The earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in " Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. ***** The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would be thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.' In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114, Township 6, contains 79.08 grains of free sillphuric acid per gallon. This locality is about 13 miles (21 km.) south . of Delaware Creek and about 35 miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos. Texas is in the Pirst Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. Manganese and silica in nonmagnetic tailings from the direct reduction-magnetic separation step were so closely associated that no physical concentration methods were effective. Dilute sulfuric acid dissolved manganese and iron rapidly; manganese in the form of silicates was virtually insoluble in sulfuric acid solutions, thereby governing the maximum extraction attained by leaching. Autoclave leaching at elevated temperatures and at high oxygen pressures reduced the iron extraction to less than one tenth without affecting the manganese extraction. There was an indication that autoclaving solubilized the manganese silicates appreciably. Elimination of iron from leach solutions was carried out by aerating the solution in the pH range of 6.5-7; a platinum-calomel electrode pair provided a reliable indicator for the end point of iron removal. The purified leach solutions were free of interfering impurities for the recovery of manganese as metal, dioxide, or carbonate. Manganiferous iron ores of the Cuyuna Range, Minn., are too low in iron content to be directly useful as iron ores, and too low in manganese content to be termed manganese ores. Common methods of physical beneficiation such as gravity concentration and flotation have not been successful in upgrading this material. The R-N process, when applied to manganiferous iron ores,1'2 produces sponge iron by direct reduction of iron oxides, while leaving manganese as manganous oxide. From fine grinding and magnetic separation of the reduced ore, a tailing is produced which is relatively rich in manganese and low in iron content. The nonmagnetic tailing can readily be leached with acids and then further processed to recover manganese in various forms. In this way, two processes, neither of which would be an economic solution to the Cuyuna ore problem by itself, may be combined to produce two marketable products, thereby rendering the over-all process economically more attractive. The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

Sandberg, London, Eng. 1 think we should all be grateful to the Pennsylvania Railroad Company, and to their chemist, Dr. Dudley, for spending so much time and money in order to solve an important question; nor are me less indebted to the public spirit which leads them to impart tlie experience thus gained. In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; bat even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails—tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper,—& paper which follows very much upan the same lines of argument as the first red three years ago, upon which I have previously touched in my pabr on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken wore pains to prove that he was correct in his first formula for the best chemical colnposition of steel rails. But I hare seen so much done in the way of proof by experiment that I am inclined to think that almost anything can be proved by experiments and by satnples. If Dr. Dudley would only give up his formula, which would not suit any country—not even America—

The gravity discussed here is that of the clean oil produced. Gravities of fluids containing water, free or in the form of emulsion, sand, drilling mud or mineral salts of a nonbituminous nature do not represent the gravity of crude oil as considered in this paper. During recent years it has become a frequent occurrence for operators to be called upon to explain to landowners the reasons for variations in gravity on shipments of oil from wells in which they are interested as royalty owners. In regard to single well leases it has been noted that marked changes in gravity frequently have occurred for no apparent reason. Data collected on the subject and correlated with production methods reveal interesting facts. It is the purpose of this paper to present some of the highlights on the subject. These gravity changes in the natural crude oil are with a few exceptions the result of the liberation under varying conditions of the volatile hydrocarbons from the natural oil-gas solution contained within the pool. The subject of the liberation of gases from natural oil-gas solution has been investigated by Ben E. Lindsly, of the U. S. Bureau of Mines, and the observations recorded here are in the main consistent with his conclusions. Investigators have recognized two methods of liberation of gas from solution—flash and differential. In the latter method the vapors are removed from the liquid as rapidly as formed and have no opportunity to come to a condition of equilibrium with the oil. In flash liberation an equilibrium condition between the oil and the gas exists at the pressure of separation. Mr. Lindsly has found that the method of liberating the gas from the oil has a pronounced effect on the final gravity and that differential liberation results in a higher A.P.I. gravity due to the higher ratio of gasoline producing hydrocarbons left in the oil. Under actual production practices with high velocities in flow strings, it is our contention that conditions of perfect equilibrium between gas and the oil rarely exist, and that gas separation is made under varying conditions, sometimes approaching that of equilibrium and at other times departing from it.

A common method of classifying non-water- impounding mine waste structures is necessary to facilitate professional comnunications within the industry and between representatives of industry and government. Camnon classifications can a1 so he1 p quickly create and maintain a mental picture of the structures being discussed. Three categories for classification presented in this paper include: (1) configuration and location with respect to existing topography. (2) material characteristics of waste, and (3) environmental sensitivity or characteristic; of the disposal area. Configuration and location classification involve terminologies typically utilized for waste dumps over the past several years. General classification categories for non-impounding structures include: (a) valley-fill, (b) cross-valley, (c) side-hill, (d) ridge, and (e) heaped. Material characteristics can govern the location, engineering details, and environmental sensitivity of the waste structure. Material classification includes: (a) hazardous, (b) non-hazardous, (c) inert, (d) fugitive dust susceptible and (e) leachate susceptible. A1 though many characteristics are potentially applicable, this paper will focus on the categories mentioned above. Environmental sensitivity of a waste structure encompasses many objective and subjective evaluations plus many multi-disciplinary considerations. Environmental sensitivity incorporates numerous factors in addition to those highlighted in configuration and location, and material characteristic classifications. A few examples of how this categorization can govern the engineering design and location of waste dumps are provided in this paper. In addition to the verbal descriptions of classifications, a simplified version of the combined classifications with an alphanumeric format and its methodology is discussed in this paper. Surface water controls often govern the classification or vice versa. In order to maintain a non- impounding status, water must be prevented from collecting behind the structures. Depending on material characteristics, water inflow to or over the site can cause significant environmental or human consequences. Finally, the access of water to the waste dumps can play a large role in the degree of environmental sensitivity to the site. This paper provides a framework in which to discuss the other aspects of this conference and also provides insights as to how the framework is based on actual practice.

Some measurements of the rate of loss of hydrogen from cylinders of iron and steel are analyzed in terrns of a trapping theory. The apeement is encozcraging and gives rise to estimates for the density of traps in the metal. Furthermore, the results appear to be consistent with the assumption that the diffusion constant D for the steady flux of hydrogen through iron lies on the extrapolation of the linear curve (log D us 1/T) obtained at higher temperatures. IT has been shown in a previous paper1 that the literature relating to hydrogen diffusion in steels contains sufficient evidence to invalidate the application of Fick's laws to hydrogen diffusion in steel at low temperatures. To account for the deviations from simple diffusion behavior a trapping theory was developed, and the fundamental laws modified accordingly. In the present paper, new data on the evolution of hydrogen from long cylinders are presented, and together with some published data are examined in terms of the requirements of the theory.' Properties of solutions of the basic equations derived previously1 and appropriate to the present experimental conditions are outlined in the first section as they determine the form in which the experimental data must be presented for a comparison of theory and experiment. Two new solutions not previously reported have been derived as described in the Appendix. The experiments and treatment of data are then given in Sections 2 and 3 and the results are discussed in Section 4. 1) THEORETICAL CONSIDERATIONS The hydrogen-diffusion theory1 applied in this paper postulated that lattice-dissolved hydrogen at a concentration C diffuses randomly in accordance with Fick's first law, but that the lattice contains a uniform density N of traps which can capture and delay hydrogen atoms. kC atoms are trapped per second in a region containing unit concentration of vacant traps while p are released per second in a region containing unit concentration of occupied traps. On this basis it was shown (Eq. [30] of Ref. 1) that, when local changes in the lattice-dissolved concentration C are slow enough for equilibrium to be established with the traps, the system is represented in dimensionless form by the equation:

The following investigation was undertaken to develop a method for determining with reasonable accuracy the depth of overburdens of 100 ft. or less. Seismic methods seemed to offer good possibilities. The problem differed from that of the familiar salt-dome location in that the depth of overburden to be determined is much less than is encountered in oil prospecting. This means that a much shorter time interval must be measured with accuracy. Refraction methods seem at present to offer greater possibilities than reflection. The air sound persists for from 0.1 to 0.5 sec., because of echoes, and seismic reflections coming during this time are difficult to detect. A seismometer sensitive to vertical vibrations only offers possibilities and has been used here with some success. It is hoped that the application of this type of seismometer to reflection shooting in this region may be investigated still further. The apparatus used consisted of a carbon-button seismometer followed by a three-stage, transformer-coupled, vacuum-tube amplifier and a General Radio string oscillograph. Time marks are provided by a 1000-cycle, 600-r.p.m., synchronous motor provided with five spokes which intercept the light to the camera at 1/50 sec. intervals. This motor is driven by a two-stage vacuum-tube amplifier of 3 watt output, actuated by a tuning fork. The power supply for the seismometer amplifier is one 2-volt storage and one 45-volt B battery. The motor amplifier is powered by a 6-volt storage battery and 6 to 225-volt, 15-watt motor generator. The temperature-frequency characteristics of the tuning fork have been determined and for ordinary working temperatures the error in time that would be introduced is less than M millisecond for time intervals up to 100 milliseconds. The impact is produced by a sledge blow for surface distances less than 100 ft. and dynamite for greater distances. Two steel balls with wires attached form an electric circuit through a 1-ft. piece of railroad rail upon which they rest. BIRINGUCCIO was born in Siena in 1480, the son of Paolo and Lucrezia di Bartolommeo Biringuccio.* He was baptized on October 20 of that year with the given names Vannoccio Vincenzio Austino Luca. His father appears to have been an architect, for in 1504 he was paid 600 scudi for his work on the walls of the Communal Palace and at the same time he was superintendent of streets for the city. The course of Biringuccio's life followed closely the checkered fortunes of the Petrucci family of Siena. A warm supporter of Pandolfo Petrucci, Biringuccio did not falter in his allegiance to the family and their party during his lifetime. It was probably to the protection and patronage of this lord that he was indebted for the opportunity to travel widely through Italy and into Germany during his early years and so to lay the foundation for the extensive knowledge of the subjects he was to describe in the Pirotechnia. In 1507, as he himself indicates (p. 48), he was 'in Friuli and. Carnia in northern Italy after having traveled in Germany,, and he also visited the, brass, works in Milan. After returning to Siena; he was sent by Pandolfo to direct the iron mines in near-by Boccheggiano. When Pandolfo died in 1512 (in which year Biringuccio's s father also died), Biringuccio continued to support the Petrucci family in the person of Pandolfo's son, Borghese, who succeeded, to the rule. Under his patronage, Biringuccio was appointed to a post in: the Armoury of the Siena Commune in 1513. In ISIS a popular uprising forced Borghese and his followers, including Biringuccio, to flee from Siena. Biringuccio and the goldsmith Francesco Castori, head of the mint, were accused of having debased the coinage alloy with the knowledge and consent of Borghese. When he failed to appear in 1516 to answer these charges-which may well have been invented by the opposing political faction-Biringuccio was declared a rebel and was exiled as a traitor to the Republic. He then traveled about Italy, was in Rome and Naples, and visited Sicily in 1517.

Andre Hubaux: In the writer's opinion, more stress should be put on field and microscope observations, as J. L. Gillson does. His discovery of relics of big labra-dorite feldspars from the Marcy anorthosite in all the other rocks is proof enough that previous field observations have been inadequate. The writer's field experience with anorthositie massifs is limited to the Egersund-Sogndal district in southern Norway; however, this is a very large and well exposed area. It seems to have so many points in common with the Adirondack region that a detailed comparison should be beneficial. This comparison was not possible 20 years ago, owing to the scarcity of geological data, at least for Norway. Both regions are now far better known—the Norway district because of the work of Professors Bugge and Barth 33-35 and especially because of the extensive field and microscopic research of P. Michot,30-35 who introduced me in the field to the problems of that region. In a particular unit of the Egersund district, a sodi-fication of the plagioclase, very similar to what Gillson calls "andesinization," has taken place. 12' The percentage of anorthite in the plagioclase has dropped from 42 to 43 pct in the original norite down to 27 pct, but never below that level. This metasomatical transformation is a part of a whole series of processes of mig-matitization which have produced, above the level of granitization, concentrations of Mg, Fe, and Ti and among them, patches and parallel bands of ilmenite and magnetite. Thus both regions present somewhat comparable features and the theories to explain them have several points in common. However, as there seem to be differences between some American conceptions and the views commonly accepted at the University of Liege, I would like to make some comments about J. L. Gill-son's article. The author speaks of the garnet as being an anti-stress mineral. However, garnet may be found in schists, where its helicitic texture, when present, demonstrates its formation during differential movement. Furthermore, the whole concept of stress and anti-

Central Texas added 76 producing oil and gas wells during the year, abandoned 378 wells in the same period, and produced 10,359,905 bbl. of oil in the 12 months under consideration. The oil production represents a decline of only 3 per cent as compared to 1934, but it must be remembered that much new production was added during the year. The activity in new work centered in Frio, Bexar, Williamson and Cald-well counties, with development in the Pearsall, Von Ormy and Byersville fields taking first importance. New discoveries in 1935 were confined to Pearsall area of Frio County and an extension to the Darst Creek field in Guadalupe County. The Red Lake field, in eastern Freestone County, proved itself of importance from the standpoint of a gas reserve but no oil production has yet been obtained. In Bexar County, the Von Ormy field, in which the discovery well was drilled early in 1934, completed 22 oil producers during the year. New Fields Pearsal1.—The Amerada Petroleum Corporation, in developing its 60,000-acre block in Frio County, has definitely proved the existence of commercial oil production in four separate horizons; namely, the Navarro, the Austin Chalk, the Buda and the Georgetown. The discovery well, a two million cubic foot gas well, was tompleted in 1934. A test of the Trinity sand at 10,050 ft. found salt water but later was plugged back and finished as an oil well in the Navarro sand. Most recent of their discoveries has been in the Austin Chalk at a depth of 5666 ft., where a 24-hr. gage through 1-in. choke showed 2640 bbl. of pipe line oil. The oil has a gravity of 28.0" A.P.I. and is brownish in color. Because of lack of pipe lines in the area, the wells are produced only for short periods of time, and it is predicted that development will be slow until the district is entered by pipe line purchasing companies. The Eastern district, composed of New Jersey and eastern Pennsylvania, with its native ores, was the cradle of the iron industry of the United States. The district attained and held the leadership in production of pig iron for over 100 years, from pre-Revolutionary days to approximately 1875. The first shipment of Lake hematite ore was made in 1853. It was a small shipment, transported by a sailing vessel and a canal barge, but it was the beginning of the end of the supremacy of the Eastern district, although at that time the ore was supposed to be too rich to be successfully smelted with the block coal then in use at western furnaces. The iron made from the first shipment of Lake ore was worked into nails by the Sharon Iron Co., at Sharon, Pa. The writer's great-grandfather, David Agnew, and his brother, John P. Agnew, owners and operators of the Sharpsville furnace, Sharpsville, Pa., worked the shipment through a furnace. Because of this, the writer feels some satisfaction in having been one of a group that solved the problem of making profitable an operation using Eastern district ores exclusively. With the development of Lake mines, and the production and use of coke, the Middle West district gradually assumed the position of leadership in production; because, even though the ores were transported 1000 miles by water and rail, its cost figure on pig iron was better than that of the eastern producer whose furnace was next to his mine. Such a cost figure was possible because the ore was naturally rich in iron and reduced easily. It was possible to carry a heavy burden on the furnace, which resulted in large tonnage and low coke per ton of iron. This paper is in no sense a technical one. The purpose is to show that with the proper physical preparation of the Eastern magnetites they will reduce as easily as the Lake hematites, and because of the high iron concentration give the Eastern producer just as much advantage as formerly he was at a disadvantage in comparison with the Middle West producer.

For several hundred years the petroleum industry has flourished in Burma and at the close of the eighteenth century there were over five hundred producing wells in the Yenangyaung field. These were laboriously dug by hand and were exceedingly primitive, yet even today a small part of India's total production is obtained from hand-dug wells. The Indian Empire, the cradle of the oil industry, today produces but an unimpressive fraction of the world's supply of petroleum, not because the size of her contribution has diminished, but because it has remained more or less stationary while other countries have far outstripped her during the prodigious increase in the world's production of petroleum in recent years. Though for the past 10 years the total production in India has been remarkably constant, it has become increasingly difficult to maintain this output and at any rate from the older fields a slow decline may be anticipated unless new productive horizons are discovered. Production figures for the 10 years 192&1929 (the last year for which figures are available) are given by fields in Table 1. Crudes of Burma and Assam The bulk of India's production comes from the Yenangyaung and Singu fields, from which the crudes are very similar, the only important difference being that the oil from the Singu-Yenangyat structure contains a higher percentage of lighter fractions. The Burma crudes resemble that of the Panhandle of Texas and have a high content of solid paraffin, though strictly speaking the oil is of mixed base with a low content of asphaltum. With the exception of the negligible production from Sabe, the Burma crudes do not require dehydration; the sulfur content is very low and is innocuous. A small amount of naphthenic acids occurs in the kerosene and intermediate oil fractions while the lubricating fraction is practically free from acid. The ash content is low and the average A.P.I. gravity of mixtures of Yenangyaung and Singu oil is 36.4. Drilling activity in California during 1939 decreased approximately 15 per cent from that of the previous year. New reserve discoveries were the lowest in many years, but extensions, development of deeper sands, and reappraisals, indicated enough new potential to more than equal 1939 withdrawals of about 223,644,000 barrels. On June 1 a new uniform method of allocation was adopted, which had the immediate effect of reducing production, so that approximately 6,000,000 bbl. of crude were withdrawn from storage during the year. Market demand averaged 628,845 bbl. per day as compared with a daily production of 612,945 barrels. The rate of drilling was slow during the first five months because of the unfavorable storage situation. Subsequent to the adoption of the new uniform method of allocation on June 1, drilling was speeded up and continued at a rapid rate throughout the remainder of the year. As a result of prospecting, four new fields were discovered and seven fields were measurably extended. All of the new discoveries were made in the San Joaquin Valley. Statistics of production and development arc given in Fig. 1 and Tables 1 to 3. New Discoveries Coalinga-Northeast.—The Amerada Petroleum Corporation discovered a second Eocene shore-line field north of the Coalinga Nose when it brought in well S.P.L. 7-17 in sec. 17-19-16, flowing 4230 bbl. of 32.4" gravity oil and 14,200,000 cu. ft. of gas at a depth of 8237 ft., from the "Gatchell" sand of Eocene age. This field, 2 miles north of the Coalinga Nose field, is considered to be a separate structure because it has a gas cap and a lower water table. The structure is a broad, gentle anticlinal nose probably separated from the southerly Coalinga Nose field by a shallow syncline. Production is sealed updip by the pinching out of oil sands. The average sand thickness is approximately 200 ft., the top 75 ft. containing mainly gas. The sand has an average permeability of 1000 millidarcys and an average porosity of 25 per cent. The productivc area of the field is estimated to be between 1200 and 1500 acres.

P. B. Baxendell is to be complimented for an exccllent piece of work. To our knowledge there has been no previous publication of field data on the flow of oil and gas through the annulus of a well. It is certainly gratifying to see this work on annular flow confirm the previous published correlation procedure on tubing flow. It extends considerably the range under which reliable gas-lift calculations can be made. Baxendell discussed this work with us about a year ago and was kind enough to send a large scale plot of his correlation. We had been designing gas-lift installations on flow through the annulus, assuming that the original correlation of the f factor based on tubing flow' was valid as long as we stayed within the same mass velocity range on which the correlation was based. Doing this work necessitated the use of an equivalent diameter for the annular flow. The equivalent diameter is defined as area' of stream cross section wetted perimeter and for the case of an annulus is D, — D,. Substituting this in the basic equation correlating energy loss along with the area to flow required to convert the velocity, to volumetric flow rate, D (Baxendell's Eq. 7) becomes dell's expression, D,). Similarly, the D in 1.4737 X 10 (M&/D) becomes (D, + D;) for annular flow. On receipt of Baxendell's data, we. of course, recalculated it to put it into the form we were using, and to see how well it agreed with the correlation based on tubing flow. Fig. 1 shows the results, which were certainly gratifying. For low values of (D, - D,) pv, the data coincide with the data on flow through tubing, whereas at high values the data on flow through the annuli appear to be leveling off to a constant value. For very high rates of flow where the turbulence is very high, one might expect the value f to level out and become constant. The power plant of the Burro Mountain Copper Co. is located near Tyrone, N. M., at 5,950 ft, elevation. It is interesting because it uses the largest stationary Diesel engines in the United States. The general layout of the plant is shown in Figs. 1 and 2. The building is of steel-frame construction with hollow-tile walls and corrugated-iron roof; the floor is concrete and all windows have steel frames, making a fireproof building. The building is made to accommodate one more electric generator unit, which is being installed; also two 4,000-cu. ft. air compressors direct-connected to three-cylinder engines with the same size cylinders as the electric units. The power plant consists of two 815-kva., 60-cycle, three-phase, 6,600-volt, 180-r.p.m. generators, direct-connected to five-cylinder, two-cycle Diesel engines; the necessary circulating pumps for cooling water, cooling towers and oil storage tanks. A portion of the power is used in the same building as the generating units to run one of two 200-kw. rotary converters delivering 260-volt direct current, and a 2,500-cu. ft. air compressor, delivering air at 95 1b.-pressure, direct-connected to a 400-hp., 6,600-volt, three-phase synchronous motor. The remainder of the power is used to run a 1,500-ton concentrating mill 3 1/2 miles from the power house, various hoists, pumps and motors about the mines and the lighting and water-works of the town of Tyrone. The direct current is used for electric traction in the mine, also to run hoists and motors that were installed before the new power plant was built. Due to the large hoists that take starting peaks of 250 kw. and the 10-ton electric locomotive that takes at times 150 kw., the load is extremely variable, as shown in Fig. 3. Sandberg, London, Eng. 1 think we should all be grateful to the Pennsylvania Railroad Company, and to their chemist, Dr. Dudley, for spending so much time and money in order to solve an important question; nor are me less indebted to the public spirit which leads them to impart tlie experience thus gained. In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; bat even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails—tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper,—& paper which follows very much upan the same lines of argument as the first red three years ago, upon which I have previously touched in my pabr on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken wore pains to prove that he was correct in his first formula for the best chemical colnposition of steel rails. But I hare seen so much done in the way of proof by experiment that I am inclined to think that almost anything can be proved by experiments and by satnples. If Dr. Dudley would only give up his formula, which would not suit any country—not even America—
