A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. Coal has been mined in the Kailuan mining area for more than 130 years. The remaining reserves consist of, in large part, coals that would have been considered economically unminable or technically not feasible by the previous generations. Some of the current operations have to resort to overmining because the lower seams had been extracted in the past. This paper deals with the feasibility and proper layout of mining roadways of overmining carried out in the No. 5 seam of Qianjiaying coal mine of Kailuan mining area using numerical and physical simulation. FLAC2D was used to investigate the characteristics of stress and displacement in the overburden after extraction of the lower seams. It also analyzed the proper layouts of gateroads in the upper seams, i.e. locating them in the stress-relief zone of the gob so that their stability can be easily maintained. In addition, a two-dimensional physical model was constructed for investigation of damages to the upper seams due to mining of the lower seams. Finally, based on the results of investigations, proper gateroads layout was designed and successful extraction was implemented for panel 1357 in the No.5 seam.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

"In our work, the preparation technique of high pure manganese sulfate directly from low-grade rhodochrosite ore (MnCO3) was studied and improved intensively, including the effective leaching process and the short purifying process. Based on the same ion effect, the repeated leaching of rhodochrosite with sulfuric acid is proposed to improve the solubility of Mn2+ and inhibit the dissolution of the impurities Ca2+ and Mg2+. Moreover, the repeated leaching process could make full use of rhodochrosite and lower the dosage of sulfuric acidas raw material. With the aid of theoretical calculation, Ba(OH)2 was chose to adjust the pH value of manganese sulfate solution, and BaF2 to remove Ca2+ and Mg2+completely in the process of purifying. The results demonstrate that the extraction ratio and the recovery ratio of manganese reached 94.3% and 92.7%, respectively, which shows the prospect of industrial application. In manganese sulfate production, the heavy metal impurities have been decreased to less than 1ppm. Moreover, the content of calcium, magnesium and sodium has been decreased to less than 20ppm, which meets the standards of high pure reagent for energy and electronic materials. Our study enlightens an approach to the sustainable application of low-grade rhodochrosite.Introduction Low-grade manganese carbonate ores (=14%) becomes gradually the main resources for exploitation and applications in China according to national mineral resources survey (Tan et al 2004 and Singh et al 2017). Therefore, the electrolytic deposition technique of rhodochrosite faces great challenges including low electrolysis efficiency, high-resource input and high-pollution discharge (Fu et al 2010, Michelis et al 2009, Zhang et al 2013). Recently, more and more amount of manganese series with high or super high purity such as MnSO4, MnO2, Mn3O4 and MnO is demanded with the development of energy and electronic materials. Due to low-grade ores containing multiple elements such as iron, silicon, calcium and magnesium, conventional preparation of manganese sulphate with high purity from electrolytic product is characterized by long production-cycle and high-energy consumption (Subrat et al 2011, Mpho et al 2013). By contrast, hydrometallurgical method combined with thermal decomposition, hydrothermal synthesis and sol-gel processes has been widely studied because of its high efficiency, low consumption and low cost (Chen et al 2008). But the key problem in direct preparation of manganese series form low-grade rhodochrosite is to remove completely the multiple impurities such as iron, silicon, calcium and magnesium (Liu et al 2014). So it is urgent to develop a sustainable alternative approach with character of short process, high efficiency and environmental friendly."

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o'clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Mine ventilation has been evolving as a separate field of study since the middle of the nineteenth century, and some practitioners might assert that mine ventilation has come of age as a discrete field in the last decade or two. Certainly the extensive literature now available on many facets of the subject, international congresses, the phenomenal upsurge of interest in mine ventilation in the United States of America since the passage of the 1969 Federal Coal Mine Health and Safety Act, and the existence of a virile mine ventilation society in South Africa with its own monthly journal all point in this general direction; on the other hand the lack of a rational design philosophy for ventilating mines suggests that mine ventilation may still be on the threshold of maturity. To generalise, many mines are still ventilated simply to comply with arbitrary statutory regulations, or with some ill- defined notion of reducing the risk of injury associated with the atmospheric environment in mines. Hazards in this category include oxygen deficiency, toxic gases and particulates, pathogenic gases and aerosols, explosive gases and dusts, and extreme climatic conditions. Although many mines are ventilated to abate the risk of a specific injury, there is inevitably a spectrum of latent and patent atmospheric hazards in every underground mine. The writer (Martinson, 1976) has previously drawn attention to the dearth of material on mine ventilation design in textbooks and technical journals, and to the overly simplistic approach sometimes adopted in the limited work published on the subject. The available material undoubtedly contains useful technical data and persuasive views, but seemingly could not be used to demonstrate the rational engineering approach to mine ventilation design advocated in the present paper. The range of papers presented at the 1975 and 1979 Congresses, and the diverse interests and affiliations of delegates, emphasize the multidisciplinary nature of mine ventilation. Easily recognisable topics include: Fluid mechanics Thermodynamics Heat transfer Flames and combustion Aerosol physics Radiation physics Geophysics and geomechanics Occupational diseases Epidemiology Industrial physiology Despite these heterogeneous connections there can be little doubt that mine ventilation is fundamentally an engineering field and not an off-shoot of some other branch of applied science. The distinction is important because mine ventilation has essentially developed as a form of ad hoc trouble- shooting, and in the process mining engineers have relied extensively on the assistance of experts drawn from other fields. Thus historically there has been limited scope for the application of rational design techniques, and personnel enlisted from scientific disciplines may not have had any previous experience in the intricacies of engineering design.

Hardpans developing in tailings storage facilities (TSF) in Australia have been investigated in relation to Acid Rock Drainage (ARD) generation. This research had three main aims. Firstly it was to obtain an understanding of the physical and chemical characteristics of tailings residues which support the in-situ formation of cemented layers and hardpans. Secondly it was to examine how effective hardpans are at reducing ARD generation, and thirdly it was to investigate the promotion of hardpan formation to inhibit ARD and pollutant generation. This paper presents the data collected during investigations into the effectiveness of hardpans to reduce ARD generation. Three basic types of hardpans have been identified and examined: laterally extensive surface hardpans, laterally extensive cemented layers; and laterally discontinuous hardpans developing in locations of seepage. Their mineralogy, morphology, lateral extent, depth and rate of formation are dictated by sulfide and gangue mineralogy and content, milling and depositional techniques of the tailings and the climate. As the sulfides oxidise, acid and heavy metals are generated, while gangue mineral degradation is enhanced, adding to elemental loads. These liberated ions are then available for precipitation of secondary mineral cements through concentration during evaporation. In TSFs where hardpan development is restricted by mineralogy, grain size or climate, hardpan formation can be enhanced in seepage zones (eg. seepage from waste rock dumps) where tailings are exposed to seepage waters laden with heavy metals and sulfate. The effectiveness of hardpans in the inhibition of ARD generation is dependent on reducing oxygen diffusion and water infiltration into the underlying tailings. A reduction in water infiltration will diminish the transport of contaminants developed during sulfide oxidation and subsequent reactions. Water and gas movement through the hardpans at the CSA (Cu, Zn, Pb) and Elura (Pb, Zn, Ag) mines has been investigated. Permeability tests indicate the hardpans have reduced the infiltration rates by 10 to 100 times that of the fresh tailings. Oxygen diffusion rates were calculated and were shown to be up to 1000 times lower in hardpans than in fresh tailings. Such decreases are explained by persistent elevated 'degrees of saturation' within the hardpans. These conditions were verified using a conceptual model of sulfide oxidation reactions, which allowed comparisons of diffusion coefficients with modelled and observed depths of oxidation within the tailings impoundments.

INTRODUCTION It is a generally recognized obligation of owners and operators of underground mines in the United States to protect the health of miners against the potential carcinogenic effect of airborne alphaemitting radionuclides, in particular the shortlived radioactive daughter-products of 222Rn. In meeting this obligation, a number of strategies are available, and it is largely up to the operator to decide what combination of methods he will use. Because the officially accepted theory of the mechanism by which radon and its short-lived progeny cause cancer of the respiratory system, the objective in controlling this health hazard is to limit as far as possible the inhalation of the three daughter products, 218Po, 214Pb, and 214Bi. (214Po, the fourth nuclide in the chain, is so short-lived that its alpha-decay occurs almost instantaneously after the beta-decay of its parent, 214Bi.) The reasoning in this theory leads to the conclusion that the alphadecay of radon itself causes essentially negligible physiological damage, and that the amount of daughter product activity attributable to decay of radon within the respiratory system is also very small. As every ventilation engineer in this business knows, however, focusing remedial actions exclusively on the daughter products themselves is choosing the hard way, and will probably never lead to effective control of this health hazard in underground mining activities. The reason for this troublesome fact can be seen in Figure 1. Let us say that we have air containing 222Rn and its short-lived daughters in near-equilibrium, a not-uncommon condition in the air of a poorly ventilated underground mine, and that we wish to purify it by removing only the toxic daughter products. If we have been very thorough in our purification efforts, we might expect to achieve a 99% reduction of the Working Level (WL) measurement. Figure 2 allows us to examine closely the early regrowth of WL's in this freshly cleaned air. Within the first five minutes, for instance, the WL's are back to 10% of their full equilibrium value, and ten minutes later the level has more than doubled and is on its way to an almost complete defeat of the clean-up effort by the end of the next hour. It is quite clear from this simple illustration that no matter how effective an air-cleaning system may be if it is directed only at the selective removal of the toxic trio, 218Po, 214Pb and 214Bi, its beneficial effect will be quite temporary. A truly effective attack on the problem must always include methods aimed at the control of the unruly parent, radon. Then, even if its progeny have an inalienable "right to life", their brief lives will not be spent in the miners' lungs. During the past decade, since the appearance of Popoff's (1966) review of grade tonnage calculations, it has become evident that defining a new method which could be followed step by step by a technician and which would improve reserve estimation was not a simple thing to do. Some concepts have emerged though, and most definitions of ore reserve now require a statement of reliability (USGS, 1975; and Zwarten-dyke, 1976). Exactly how the reliability should be computed is not a straightforward process. It also became apparent that not only was reliability a requirement but that additional questions such as how to predict mining re- serves from geological reserves were to be asked. In fact what became obvious is that specific models have to be designed for each type of mine and for each type of question which is asked. Most methods can be encased within a unique general geostatistical, model, but it takes considerable custom tailoring, and there are still questions that are left unanswered. In this chapter, before giving techniques, we intend to first review what should be required from a grade tonnage calculation done at the exploration stage. If the final objective is still to specify a tonnage and grade, with eventually a reliability, many qualifications have to be made before quoting, and of course, calculating these two numbers. Then the currently avail- able methods will be reviewed and future trends will be shown; finally a few case studies will be given and recommendations about the choice of a model will be made.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e.g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1.5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

The National Institute for Occupational Safety and Health (NIOSH) has collected pillar and span data at 34 stone mines in 10 states to develop pillar and roof span design guidelines for underground stone mines. Pillar, floor and roof conditions each contribute significantly to the overall mine stability. The roof may be stable for a century, or it may appear to be stable but fail with little warning. Clearly, an assessment of the mine roof is critical to the safety of these operations. However, up until now, the assessment of the mine roof came primarily from exposures in roof falls or portal areas. This provides only limited information, and a more proactive approach is needed to assess changing mine conditions. A separate effort was undertaken to examine the roof structure with the use of a borescope. Numerous physical and geologic roof structures were observed with a stratascope/borehole video camera. The objective of this work was to develop a technique of assigning numerical values to features seen within the mine roof and apply those values to formulate a roof stability evaluation. Such features as changes in color, grain size, and general lithologies are readily observed. Minor structures in the rock, fossils and fractures are also readily identified. Each feature may have a variable and site-specific impact on roof quality. A number of mines were visited and a series of holes were borescoped in each mine. The features identified in the roof were classified and potential for roof damage related to each feature was assessed. A process is presented that relates the structures and their locations to provide a numerical value, or roof quality index that can be used to assess roof stability.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.

The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements.
