from the porphyry deposits all over the world (Antapaccay, Peru; Batu Hijao, Indonesia; Climax, USA; Panguna, PNG; Far Southeast porphyry, Philippines; Rio Blanco, Chile; Omsukchan, Russia) were studied by optical, SEM-CL and BSE microscopy, electron microprobe and LA ICPMS. Quartz grains, even within each sample, have different shapes (rounded, egg-shaped, amoeboid or euhedral) and cathodoluminesence (CL) patterns (shape, number and width of bands in CL images). The outer layers of quartz are markedly different, which is unexpected if the grains had formed in the same conditions. Inflections and blurring of CL bands are often structurally associated with fractures that are commonly healed with secondary quartz and associated fluid inclusions. Our results show that quartz æeyesÆ could not crystallise from a silicate melt as normal phenocrysts. It is likely that in situ segregation of residual SiO2- and H2O-rich liquid and its solidification followed by coagulation (eg formation of silica-gel globules) took place in the magma (crystal mush) during MHT. Such globules could remain in a plastic state for a long time even at rather low temperatures. The solidification of globules occurred after bands of different composition had formed and led to fracturing of solidified and inflection of unconsolidated layers. All fluids (liquid and vapour) released from the original silicagel during solidification were trapped as inclusions (aqueous, salt-rich and sulfide). An EXTENDED ABSTRACT is available for download. One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

Transformations of minerals to processed mineral products fundamentally involve wholesale chemical change, and therefore have a high potential for the release of chemicals and wastes. In this regard minerals processing contrasts with downstream production operations, which involve mainly physical changes. The contrast with mining, which must take place where the minerals are found, is that mineral processing allows choices as to location, processes, fuels and reductants. These choices provide a foundation for dealing with issues of resource stewardship. This paper locates the mineral processing industry in the global perspective by quantifying the masses of major material inputs and outputs, based on current processing choices. Estimates for recycling have also been collated, revealing figures that differ surprisingly from commonly held impressions. The paper draws on a variety of current sources, mainly those available through the Internet, to rank the major transformed virgin mineral products by production, price and value. The figures demonstrate the dominance of Portland cement and steel in the global environmental impacts of mineral processing. Aluminium comes a distant third in the list, and the metals particularly associated with localised environmental impacts have relatively small global effects compared with those of the staple materials of our built environment. This global macro input/output perspective, with materials flows expressed per unit of virgin product, provides a benchmark for grasping sustainability challenges within specific operating businesses. Because of the global scope and pervasive impact of the minerals processing industry, the issue of resource stewardship is rising as a matter for public concern. There appears to be a developing view that the mining and mineral processing sector should take responsibility for these products throughout their various life cycles. However, in a future of stabilising consumption, dematerialisation and intensive recycling, the mining industry would only need to provide the top-up to a stock of recirculating materials. The question of responsibility for stewardship over SocietyÆs stock of materials remains open.

Methods of measuring the frictional properties of rock surfaces, both by direct sliding and in triaxial apparatus, are described. It was found that for some rocks the coefficient of friction remains reasonably constant as sliding is continued but for others it increases considerably.The effect of fluid pressure in the surface of sliding was found in all cases to be adequately represented by the effective stress criterion. Some observations on sliding on two conjugate planes showed that the motion on the two planes may be very different, depending on small differences in the constraints.The coefficients of friction of natural open joints in bore core were found to lie in the comparatively narrow range 0.32 to O.68 although surface coatings were very diverse.A set of diagrams on the equal area projection is given which enables a rapid determination to be made of those planes on which sliding is possible in a given three-dimensional stress field. The influence of the intermediate principal stress on this is of considerable importance.

CANMET-MMSL and Penguin Automation Systems Inc have been exploring how process simulation and ventilation modelling software, when combined, can be used to optimise hard-rock/metal mine ventilation systems. In combination, it is anticipated that this methodology will facilitate the exploration of mine design options that affect ventilation requirements and ultimately cost. Such integrated mine design could limit, and possibly reverse, the drivers that under current practices would generally dictate increased ventilation, power consumption, cost and greenhouse gas emissions. It is believed that the mining industry needs such process models to develop better business cases. For example, the implementation of optimised ventilation systems will undoubtedly require significant investment and mines are often reluctant to try such conservational measures unless they can be proven cost-effective. In general, Canadian hard-rock mines know their ventilation systems are providing too much air and consuming power unnecessarily. This is because their systems are designed to provide maximum production flexibility, based upon peak demand, which may be at some future time, and operated continuously at that level regardless of actual need. Simplistic analyses have shown electrical energy savings can range from 30 per cent through to 90 per cent (Hardcastle, Gangal and Leung, 1998). These savings depend upon such factors as the intensity and continuity of the production schedule as opposed to non-productive time. Where these savings occur is also important, if limited to either the primary or auxiliary ventilation systems, they could be negligible in a mineÆs total energy consumption. The problem these mines face is determining what level of ventilation is required in real-time and then the relative benefits. Such parameters as varying electricity costs, heating fuel options, different design criteria and their complex inter-relationship can effect the selection of an optimal system, depending on whether energy, environment or cost is the prime driver. The use of process simulators in underground mining is in its infancy; to date they have been used to show the benefits over the life of a mine under different mining methods, such as a comparison of tele-remote mining from surface against conventional manned operation (Baiden, 2000). This ongoing development advances the use of such simulators into a new and potentially important area, namely modelling the life-cycle ventilation requirements of a mine. This paper shows how such a life-cycle analysis as opposed to peak demand can provide the basis for optimising the design of ventilation systems and their control.

In 1953, Dr N Fisher of the Bureau of Mineral Resources, acting on behalf of the Society of Economic Geologists, which is considering the sponsoring of a uniform system of nomenclature for ore reserves, enquired from The Australasian Institute of Mining and Metallurgy whether it had ever considered this subject and particularly whether it had ever set up any standard definitions or specifications with regard to ore reserves.As this had not been done, but was thought to be desirable, the Council of The Institute appointed a Committee consisting of H H Dunkin, Associate Professor of Mining Engineering, University of Melbourne (Convenor); E A Rudd, Professor of Economic Geology, University of Adelaide; J D Campbell, Chief Geologist of Western Mining Corporation; and the writer, to consider the report on this subject.In December 1953, the Committee submitted its frrst report to the Council and this report (reproduced here as an Appendix) was widely circulated among member companies and engineers, with an invitation to comment on the proposals. A large number of replies was received and studied.After studying the replies the Committee issued a second report, in part as follows:From these replies we have learned that the suggestions made in the frrst report of the Committee are unacceptable to most of those interested, on one or all of the following grounds:a. number of categoriesb. defmition of categoriesc. nomenclature.It is also apparent that all alternatives suggested in the various replies would likewise be unacceptable to the majority of those replying.As a result, we have come to the conclusion that neither this Committee nor any other could at present and in the present state of opinion on the subject make recommendations regarding classification and nomenclature of ore reserves which would be acceptable to a sufficiently large proportion of members.It seems to us now that the objective of a widely applicable and acceptable system of classification and nomenclature, one that could be endorsed by The Institute and ultimately become standard practice in the industry, requires more than compromise between present conflicting views... it requires first a foundation of substantial agreement on the essential facts, implications and range of ore reserve estimation. This does not yet exist and it is evident that much additional analysis of present practice and opinion must be undertaken before any further systhesis is attempted.

ICI Australia and CSIRO have developed a novel process for extraction of zirconia from zircon sands. The two stage process involves a high temperature step and a wet chemical processing step. A pilot plant has been operating since November 1985 at CSIRO Division of Mineral Chemistry, Port Melbourne and construction of a full scale plant isplanned at Kwinana, WA.The plant has a high degree of flexibility and is capable of producing high purity zirconia up to about 99.99% and withinspecific particle size ranges. The products are being marketed by the joint company, 2-TECH Pty Ltd.

Tailings management is typically constrained by many factors that are taken as given. These include the tailings production rate that must be accommodated, the desire to deliver the tailings cheaply and easily as a slurry using centrifugal pumps, and a tailings footprint limited by the desire to minimise capital costs leading to a rapid tailings rate of rise and a low settled density. Other constraints include wall raises being delayed due to limited capital, inadequate tailings water and rainfall run-off management, and the net present value (NPV) approach to capital expenditure that puts off expenditure at the expense of performance. All of these constraints result in the tailings occupying much more volume than is necessary, being difficult to rehabilitate, and not being capable of supporting a beneficial post-mining land use or function. Ultimately, such constrained tailings storage facilities will assume very large dimensions, but each will typically be developed as a series of smaller storages that are filled rapidly and added to progressively. The optimal stage to efficiently recover process water is in the process plant, but this is limited by the desire to use centrifugal pumps rather than the more costly positive displacement pumps, which also require greater management of tailings deposition. Process water can also be recovered from the tailings storage facility (TSF) decant. Tailings water that is not recovered from the plant or the decant will be lost to entrainment within the tailings, seepage to the foundation or through the wall, or evaporation. However, tailings water is not always suitable for reuse in the plant, particularly when it becomes contaminated by the processing, and it may simply be stored on the TSF. This will exacerbate the seepage of contaminated water to the environment, and will limit the densification of the tailings that would otherwise occur due to desiccation of the tailings on exposure. If a larger tailings footprint were developed early, cycling of tailings deposition in thin lifts between a number of cells could occur, maintaining the dormant cells dry to enhance desiccation and densification, and ultimate rehabilitation. The end result would be a much reduced stored volume of tailings, the potential for upstream raising, and ease of rehabilitation to a high level. The higher initial capital cost would be overtaken by reduced ongoing capital, operating and closure costs.CITATION:Williams, D J, ?2014. Mining operations in arid regions are compelled to reduce their consumption of fresh water. Closed water circuits are an attractive solution and, in addition to reducing freshwater consumption, have the added benefit of reducing reagent consumption as well as the environmental impact by eliminating effluent discharge. Accumulating ionic species have been shown to hinder collector adsorption which reduces the recovery of valuable minerals. Numerous studies have investigated the effect of degrading water quality on collector adsorption however there is very limited understanding as to how this takes place from an electrochemical perspective. This study therefore aims to investigate how the presence of accumulating ionic species at varying concentrations affects the electrochemical adsorption of sodium ethyl xanthate onto galena. The synthetic plant water used in this study comprised of single salt solutions to isolate the effects of the ionic species of interest. The ionic strengths were varied between 0.0242 M, 0.0727 M, 0.1212 M and 0.2426 M which correspond to University of Cape Town (UCT) Centre for Minerals Research (CMR) synthetic plant waters of 1, 3, 5 and 10SPW, respectively. Mineral rest potentials indicated how changing water quality affected xanthate-mineral interactions. Microflotation observed the impact of changing water quality on mineral floatability.

The concept of underground grinding is not new, but to a metallurgist and a mining engineer this could be considered unconventional. The idea of pumping a ground slurry several hundred metres from underground in a single lift could also be considered to present a daunting engineering challenge. Using a practical example of a mine in Australia where the owners have requested not to be identified, this paper challenges the conventional thoughts on these concepts and shows that with basic sound engineering practices the production of a ground slurry from underground could potentially provide significant operating cost savings. The supply of ore from the underground mine is currently drawn from depths approaching 800 m below the surface. The cost of hauling the ore to the existing underground crushing station located 500 m below surface has been steadily increasing. A number of alternatives to reduce the mining and processing unit operating costs were examined by Sinclair Knight Merz (SKM) and the mining company. The most radical of these is the use of hydraulic hoisting of ore at an increased production rate. Numerous questions were asked, such as: How does one get a SAG mill or an HPGR crusher underground? Where does one locate a grinding mill underground? Does the technology exist to pump the slurry to surface in a single lift? What will be the cost benefits? What are the risks involved? The study covered the two main technical issues underlying the potential benefits. Firstly, technical evaluations were undertaken on the pumping technology currently available for single and multiple lifts to surface. Secondly, the issues relating to the feasibility of delivering and locating a SAG mill underground were reviewed. Although the capital costs for this project are significant, the operating cost savings showed a potential payback period of less than two years, and furthermore provide the basis for an increased mine life, especially at lower metal prices.

PT Allied Indo Coal is therefore a contractor to the Indonesian Government and pays a 20 per cent royalty of all coal mined.

The production of copper by the Outokumpu direct blister process commenced in July 1988. The problems and incidents encountered in commissioning the main smelter equipment are outlined. Early difficulties were encountered in process control, hot metal handling, dust buildup in the off gas handling equipment, waste heat boiler tube failures, foam over of hot metal into the waste heat boiler and failure of ancilliary equipment.

Authorisation No.66 (to Prospect) was allocated to R.W. Miller & Co. Pty. Ltd. on 1st November, 1976. Exploration has brought coal reserves to measured status in the Jerry's Plains sub-group which are about 550m. thick. The immediately lower Vane Sub-group, about 200m. thick, includes about 20 seams. The total measured and indicated reserves of the two sub-groups based on the criteria adopted by the company amount to 1362 million tonnes in situ. This very large resource is subject to very many mining constraints both physical and economic which limit the saleable reserves under present conditions to about 120 million tonnes. The results of the calculation of reserves after exploration is complete in a deep multiple seam situation is dependent upon the criteria used to include or exclude seams in the reserves. These criteria are state- ments of the miner's expectations of the market, mining and coal preparation technology, local and national politics and the law as it may be applied in the future.

Recent whole-rock geochemical data from nearly 900 fresh drill core and underground samples taken from seven central Victorian gold deposits confirm the presence of distinct and identifiable primary alteration haloes surrounding the deposits. Ferroan carbonate alteration extends for up to several hundred metres away from turbidite-hosted gold mineralisation outside of contact metamorphic aureoles. A less distinct phyllic alteration zone can be identified using geochemical molar ratios or short wave infrared analysis. It generally overlaps a sulfidic halo characterised by disseminated pyrite and in close proximity to mineralised structures, arsenopyrite. The extent of the sulfidic halo can be traced using low-level analysis of pathfinder elements such as S, Au, As and Sb. Recognition of these alteration features enlarges the target for exploration and provides a tool by which drilling can be directed towards mineralised structures. The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.
