The deformation and load transfer behavior of a single soil-cement column are studied with the finite element method. The results show that there is an effective length for a soil-cement column. Beyond this length, the settlement of the column is approximately equal to a constant. The effective pile length is introduced to the concentric cylinder approach (Randolph and Wroth 1978), and an analytical formula for estimating the settlement of a single flexible pile is presented. A second analytical formula for determining the effective pile length of a soil-cement column is obtained and an example shows that the calculated and measured results are in quite good agreement.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

This research program was a theoretical and experimental study to improve understanding of the mechanisms of flame extinguishment in methane-coal dust-air-suppressant mixtures. This final report is a summary of work conducted during this grant, sponsored by the Bureau of Mines. Work under this new grant closely followed a recently completed contract for the Bureau of Mines that was conducted at this laboratory, and results of the earlier contract are also summarized in this report, as required in the grant work statement. The experimental effort was concentrated on supplementing the limited data available to describe laminar flames in methane-coal-air-suppressant mixtures. The theoretical effort was devoted to developing a comprehensive model that could be used to explain and extrapolate the experimental data. Selected for study were the following flames: Methane-air; methane-air plus KHCO , KNO3, K C204, KBr, Al203 or Monnex; methane-coal dust-air; coal dust-air with size, volatiles content, and concentration as variables, and coal dust-air plus KHCO3, KN03, KBr, NaCl or CaC03.

Pilot Hole ?X? was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine will be drilled. Five permeability tests were performed at various stratigraphic levels within this hole. The test method used was that of pumping fluids out of the hole for three hours, using the air lift method, followed by a three-hour period where the recharge was observed. Transmissivity and permeability results were determined from these test data. The test procedure used is described and supporting data for the hydrologic tests are provided.

In this paper it is the author's intention to show the extent and character of foreign ores now known to be available; these deposits may be in active production or held in reserve until economic conditions may make them active. He hopes to show the relation existing between these ores and the American supply, and which of the former are now producing or will in turn come into production when our better ores have been exhausted. This phase of this discussion must of necessity include some data as to the present rate of consumption and a study of the changes we may expect here and abroad in the general steel trade and its sources of supply in raw materials. It is obvious that the occurrence of coal, ore and limestone in relation to one another and the proximity of a market are the elements in control of this feature of the problem. If the foregoing situation is favorable, all the other questions may be solved, for it is clear that with proper basic conditions finance, labor and operations will fall in line. We present a short outline of the present methods of carrying on the foreign iron ore trade, believing that it is of general interest in comparison with our own highly specialized methods, and that with the exhaustion of our better ores we will be compelled to seek a part of our supply abroad. A partial list of iron ores, with incomplete analyses (Table I), is added, to give a better understanding of the general situation and explain to some extent the reason for things being as they are in the iron and steel trade of the world and to help in bringing this paper to an informing conclusion. The question of the world supply of iron ores has been a subject for study on the part of geologists and engineers for many years, and found its best results in the Eleventh International Geological Congress, appropriately held at Stockholm, Sweden, in 1910. The proceedings are published in two volumes and are undoubtedly the best records available on this subject at the date of publication. It should be borne in mind, however, that much has happened in the 20 years since these figures were assembled. There is just as much known ore at present as at that time, minus the quantity consumed, plus newly discovered reserves. This report presents the theory and design of a stiff loading machine used by the Bureau of Mines. The machine incorporates three high-strength steel columns as the restraining member in parallel with the specimen. The theory presented gives the basis of design and the dimensions of component parts of the machine. Laboratory verification of the theoretical stiffness is described using three different setups involving a hydraulic jack and spacers and confirms the stiffness calculations to within 1 percent. Experimental techniques, testing procedures, and special equipment designed for determining the complete stress-strain behavior of NX cores of both hard and soft rock are described. Typical test data are presented as force-displacement curves for two rock types, a marble and a granite.

To overcome these limitations and to provide a design model that can be used efficiently in real-life applications, a comprehensive non-simulation model has been developed. In this paper the link between process metallurgy, classical minerals processing, product centric recycling and urban/landfill mining is discussed. The depth that has to be achieved in urban mining and recycling must glean from the wealth of theoretical knowledge and insight that have been developed in the past in minerals and metallurgical processing. This background learns that recycling demands a product centric approach, which considers simultaneously the multi-material interactions in man-made complex ‘minerals’. Fast innovation in recycling and urban mining can be achieved by further evolving from this well developed basis, evolving the techniques and tools that have been developed over the years. This basis has already been used for many years to design, operate and control industrial plants for metal production. This has been the basis for Design for Recycling rules for End-of-Life products. Using, among others, the UNEP Metal Recycling report as a basis (authors are respectively Lead and Main authors of report), it is demonstrated that a common theoretical basis as developed in metallurgy and minerals processing can help much to level the playing field between primary processing, secondary processing, recycling, and urban/landfill mining and product design hence enhancing resource efficiency. Thus various scales of detail link product design with metallurgical process design and its fundamentals.

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

Deep-sea hydrothermal vents (hereafter chimneys) are commonly found on the new crust forming along divergent plate boundaries. Related to the chimney cycle from birth to death, it is hard to define the growth stage of the chimney due to a brief life span of the venting hydrothermal plume. Here we try to categorize the mineral magnetic properties of the chimneys according to their venting fluid-temperatures. Hydrothermal sulfide deposits in the Southwest Pacific were explored in 2012 and chimneys were collected using remotely operated vehicle (ROV) and Grab with AV camera (GTV). In the present study, mineral magnetic properties of three Cu-rich chimneys were measured: a high-temperature chimney showing a venting fluid-temperature of about 200°C (ROV01); a lowtemperature chimney of about 80°C (GTV01); and an inactive chimney (ROV02). The chimneys were sliced to ~1 cm intervals from core to outer margin. Magnetic properties of ROV01 are dominated by pyrrhotite, except for the most outer part that experienced severe oxidation. Concentration and grain-size of pyrrhotite are relatively low and fine respectively. In the GTV01, pyrrhotite, dominant in the core, is gradually mixed with hematite toward the outer margin of the chimney due to secondary oxidation. Both the concentration and grain-size of the magnetic minerals are greater compared to the GTV01. High concentration and large grain-size of magnetic minerals characterize ROV02. Dominant magnetic phases are pyrrhotite, hematite, and goethite. In particular, the most outer margin shows the presence of magnetite produced possibly by magnetotactic bacterial activity. Such distinctive contrast in magnetic concentration, grain-size, and mineralogy among three different types of chimneys enables the life stage of the Cu-rich chimneys to be determined through a mineral magnetic study.

In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied part of the 12,740-acre Blue Canyon Wilderness Study Area (OR-003-073) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. The study area is underlain by Tertiary welded tuff, tuff, perlite and tuffaceous sedimentary rocks capped by basalt. Jasper has been mined from several localities. Some mining has been done by hobbyists. However, the area has been covered by mining claims since 1964, with mining done by commercial operators. This region has been a source of "Owyhee picture" and other similar jaspers. More recent exploration has focused on the gold potential of nearby areas such as Quartz Mountain and Red Butte.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

"When certain gold ores containing pyrite, graphite, humates and fumates or other organic compounds which are possibly adsorbed on clay minerals are treated with aqueous solution of alkali metal cyanide, the aurocyanide complex which forms is adsorbed by these ""pregrobbing"" species in the ore. Dissolution of gold proceeds until chemical equilibrium is attained between the cyanide complex adsorbed by the ore and in solution.Sodium lauryl sulfate (SLS) may be used to decrease the adsorptive activity of the prerobbing species in the ore. It has successfully improved recovery at Holt-McDermott Mine and is highly biodegradable.INTRODUCTION Precious metal-bearing ores containing preg-robbing species are poorly amenable to standard cyanidation techniques. The ""preg-robbing"" impurities with which they are associated tend to adsorb the gold cyanide complexes and carry them through the circuit to the tailings. Also, gold may be associated with these impurities in the ore and not be leached by the cyanide complexing agents used in conventional cyanidation techniques.Methods for dealing with the problem of preg-robbinq impurities in gold ores are:Carbon-in-Leach (CIL), in which granular activated carbon is added to compete with preg-robbing species for the gold cyanide complexes. This process can improve gold recovery in mildly preg-robbing ores especially when fine carbons with very high activities are used. However, with severely graphitic ore, the carbon associated with the rock may outperform the granular activated charcoal.Chemical Oxidation, in which the ore is subjected to preliminary chemical oxidation techniques to oxidize carbonaceous materials using such diverse reagents including ozone, sodium hypochlorite, calcium hypochlorite, chlorine gas, permanganates, perchlorates, chlorates and oxygen prior to subjecting the oxidized ore to standard cyanidation treatment to extract gold. This is generally a costly method and will not prove economical on a low-grade ore."

A housing complex of 76 buildings is being constructed in the city of Morelia, in western central Mexico; the buildings are 5 levels high, with a shallow concrete slab foundation. Soil conditions include a soft clay stratum, with up to 8 m depth, in a highly seismic area. Pile foundations and micro-piles were considered, but discarded due to economic factors. The alternative of soil improvement with rigid inclusions was used. An FEM (Finite Element Method) analysis was conducted to determine the diameter, spacing, length and arrangement of the inclusions. Construction was implemented with traditional methods: soil boring, and mortar tremied with pipe and the aid of a sock to contain the material (no steel reinforcement was used). So far, 46 buildings have been built, and level measurements for 18 buildings have been recorded since 2006, with resulting good behavior in both total and differential settlements.

To optimise the haulage of the large tonnages produced from stopes in this high production gold mine, an ore pass and feeder system was introduced. This ore pass was designed and developed in 2006 and the plate feeder installed and commissioned soon after. Cavity Monitoring Surveys (CMS) have been undertaken of the ore pass since it was commissioned. The original thickness that was surveyed of the pillar between the ore pass and decline in 2006 was approximated to be 19 m. Throughout its use large blocks of rock were reporting at the plate feeder. This was the first indication that the ore pass was failing somewhere between the tipping level of the 9410 level and the plate feeder at the 9330. Even so CMS surveys were not taken systematically to firstly identify the area of failure or for monitoring. In August 2008 after implementing management systems, large blocks were still reporting to the plate feeder. The decision was made to empty the pass enough to carry out a CMS survey of the area. Subsequently it was discovered that the area of failure was between the decline and ore pass and that since the first survey the pillar thickness had been reduced to approximately 9.7 m. Further management controls were put in place to slow movement of the material and to limit the use of the 9410 tipping level, but this did not alleviate the rate of failure entirely. The results of an initial inelastic numerical model indicated that most of the pillar was damaged and that failure into the decline likely if no changes were made. The numerical modelling predicted that even if material was no longer passing through the ore pass interaction between the voids was unavoidable and would most likely result in instability. The ore pass and plate feeder are an integral part of the haulage system for the remaining life-of-mnie. Two solutions were sought to firstly reinforce and stabilise the pillar between the ore pass and decline and secondly to rehabilitate the ore pass or find an alternate design that could still utilise the plate feeder. This paper summarises the analysis and resulting rehabilitation that was used to accomplish this.

Under Bureau of Mines Contract H0122007, Telcom, Inc., with the assistance of Fenix & Scisson, Inc., conducted a 17-month research and development project aimed at provid¬ing a field-test model of a guidance system for use with the Bureau of Mines Probe Drill. The Probe Drill is a part of the Bureau's Mine Rescue System developed under Contract H0101262. Volume I of this report is subdivided into seven sections. Volume II consists of a number of supporting appendices. In addition, there were delivered under the Contract, a number of other documents which are referenced in the text. Section 1 deals with essential contract information, Program Background, and a general system description. Section 2 covers the project chronology in brief. Section 3 is a digest of design considerations and implementation related to the requirements of the Contract. Section 4 is a description of the System, including illustrations of the hardware, and software. Section 5 is devoted to Operation and Maintenance. Para. 5.1 describes step-by-step field assembly and disassembly of the downhole unit. Para. 5.2 covers Operation. Para. 5.3 covers various aspects of maintenance from the lowest field echelon possible. Higher level maintenance must be accomplished in the laboratory, for the present field-test model. Para. 5.4 covers system calibration. Para. 5.5 covers detailed step-by-step operational sequences. Section 6 covers the results of the field testing, post-test evaluation, and recommendations. Essentially, we conclude that the present hardware (field-test model) has proven every aspect of system performance, but failed to provide reliable assurance of an operationally ready system. Telcom, therefore, recommends a three-phase continuing effort devised to provide the operationally-ready model of the system.

This paper deals with the various options considered and factors that influenced the final selection of the headframe, shaft layout and hoisting systems required at the Impala No 16 Shaft in order to hoist both the required 3 Mt of ore per annum, and transport men, material and equipment between the surface and the underground workings to a depth of 1640 m. The layout and construction method used for what is at present the world?s tallest concrete headframe is discussed together with the integrated hoist room foundations designed to suit multiple mechanical and electrical hoist supplier?s solutions. The mechanical components of the two tower mounted 6,5m 4 rope Koepe hoists and deflection sheaves and their layout is dealt with in detail. Various features of the bearing type, brake units and brake control system are also discussed. Installation of the mechanical and electrical hoist equipment in the headframe took place during the sinking phase of the project and placed severe restrictions on the use of the heavy lifting facilities. This required a well-managed and systematic approach to delivery of the hoist components and associated equipment, as well as close co-operation between all contractors on site.

"This paper presents the principles and application of a recently developed control system for flotation columns and column circuits. The control system uses triple pressure sensors to directly sense zone densities and level, and to help in characterizing the operating behaviour of individual columns. A complete expert system development tool is incorporated within the system to provide the facility for full operator training, an on-line help facility, and a means for incorporating the column behavioural patterns into decision making rules. The system is configurable to any number of columns and can be run in either supervisory mode or direct control through Minnovex PIO software. Additional process signals can be interfaced with the system if desired. Operating experience with the control system on the Minnovex column flotation pilot plant is described.I: INTRODUCTIONColumn flotation cells have been more difficult to control and are more sensitive to circuit changes than conventional mechanical flotation cells. This susceptibility encouraged investigation into various types of control strategies ranging from inexpensive single pressure measurements for level control, to highly instrumented and expensive systems using a variety of control methods.Flotation operators, in many cases, do not understand the column control philosophy or have not been trained to deal with this new type of cell. Some operators have subsequently absolved themselves of the column operating responsibility. Some column cells, for example, have run for hours with slurry pouring over the top or no froth coming off at all.ColumnEX is a column flotation control system which was developed from the viewpoint of an operating shift foreman who wishes to:1. control the column or column circuit through a genuine understanding of what is happening inside the columns, and2. to share this knowledge with his flotation operators and be available to guide them through times of circuit upsets."
