The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

Montana Tech has embarked on a coordinated series of studies to delineate the characteristics of the Berkeley Pitlake containing over 36 billion gallons of acidic, metal-contaminated water formed after the cessation of open-pit copper mining in Butte, Montana, USA. The objectives of the overall series of studies are to summarize presently available information and to generate new and needed information to formulate a conceptual environmental model for the pitlake and to provide characterization data for the development of advanced treatment technologies. In this presentation, the chemistry of the Berkeley Pitlake water is partially reviewed. It is known that the pitlake consists of two distinct layers of water referred to as surface and deep water. Samples of deep water were collected and placed in a 12-ft high and 6-inch diameter column and exposed to different wavelengths of UV radiation as well as atmospheric conditions. Measurements of pH, redox potential (EH), dissolved O2, turbidity, conductivity, temperature, and elemental composition show that the water reacts differently and indicates that the diurnal effects of sunlight likely play a major non-biological role in its chemistry. Resulting technology could be useful for developing an alternative to treating acid-rock drainage.

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. In March 2012 a combined BHP Billiton and Hatch team embarked on a program to improve the concentrate burner efficiency of BHP Billiton’s Olympic Dam copper flash smelting furnace. A multi-faceted approach including an analysis of the furnace using operational knowledge and first principles engineering led to the design and supply of a new central-lance (disperser). A new, patented, swirl method of introducing the copper concentrate into the furnace was developed to integrate with the existing concentrate burner. Plant trials in 2014 demonstrated an increase of nearly 10 percent in the oxygen efficiency of the furnace. Detonating cord is a staple of the explosives industry, used widely in the civil and defense industries. Detonating cord is a thin, flexible plastic tube filled with pentaerythritol tetranitrate (PETN). It has many applications in mining, construction and military disciplines. For civil applications, it is used to connect and initiate a series of blastholes in a desired pattern. In the defense sector, it can be used as a detonating agent, a priming agent or alone as an explosive charge. Research has been done to understand the initiation and detonation physics on the detonating cord. However, its sympathetic detonation characteristics needed to be further analyzed. The sympathetic detonation of the detonating cord can lead to the poor performance of production shots in mining or civil applications and unsafe conditions in defense applications. This paper focuses on the analysis of different factors involved in the sympathetic detonation of various sizes (grain weights) of detonating cord. The variables analyzed include the minimum distance between segments of detonating cord and grain weights. These variables were analyzed by securing segments of detonating cord at measured distances apart on a steel plate and detonating them. The physical examination of the aftermath of this detonation included a qualitative recording of data. Applications of detonating cord that could be affected by this research include mining and construction blast initiation, explosives disposal, and breaching.

As part of a strategic research initiative at UBC to design and evaluate integrated underground mining and mineral processing systems, work has been done to determine how to utilize the coarse rejects of pre-concentration in the underground environment. An amenability study for nine orebodies from four of Xstrata Nickel?s Ontario operations evaluated both processing and waste disposal methods. The utilization of the rejects as a high quality backfill with minimal binder requirements has been identified as the preferred disposal method. Fill mixes utilizing the rejects in combination with classified tailings, full tailings, and cement were developed based on the geotechnical properties of the rejects. The mix designs were examined for both strength and rheological properties. The paper will present the results of the pre-concentration testwork, the design and strength testing of various mix designs for rejects from the nine ores and presents a conceptual design for an underground pre-concentration system based on this test work.

The exhaust system is a complex assembly of various components performing important tasks in harsh environments. Carbon steels have been used extensively in exhaust systems, but pressure for lower cost, increased fuel efficiency; lower hazardous emissions, weight savings and increased life expectancy have shifted the emphasis to stainless steels. In response to the growing consumption of stainless steels in automotive exhaust systems, the need to properly evaluate their corrosion resistance properties in order to ensure their appropriate use, has increased substantially. This paper evaluated the most common corrosion and oxidation tests developed that are used and applied it to four common stainless steels often employed in hot end exhaust components. In a summary considering the weight loss of an alloy, it general corrosion rate and pitting resistance under all the test conditions for hot end exhaust components, results indicate that 434 was by far the most corrosion resistant alloy, followed by 1.4509 and 321, and lastly 304 was the least corrosion resistant. In general, the ferritic stainless steels, especially 434, outperformed the austenitic ones under all the test conditions.

"The first known use of activated carbon dates back to the Ancient Egyptians who utilized its adsorbent properties for purifying oils and medicinal purposes. Centuries later, the early ocean going vessels stored drinking water in wooden barrels, the inside of which had been charred. (However, by modern definition the carbon used in these applications could not truly be described as activated.) By the early 19th century, both wood and bone charcoal was in large scale use for the decolorization and purification of cane sugar.However, it was not until the beginning of the First World War that the potential of activated carbon was really capitalized upon. The advent of gas warfare necessitated the development of suitable respiratory devices for personnel protection. Granular activated carbon was used to this end as, indeed, it still is today.By the late 1930's there was considerable industrial scale use of carbon for both gaseous and liquid phase application and new manufacturing processes had been developed to satisfy the needs of industry. During the 1939-1945 war, a further significant development took place - the production of more sophisticated chemically impregnated carbon for the removal of both war and nerve gases."

One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

This paper reports the results of a study to determine the effect of process control agent (PCA) on the characteristics of Ti-Mg powders during milling. It has been shown that a 2% increase in PCA content leads to up to a 40% increase in yield of the milled powder but reduces the kinetics of the mechanical alloying process. The introduction of 4% PCA decreases the mean powder particle size by up to 30%, whereas 6% PCA increases the mean particle size by up to 230%. Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.

It is generally recognised that slags are active participants in pyrometallurgical processes, and not merely inert liquids which must be produced. to effect separation of gangue material in smelting, or of impurities in refining. The importance attached to slag-metal reactions in steelmaking is shown by the numerous investigations in this field. However, there are still many important reactions of slags which require explanation. In this paper some new aspects of the reactions of slags will be discussed, as far as possible quantitatively.FREE AND COMBINED OXIDESMetallurgical experience indicates that variations in the composition of slags produce changes in the chemical behaviour of the various components. When an aqueous suspension of pyrite and a manganese ore reacts with oxygen, manganese is dissolved by the ferrous sulphate and sulphuric acid produced in situ by oxidation of pyrite. In the absence of added acid, the optimum conditions are: a molecularratio of Mn02/FeS2 of about 1·0, a temperature of about 1400 C., and an oxygen pressure between 25 and 90 lb./sq. in. Under these conditions, complete extraction of manganese is obtained in six hours leaching. An addition of sulphuric acid enables an Mn02/FeS2 ratio of 2·0 to be used successfully.Manganous sulphate decreases in solubility with increase in temperature above 1000 C., but even when the solubility limit is reached during leaching, reaction to form MnS04 still proceeds, and on cooling the MnS04 redissolves.INTRODUCTIONMany manganese deposits contain secondary manganese oxide minerals which are difficult to concentrate. Considerable attention has therefore been given to their hydrometallurgical treatment. In most manganese oxide minerals, the manganese is quadrivalent and must be reduced to the divalent state for dissolution. Reduction and dissolution can be accomplished in a number of ways, one method being to use aqueous ferrous sulphate solutions.A possible source of ferrous sulphate is pyrite as it is known that ferrous ion is an intermediate product in the aqueous oxidation of pyrite. Ball mills are usually the largest consumers of energy within a mineral concentrator. Comminution is responsible for 50% of the total mineral processing cost. In today?s global markets, expanding mining groups are trying to optimize mill performances. Since comminution is concerned with liberating valuable minerals for recovery in the separation process, it is crucial to run the mills at the best operating conditions which lead to good liberation at competitive throughputs with minimum costs (energy and wear). The high availability of the equipment is also essential to maximize production and profit. To reach this key objective, continuous and reliable information about the mill operation is vital. An innovative tool which can deliver information about in-mill dynamics has been developed by Magotteaux. It can provide online and accurate measurements of the degree of grinding ball fill and pulp position for timely decision making and actions. This tool could be used on its own or linked to an automatic grinding ball loading system named Magoload. Therefore, ball load could be kept constant by using direct measurement. This article describes the Sensomag and presents some of the major improvements that can be achieved with it. Some other promising avenues are still to be explored. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive.
