Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

The acid plant consists of the following units: 1. Glover tower. 6. Mills-Packard type chambers. 3. Reaction towers. 6. Gay-Lussac towers.The sulphur dioxide bearing gases, used in the manufacture of the acid, are obtained from the roasting of zinc concentrate. Six Herreshoff type furnaces are available, each with an effective hearth area of 520 sq. ft.The concentrate contains approximately 30% sulphur, of which about 72 is ultimately recovered as acid. The oxides of nitrogen are added to the gases in the requisite proportions partly from nitrous vitriol and from nitric acid in the Glover tower, and partly from nitrous vitriol in some of the chambers and connecting flues.The acid leaving the Glover tower is cooled by the ordinary water-cooling coils, while the cooling of the chamber gases is effected by circulating water over the outer surface of the chambers, and by spraying nitrous vitriol and weak acid into them.Flow of gases throughout the plant is regulated and controlled by means of regulus metal fans, fitted with variable speed gears.

The Greymouth Coal field is situated on the West Coast of New Zealand's South Island and has been mined for coal for more than 120 years. The area covered in this paper is within the Rapahoe Sector of this field and contains >200 million tonnes of low ash, low sulphur, bituminous rank coal. Paper No 6, presented to the 19th Annual Conference of the New Zealand Branch of The Australasian Institute of Mining and Metallurgy in Christchurch in August 1985 by R G Bowman, explained 'A Geologist's View' of the 'Economic Potential of the Greymouth Coalfield', and describes previous geological assessments of the Rapahoe Sector.

A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

The area around Big Bell was actively explored and sporadically mined for gold from 1904 onwards. The lease was named Big Bell in 1913. The property became established as a major mining centre with the development of the Big Bell underground mine in 1936. Mining operations commenced in late 1937 and ceased in January 1955, after milling 5.56 million tonnes of ore and producing nearly 21 tonnes of gold. In 1969 Australian Consolidated Minerals Ltd (A.C.M.) acquired the deposit then explored it alone and in joint venture until the current joint venture agreement with a subsidiary of Placer Pacific Limited (PPL) was negotiated in 1984. Following exploration and evaluation of near surface mineralisation, and a reassessment of the remnant pillars underground, the concept of a large open pit in conjunction with an underground mine evolved. The feasibility study was completed in October 1987, and the decision to go ahead was formally announced on 2nd December 1987. Placer Dome Technical Services Ltd were contracted to be the Project Managers, commencing construction on site early in January 1988 and handing the plant over to the operators 13 months later. The capital cost of the project at handover was estimated to be $133 million. The operating team commenced pre-production stripping of the open pit on 1st May 1988. By 31st January 1989 almost 16.0 million tonnes had been stripped and 350,000 tonnes of ore stockpiled.

Experiments conducted at Tahmoor Colliery, Sydney Basin, have demonstrated the variability in chemical and isotopic composition of seam gases issuing from boreholes in the Bulli seam and desorbing from lump coal from the same source.From this work it appears that an immediate preferential release of methane accompanies the physical disturbance of the coal seam by penetration with development or drilling or by detachment. In addition, both early released methane and carbon dioxide are depleted in 13C relative to later desorbed gases, therefore the analyses of gas samples taken after such events may not reflect the true bulk composition of the undisturbed seam gas in situ. A method for overcoming this problem by taking gas samples at depth in the "steady state" is proposed.

CENTRAL mine ore consists mainly of galena and marmatite in a siliceous and rhodonitic gangue, the average assay values being approximately 11.5 oz. per ton Ag, 14.5% Pb, 14.5% Zn, 1.3% Ox Pb, 0.3% Ox Zn.Owing to the 1923 fire in the underground workings, much of the ore now being mined has been subjected to a certain amount of oxidation, as shown by the oxidised values above.This factor is of great importance from a flotation point of view, as a sulphide surface which has been subjected to the influence of oxidation is not as amenable to flotation concentration as a fresh sulphide surface. The importance of this factor is increased when a differential flotation is to be made, and, as in the case of Central mine ore, the sulphide, which is to be floated first, has been oxidised...

A requisite corollary of mineral sand mining on North Stradbroake Island (Queensland (Qld), Australia) has been the progressive rehabilitation of post-mined lands for the revegetation of native subtropical Eucalypt communities. Since 2005, rigorous environmental monitoring has been undertaken to verify the annual development of post-rehabilitated sites. From these long-term analyses, a chronosequence of land revegetation (ranging from three to 26 years postrehabilitation) was developed to examine the rehabilitation trajectories of various post-mined sites in relation to proximal undisturbed locations. Here, we identified that some sites may be deviating from the intended natural analogues as evidenced by the opportunistic colonisationand otherwise æinvasiveÆ behaviour of a regionally native species (Black Sheoak - Allocasuarina littoralis), which appear to be displacing the intended Eucalypt varieties. Although it is recognised that the broader data trends correspond to distinct periods of adaptive modifications to the implementation of rehabilitation (ie pre- and post-1995), this analysis focuses on further identifying potential above- and belowground feedback mechanisms underlying these divergent ecological outcomes.CITATION:Audet, P, Gravina, A, Glenn, V, McKenna, P, Vickers, H, Gillespie, M J and Mulligan, D R, 2012. More complex ore bodies with lowering grades increase the challenges of maintaining high throughput, energy efficiency and required particle size for optimal downstream processing in grinding circuits. Continuous and often rapidly changing characteristics of the mill feed requires constant focus to operate the circuit at optimal level. Modern process instruments, on-line analyzers, monitoring and process control systems provide attractive and managed options to increase the circuits’ capability to respond to the challenge, often in phases and in rather short time period. Furthermore, well instrumented and performing base level automation in the grinding circuit enables advanced process control (APC) strategies that utilize measurements from the whole circuit to stabilize and optimize production. In this paper alternatives for incorporating process measurements and controls to typical grinding circuits are proposed. It had been intended to determine the influence of tantalum and columbium' carbides in mixtures with tungsten carbide. Owing to other, urgent developments, it has not been possible to proceed with that programme.1. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of' ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. Scheelite mineralisation east of the main divide in' the Southern Alps of New Zealand was originally identified by Royden Thompson who is now a geologist with the NZ Geological Survey. This mineralisation was brought to the attention of CRA in 1978. Reconnaissance surveys were carried out in 1979 to delineate the extent of the mineralisation. This was undertaken using ultraviolet light examination of the sediments within the major drainages in the Southern Alps. This defined tentative zones of prospective mineralisation. As a result of this, preliminary reconnaissance, exploration licences were applied for -those areas in which indications of scheelite mineralisation were strongest. A total of 1737 km2 of ground was applied for within four exploration licences. These covered the main Southern Alps mountain chain between the Haast/Wanaka highway and the Mt Cook National Park.

Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

A study of literature on the epidiorite dykes which transgress the Broken Hill lode and its wall rocks reveals a considerable diversity of thought regarding the time of emplacement of such dykes. In this paper it is deduced that the epidiorite dykes were formed at a late stage and were probably post-ore. Detailed mapping, sampling, and correlation of data from over 100 exposures substantiates this deduction. Physical disruption of the epidiorite dykes is indicated and some interaction of the epidiorite and ore at the time of intrusion is inferred.Further petrological study may confirm this.

Previous methods for measuring the flow of solids in Jnrdraulic conveying have not considered the important effects of slip velocity and particle concentration. In this paper an extension of the method proposed byShirato et al. (J. Chem. Engng. 'Japan, 1: 164-167) for determining mass flow in a vertical conduit is outlined.The present method consists of measuring' the volumetric flow of the slurry (by a magnetic flow meter for instance) and the density of the slurry in two pipe sections of different diameters. Effects of variation of slip withparticle concentration, not previously considered, are allowed.Problems involved in estimating the density of a slurry from differential pressure measurement are discussed.The major problem is the uncertainties in estimating frictional losses due to the wall in two-phase flows. The greater reliability of a more "direct" technique, such as by 'Y-ray absorption, for measuring solid concentration is emphasized.

Currently raw brown coal is fired in the Latrotx; 'ahcc th,iki~, Lanying with it two major penalties, (a) boiler efficiency of 65 - 70 per cent (in terms of GCV), (b) much higher boiler cost than for black coal. Drying the coal, in energy-efficient, and cost-efficient manner, opens the way to efficiencies of order 88 per cent and enables the lower cost black coal type boilers to be used. With the higher boiler efficiency goes much higher combustion temperatures and the effect of this on radiative heat transfer is a major factor in reducing boiler cost. In a fluidised-bed combustor the temperature is controlled to 800C - 900C. In a pulverised fuel combustor higher temperatures are however achieved and can increase boiler fouling due to the salt content of the coal. This is a problem which needs to be solved. Victoria has the prospect of lifting efficiency from 28/29 per cent to 35 per cent, of reducing carbon dioxide output correspondingly and reducing cost of power stations. So far as gasification is concerned, efficient removal of liquid water from the coal is important to the overall efficiency.

Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. University mining curricula are basically what they were 50, 100 and even 200 years ago. (See Appendix.) The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.
