P UBLZCLTY and engineers do not mix. In the very words of my subject, there is an apparent contradiction. In the past, publicity has been abhorrent to the engineer. It seems to be true that the engineer, because of his training or his background, has developed a state of mind which omits publicity. At any rate he has done a poor publicity job for himself. The average engineer is self-conscious; he ought to be class-conscious. If T should ask the men in this hall to get up one by one and tell who they are and what they have done, there would be an instinctive reaction in the mind of each man-a feeling that this was out of place. If I should ask each man to get up and tell something about his neighbor, I should find that each neighbor, once he got acquainted with the man next to him and understood what he was doing, would be as human and as generous-hearted in telling about his brother engineer as is any professional man.

Minerals - A Key to Soviet Power, by Demitri B. Shimkin. Harvard University Press. $8.00, 452 pp., 1953. -The book is an economic evaluation of the position of the Soviet Union in respect to mineral wealth and development. Various sources are drawn upon, including the reports issued after completion of the various five year plans. The book is of considerable reference value despite the confusion which beclouds information concerning Soviet mineral progress. The theoretical study is the joint product of some of the staff of the Harvard University Russian Research Center. The author's approach to metals and nonmetals in the Soviet Union is systematic and he presents a great deal of data covering the period 1926 to 1950. Indicated weaknesses in the mineral economy are highlighted. Some considerable space is given to Soviet mineral future.

In 1952, beneficiated phosphate ore first began to move from the Oron plant of Negev Phosphates Ltd. in the Negev Desert to the super-phosphate plant at Haifa, Israel. Since that time this company has continually sought to overcome its natural handicaps affecting the operating efficiency and quality of the product in an effort to bolster the agricultural program of Israel and the development of an exportable commodity. The most serious deterrent to the development of a beneficiation process was the total absence of water. The Oron plant lies approximately 30 miles south of the irrigated regions of Israel with the nearest producing water well located about 10 miles to the northwest. The urgency of early phosphate production made it necessary to consider only dry processes in the initial operation. Fortunately, the ore was amenable to a dry process which yielded a usable concentrate assaying about 28.5 pct P2O5; but phosphate recovery was low. A description of the characteristics of the Negev ore should help to clarify the principles upon which the dry concentration is based.

(communication to the Secretary*):—In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for 1906 an explanation given by him in accounting for the small production of by-product coke. It was that the market for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908' does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, he says (p. 241): "The year 1908 was not marked by any notable gain in the construction of byproduct coking plants, though some new work was done. THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities. JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.

Mr. Shaw's work showed the dodecyl mercaptan as a very good collector compared with other collectors on Cu-Mo ores, Mo ores, and for Au and Au-Ag ores plus Pt ores. However, as one who has had extensive experience on Cu-Mo ores, the work is not complete in making only a rougher concentrate with a collector; the work must be carried on in making a Cu-Mo separation. Did Mr. Shaw do any of this work? Before trying the dodecyl mercaptan as a Cu-Mo collector for the Cu-Mo ore it would be well to have any new work conducted knowing how the reagent acts on the Mo. Will it allow a good separation? The use of the collector at Palabora was also mentioned. From some earlier literature I thought that the reagent has been used as an oxide Cu collector after the sulfide mineral was floated out. I thought the pH at this point was about 1.5-3.0. I would like to have this point clarified.

IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. NOT only is your toastmaster silver-tongued in his references 'to myself, but he is also quite in the habit of "saying it in silver." I have analyzed with some care his statistics of the world's silver production, which have been distributed here along with the menu, although frankly from the point of view of most of us, the distribution rather than the production of silver is of immediate concern. Unlike the performers by whom we have been entertained between courses, the rest of us on the program will have to do without costume or musical accompaniment, which as my friend Rains can testify puts an artist under severe strain. I am entitled by right of office and of precedent to receive your attention for ten minutes. The Governor, who appears on the program as a speaker; however, has asked me for five minutes of my time, and Senator Thomas has insinuated that he would appreciate one-half of the remainder, wherefore, I must ask your close attention to the very brief remarks that I am able to make under such restricted circumstances. To begin with, I want you to believe that I am approaching the task set by your toastmaster with misgivings. In looking over the Institute records relating to the Salt Lake City meeting of 1914 for some precedent as to what I ought to say, I found but one reference-and that of the following indefinite char¬acter-" and Friday night there was a hilarious banquet to 350 members and guests."

THE September issue of the Engineering and Mining Journal carried an item regarding the Cercapuquio Mining Co. which was mentioned as a large producer of lead, zinc, and cadmium, situated near Huancayo, Peru. The paragraph caught my eye because I had not heard of the property in thirty years and I recollect all too well the circumstances of its accouchement. In 1916 1 was making my headquarters in the town of Huancayo, then the terminus of the Central Railway of Peru, and was examining mines and prospects in that general area for Cerro de Pasco. In the course of my work I became acquainted with an engaging and energetic "practical" miner named Balarin, a Dalmatian living in Huan¬cayo, and made numerous trips in his excellent company. One day Balarin came to the down-at-heels hostelry where I stopped and told me that a Cholo prospector, a character by the name of Jose, had just reached town and claimed to have made a discovery in a little known locality called Cercapuquio. Lead-silver, Balarin said, and showed me a sample of galena about the size of his fist. "Fine," I remarked. "When do we leave?"

BECAUSE of the well known relationship between a low atmospheric pressure and increased amounts of methane in coal mines, attempts have been made to find associations between low pressures and coal mine explosions. An early study by F. Able disclaimed this relationship. He found that half the explosions took place during a rising barometer when methane content in a ventilated mine would be decreasing. A more recent study by C. L. Hosler revealed a close relationship between anthracite mine explosions and low atmospheric pressure. Bituminous coal mine explosions, where coal dust as well as methane can be exploded, were found to be more closely associated with a rising pressure following a low barometer than with the falling or low pressure period. Emphasis on rising pressure periods led the present writer to investigate the effect of the post-frontal or post-cyclonic weather on coal dust. Dust samples of uniform mesh were exposed in an Illinois mine. Analyses of the dust taken before and after the passage of cold fronts and their accompanying low pressure troughs indicated an increase in coal dust moisture prior to a frontal passage and loss of moisture from coal dust following the time of lowest pressure. Thus the warm, moist air (Tropical Maritime)found over the mine during the falling pressure period was cooled in the mine and moisture added to the dust. Cold, dry air (Polar Continental) accompanies' the rising barometer following a frontal passage and the air, being heated in the mine, subtracted moisture from the coal dust. A similar but seasonal phenomenon occurs from summer to winter, the dry dust period in winter being recognized as the more dangerous period. The question arose as to how the short period or daily changes in moisture content of coal dust compared with the seasonal changes. Temperature and humidity statistics were obtained from the surface and mine entry for the months of July andJanuary. The gain and Ioss of mdisture. to the hine were calculated for these two morths as were the gain and loss associated with mT (Tropical Maritime) and cP (Polar Continental),air masses as observed in the investigatiynsl. Temperature and humidity statistics tigatiynsl.taken from [the two air masses represent atimp span of only 34 hr. The redultant changes as presented in the accompanying table verify the supposition that short period changes in coal mine moisture may attain the magnitude of recognized dangerous seasonal changes. Statistics for the mT air and the July air have been placed next each other and those for cP and January air together for easier comparison of the two warm and two cold air units. The last column readily reveals that there is little difference in the amount of moisture being deposited in the mine from the mT air and the July average air. A similar conclusion is reached regarding the loss of moisture from the mine when it is affected by the cP air mass or the average January air. This comparison would be particularly true from late fall through early spring when strongly contrasting air mass changes are a common occurrence. The invasion of cold, dry air following a cold front thus produces a drying period that could well receive more attention as a danger period for coal dust explosions. This drying period would compare with Able's explosion period during a rising barometer. The drying period is also perltinent in Hosler's findings, where it was noted that the average explosion day (for bituminous coal mines) followed the day of lowest atmospheric pressure. Moreover, the author's investigation of some 365 coal mine explosions also indicates that this post-frontal period should receive special attention in connection with mine safety measures. Two comparatively recent major explosions in Illinois (Centralia and West Frapkfort) occurred after the mines had been under the influence of cold-dry air for 25 to 30 hr-following a deep low pressure passage. Dust was the important explosive element in both these explosions.

IN 1920 the Minnesota Tax Commission estimated a reserve of 1,341,674,538 long tons of iron ore in Minnesota, the Michigan State Tax Commission report showed 199,092,855 long tons in reserve in that state, and the Wisconsin Geological Survey set the Wisconsin reserves at 21,500,000 long tons. The total reserve that year for the Lake Superior District amounted to 1,562,267,393 long tons. Ten years later the reserves of iron ore in these same districts were Minnesota 1,235,227,510, Michigan 168,349,823, and Wisconsin 23,000,000, or a total of 1,426,577,333 long tons. The decrease in ore reserves in this ten-year period was 135,690,060 long tons, but the shipments were 520,746,975 long tons. In other words, the ten-year depletion in reserves was only 8.68 per cent. If similar conditions carry into the future this calculation would indicate a life for the ore reserves of the Lake Superior region of over 100 years.

COMING over from the plant on the Denver and Rio Grande yesterday afternoon I was an interested listener to a smoking-room conversation that had to do with the experimental plant near Rifle. The people who were talking didn't know me and I didn't know them, but I learned quite a little. I understood that the plant would never operate; that it was not intended to operate; that the "oil trust" would keep it from operating; that our tramway had eaten up all our money and still was not working and would not work; that the plant was run by a bunch of kids, and that the superintendent was probably the biggest kid of the bunch. I plead guilty to the latter. But the people who were talking were misinformed. The plant is producing oil. The first sample of oil that came from our unit at the Bureau of Mines experimental plant at Rifle, Colo., was produced on Sept. 18, the first that came out of the condenser, and it is still coming. This sample of oil may mean to the United States what the first oil produced from the first well meant.

(Pittsburg Meeting, March, 1910.) IN connection with the work of testing structural materials for the use of the U. S. Government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it was desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the. geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years I have been engaged in field-work of this sort.

Many of you who are interested in the manufacture of iron and steel, have no doubt heard of the "Wheeler process for combining iron and steel." Mr. Wheeler has formed a company, styled the "Combination Trust Company," whose business is to grant licenses for the use of this patent process in producing what he calls "iron-clad steel." It has been proposed to apply it in the manufacture of car or wagon axles, also to shafting, having steel cores or centres covered with iron; to tubes of steel with an inner and outer skin of iron ; to structural purposes, such as girders and beams; bridge and tie-bolts, where the strength of the iron and the rigidity of the steel would be desirable. In answer to a request from Mr. Wheeler, permission mas accorded him to make some experiments at the rolling mill of the Philadelphia and Reading Coal and Iron Company, at Reading, Pennsylvania, with a view to manufacturing some steel-headed rails. In making this kind of a rail two difficulties are encountered. If the iron is brought to the requisite heat to weld properly, the steel is likely to be burned; if the steel is cared for, to prevent burning, the several layers of iron are not brought up to the proper welding heat. Mr. Wheeler claimed that the steel slab covered with iron which he furnished for the head of the rail could net be injured by any heat to which it might be subjected in the ordinary course of heating the rail-pile. He claimed, also, that by this method the porosity, which he thought was characteristic of all solid rails of Bessemer steel, would be overcome. Four steel slabs were furnished for this experiment, being Bessemer steel of .61 carbon, made at the Edgar Thomson Steel Works, and covered with iron in one of the Pittsburgh mills. The slabs were in section seven inches wide by three inches thick, and the iron covering was one-eighth to three-sixteenths inch thick. Each slab was placed on a pile of iron made up in the ordinary way for a rail fifty-six pounds per yard and thirty feet long. The heating was under the personal direction of Mr. Wheeler, and

For three years The Hudson Coal Co. has used egg anthracite instead of coke in its foundry cupola. It has long passed the stage of being told it cannot be done—the metal would be cold, of poor quality, or the speed of operation would be low. From observation, from use and from test. we know that our metal is about average; the cast iron invokes no adverse comment from the machine shop and the speed suits our foundry requirements. We have there-iore resolved into practice anthracite combustion processes in an industrial furnace formerly using coke, under conditions suitable to our needs. When it comes to translating what we know into use in another cupola, however, where operating conditions may be different, or to explaining why, with seemingly the same conditions in our own cupola, we have attained sometimes a temperature of 2800° in the metal and at another time 2600°, or a speed of 5 tons per hour against 2 35 tons per hour, we cannot do it. We cannot do this because there seems to be an unbridged gap between laboratory ideas on combustion and practical ideas on com-bustiqn, which we have been unable to cross in terms understandable to us as practical consumers. This gap or bridge centers around the problem of how combustion actually takes place; and we believe it is controlled by two factors: (I) the character of the surface of the fuel and (2) the space provided and needed within which the oxygen of the air is allowed to or can act on that surface. It has long been contended on behalf of coke that porosity is an important factor in combustion, although, admittedly, there are two schools of opposing thought on this question, as revealed in technical literature. It has been understood generally that a light, porous coke is the best metallurgical fuel because there are more square inches of carbon exposed to the blast of air, therefore more useful carbon-dioxide reactions can take place in the given space between the entrance of the air and the point where useful work is done. It is now our general idea that the heavier and the harder the coal, the better the metallurgical fuel, provided the surface of that fuel is suitable for fast reaction with the oxygen. Time and Space A cupola is loaded in layers of fuel and iron. The horizontal line where the first charge of iron rests on the coal is the top of the bed coal. With us that is 22 in., usually, above the tuyeres where the air enters. This means 600 lb. of coal. Every subsequent coal layer is 100 to 125 lb. of coal, and that 100 to 125 lb. of coal melts 1000 lb. of iron at around 2700° in the ladle. This quantity of coal represents a 3-in. layer spread across the cupola. The question arises: If this 3 in. of coal will melt 1000 lb. of metal, why was it necessary to use 600 lb., or 22 in., of coal beneath and between the first charge of iron and the air entrance?
