The Virginia Department of Rail and Public Transportation and the Metropolitan Washington Airports Authority are undertaking the extension of Washington Metropolitan Area Transit Authority’s Metrorail service to Washington Dulles International Airport and beyond to Route 772 in Loudoun County, Virginia. The roughly 37 kilometers long, double track alignment involves two 700 meters long single track, soft ground NATM tunnels at Tysons Corner, two 3.3 kilometers long single track rock TBM tunnels at Dulles Airport and one 25-meter deep station at the airport to be constructed by NATM in sedimentary rock. The design-build project is being implemented in a Public-Private-Partnership. A joint venture of Bechtel and Washington Group International has concluded the preliminary engineering and construction is scheduled to start in late 2007.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

"1.0 SYNOPSISThe Colomac property, located 137 miles by air northwest of Yellowknife in Canada's NWT. will recover gold from 10,000 tons per day of open pit ore.The decision to proceed with the project was based on a mineable ore reserve of 16 million tons (including dilution) averaging 0.064 oz/ton. After an in-fill drilling program in the latter half of 1988, Colomac's mineable, proven and probable ore reserves were increased to 28 million tons averaging 0.056 oz/ton of gold.A feasibility study completed by Wright Engineers for Neptune Resources in December 1987 examined the possibility of vat leaching followed by C.l.P. and electrowinning. A second feasibility study completed by Wright in February 1988 demonstrated that a conventional agitated leach circuit using a finer grind justified the higher capital cost of this process. This study was accepted and formed the basis of the project authorization.Preliminary engineering commenced in April 1988 and detailed engineering was started in September of that year with the objective of a mine/mill start-up by early 1990.The short time period available to meet the project deadline was additionally challenging, as site access is either by plane year round, and winter road from early February to late March. Normal lead times for equipment design, specifications, quotations and bid analyses were not possible, if the winter road time-slot was to be met."

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

"Purpose of InvestigationThe process of removing solid material from liquid suspensions has been studied at the Northwest Experiment Station, United States Bureau of Mines, in cooperation with the University of Washington, as part of a general program to investigate the dewatering of Pacific Northwest plastic kaolins, which is difficult by ordinary filter-pressing methods. The present paper is a progress report of the work began by Vance S. Cartwright in 1928 and continued in 1931 and 1932. Spray evaporation is believed to be valuable for the following classes or grades of clay and clay mixtures:(1) Highly colloidal, plastic-type clays, which release their mechanically attached water with difficulty; (2) clays prepared for shipment in pulverized or powdered condition; and (3) synthetic, ceramic, porcelain, and tile mixtures prepared as aqueons suspension, dried and pulverized before molding. Dilute suspensions can be dewatered by spray evaporation to produce concen-trated casting slip or plastic clay with a lower water content.The most common dewatering method used in preparing powdered kaolin for the market comprises the following steps: Reduction of the water content by filter-pressing from approximately 75 percent in the thick ""slip"" condition to about 30 percent in the condition; further reduction of the water in the filter-press cakes by heat to about 5 percent; and pulverization of the dried cakes in hammer or dust. These three steps can be simplified to a single process by spray evaporation."

"INTRODUCTION Summarized data developed by J. E. Crawshaw and E.J. Murphy, 4/of the Explosives Division of the Bureau of Mines, suggesting marked variations in oxygen condition in three permissible explosives, have been reported 5/. Such variation is of interest in other work, it having been shown, for example, that the oxygen condition may have marked effect upon the products 3/ and the propulsive strength 7/ of explosives. It seemed that a more detailed presentation and more usual statistical analysis of these data might be of considerable general interest and not complemented in the literature.This report presents both the original data developed by Crawshaw and Murphy and the results of a simplified but seemingly acceptable statistical analysis of these data. The logical ground for this analysis might seem somewhat questionable because of the lack of systematic information concerning the extent of errors in the analytical procedure but the data show that there are several cogent and seemingly unequivocal indications of real heterogeneity in the explosives."

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. The empirical equilibrium constantsd the heat of reaction for the reduction have been determined from 300° to 500°C. The mechanisms of the oxidation of uranium and magnesium from dilute bismuth solutions have been investigated. The kinetics of some of the reactions were affected by air adsorbed on the uranium oxides. THE Liquid Metal Fuel Reactor studied at Brook-haven National Laboratory uses a solution of uranium in bismuth as the fuel. Corrosion and stability problems require that the fuel solution contain corrosion inhibitors and deoxidants. Of the additives tested, magnesium has been found to be the best deoxidant and zirconium the best corrosion inhibitor in bismuth. Some experiments1 indicate that magnesium may play a secondary role in increasing the effectiveness of zirconium in inhibiting corrosion. The work reported here was intended to determine the relative concentrations of Mg and U required to prevent oxidation of the uranium fuel in the event of an air leak. In addition, an attempt was made to identify some of the mechanisms of the oxidation and reduction reactions occurring in the liquid bismuth solutions. EXPERIMENTAL Apparatus and Procedure—The equipment shown in Fig. 1 was designed so that the reaction kinetics could be studied as functions of temperature, melt composition, pressure, and flow rate. At the start of a run, the 10-liter bell jar (F) is removed by opening the bottom Dresser fitting (L), and the bismuth and additives are placed in a pyrex crystallizing dish (I). The bell jar is replaced, the system is evacuated to 10-5 to 10-6 mm Hg and then the heater (J) is turned on. When the selected temperature is reached, the oxidizing gas is admitted to the system to the desired pressure as read on the manometer (D). Gas is introduced through the slide tube (Q) which has a pyrex frit (R) sealed to its bottom. Stirring is accomplished by immersing the end of the tube in the melt. To maintain a constant pressure under flow the input and evacuation rates must be equalized. To obtain this condition stopcock (C) is closed and flowmeters (B) are matched. The reaction is "stopped" by closing the inlet flowmeter and quickly evacuating the system. To obtain a liquid metal sample, the system is evacuated with the sampler positioned near the surface of the liquid. The sampler, Fig. 2, is then immersed until its thermocouple reading matches thermocouple (G) Fig. 1. The system is then pressurized with helium which forces the solution through the frit. Twenty to 30 min elapsed between the time the system was evacuated and sampled. During evacuation and pressurization of the system, the temperature variations did not exceed ± 5°C. While bubbling occurred the temperature remained constant to within 1/2 oC. The volume of the equipment was determined by adding a known volume of air at atmospheric pressure to the evacuated system and noting the resulting pressure.

Introduction The pressure/vacuum (p/v) lysimeter or soil water sampler has become useful for monitoring vadose zone or unsaturated zone water conditions. The soil water sampler was first introduced around 1961. It was used as a monitoring and research device for studies in agriculture and soil contamination around landfills. Since then, it has been used for many purposes. The use of p/v lysimeters at mining facilities to monitor for solution loss is a relatively new idea. The primary purpose of the lysimeter here is to function as an early warning system. It detects leakage through liners of tailings ponds, heap leach pads, and leachate holding ponds. Their use has proven valuable for collecting baseline data and detecting loss of precious leachate fluid. Different lysimeter designs are capable of vadose moisture sampling from near the surface and down to 90 m (300 ft). They are also capable of sampling soil moisture or saturation plume contaminants from areas not accessible by conventional water well installations. The most common installations are usually simple and cost-effective. In many cases, they can be installed without the use of heavy drilling equipment. A properly placed and installed lysimeter can detect solution leaks in several days or weeks. A conventional perimeter monitor well may take months or years to detect a leak of the same magnitude. A discussion on the general design and installation of p/v lysimeters will give an understanding of its versatility. Three case studies of lysimeter installations at mining sites will be examined in detail. Design, Installation, and Sampling Design The basic design of a p/v lysimeter chamber consists of a porous material through which the soil is drawn into a collection chamber. Access tubes run from the unit to the sample station at the ground surface. Most units currently available range from 25 to 76 mm-diam (1 to 3 in.-diam). The sample collection chamber, or body, can vary from 0.6 to 1.8 m (2 to 6 ft) in length. The body can be constructed of PVC casing or Teflon, depending on the installation desired. The collection chamber functions as a holding reservoir for the collected soil moisture. The intake, or porous material, on the lysimeter is the most complex and vulnerable portion of the unit. The pore size selection varies based on the needs of the installation, type of fluid to be sampled, and type of soil material surrounding the unit. Teflon (PTFE) and porous ceramic are used in fabrication of the porous inlet portion. When using a Teflon material, which is hydrophobic, a larger pore size of 70 µm is needed to overcome surface tension and draw water into the collection chamber. It is typically used at sites involving organic contamination, because of its inert properties. Ceramic material is generally hydrophilic, having less surface tension. Therefore, it has a smaller porosity range to conduct the moisture through the porous medium while under vacuum. Pore sizes may be selected from 0.16 to 6 µm, and can be manufactured for the specific needs of the installation. The final major design component of the p/v lysimeter is the access or sampling tubes. The tubes are usually of 6.3-mm-outside-diam. (0.25-in.-outside-diam). DESCRIPTION OF PROJECT Geographic Setting The Kops II plant is a pumped storage scheme of the hydroelectric power producer ‘Vorarlberger Illwerke AG’ which is currently under construction in the Austrian Province of Vorarlberg. The plant is located at the end of the Montafon valley and will be fed with water coming from the Silvretta mountain range (Figure 1) Description of Plant The Kops II plant shall be operated as a pumped storage plant with three highly flexible and quickly controllable power generating units. Each unit shall have a capacity of 150 MW and shall be equipped for both turbine operation and pump operation. The Kops II plant uses the existing Kops Lake as upper storage reservoir and the existing Rifa balancing reservoir as lower storage reservoir. All major plant components of the Kops II scheme are located below ground. Total investment costs areapprox. 360 million Euro. Construction Lots The construction works for the Kops II plant, which were subdivided into three lots, were launched in September 2004. It is planned that the first power generating unit shall go on line in the year 2007. The completion of the overall project and the operation start-up of the second and third unit are envisaged for the year 2008. Lot 1—Pressure Tunnel. The 5.5-km-long pressure tunnel forms the connection between the Kops Lake and the beginning of the pressure shaft. The tunnel was excavated by the use of a double-shield TBM. Lot 2—Pressure Shaft and Surge Chamber. The approx. 1.1-km-long pressure shaft was excavated by TBM, advancing from bottom to top. Featuring an inclination of80%, the pressure shaft overcomes a difference in height of approx. 700 m. Lot 3—Power House Cavern and Tailrace Structure. The power house cavern, which is being built approx. 150 m inside the mountain, forms the core of this plant. The power house is designed to accommodate three power generating units, and the transformer cavern is forseen to accommodate three transformer units. The tailrace structure serves the purpose of conveying the water to the lower storage reservoir during turbine operation and as water intake during pump operation (Figure 2).

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.
