This paper shares the experience of the Alberta Energy and Utilities Board (EUB) Field Surveillance Branch over the past few years in building relationships with Aboriginal communities. Our goal is to provide and encourage best practices that may benefit you and your organization and result in strong, mutually beneficial relationships with a focus on Aboriginal communities. Historical information provides insight that aids in establishing effective working relationships with Aboriginal communities. An important component is appreciation of the perspective of these communities, which is achieved through awareness training. The use of local Aboriginal resource people as part of the training is recommended. A plan that is supported by management and staff is essential and lays the foundation for successful relationships. However, the plan must be flexible enough to change as circumstances warrant. The concept of having local people in communities address local issues is essential. This ?grass roots? approach, combined with the goal of exceeding a community?s expectations with respect to addressing issues, will go a long way to establish trust and credibility. Measuring the effectiveness of this work is the final building block to complete the picture.

Have technological advancements in underground coal mining driven people's skills to new highs or have the expanded skills of mining people driven the industry's technological advancements. Who knows? What we do know is that both our technology and our people have made meaningful and significant advancements. Overall, longwall systems continue to increase productivity and retreat faster. Globally, gate road development is the primary bottleneck in a longwall mine. The primary bottleneck in gate road development is roofbolting. Generally, roofbolting is the bottleneck in room and pillar operations as well. This paper will present an integrated manufacturer's (Joy Mining Machinery) vision of the future in comparison to current equipment performance. Particular emphasis will be placed on roofbolter technologies.

The Ameristar Casino expansion project included the design and construction of a 25-story hotel and 9-story parking structure expansion. The site is located in a floodplain on the banks of the Missouri River in Saint Charles, Missouri, where the underlying soils are potentially liquefiable. The geotechnical engineer performed subsurface exploration and analysis, which included site-specific seismic response and liquefaction, and provided geotechnical design recommendations. In the event of an earthquake, post-liquefaction settlement was calculated to be approximately 14 inches. Additional project constraints included wetlands protection, construction adjacent to the existing facility, flood protection and river bank stability. Because of the liquefaction issue, the geotechnical engineer consulted with a specialty geotechnical contractor on ground improvement methods. This consultation led to a proposal to eliminate deep foundations from the design and support the structures on shallow and mat foundations. The geotechnical engineer assisted the design team with foundation design analysis and value engineering assessments. Together with the project team, the geotechnical engineer used the data to evaluate foundation options and construction methods to overcome the site challenges and concluded that ground improvement was the optimum course of action. Because of the nature of the site constraints, a number of ground improvement methods were needed. The geotechnical engineer evaluated the methods proposed by the geotechnical contractor and provided the technical specifications for the ground improvement bid package, which included vibro-compaction, compaction grouting and micropiles. The ground improvement allowed for the use of shallow foundations (mat and spread footings), which provided the client with significant time and cost savings over the deep foundation alternatives.

Cook Colliery currently mines in the Argo Seam, beneath old workings in an overlying seam. The Argo seam is up to 4.8 m thick and a continuous haulage system behind an ABM25 is used to develop first workings. Current partial secondary extraction utilises floor stripping and pocketing or sumping first working pillars on retreat. The following paper summarises this recent secondary extraction experience, particularly from a geotechnical perspective, but also considering production and ventilation issues. Outcomes and learnings are presented for mining in this challenging and close multi-seam environment. The sealed castor seam workings are within 20 m, and vary from unmined areas to large first working pillars, to partial extraction panels and full extraction panels. High stress remnant pillars and goaf-edges are notable mining considerations. The mining environment is further complicated by faulting, thrust zones and weak laminated roof.

"Environmental considerations are a key driver within marine mining consenting processes across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. At the individual project level, the environmental effects of any given development project are typically defined within the scope of an Environmental Impact Assessment (EIA). For well-established industries operating in well-studied environments this approach typically works well. However, where emerging industries or existing industries that are operating within new environments are concerned, there may be significant knowledge gaps pertaining to our understanding of how specific anthropogenic practices or activities interact with the marine environment. These knowledge gaps can cause significant uncertainties pertaining to the likely significant effects of a project. Such uncertainties may result in barriers to industry and economic progress, increased consenting risks, increased project costs to be borne by individual project developers through the acquisition of additional environmental data during the pre-consent or post-consent project phases, project delays and/or significant increases in environmental monitoring burdens with corresponding increases in project costs."

"Introduction.The theory of fractional ""education"" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil from the oil shales of the United States. The term fractional ""education"" gives expression to the rather common belief that when an oil shales is heated it produces light, low-boiling oils as low temperatures, and increasingly heavier, higher-boiling oils as the temperature of retort¬ing rises. The theory evidently had its origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases is as, gasoline is produced from petroleum at relatively low temperatures, kerosene at higher temperature, and heavier products such as gas-oil and lubricating distillation at still higher temperatures.The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and in some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperat.res, and so on. Such retorts are usually designed to operate continuously and have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts repeat that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale passes to zones of increasingly higher temperatures, the vapor lines lending from these zones rill remove increasingly heavier products such as kerosene, gas-oil etc."

THE Broken Hill mining field, approximately 31 miles in length, is at present being exploited by seven companies, viz. : North Broken Hill Limited, Junction North Broken Hill No Liability, Broken Hill Proprietary Block 14 Company, Broken Hill ProprietaryCompany Limited, Sulphide Corporation Limited, Broken Hill South Limited, and Zinc Corporation Limited.The variation in size and shape of the ore-bodies in the mines of these companies, together with the many alterations in pitch and dip, necessitates differences in methods of mining, each company working out its problem in its own particular way.In the matter of chute construction for the handling of the ore broken in the stopes, each mine belonging to the above companies has adopted a style particularly its own, though it may be said that one or two of the types approximate very closely to each other, slight minor differences only being noticed in the design. It is the purpose of this paper to give a brief description of the principal types of chutes now in use in th,e various mines on the field, and in doing so they may roughly be classified into three groups, viz:1. Bulk Chutes, 2. Circular Chutes, 3. Square-set Chutes.The Bulk type of chute is used in the North and British mines of the North Broken Hill Limited, the Central and Junction mines of the Sulphide Corporation, the South Blocks mine of the Zinc Corporation, and the Block 14 mine.The Circular type of chute is used by the Broken Hill South mine and the South Blocks mine.The Square-set chute is used in the Proprietary mine, the Junction North mine, and occasionally in other mines where the square set method of mining is a necessity, and more particularly as mullock passes.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

In this study Pt-Al thin films were prepared via electron beam physical vapour deposition (EB-PVD) with an atomic concentration ratio of Pt25:Al75. These films were heat treated at temperatures ranging from 150°C to 650°C for annealing times from 4 to 60 minutes. The resulting microstructure of these thin films were obtained via secondary electron imaging used in conjunction with depth profiling with the aid of scanning auger microscopy (PHI 700).Elemental maps of the micrographs were obtained. Simulations, based on a chemical potential Monte Carlo method1, were run for various interaction parameters. From these simulations theoretical depth-profiles and proposed microstructures were obtained. These were compared to the experimentally measured depth profiles and elemental maps. As continual complementary metal?oxide?semiconductor (CMOS) scaling requirements, metal gate/high-k dielectric/Si gate stacks are expected to replace poly-Si/SiO2/Si gate stacks in the future CMOS sub-45 nm technology node. Hafnium based oxide is a promising candidate to replace SiO2 as a gate dielectric, due to its much higher dielectric constant (high-k) and stability. The key challenges of successfully adopting the high-k dielectric/Si gate stack into advanced CMOS technology mostly come from the interfacial properties. The origins of the electrical and physical characteristics of the dielectric oxide/bulk interface were studied in detail. The leakage current density-voltage (J-V) and capacitance-voltage (C-V) measurement techniques were employed to study the dielectric oxide/Si interface. The effects of the post-deposition annealing (PDA) treatment on the interface charges of dielectric oxides were studied. We found that the PDA can effectively reduce the trapping density and leakage current, and eliminate hysteresis in the C?V curves. Besides, the changes in chemical bonding features at HfO2/Si, HfSiO/Si and HfSiON/Si interfaces due to PDA treatment were evaluated by XPS measurements. The XPS analysis provides a better interpretation of the electrical outcomes. As a result, both HfSiO and HfSiON films have exhibited superior performance in terms of thermal stability and electrical characteristics.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

"INTRODUCTION The metallurgical-research program of the Bureau of Mines .for the past 15 years has emphasized the production of high-purity nonferreus metals through the utilization of our available resources, ores, reducing agents, fuel, and power.Ore dressing or concentration, has always been a vitally important part of nonferrous metallurgy, and the Bureau continues to give most of its attention to it. In the field of the traditional nonferrous metals, the Bureau staff has developed natural-gas reduction of zinc, the application of glomerule technique to preparing high-grade lead concentrates for Scotch-hearth smelting, the production of electrolytic antimony from precious metal-bearing ores, and the recovery of nickel from nickel-chrome-iron ores.In the field of light metals, the Bureau staff has developed several improvements in both magnesium and aluminum production and in alloys of these metals. In the so-called ""rare-metal"" field, Bureau activities have included the production of pure ductile titanium on a larger scale than heretofore attempted, the electrolytic production of cobalt, chromium, and manganese which may now take their proper places as bases for nonferrous alloys as well -as ingredients of special steels. The Bureau staff has investigated many of these new alloys. Investigations of methods of recovering vanadium from its low-grade domestic ores have given promising results. Methods for the preparation of metallic zirconium have been improved."

Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by MSHA and required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. A polycarbonate safe haven wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics to withstand the MSHA required 15 psi (103.4 kPa) blast loading spanning 200 milliseconds. The successful design was constructed in both half-scale and small scales in the University of Kentucky Explosives Research Team’s (UKERT) explosives driven shock tube. The constructed polycarbonate walls were tested multiple times to determine the walls resistance to blast pressure. The results for each test were analyzed and averaged to create one pressure versus time waveform which was then imported into the finite element program and modeled to compare deflections of each part to that was measured during testing for model validation. This paper summarizes the results.

Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. ThOUGH at present there is a wide range of possibilities for the quantitative determination of preferred orientations, pole figures of identical specimen material have not been determined by different methods as yet.''' In this paper a comparison of (Ill), (200), and (220) pole figures is presented which were obtained from a 95 pct cold-rolled high-purity cop- per sheet (99.9998 pct Cu), by three different methods. The three methods are: a) The combined X-ray reflection-transmission technique of plane samples by schulz3 and Decker, Asp, and Harker. 4 A Siemens texture goniometer was used. The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.
