Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Comminution is a vital part of minerals extraction, and therefore of the South African economy. The high cost and throughput-limiting nature of comminution forms a strong motivation for research directed at improving the efficiency of the process. Building on a ten year background of fundamental charge motion research, a new formal UCT flotation and communication group has been formed. The group is also moving strongly into the field of milling circuit modelling and simulation, based on close links formed with the Julius Kruttschnitt Mineral Research Centre (JKMRC) of Australia, and an international collaborative research programme.

Particle Mechanics and the Design of Cyclone Tribochargers Triboelectric separation is a dry electrostatic technique that has shown promise in several particle processing applications. A tribocharger uses contact or friction to differentially charge particles of different materials, which are then separated by an electric field. The initial tribocharging process is poorly understood, with tribocharger design and operation largely a matter of trial and error. A better physical understanding of tribocharger operation would therefore be of immense value in the optimisation of triboelectric separation processes. A combination of charge measurements, trajectory modelling and high-speed video has been used to relate charging to particle mechanics in a cylindrical pneumatic cyclone, one of the most effective tribochargers for mineral separation applications, and the preliminary results are presented here. The consequences of these observations for cyclone tribocharger design and operation, and for tribocharger design in general, are discussed.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

[Rock bursts are phenomena associated with mining operations, particularly with deep mining, although they occur throughout a wide rump, of depth, from 600 feel downward. The intensity is usually in direct proportion to the depth, varying from a loosening and sloughing off to a violent rupture, giving rise to the term, "explosive rock." The more or less violent breaking of rock in mine working, tins been variously designated as " flaking," "pressure hoists," "strain bursts," "bumps," "quakes," and "air blasts," which indicate opinions as to cause and effect. The term "air blast" lots probably beat most widely used, and naturally so, as a more or less rapid movement of air often accompanying the more violent phenomena of rock failure. Furthermore, there is an implied if not definitely expressed degree of magnitude in the action designited by a given term and in the cause and character of the action. For example. flaking, pressure bursts, and quakes are terms ranged to indicate action of increasing magnitude; and pressure bursts, strain bursts. bumps, and quakes are ranged according to the cause and character of the action.]

This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.

The two contracts of the Big Walnut Augmentation/Rickenbacker Interceptor(BWARI) sewer project for the City of Columbus, Ohio total nearly 35,000 feet of 14and 12-foot diameter tunnel. EPB TBMs will install precast concrete segmental lining through difficult glacial soils ranging from clean granular to hard till with high groundwater and boulders, crossing roads, railroads, and a large stream. Construction of 12 shafts and a large Interconnect Structure involving major ground stabilization work is required. The paper will review design of major project elements and present an update on construction progress.

The Bureau of Mines, through a memorandum of agreement with the Department of Defense, conducted research to recover silver from aircraft scrap. Silver was recovered by an electrolytic method from stainless steel honeycomb sections separated from the aircraft. These sections had been constructed by sandwiching a stainless steel honeycomb core between stainless steel sheets and then brazing the assembly with a silver alloy. Over 300 pounds of silver was used in the B-58 bomber, concentrated in certain honeycomb sections of the aircraft. Following shredding of the aircraft parts, an average of 95 percent (ranging 67 to 100 percent) of the silver was recovered in a single electro-refining step. After the electrorefined product was magnetically cleaned, purity of the recovered silver was greater than 99.3 percent.

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.

The deposits were formed from low-temperature alteration of pyroclastic rocks. Properties investigated include their cation exchange capacity, swelling capacity, pH, rheological properties, the green and dry compressive strengths, shatter index, wet tensile strength, compactability and permeability. It was found that deposits with abundant opal-CT have poor physical properties. The rheological and swelling properties were found to be influenced by the bentonite grade (smectite content) and the degree of disaggregation of the smectite quasi-crystals. The only deposits of high grade which had good foundry properties were those with no opal-CT. Hydrothermal alteration was detrimental to the physical and chemical properties of bentonites in that it decreased the smectite content and the pH and changed the smectite layer charge and the lattice dimensions

Drums of a modern longwall shearer are manufactured to include various constructional features conveying extracted material onto the face conveyor as efficiently as possible. Designing a drum with a conical shell or with reduced vane length, consequently with a stepper vane angle, is the most widely employed method in an attempt to increase loading efficiency. This study compares loading performances of two such drums, one having a conical shell with modified loading vanes, the other with a cylindrical shell with reduced vane length. Firstly, the loading performances of drums are predicted and the maximum haulage rate attainable with the drums are calculated. Then the performances of drum are compared by long-term comprehensive underground trials with coal shearers under similar conditions during the production operation of Park Termik Cayirhan coalmine in Turkey. Although higher loading performance is predicted for cylindrical drums, the in situ trials point out that Globoid drums have a slightly higher loading performance than cylindrical drums. Furthermore, the relationship between operational variables, i.e. extraction height, sumping depth, haulage rate and in situ loading performance, were investigated statistically on the basis of data gathered during the underground trials. Sluiceboxes can provide a much higher concentration ratio than most other gravity concentrators (up to 50 000:1) at very high overall placer gold recoveries (greater than 99 per cent). They are also very reliable, inexpensive and simple to operate. This combination is very difficult to beat and explains why the sluicebox is still the most important placer gold concentrator in northwestern Canada, Alaska and the rest of the world. A sluicebox is a rectangular fl ume containing riffles on matting, through which a dilute (<12 per cent) slurry of water and alluvial gravel flows. Sluiceboxes are actually centrifugal concentrators with settling velocity playing a minor role in gold recovery. Due to their higher density, gold particles tend to segregate to the bottom of the slurry flow where they form a streamline that is diverted by a low pressure zone into a riffle. Under ideal conditions, this ribbon of slurry will be overturned as it flows down the rear of the following riffle and will continue fl owing in a circular path to form a vortex. At the bottom of this vortex, centrifugal and gravitational forces combine to drive gold particles into or beside the matting. To remove the gold concentrates, sluiceboxes are shut down and the riffles and matting are taken apart and cleaned. The slurry velocity provides the energy that powers the vortex. If the velocity of the slurry is reduced through overloading with solids, insufficient water flows or shallow gradients it may not sustain a full size vortex. If the riffles are too close, too far apart, too tall, or if there is not enough energy available to the vortex, the vortex will not be formed properly and gold recovery will be reduced. If the slurry velocity is too high, extreme turbulence and the resulting scouring will also cause gold losses. Testing sluiceboxes with conventional sampling and evaluation techniques is very costly, time consuming and problematic. Most placer gold ores contain a very small number of gold particles in a large volume of pay gravels. Sluiceboxes can lose coarse gold particles. The presence or absence of one of these particles in a tailings sample can lead to high unpredictable errors (nugget effect) even when large sample volumes are processed with care. Every time conventional samples are upgraded, additional errors are introduced due to the inefficiency of recovery equipment. Nuclear tracer tests are more accurate, faster, cheaper and safer than conventional sampling. In 1989 through 2002, the recovery efficiency of dozens of sluicing systems was determined by mixing radioactive gold particles (tracers) into the feed streams of dozens of placer mines in the Yukon Territory, British Columbia, Alaska and Guyana. Four distinct sizes of nuclear tracers were used and their recovery was related to the design and operational characteristics of the individual sluiceboxes and their pay gravels. At clean up, scintillometers were used to detect the very low level X-ray and gamma ray radiation emitted by these tracers and locate them in the sluice runs. The effectiveness of any given section of riffles was easily diagnosed by the presence or absence of tracers. At every mine the gravel feed rates, water flows, equipment dimensions and riffle performance were measured. After the gold tracers were removed from the fi nal concentrate and counted, the concentrate was sieved and weighed. These gold recovery, weight and sieve data were used to calculate the quantities and size distributions of the gold particles in the original pay gravels and those lost in the tailings. The expired tracers were stored in a lead lined container until their radioactivity was near background levels (about two months). The standard errors from these radiotracer tests were estimated from binomial probability theory with the equation: SE = {(n + p + q) ^ 0.5}/n. Where n was the total number of radiotracers added, p is the proportion recovered and q was the proportion lost. Each overall recovery estimate would be within one standard error of the true recovery value (14 times out of 20) and almost always within two standard errors of the true recovery (19 times out of 20). The maximum standard error with 100 tracers was five per cent and occurred when the recovery approached 50 per cent. With higher recoveries, standard errors usually ranged from one to two per cent.

Conventional stoping in hard rock mining is largely considered an operational environment. This paper suggests that stoping falls within the realm of a project management environment typified by uncertainty, variation, and large numbers of interdependencies. Stoping was then equated to a micro-project with many simultaneous activities that had to be executed accurately using finite resources within limited shift durations in order to reach specific goals. Critical chain project management (CCPM) principles were applied to the stoping activities, and the results showed that the number of blasts per panel can be significantly increased by successfully moving the distribution of work as close as possible to the start of shift. Critical chain principles also assisted in facilitating re-focusing and teamwork among stoping crews as well as between day- and night-shift crews. The main recorded success was in managing inherent protective capacities/local contingencies/fat/buffers that are found in all projects. The impact on mine health and safety (MHS) was significant as individual operators and crews became convinced that they could perform all stoping tasks (activities) without compromising accuracy or speed.

Atlas Copco Construction and Mining Australia identified a number of issues in regard to the skill levels, labour turnover and productivity of our service technicians. In 1994 we were experiencing a labour turnover rate of 42 per cent per annum amongst our technicians. Exit interviews were held with each individual and one of the major areas of dissatisfaction was the degree of product training provided on our equipment, compared to what is required to be competent across the range of our products. These tradespersons were prepared to accept the reduced remuneration that an OEM offers, for the benefit of comprehensive, professional training that, in theory, could be provided. The truth is that we were achieving approximately 40 per cent of our target for training hours because of the demands of field service, pre-deliveries, etc. So, the summary was the same as the industry was experiencing at that time because of skilled labour shortages, production demands, etc people were employed and thrown in at the deep end. A recipe for failure that will be successful every time.

The Yaojialing zinc-gold polymetallic deposit is a newly discovered, large skarn deposit in the Middle-Lower Yangtze metallogenic belt, East China. It is located in the transitional zone between the Tongling uplift block and the Fanchang faulted basin. It is mainly hosted in the contact zone between early Cretaceous granodiorite porphyry and Carboniferous-Triassic limestone, or occurs in limestone xenoliths within the intrusion. Skarn and stratabound massive sulfide orebodies are the primary ore styles. Sulfide ?34SV-CDT values indicate a magmatic sulfur source, in common with most deposits in the Tongling block. Calcite d13CV-PDB and d18OV-SMOW ratios reveal that marine carbonates were the major source of carbon in late-stage hydrothermal fluids. The Quartz Hill Molybdenum Project, In Southeast Alaska, was the first mining project to attempt the permitting of a submarine tailings disposal system in the United States, since the passage of the National Environmental Policy Act of 1969 and the Clean Water Act of 1977. Over $20 million was spent by the project developer in baseline data gathering and In funding the preparation of the four Environmental Impact Statements and other environmental documents required at various stages of the project between 1977 and 1988. Because of the timing and a unique set of environmental, legal and regulatory requirements which applied to this project, innovative approaches were developed. This report describes those requirements and the developments, and gives a full historical account of the campaign for permitting submarine tailings disposal at Quartz Hill, until denial of the NPDES permit application by EPA in September 1 990. The extensive studies done for Quartz Hill suggested that under certain conditions the selection of submarine tailings disposal can be the overall environmentally preferred alternative for a mining project. The Quartz Hill story illustrates the complexity of the existing permitting structure and paints out the desirability of rationalization to achieve a more effective system.

The Bureau of Mines estimated the cost for ,3 uranium ion-exchange recovery system using five grades of 17.0, leach solution producing 815,570 pounds of U 0? per year from an ammonium bicarbonate in situ leach solution. The system flowsheet consisted of four unit operations: (1) Multiple-compartment ion-exchange (MCIX) absorption; (2) MCIX elution; (3) precipitation of the uranium as yellow cake, filtering, calcining, and packaging; and (4) waste disposal. The total fixed capital cost of a system treating 2,000 gallons per minute of 0.1-gram-per-liter-U308 leach solution was estimated as $6,888,000. For n basic case of an MCIX system depreciating in 9 years, unit production cost of U308 was $3.51 per pound. A decrease in feed solution grade from 0.[4] to 0.03 gram per liter increased the production cost exponentially. Shorter depreciating periods significantly increased the production cost particularly for the lower grade feed solutions.
