This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored. There has been minimal innovation in the methods used to process an ore over the last 50 years. Productivity increases have largely resulted in increased equipment size without implementation of parallel improvements in technology. Complex orebodies of the future will need mining operations to adopt new technologies and techniques to make future ore treatment economically viable. Three emerging technologies, namely high voltage pulse (HVP) pretreatment, fine screening and the HydroFloat<sub>TM</sub> coarse particle flotation cell will be presented in this paper and the potential benefits that may result if they are adopted in mineral processing circuits will be outlined. Before exploration programmes or minerals developments are formulated, a mining company ought to assess how capital can be returned if the project is successful. A fact not well appreciated by the minerals community is that it is often difficult to get money out of many Pacific Rim countries due to special foreign exchange controls or restrictions on dividend or capital repatriation. On top of this risk are factors such as creeping expropriation through administrative, fiscal, or corruption pressures; environmental regulations; terrorists; and organised labour and political activists. Political risk is much more than just expropriation or nationalisation.Political risk factors can make or break a project in many PacRim countries and just the cost of delays and negotiations can insidiously affect project economics. This unpalatable thought, however, can be readily addressed by either legal structuring e.g. offshore proceeds accounts, offset/back-to-back currency hedges, or political risk insurance for the equity as well as any subsequent project development debt.

The cloud transform simulation is a technique used to generate realisations of correlated attributes. The principle of this technique is to partition the scatter diagram between the input attributes into several interval classes and derive for each class a cumulative distribution function (CDF) using only the data pairs of the scatter diagram in that class. The simulation then proceeds like a traditional Monte Carlo simulation but using the derived CDF in each class.The cloud transform simulation has the advantage of being a simple and fast technique that is able to reproduce the uncertainty in the relationship between the two input attributes regardless of whether the relationship is linear or not. However, the technique has three major drawbacks. First, the number of classes has an impact on final simulated results and there is not a robust approach to define such number. Second, simulated results exhibit some saw tooth variations that are unrealistic and third the reproduction of the spatial continuity of the simulated attribute is not guaranteed.This paper presents the use of the quantile regression approach in order to overcome the first two disadvantages of the cloud transform simulation. Details of the technique and how it can be coupled with the cloud transform simulation are presented along with a real case study.

A research project to better understand the rock mass behaviour and the seismic response has been conducted during the design and construction of the 9215 level at the E-Block sector of the Northern Star Kanowna Belle Mine. The research program was undertaken at a tunnel located 1100 m below the surface with the results applicable to feasibility studies on underground mining projects in highstress conditions, where failure can occur very soon after tunnel construction. Semi-circular excavation shapes coupled with the use of de-stress blasting techniques were designed to monitor the excavation in conditions of very high stress. The ground support was designed considering high energy dissipation ground support schemes (HED) as described by Arcaro et al (2021). The results indicate a decreased rock mass demand due to the change of excavation shape. Also, localised reduction in rock mass stiffness was achieved due to the implementation of de-stress blasting. Finally, increased ground support capacity was gained by the implementation of the high energy dissipation ground support schemes. The Kanowna Belle Mine has significant ore reserves at depths exceeding 1000 m below the surface. The results of this research will be used to optimise the extraction of the remaining E Stoping Block at depths exceeding 1350 m.

Geomembrane (GMB) liners are being used more frequently for the storage or capping of mine waste due to stricter regulatory requirements relating to environmental protection. The longevity of any liner system will be a function of environmental conditions, design (including materials selection), construction and condition monitoring during operations or closure. Based on experience and case studies, this paper presents a review, from design to handover, of some of the smaller and often overlooked details that can have significant impacts on the performance of the GMB and the project overall.The topics covered will include approaches to selecting and testing GMBs to ensure they are suitable. Design considerations to aid installation and quality assurance during construction. Understanding action leakage rates and the consequences of leakage when it creates whales. Chrome chemicals are commercially produced by the alkali roasting of chromite ores with sodium carbonate. Results of tests conducted in a laboratory furnace indicated that the sodium carbonate reacted rapidly with part of the gangue material to form a metastable intermediate that later reacted further with the chromite. For the conditions used, the recovery of water-soluble sodium chromate was able to be described empirically as yield % = a tn with a = 0.24 T - 241.3; n = 3.90 - 3.12 × 10-3 T and t is the reaction time in hours.The major rate limiting step in the overall reaction sequence appears to be the rate at which oxygen can get to the reaction sites across the liquid film coating the solid reactants.Sodium sulfate alone was found to be an unsatisfactory source of alkali for reaction with chromite. However when limestone also was added in quantities sufficient to allow the reaction CaCO3 + Na2SO4 + H20 ? Ca SO4 + 2NaOH + CO2 to take place, the results obtained were comparable to those found when sodium car-bonate was used.For chromite particles in the size range -124 + 105 µm, the use of stoichiometric excess of sodium carbonate did not appear to increase the yield or the reaction rate significantly. However, with smaller sized particles, - 53 µm, increased yields of water-soluble chromate were obtained when roasted with more than the theoretical quantity of sodium carbonate.

“Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

The aim of this paper is to question the need to develop bespoke monitoring and assessment methodologies and criteria, thereby ‘reinventing the wheel’, when designing and assessing the success of important natural habitat and ecosystem restoration schemes at mine sites in the UK and Australia. It draws attention to the existence and applicability of the Phase I Habitat, National Vegetation Classification (NVC) and Condition Monitoring methods in the UK and similar approaches used in Australia. These are long accepted established methodologies and have published accounts for describing, assessing and managing natural vegetation communities, habitats and ecosystems. They are often used at the environmental impact stage, but seemingly rarely, if at all, in restoration design and management at mine closure. Their application to mine restoration and closure is illustrated and discussed by reference to a surface coalmine in South Wales, UK.It is concluded that the application of a combination of the Phase I Habitat, NVC and Condition Monitoring methods is highly relevant to the expectations of the Convention on Biological Diversity (CBD) and its implementation in the UK, and probably in Australia too. The methodology and criteria described could be incorporated into the guidance and specified in the mining permits so that there is clarity as to the expectations and requirements for monitoring and assessment for bond release. Metals are essential for the sustainability transition and decarbonisation of society. Yet, it will be paramount to produce them sustainably and minimise the affiliated resource and energy use and the associated emissions. In the circular economy, the metallurgical industry should recycle existing material stocks, and improve its utilisation of wastes, residues and side streams. This increases the complexity of processes, as they become both (often multi-fraction) waste treatment as well as material production processes and brings complexity to the assessment of environmental benefits. Assessing the environmental impact of technological developments frequently is supported by life cycle assessment (LCA). While the method is well documented, its implementation involves several methodological choices that deserve reasoning and analysis, such as how to define the product when former wastes are turned into new products, the selection of impact methodology when converting emissions to environmental indicators, the definition of system boundaries and co-product allocation and the interpretation of sensitivity and uncertainty in final outcomes. In this exploratory study, we investigate how the variation of LCA set-up affects the environmental burden of the system. We consider a metallurgical process where a mix of hard-to-recycle aluminium-containing streams is used to produce aluminium cast alloys in a rotary furnace. Remelting with salt-fluxes allows recovering metals from partly oxidised/contaminated streams, such as dross, bottom ash and industrial shavings, but at the expense of generating significant amounts of salt-slag/salt-cake hazardous waste. The study considers different system alternatives such as landfilling the salt-slag residues versus valourising them into salts, aluminium concentrates, ammonium sulfate and non-metallic-compounds to be used by the metallurgical, construction or chemical industries. Practical recommendations are outlined to facilitate the implementation of LCA in assessing the potential benefits of the circular economy in the metallurgical sector.

The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. Permanent rock bolts used to support rock tunnels are required to perform for the design life of the structure as a minimum. Quality of installation is critical to the performance over the life of the rock bolt.This paper will present the findings from an in investigation into the integrity of rock bolts installed in an underground hydroelectric power station cavern and access tunnel. The 25?mm diameter rock bolts were installed 50 years ago, tensioned and post cement grouted. Due to a major machine upgrade the whole facility was subject to an asset survey. The owners are responsible for managing the risks associated with the failure of these rock bolts and ensuring the structural integrity of the tunnels and caverns is maintained to continue operations, protect machinery, assure production and more importantly maintain a safe working environment for all employees and visitors.To help manage risk a proactive approach is desired. To this end a test schedule using a non-destructive testing (NDT) system was carried out by Independent Integrity Testing Pty Ltd (i2t). The system used in this application was RokTel™. The system operates by applying a small axial impact to the rock bolt end and measuring the resultant acceleration response. The rock bolt characteristics affect the acceleration response.The data output from the system is analysed principally using Fourier Analysis (FFT) and sinusoidal waves. The energy generated in the bar, the rate of damping and changes in frequency are all assessed. Testing was carried out on 70 rock bolts within the tunnel and cavern. A selection were then over cored, photographed and documented. The data gathered from the testing is then correlated with physical evidence to establish a calibration for the remainder of the rock bolts and assess if this is a viable method for identifying defective elements, and what degree of accuracy can be achieved. In non-ferrous metal mining operations, it is generally necessary to crush and grind the ore to a very fine particle size to effectively liberate the contained mineral from the host rock. Fragmentation by blasting is the first stage of this comminution process.Numerous studies and independent modelling of the Mine to Mill process have demonstrated the potential for significant downstream productivity improvements from improved blast fragmentation. However, safety and environmental constraints associated with the blasting process usually limit the extent to which blast energy or powder factor can be increased.An effective blasting solution has been identified that enables the safe utilisation of powder factors several times higher than those used conventionally to provide significant improvements in fragmentation. The solution uses a static ‘blanket’ of broken rock overlying the blast to contain this increased blast energy and control rock movement. To produce this broken layer of rock, the subdrill in each blast is significantly increased to preblast (or precondition) the entire stemming region of subsequent blasts on the next mining bench.The solution has been evaluated at a large open cut poly-metallic mine in Mexico. The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

While coal seam gas is considered to be an unconventional gas, the proliferation of areas under exploration and development mean that it is rapidly becoming main stream. The potential of New Zealand's coals to produce coal seam gas has been recognised for some time. However, key market drivers have not been suitable for the progression of this potential into reality. Kenham Holdings Ltd and CRL Energy Ltd, recognising the potential for the gas in New Zealand have initiated what is the largest ever assessment of New Zealand's coal seam gas potential. The premature demise of the giant Maui field has raised the focus of new gas developments and has increased interest in what we are doing. Over the past couple of years Kenham Holdings Ltd and CRL Energy Ltd have approached the assessment of the coal seam gas potential in a staged programme. Preliminary assessment of the data on the permit areas indicates that the potential resource may be up to 500 PJ. To date, preliminary appraisals have been completed or are underway on a significant number of fields. Exploratory drilling has been completed or initiated on several of those fields, with results from this work being fed into the preliminary modelling as it has become available. Given that in many of these areas there is no pre-existing information concerning their gas potential and world wide experience with lignite is practically nonexistent, it has been a steep learning curve with many surprises. However, initial gas content results and preliminary gas flow models have been on the whole, rather pleasing, with the commerciality of some developments already apparent.

The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

Classification of mineral resource estimates is one of the most important responsibilities of the Competent Person. In recent years, classification decisions have been driven more by the detailed block-by-block attributes generated by the now widely applied geostatistical estimation methods, and less by a general geological overview. This is increasingly resulting in æspotted dogÆ outputs, in which blocks of Inferred Resources or unclassified material separate blocks of Measured and/or Indicated Resources, or individual drill holes are surrounded by annuli of Measured and Indicated Resource blocks. Not only are such outputs potentially misleading, since they ignore fundamentals such as continuity of geology and mineralisation between drill holes and the imprecise nature of resource estimation, they can also cause substantial problems for engineers undertaking mine designs and estimating ore reserves, particularly for underground mines. Competent Persons for mineral resources must keep in mind the purpose of their work, and should use their experience and judgement to avoid or smooth out æspotted dogÆ classifications, providing a result commensurate with the level of geological and resource estimation confidence. For their part, ore reserve Competent Persons must understand the resource estimation and classification process, and should question resource classifications that are not consistent with the level of geological and resource estimation confidence.

Management of high rates of goaf gas emissions between 4000 and 6000 L/s of methane gas in longwall panels is a challenging issue, particularly in start-up areas of the panels. There is a need for investigation of the effect of various goaf gas drainage concepts and techniques, and development of effective gas drainage strategies for management of high goaf gas emissions in start-up areas of the longwall panels. This paper presents the results of various computational fluid dynamics (CFD) simulations that were carried out to investigate the effect of different goaf gas drainage strategies and combinations for gas management in the start-up area of the longwall panels. Results indicated that the gas (methane) concentration in goaf holes on the tailgate (TG) side vary between 50 and 75 per cent under the simulated field conditions with flat coal seam gradients. The results also indicated that operation of more goaf holes for draining the goaf gas on the TG side results in high ingress of oxygen and further reduction in gas concentration in goaf gas drainage holes. The simulations also included scenarios with goaf gas drainage holes on the maingate (MG) side, TG cut-through seal and near the start-up area. The Tennant Creek goldfield is one of the largest gold producing districts in Australia, and major deposits, including Gecko, Juno, Orlando, Peko, Warrego, Nobles Nob, Golden Forty, Argo, TC 8 and White Devil have produced more than four million ounces of gold over the past two decades. Gold-copper-bismuth mineralisation at Tennant Creek occurs in lenticular, ellipsoidal or pipe-like bodies of magnetite-hematite ironstones which are hosted in turbiditic sedimentary rocks of Proterozoic age (Large, 1975; Wedekind, Large and Williams, 1989; Le Messurier, Williams and Blake, 1990; Morrison, Donnellan and Hussey, 1992).
